Its site still advertises that it accepts California e-bike vouchers. Ask what can be redeemed today before planning a purchase around it, because the statewide program closed in December 2025.
FAX — eBikes on Bus Bike Racks
Fresno Area Express, the city's transit operator, publishes its bike rules on its Bus Riding Basics page, read on September 4, 2026. The rules are about the rack, not the motor.
Every bus carries one. In the operator's own words, "All FAX Buses are equipped with bike racks ... located on the front bumper of the bus and are capable of accommodating 3 bicycles at a time. No additional fare or permit is required." The same page adds that racks work "on a space-available basis" and that "Bicycles are not permitted inside the bus at any time," so a full rack means waiting for the next bus.
Loading is the rider's job. FAX asks you to remove "any bike accessories such as tire pumps or water bottles that could become loose," to tell the driver you are loading, and to work "from curbside or while directly in front of the bus." It closes in capitals: "FAX IS NOT RESPONSIBLE FOR ANY DAMAGES OR LOSS OF BICYCLES INCURRED WHILE USING BUS BIKE RACK."
Now the part that matters when the bike weighs sixty pounds. Across the Bus Riding Basics page and the rider code of conduct, FAX publishes no e-bike rule and no weight limit. That is silence rather than permission, and rack hardware has limits the operator has not printed.
Weigh the bike, then call. FAX allows three bicycles on a front rack at no extra fare, bars them from inside the bus, and publishes neither an e-bike policy nor a weight limit. Call (559) 621-RIDE with the weight off the spec sheet before building a commute on it.
Trail Access — The Lewis S. Eaton Trail
The Lewis S. Eaton Trail is why many Fresno buyers want an e-bike at all: paved, riverside, past Woodward Park and out along the San Joaquin. Six miles are complete of a planned 22 from Friant Dam to Highway 99, and much of that corridor is state land managed by the San Joaquin River Conservancy.
The rule that governs your ride
The Conservancy's public access regulations were approved by the Office of Administrative Law on December 4, 2025 and took effect April 1, 2026, at Title 14 of the California Code of Regulations, sections 25015 through 25018.07.
Section 25017.05(a) allows riding only where the Conservancy has designated and posted for it. Subsection (b)(1) binds every rider: "Bicycles and propelled-assisted devices shall not be ridden at a speed greater than 15 miles per hour," plus a duty never to ride faster than is safe. Subsection (b)(2) prohibits "Propelled devices with a gas or internal combustion engine" on all units and trails; (c) exempts ADA-compliant mobility devices.
Class 3 is not banned here, whatever you have read
The proposed regulation did ban it. The draft limited propelled-assisted devices to Class 1 and Class 2 and provided that "Class 3 electric bicycles, segways, electric unicycles, and propelled devices that are solely motorized are prohibited on all units and trails."
That language was deleted before adoption, and the Final Statement of Reasons says why: "The Conservancy deleted the language regarding the classification of electric bicycles and modified the language to limit the speed to 15 miles per hour ... in response to comments received."
No class of electric bicycle is prohibited by class on Conservancy land. What binds you is 15 miles per hour, the posted designation for the trail you are on, and the line between an electric motor and a combustion engine. Anyone still writing that Class 3 is barred from the San Joaquin River Parkway is reading the draft, and the California trails guide shows how differently other agencies answer this.
One caveat sits on top. The Eaton Trail crosses both Conservancy units and city park land, and the two regimes differ. The Conservancy's trails partner publishes trail descriptions carrying no electric-bicycle rule at all, so obey the sign at the trailhead.
Fifteen is the number, not the class. A Class 3 assists to 28 mph and the Parkway caps every rider at 15, so the bike that suits this trail rides pleasantly well below its own limit. That is a test-ride question, and it matters more here than the sticker on the frame.
California eBike Laws — What Makes an eBike Legal in Fresno
State law defines the bike, the Conservancy governs the Parkway, the city governs the sidewalk. The city layer is thinner than buyers expect.
The state definition
Under California Vehicle Code § 312.5, an electric bicycle has fully operable pedals and a motor of 750 watts or less, in three classes: Class 1 pedal-assist to 20 mph, Class 2 throttle-assisted to 20 mph, and Class 3 pedal-assist to 28 mph with a speedometer, for riders 16 and older. No license, registration or insurance is required.
Under CVC § 21212, riders under 18 wear a helmet on every class, and every Class 3 rider wears one at any age. California e-bike laws carries the statewide rulebook.
