Upstate Bicycle Works — Troy

Closer, and not counted. CK Cycles, 2.8 miles out in Colonie, dates to 1905, yet its home and products pages name no e-bike. REI at Crossgates, 3.0 miles out in Guilderland, runs a bike shop, and REI's own site does not say whether e-bikes stand on this floor. In Delmar, Savile Road offers fittings and custom builds, and Mad Dog Bicycles says it does "not sell or service Electric bikes at this time."
Ask about service, too. Upstate Bicycle Works says it services motors, batteries and wiring on Rad Power, Velotric, Lectric, Jamis and Specialized models, so name your brand when you book.
CDTA Buses — the Front Rack and What It Does Not Say
Every CDTA bus carries a front rack, and the authority's Bikeable Bus page names no e-bike rule, so your e-bike's place on it is a question for CDTA before your first trip.
The rack. "All CDTA buses are equipped with bike racks," the page says, and each holds two bikes, "excluding tricycles and tandem bikes," first come, first served. Children under 12 may use the rack only with an adult.
Loading. You lift your own bike, because "the bus operator can't get off the bus to help you." Load from the curb, filling the rear slot first, and call CDTA's information center at (518) 482-8822 with route questions.
Call before you count on the rack. CDTA's page excludes trikes and tandems and is silent on e-bikes, so confirm a heavy e-bike with CDTA before a bus-and-bike commute.

The owner of each path sets its e-bike rule. State Parks and the Hudson River Valley Greenway allow your Class 1 or 2 on their improved trails, while Albany County's rail trail bans "motorized vehicles" without naming e-bikes.
The state's rule for public land
Section 1242(4)(a) keeps an e-bike off "any public lands or property, other than a highway," until that land is "designated and posted for travel by bicycles with electric assist." The Empire State Trail FAQ leaves each off-road section to "the state or local government entity that owns" it.
The Albany County Helderberg-Hudson Rail Trail
The county's rail trail page describes nine paved miles on the old Delaware & Hudson line, "from Pearl Street in Albany to Grove Street in Voorheesville," open "during daylight hours." Its etiquette list says, "Motorized vehicles are prohibited," and names no e-bike, so look for a posted sign at the trailhead.
A county bill would settle it. Local Law E of 2026 would bar e-bikes from county property off the road but exempt "The Albany Helderberg-Hudson County Rail Trail." The legislature passed public-hearing resolutions on it in June and September, committees took it up on September 30, 2026, and it has not passed.
The Empire State Trail along the Hudson
The Albany to Peebles Island section runs 11 miles from the Corning Preserve downtown, 7 of them north on the Mohawk Hudson Bike Hike Trail. A 2-mile stretch from 23rd Street in Watervliet to Cannon Street in Green Island follows road shoulders before the path resumes to Peebles Island State Park.
At Peebles Island, State Parks' e-bike policy, effective June 4, 2026, allows Class 1 and 2 on paved and improved trails at up to 15 mph, Class 1 alone on dirt trails open to bikes, and no Class 3 anywhere.
The Albany-Hudson Electric Trail
Across the river, the Greenway's e-bike policy for its 36-mile trail through Rensselaer and Columbia counties allows "Class 1 and Class 2 Electric Bicycles" on the off-road sections. Class 3 e-bikes and two-wheeled e-scooters are banned, and the trail is open "dawn to dusk only."
Where riders get caught out: the rail trail. It is paved and built for bikes, yet the county bans "motorized vehicles" there and the bill that would exempt e-bikes has not passed, so a posted sign decides.

State law sets the classes, the age and the speeds, Albany's city code adds a sidewalk ban, and Albany County requires a helmet on every rider.
The state definition
Section 102-c defines a bicycle with electric assist as a bike "no more than thirty-six inches wide" with "an electric motor of less than seven hundred fifty watts, equipped with operable pedals." Your bike's class depends on how the motor helps and where it stops.

