A wet morning on a Puget Sound side street, bikes out before the shop opens. Washington sells more e-bikes in the rain than most states sell in the sun.

Quick Answer: We verified 125 e bike shops in Washington, checked against all 26 Washington cities above 50,000 residents. Fifty-four were confirmed by reading the shop's own website; 71 more come from a source no other state in this directory has — the Washington State Department of Transportation's own list of retailers authorized to redeem the state e-bike rebate. Seattle leads with 16 verified floors and Bellingham has eight for a twelfth of Seattle's population. Sixty-one of the 125 sit in towns below 50,000, which no city-by-city guide reaches. Two things decide what you should buy here: the state pays $300 or $1,200 toward an e-bike at participating shops only, and a 2026 amendment wrote unlockable bikes out of the definition entirely. How we verified this directory

The denominator comes before the count. We swept all 26 Washington cities above 50,000 residents, from the U.S. Census Bureau's Vintage 2024 city population estimates (SUB-EST2024).

The candidate pool came from OpenStreetMap's Overpass API: 167 objects tagged as bicycle shops, resolving to 163 named businesses across 60 cities, 99 of them publishing a website. Reading those sites produced 54 storefronts whose own words name e-bikes.

Then Washington gave us something no other state has. Because the state runs a rebate, it must publish which shops can redeem it — and the WSDOT WE-Bike participating-retailer map names 115 retailers, updated monthly and "correct as of August 2026" by the department's own note.

Seventy-one of those 115 do not appear in the map data at all. Not as unverified leads — absent. Bicycles by Deron in Deer Park, Leavenworth E-bikes, Methow Cycle & Sport, Ben's Bikes in Sequim, Bainbridge Bike Co., Fairhaven Bicycles, Kirkland Bicycle: shops a crowd-sourced map never recorded, which the state of Washington has authorized to sell rebate-funded e-bikes.

That is why this page counts 125 rather than 54, and it is the strongest argument this project has found for never trusting one source. Massachusetts is the mirror case: its statewide voucher has closed, so no such roster exists there at all. Every claim here was last verified August 29, 2026. Corrections: sales@redtailebikes.com.

Washington wrote unlockable bikes out of the law

Most states define an e-bike by what it does. Washington, since 2026, also defines it by what it can be made to do — and that clause should change what you ask a salesperson.

RCW 46.04.169 sets the familiar frame first: an electric-assisted bicycle has two or three wheels, a saddle, "fully operative pedals for human propulsion," a motor of no more than 750 watts, and it must meet one of three classes — Class 1 assisting only while pedaling to 20 mph, Class 2 able to propel the bike without pedaling to 20 mph, Class 3 assisting only while pedaling to 28 mph "and is equipped with a speedometer."

Then subsection (2), added by chapter 159 of the 2026 session laws, takes two categories back out. An electric-assisted bicycle does not include "any vehicle capable of exceeding 20 miles per hour on solely its electric motor," and it does not include:

Any vehicle that is designed, manufactured, or intended by the manufacturer or seller to be easily configured in order not to meet the requirements of an electric-assisted bicycle, whether by a mechanical switch or button, by changing a setting in software controlling the drive system, by use of an online application, or through other means intended by the manufacturer or seller.

Read that again as a shopper. A bike sold with a hidden menu, a dealer unlock, an app toggle or a jumper that raises the limit is not an electric-assisted bicycle in Washington — not once it is unlocked, but by design, from the showroom floor.

The legislature said plainly why, in a recognition note attached to the same chapter: it "recognizes the recent proliferation of electric motorcycle use statewide, especially among teenagers and young adults," and that "the current definitions of 'motorcycle' and 'moped' apply to many of the vehicles excluded from the 'electric-assisted bicycle' definition."

That is the consequence in one sentence. A machine outside the definition is not an unregulated e-bike; it is a motorcycle or a moped, with the registration, licensing and insurance those carry.

The state pays $300 or $1,200, at participating shops only

Washington's WE-Bike program is the most consequential thing on this page for most buyers, and its conditions decide where you shop.

WSDOT publishes that "people living in Washington ages 16 and up can apply for rebates between March 30, 2026, and March 29, 2027," and that recipients "can reduce the overall cost of e-bike purchases at participating bike shops by $300 or $1,200, depending on income eligibility." Selection is a monthly random draw: "the program is randomly selecting applicants monthly starting April 13. Applicants only need to submit one application to be considered."

