First light on a wet Puget Sound side street, bikes out before the doors open. Washington sells more electric bikes in the rain than most states sell in the sun.

Washington is the one state in this directory where the government publishes the shop list. Because the WE-Bike rebate pays out at participating retailers only, the state has to name them, and WSDOT's roster carries 115. Cross that roster against the mapped bicycle shops, read the shops' own websites, and 111 storefronts hold up. The table below is every Washington city above 50,000 residents, with its store count and the leads still open.

A dash means nothing confirmed inside the city line. Eighteen cities hold at least one store; the nearest option for the eight that hold none is further down the page.

Washington eBike Law — 2026 Quick Reference

A machine that meets Washington's statutory definition is treated as a bicycle for most purposes: no moped registration, no permit on the handlebar, road access on the terms a pedal bike gets. Miss the definition and none of that follows. Each rule below quotes the section it comes from, read at the Legislature's own site on September 4, 2026.

• Two or three wheels, working pedals, 750 watts. An electric-assisted bicycle is "a bicycle with two or three wheels, a saddle, fully operative pedals for human propulsion, and an electric motor," and that motor "must have a power output of no more than 750 watts" (RCW 46.04.169(1)).
• Class 1 assists while you pedal, to 20 mph. The motor "provides assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour" (§ 46.04.169(1)(a)).
• Class 2 may run on the throttle alone, to 20 mph. The motor "may be used exclusively to propel the bicycle and is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour" (§ 46.04.169(1)(b)).
• Class 3 assists to 28 mph and must carry a speedometer. It "ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour and is equipped with a speedometer" (§ 46.04.169(1)(c)). A Class 3 with no speedometer fits no class at all.
• Anything that will do more than 20 mph on the motor alone is out. The definition "does not include ... any vehicle capable of exceeding 20 miles per hour on solely its electric motor" (§ 46.04.169(2)(a)).
• A bike built to be unlocked is out by design. The definition also excludes "any vehicle that is designed, manufactured, or intended by the manufacturer or seller to be easily configured in order not to meet the requirements of an electric-assisted bicycle, whether by a mechanical switch or button, by changing a setting in software controlling the drive system, by use of an online application, or through other means intended by the manufacturer or seller" (§ 46.04.169(2)(b)). The exclusion attaches on the showroom floor, not when somebody flips the switch.
• Class 1 and Class 2 may use shared-use paths, unless the local authority says otherwise. They "may be operated on a shared-use path or any part of a highway designated for the use of bicycles, but local jurisdictions or state agencies may restrict or otherwise limit the access" (RCW 46.61.710(7)).
• Class 3 does not get shared-use paths by default. A Class 3 "may be operated on facilities that are within or adjacent to a highway," and "may not be operated on a shared-use path, except where local jurisdictions may allow" it (§ 46.61.710(8)).
• Class 3 on a sidewalk is unlawful, with two narrow outs. Riding one on a sidewalk "is unlawful, unless there is no alternative ... to travel over a sidewalk as part of a bicycle or pedestrian path, or if authorized by local ordinance" (§ 46.61.710(3)).
• No class may ride a nonmotorized dirt trail unless the manager allows it. No one may ride an electric-assisted bicycle "on a trail that is specifically designated as nonmotorized and that has a natural surface tread that is made by clearing and grading the native soil with no added surfacing materials," though the authority over that trail may permit it (§ 46.61.710(9)). Paved rail-trail, generally open. Graded singletrack posted nonmotorized, closed.
• No moped registration, and parking rights like a bicycle. The moped registration rule, the moped path ban and the muffler rule "do not apply to electric-assisted bicycles" (§ 46.61.710(5)), and e-bikes "may have access to highways of the state and may be parked to the same extent as bicycles" (§ 46.61.710(6)).
• Neither section sets a statewide riding age or helmet rule. RCW 46.04.169 and RCW 46.61.710, read in full on September 4, 2026, contain no minimum operating age and no helmet requirement for electric-assisted bicycles. City and county ordinances are a separate question, and the rebate program has its own floor of 16.

If your city has none: the nearest verified store

Eight of the 26 cities checked produced no store inside their own limits. Seven of the eight sit inside the Seattle to Tacoma conurbation, so the zero says less about demand than about where the city line falls.

Distances run straight-line from each city's coordinates to the shop's published position, so the drive is longer than the number. The longest of the eight is eight miles. No other state in this directory has produced a zero list where every city has an alternative inside a ten-mile ride, and that is worth saying plainly rather than dressing eight zeros up as a shortage.

Buying online vs buying in a Washington shop

A shop floor earns its margin on three things: a test ride, an assembly done properly, and a person to hand the bike back to when something fails. If any of those matters to you, make the drive, and the listings above will save you the wasted trips.

In Washington a fourth thing outranks all of them. The WE-Bike rebate is redeemable at participating retailers only, so a shopper holding a $300 or $1,200 award has a shortlist rather than a state, and WSDOT publishes that shortlist and republishes it monthly. Redtail is an online retailer and cannot redeem a WE-Bike rebate. If you hold one, spend it at a shop on the state's list.

How the count was reached

One method produces one number. For each Washington city, the count is the distinct storefronts this page lists for it; no Washington city has its own directory page yet, so nothing is taken on another page's authority. Towns below the 50,000-resident threshold keep their listings and are counted separately, because a table of the largest cities can never show them.