Section 1242(10) bans a Class 3 "outside of a city having a population of one million or more." Albany, at 101,317, is well short of that line.
License, registration and the label
You need no driver's license and no plate. Section 125 leaves "bicycles with electric assist" out of the motor-vehicle definition, and the DMV says one "does not qualify for registration as a motorcycle, limited-use motorcycle, moped, or ATV."
Your bike must carry the maker's label showing "the class, maximum motor-assisted speed, and motor wattage" (§ 1242(11)(b)). A missing label risks "a civil fine of up to fifty dollars," waived the first time if you fit one before your court date.
Albany's city code
Albany's traffic chapter does not count your e-bike as a bicycle. Section 359-1 says "Bicycles with electric assist are not bicycles for purposes of this chapter," and it counts any electric bike of 100 pounds or less as a "light electric vehicle."
That matters on the sidewalk. Under § 359-4, a pedal bike may use a sidewalk at 8 mph or less where the street is unsafe, but "Light electric vehicles and motor vehicles may not be operated on any sidewalk in the City of Albany except if it is to go into a yard, lot, or building."
What is not an e-bike in Albany
Albany's chapter calls any vehicle that "cannot be registered or operated on New York State sidewalks, streets or highways" an "unregistered motorized device," and keeps e-bikes of 100 pounds or less out of that term. Riding one on city streets carries "a civil penalty in the amount of no more than $1,000" under § 359-7, and police may impound it until the fines and fees are paid.
The same section makes a seller of such a device warn you "in writing" and post a sign stating that its use on public streets is illegal. The Attorney General's July 31, 2026 consumer alert says two-wheelers faster than the state's limits "are not e-bikes or e-scooters under New York law."
Age, speed, streets and sidewalks
- Age. "No person less than sixteen years of age shall operate a bicycle with electric assist" (§ 1242(2)).
- Speed. A Class 1 or 2 may not go "in excess of twenty miles per hour" (§ 1242(9)).
- Streets. You ride only on roads "with a posted speed limit of thirty miles per hour or less," bike lanes included, unless a local law says otherwise (§ 1242(8)). Albany's § 359-2 opens city roadways to e-bikes "consistent with New York State Vehicle Traffic Law Article 34," so the 30 mph line holds.
- Sidewalks. None in the city, under § 359-4, except to cross into a yard, lot or building.
- Impairment. Riding while impaired by alcohol is a traffic infraction under § 1242-a.
Helmets and fines
Section 1238 requires a helmet under 14 and on a Class 3 at any age. Albany County goes further: its 2021 helmet law, § 288-21, says anyone "operating or riding as a passenger on a bicycle with electric assist shall wear a helmet," at any age.
A county violation carries "a fine not to exceed $100" under § 288-22, and the court waives it the first time if you show you bought or rented a helmet before your appearance date. Breaking the state's age, sidewalk, speed or Class 3 rules brings "a civil fine not to exceed fifty dollars" (§ 1242(12)).
Albany's short rule: a Class 1 or 2 under 750 watts, 16 or older, a helmet on every rider, 20 mph at most, streets posted 30 mph or less, and no sidewalks anywhere in the city.

CDPHP Cycle! bike share
CDTA's bike share opened its tenth season on April 1, 2026 with "more than 600 bikes, featuring more than 400 electric-assist (or e-bikes)," according to CDTA's announcement. It charges "$0.08 per mile for standard pedal bikes and $0.15 per mile for e-bikes," and its service area reaches Albany, Bethlehem, Menands, Troy, Watervliet, Schenectady and Saratoga Springs.
Electric scooters
CDTA's SCOOT program put shared e-scooters in select Albany areas from September 5 to October 5, 2025, at $2 to unlock and $0.25 a minute for riders "18+ years or older" with ID. Its page, read October 5, 2026, still describes that season and lists no 2026 dates.
Rebates
Shared Mobility Inc.'s rebate page lists two New York pilots, one for Buffalo and Niagara Falls and Westchester's Project MOVER. Neither covers an Albany address, so ask the shop selling your bike what price or financing it offers.

The denominator
Albany had 101,317 residents in the Census Bureau's 2024 vintage estimate (New York file, row "Albany city"), against a 2020 estimates base of 99,161.
Twenty-one businesses were tied to Albany by at least one source: 1 verified, 2 closed, 3 that name no e-bike for sale, 1 mobile service and 14 outside the city line. Duplicates, businesses that sell no bicycles and leads in farther towns were set aside before any verdict.
The sources, and what each one could and could not do
Seven makers' dealer maps were read on October 5, 2026, each with a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego, to 10 miles. Aventon and Velotric list Freewheel; Bosch's only listing inside the city is the closed Downtube; Pedego's dealer index names no New York store.
OpenStreetMap returned 4 objects inside relation 175549, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Google Maps were read, including searches for an electric bike store and e-bike repair in Albany. Eight questions went to seven answer engines and 39 of 56 answers were read: ChatGPT, Google's AI Mode, Google's chat assistant and Bing's Copilot Search answered all eight and Perplexity seven; Brave failed its control and Copilot could not be read.
Six of the 39 answers named Downtube Bicycle Works; five said it had closed, while Perplexity's shop list still gave its address and phone. CK Cycles appeared in 13 answers, though its own site names no e-bike.
The codes. Albany's city code on eCode360 includes legislation through July 6, 2026; all 24 Common Council and committee agendas from July 6 to October 5, 2026 were read, and none names an e-bike law. Albany County's code includes local laws through June 13, 2022, so the titles of all 3,538 matters its legislature has taken up since were searched on Legistar; the one pending e-bike bill is Local Law E of 2026.
City limits
Every Albany street address counted here returned "Albany city" from the Census geocoder. Albany mailing addresses outside the city sit in the Towns of Colonie and Guilderland and the Village of Colonie on the Census layers. Miles run from the Census 2024 Gazetteer point; road miles run longer.