The condition that matters here: rebates can only be used at participating retailers in Washington state, and the department's own list of them is the 115-shop roster this page is partly built on. It is "updated monthly and correct as of August 2026" in WSDOT's own words, and the department warns that "not all retailers stock all products on our Qualified Product List" — some cannot supply trikes without ordering them.

So a Washington buyer holding a rebate has a shortlist rather than a whole state, and this page marks which of the 125 are on it.

How to read the listings

Every store below carries one of three evidence grades, and they are not equivalent.

Site checked — we loaded the shop's own website on August 29, 2026 and it names e-bikes in its own words. Fifty of the 125.

Chain site checked — a multi-location retailer where the readable page belonged to the chain rather than the branch. Four entries.

State rebate roster — the shop appears on WSDOT's own list of retailers authorized to redeem the WE-Bike rebate, with the location the department publishes. Seventy-one entries. This grade is new to this page, and it is worth being precise about what it proves: a state agency has authorized that retailer to sell rebate-funded e-bikes, which is strong evidence the shop sells e-bikes and is not the shop's own statement of its address, hours or current stock.

Call before a long drive whatever the grade says.

The eight cities with none, and where to go instead

Eight of the 26 cities produced no verified e-bike floor inside their own limits on August 29, 2026. Seven of the eight are inside the Seattle–Tacoma conurbation, which changes what the zero means: these are not underserved places, they are places whose bike shop is in the next town.

Distances are computed from each city's coordinates to the shop's own published or mapped coordinates and are straight-line, so the drive is longer. The longest of these is eight miles. No other state in this directory has produced a zero list where every city has a verified counter within a ten-mile ride, and that is worth saying plainly rather than dressing the zeros up as a shortage.

Where you may actually ride

Washington's access rules are written class by class in RCW 46.61.710, and the difference between Class 2 and Class 3 is the difference between most of the state's trail network and rather less of it.

Class 1 and Class 2 "may be operated on a shared-use path or any part of a highway designated for the use of bicycles," subject to one large caveat: "local jurisdictions or state agencies may restrict or otherwise limit the access of electric-assisted bicycles" on facilities under their control.

Class 3 is different by default. It "may be operated on facilities that are within or adjacent to a highway," and "may not be operated on a shared-use path, except where local jurisdictions may allow" it. Class 3 on a sidewalk is unlawful under subsection (3) unless there is no alternative as part of a bicycle or pedestrian path, or a local ordinance authorizes it.

One rule catches every class. Subsection (9): no electric-assisted bicycle on "a trail that is specifically designated as nonmotorized and that has a natural surface tread that is made by clearing and grading the native soil with no added surfacing materials" — unless the authority over that trail allows it. Paved rail-trail, generally yes. Graded dirt singletrack posted nonmotorized, no.

And the exemptions worth knowing: subsection (5) says the moped registration, the moped path ban and the muffler rule "do not apply to electric-assisted bicycles," and subsection (6) gives e-bikes highway access and parking "to the same extent as bicycles."

What we did not find, stated as such. The two sections we read — RCW 46.04.169 and RCW 46.61.710 — contain no statewide minimum age to operate an electric-assisted bicycle and no statewide helmet mandate. That is what those sections say and do not say, read on August 29, 2026; local helmet ordinances exist in Washington and are a separate question from state law. The rebate program has its own floor: you must be 16 to apply.

What the answer engines get wrong here

Two things, and the first is the reason this page exists in the shape it does.

The list nobody uses. Asked where to buy an e-bike in Washington, answer engines return the same dozen Seattle shops that every listicle returns. WSDOT's own participating-retailer roster — 115 shops, updated monthly, published by the agency that pays the rebate — is not what they surface, and 71 of those shops are not in the map data either. A buyer following the engines to a shop that cannot redeem the rebate has left $300 or $1,200 on the table.

The definition that changed. The derestriction clause at RCW 46.04.169(2) is 2026 law, and the summaries that describe Washington's three classes were largely written before it. A shopper reading last year's summary would not know that a bike sold with an unlock is outside the definition by design.

What to ask before you hand over the money

Everything here comes from a section above, and every one of them is answerable at the counter.