The city wrote its bicycle code for pedal bikes
Fresno Municipal Code § 14-103 defines the word the rest of Chapter 14 depends on: "'Bicycle' means a device upon which any person may ride, propelled by human power through a belt, chain or gears." An electric bicycle does not meet that description.
What fills the gap is § 14-102: "Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the State of California and amendments thereto, such definitions shall apply." Chapter 14 never defines an electric bicycle, so CVC § 312.5 governs.
The phrase "electric bicycle" appears once in the whole municipal code, at § 9-3403(b) in the Shared Mobility Device Ordinance, where it "has the same meaning as in California Vehicle Code 312.5."
That article regulates rental fleets and is finished by its own terms: § 9-3410 set a pilot "not to exceed six months or June 30, 2020" and closes "At the end of the Pilot Program, this Article is hereby repealed." None of it was about a bike you own.
Sidewalks, and a sticker that says otherwise
FMC § 14-1703(a) prohibits sidewalk riding "in the central business district, or on any street designated as a mall street." Everywhere else the code sets duties rather than a ban: yield to pedestrians, give an audible signal before overtaking, and dismount where a hedge or building blocks your view at an intersection.
The rental sticker required under § 9-3405(d)(5) reads "RIDING ON SIDEWALKS IS PROHIBITED BY STATE LAW." Both texts sit in the same code and do not describe the same rule. Follow § 14-1703, the operative section for a bike you own.
City parks carry a similar seam. FMC § 5-502(h) bars riding "elsewhere than on the paths, roads, or drives provided," while § 14-1603 allows only "roads or drives provided for such purposes." Paths appear in one and not the other, so stay on the paved surface in a Fresno park and read the posted sign as the rule.
The money: no rebate, a public fleet
The California Air Resources Board's E-Bike Incentive Project concluded in December 2025 and Fresno runs no voucher of its own. What the city has instead is public e-bikes: CARB's Low Carbon Transportation page records $1,800,000 to the Fresno Metro Black Chamber Foundation to expand bikesharing citywide, funding "the entire fleet of library and shared e-bike programs while adding 107 e-bikes."
The foundation's Clean Shared Mobility Network already runs "a fleet of 40 electric vehicles and 200 e-bicycles ... in Downtown, Chinatown and Southwest neighborhoods," at below-market rates, so an unsure buyer can test the idea for the price of a trip. With no voucher in play, the useful questions are what an electric bike costs and where to buy one.
What is not an e-bike here
Anything over 750 watts, or built to exceed 28 mph, falls outside CVC § 312.5 and is a motor vehicle: no trail access and no license-free position applies. Anything with a gas or combustion engine is barred from every Conservancy unit and trail under § 25017.05(b)(2), whatever the sales page calls it. Three layers, one short answer. The state says every class is legal on the road. The Conservancy says 15 mph on the Parkway and nothing about class. Fresno rewards a commuter e-bike: flat ground, dry weather, a river trail on the north edge. It is also one of the harder American cities to be outside a car, and a page that sells you a bike without saying so is not useful.
Smart Growth America's Dangerous by Design rankings place Fresno seventh among US metros, with a pedestrian danger index of 4.06 and 239 pedestrian deaths from 2020 through 2024 against 137 in the five years before. The count rose by roughly three-quarters between one window and the next.
Route choice therefore matters more here than in most cities. The city's bicycle facilities program names what is finished: the First Street protected bikeways from Olive to Ventura and Tulare to Olive, and the Veterans Boulevard Trail. The Midtown Trail is partly built and Fancher Creek Trail is in design. Protected infrastructure exists in pieces worth learning before you pick a route to work.
Enforcement runs on both sides of the windshield. Fresno Police ran safety operations through 2026, issuing 120 citations in March and again in May, split between drivers and riders. The rules enforced are the state rules above. Trails near you covers the wider region.

The California sweep built its statewide candidate list from 598 named bicycle shops in OpenStreetMap plus 354 rows from the state's archived approved-retailer roster. For 550,105 people that pool held four mapped bicycle shops; a nine-tag re-query of the city boundary returned 31 named objects, 27 of them sporting-goods chains, gun shops, motels, a flight school and a university building.
Search discovery and an answer-engine panel widened the pool by hand to eleven candidates, each read on its own site with the deciding sentence recorded: four cleared, three load a working site that never mentions electric bikes, one has no first-party site, two are electric businesses at Clovis addresses, one is gone.
Dividing Census population by verified floors gives Fresno one floor per 137,526 residents, against 37,615 in San Francisco and 142,481 in San Jose. Every address was placed at the Census Bureau's geocoder.