That gives 111 storefronts: 57 inside the 26 cities above 50,000 residents, and 54 across 41 smaller towns. By evidence, 50 were read on the shop's own website, four on a chain's website, and 57 come from the state's rebate roster alone; twelve carry both a website and the roster.

Two listings are treated as one storefront when they sit within 50 meters of each other in the same city and either name contains the other, they share a distinctive word, or one name matches the other's published web address. Eleven pairs met that test, each of them the same shop spelled one way by the mapped data and another way by the state. Every store carries one of three evidence grades, and they are not equivalent.

Site checked means the shop's own website was loaded on August 29, 2026 and names e-bikes in its own words. Fifty of the 111.

Chain site checked means the readable page belonged to a multi-location retailer rather than to that branch. It proves the chain sells e-bikes, not that the branch is trading today. Four entries.

State rebate roster means the shop appears on WSDOT's own list of retailers authorized to redeem the WE-Bike rebate, at the location the department publishes. Fifty-seven entries. A state agency has cleared that retailer to sell rebate-funded e-bikes, which is strong evidence it sells them, and it is not the shop's own statement of its address, hours or current stock. No hours are printed for those listings.

Call before a long drive whatever the grade says.

Why the map is thin where it is thin

A Washington directory built from mapped data alone shows a Puget Sound state with an empty middle, and it is wrong in a way that reads as authoritative. The Overpass query returned 167 objects resolving to 163 named bicycle shops across 60 cities, and only 99 of those published a website that could be read.

The state roster is the counter to that. Matching each of WSDOT's 115 placemarks to the nearest mapped bicycle shop, 76 sit within 50 meters of one and 39 have no mapped shop anywhere near them.

Leavenworth E-bikes, Bicycles by Deron in Deer Park, Ben's Bikes in Sequim, Sequim Bike Studio, Baby Boomer Bikes in Lacey, Sasquatch Cycle Works and Infinity Cyclery in Poulsbo are among them. Those are shops the volunteers who build the map never recorded, and the state of Washington has authorized every one of them to sell rebate-funded e-bikes. Limitations

1. Every count on this page was re-derived on September 4, 2026, and the earlier figure of 125 is superseded. The title, the stat block, the coverage table, the regional headings and the FAQ now all read 111, from one method: distinct storefronts listed, deduplicated by position, with towns below the threshold counted separately. Three things moved the number. Eleven pairs of listings turned out to be one storefront each, appearing once under the mapped data's spelling and once under the state's. Three roster rows carry no city in the working file and were never listed on the page, though the regional headings had counted them. And one of those three, Trek Bicycle Silverdale, sits 41 meters from the Silverdale listing and is the same store. 2. The earlier claim that 71 of the state's 115 participating retailers were absent from the mapped data is superseded, and the figure is 39. The first pass matched roster entries to mapped shops by name, and a name match misses the same shop spelled two ways. Matching by position instead puts 76 of the 115 within 50 meters of a mapped bicycle shop. The state roster still finds shops the map does not hold, and it finds 39 of them rather than 71.
3. Fifty-seven listings rest on a state agency's roster rather than on the shop's own words. WSDOT authorizes those retailers to redeem the rebate, which is strong evidence they sell e-bikes. It is not the shop's own statement of its address, hours or stock, and no hours are printed for them.
4. The roster is a snapshot of a monthly-updated list. WSDOT describes it as updated monthly and correct as of August 2026. A shop can join or leave between updates.
5. Two roster entries could not be placed in any city at all and are therefore neither listed nor counted: an REI store and North Division Bicycle Shop, both carrying no city in the department's published placemark. A blank field is not an absent shop, and neither of them appears on this page as a zero.
6. The eight zeros are single-day zeros. They record what could be confirmed inside those city limits on August 29, 2026, and every one of the eight has a store within eight miles.
7. Eleven candidates could not be read at all and are excluded rather than counted either way: four returned an empty client-rendered shell, three were unreachable, and four answered with HTTP errors. A site that will not load is not a shop that has closed.
8. Two shops matched only a brand name and never the words e-bike or electric bike on their own pages. They are held as leads rather than listed.
9. Pedego publishes no Washington dealers, which is a finding rather than a gap: the brand's own state index runs from Virginia to Wyoming with no Washington entry, so the manufacturer-roster route that supplied second-source rows in Arizona and North Carolina does not exist here.
10. Only two statute sections were read for this page: RCW 46.04.169 and RCW 46.61.710, retrieved in full from the Washington State Legislature's own site on September 4, 2026 and archived the same day. Neither contains a statewide minimum riding age or helmet requirement for electric-assisted bicycles. Local ordinances are a separate question this page does not survey, and the Washington e-bike laws guide covers them.
11. No search-volume figure appears on this page. Keyword pricing for Washington has not been run, so nothing here claims a monthly search number.
12. The publisher sells electric bikes. Redtail eBikes is an online retailer that ships nationwide and cannot redeem a WE-Bike rebate, which is stated here rather than glossed. No shop on this list paid to appear, and the listings carry no ranking and no preference for the brands Redtail stocks.

This page expires when any of these change: WSDOT republishes its participating-retailer roster or closes the application window on March 29, 2027; a listed shop moves, closes or stops selling e-bikes; the legislature amends RCW 46.04.169 or RCW 46.61.710; the Census publishes a new vintage of city estimates; or OpenStreetMap's coverage of Washington improves enough to change the candidate pool.