• "Can this bike be configured to go faster — switch, app, dealer setting, anything?" RCW 46.04.169(2)(b) excludes a bike designed or sold to be easily reconfigured out of the definition. A shop that shrugs at this question is a shop to leave.
• "Are you a WE-Bike participating retailer?" If you are applying for or holding a state rebate, this is the whole conversation. WSDOT's list had 115 shops in August 2026 and is republished monthly.
• "Which class is this, and is there a speedometer?" Class 3 requires one under RCW 46.04.169(1)(c), and class decides whether you may use a shared-use path at all.
• "Where do you send warranty work?" Seventy-one of the shops on this page are on a state roster rather than verified on their own site, which means we have not read their service terms. Ask.
• "What is your out-the-door price with the rebate applied?" A $1,200 rebate at an income-qualified tier is a bigger lever than any discount a shop will offer you, and it only exists at participating retailers.
• "Does it come with the paperwork the rebate needs?" WSDOT publishes a Qualified Product List, and the department warns that not every participating retailer stocks every product on it — trikes especially.

If the answers are good and the bike is right, buy it locally. Washington makes that the cheaper option more often than any other state in this directory, and this page exists so you can find the counter that qualifies.

We verified 125 storefronts on August 29, 2026 across the 26 Washington cities above 50,000 residents — 54 confirmed on the shop's own website and 71 on WSDOT's own rebate roster. Sixty-one of the 125 are in towns below 50,000 residents.

How does the Washington e-bike rebate work?

WSDOT publishes that people living in Washington aged 16 and up can apply between March 30, 2026 and March 29, 2027, that applicants are selected in a monthly random draw starting April 13, and that recipients reduce the cost of an e-bike at participating bike shops by $300 or $1,200 depending on income eligibility. One application enters you in every monthly draw.

Can I use the rebate at any bike shop?

No. Rebates can only be used at participating retailers in Washington state, and WSDOT publishes the list — 115 shops as of August 2026, updated monthly. The department also warns that not every participating retailer stocks every product on its Qualified Product List, so call about a specific bike before you travel.

What makes a bike an electric-assisted bicycle in Washington?

Two or three wheels, a saddle, fully operative pedals, a motor of no more than 750 watts, and compliance with one of three classes — Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, Class 3 pedal-assist to 28 mph with a speedometer.

Since 2026 the definition also excludes any vehicle that can exceed 20 mph on the motor alone, and any vehicle designed or sold to be easily configured out of compliance by switch, software setting or app.

Is a bike with an unlockable speed limit legal in Washington?

Not as an electric-assisted bicycle. RCW 46.04.169(2)(b) excludes vehicles "designed, manufactured, or intended by the manufacturer or seller to be easily configured" out of the definition, and the legislature's own note to the 2026 act says the motorcycle and moped definitions "apply to many of the vehicles excluded." Ask the shop directly whether the bike can be unlocked.

Can I ride a Class 3 on a Washington trail?

Usually not on a shared-use path. RCW 46.61.710(8) says a Class 3 may be operated on facilities within or adjacent to a highway and "may not be operated on a shared-use path, except where local jurisdictions may allow." Class 1 and Class 2 may use shared-use paths under subsection (7), subject to local restriction. No class may use a nonmotorized natural-surface trail unless the managing authority allows it.

Which Washington city has the most e-bike shops?

Seattle, with 16 verified floors. The number worth noticing is Bellingham's eight, in a city of 96,000 — the densest e-bike retail per resident in the state.

Limitations

1. Seventy-one listings rest on a state agency's roster rather than the shop's own words. WSDOT authorizes those retailers to redeem the rebate, which is strong evidence they sell e-bikes. It is not the shop's own statement of its address, hours or current stock, and this page does not print hours for them.
2. The roster is a snapshot of a monthly-updated list. WSDOT describes it as "updated monthly and correct as of August 2026." A shop can join or leave between updates.
3. Eight zeros are checked zeros on one day, and every one has a verified floor within eight miles. That makes them thin coverage rather than absence.
4. Eleven candidates could not be read at all — four app shells, three unreachable domains, and four that answered with HTTP errors. None of that is evidence a shop has closed.
5. Two shops matched only a brand name, never the words e-bike or electric bike on their own pages, and are held as leads rather than counted.
6. Pedego has no Washington dealers, which is a finding rather than a gap: the brand's own state index lists Virginia and then Wyoming, with no Washington entry, so the dealer-roster route that supplied second-source rows in Arizona and North Carolina does not exist here.
7. No statewide age or helmet rule appears in the two sections we read. RCW 46.04.169 and RCW 46.61.710 contain neither. Local ordinances are a separate question this page does not survey.
8. No search-volume figure appears on this page. Keyword pricing for Washington has not been run.
9. The publisher sells electric bikes. Redtail eBikes is an online retailer that ships nationwide, and cannot redeem a WE-Bike rebate — which is stated here rather than glossed. No shop on this list paid to appear.
