SFMTA and BART — eBikes on Muni Racks and BART Trains

Two operators move riders across this city and answer the same question in opposite ways.

Muni's racks do not take an electric bike. SFMTA equips every bus with a front rack, two bikes per rack, first come first served, no permit and no charge. Its published rack rules then draw the line: "Bike racks cannot accommodate handlebars that exceed 42 inches, tires wider than 3 inches, tricycles, or motorized bikes." Inside the vehicle the door is narrower still. Only folding bikes are allowed inside a bus, on Muni Metro and light rail vehicles, and on historic vehicles, and no bikes at all are allowed on cable cars.

BART takes it. Under the rules in force since January 1, 2024, bikes ride all trains except the first car and any crowded car, riders must hold or secure the bike, and folded bikes ride every car at all times. Riders under 14 must be accompanied by an adult, and nobody may ride inside a station. BART attaches teeth to the list: a violation "is subject to citation under CA Vehicle Code Sec. 21113 and Sec. 42001."

BART also plans around the weight of a modern electric bike, publishing an elevator dimension guide for what it calls "larger, heavier cargo and electric assist bikes" with the door, width, length and diagonal of every elevator in the system. Bikes ride elevators, stairs and escalators apart from ten narrow escalators at 19th Street Oakland, Antioch and the Oakland Airport Connector.

Trail Access — Parks, Paths and the Rule That Can Close One

California decides what your bike is; whoever manages the trail decides where it goes. California Vehicle Code § 21207.5 is the section that matters at a park gate, because subsection (b) lets a local authority prohibit, by ordinance, an electric bicycle or any class of it on an equestrian, hiking or recreational trail.

San Francisco has not used that power in anything read for this page. The city sections governing e-bikes here are about selling one, so on the street the rules are the state's: CVC § 312.5 and nothing municipal on top. San Jose's municipal code down the peninsula never uses the phrase "electric bicycle" at all.

That leaves the park gate as the place to look rather than the statute book. SFMTA frames its bus rack as the way to reach Golden Gate Park or Treasure Island, which is exactly the trip an electric bike cannot make on that rack. Ride there instead and read the posted signs.

California eBike Laws — What Makes an eBike Legal in San Francisco

State law defines the bike and the city governs the sale. Two layers, and the second one is only a month older than this page.

Under California Vehicle Code § 312.5, an electric bicycle is a Class 1, Class 2 or Class 3 machine with a motor of 750 watts or less. All three classes are street legal in San Francisco, and none of them needs a license, a registration or an insurance policy. California e-bike laws carries the full statewide rulebook.

The rule that governs the shop

Most city e-bike rules are about riding. San Francisco's newest one is about selling, and it took effect on July 27, 2026, recently enough that plenty of sellers are still catching up.

No person or business shall sell, offer for sale, or deliver any Powered Mobility Device or Replacement Battery to any person or any address located within the City and County of San Francisco unless such Powered Mobility Device utilizes a Certified Lithium-Ion Battery or is a Certified Lithium-Ion Replacement Battery. — San Francisco Fire Code § 326.2

"Certified" is defined a section earlier. Section 326.1 means a battery certified to UL 2849, UL 2272 or UL 2271, or EN 15194, or a standard from an accredited lab the Fire Department approves by rulemaking, with the mark displayed on the packaging. Section 326 was added by Ordinance 122-26, File No. 260359, effective July 27, 2026.

The clause reaches deliveries as well as storefronts, since the words are "sell, offer for sale, or deliver … to any address located within the City and County of San Francisco." That includes online sellers shipping to a San Francisco doormat, Redtail among them. It has teeth: § 326.3 sets penalties of $500 for a first violation and $1,000 for each subsequent violation within a year, and lets the City Attorney seek relief without waiting for the Fire Chief.

And it gives you a one-question test at the till: ask to see the certification mark on the battery or its packaging. A shop that cannot show you one is selling a bike it is not lawful to sell here.

The $1,000 coupon and where it spends

Two programs get confused here and only one is alive. The California Air Resources Board states that its statewide E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

The city program is real and narrow. The San Francisco Public Utilities Commission runs Electrify My Ride, a $1,000 coupon toward a new e-bike for residential CleanPowerSF or Hetch Hetchy Power customers who are already enrolled in CAP or CARE/FERA. It is a program for households on utility assistance, not a general city rebate.

As of August 30, 2026 the commission's own page says all coupons for the season have been claimed, and a coupon already issued expires 60 days from issue.

The bike has to qualify on the same standard the Fire Code uses: a new electric bicycle under CVC § 312.5, any class, 750 watts or less, with a UL 2849 or EN 15194 certified battery and a one-year manufacturer warranty.

The commission publishes a qualifying-product list that ran past 400 models in its June 22, 2026 revision. Redemption is restricted to 14 named businesses across 16 floors, every one of them daggered above, so check the dagger before you plan a Saturday around a test ride.

The rules at a glance

Where to Ride Your eBike in San Francisco

This is a city where the motor is the point: the grades that make a ten-minute trip a decision on a regular bicycle stop being a decision on an electric one. Three things are worth knowing before you call a shop.

A shop that sells a brand is not automatically a shop that services yours. Diagnostic access is granted by the motor manufacturer, so a shop can be excellent at everything mechanical on your bike and still be unable to read the error code on your display. The motor guide sets out which system is which. Ask before you carry a bike across town, because here that journey is usually uphill.

There is a dedicated electric-only bench. In and Out Ebike Repair at 2607 24th Street works both the mechanical and the electronic side and does nothing else.

Battery work is now a legal question as well as a technical one. Fire Code § 326 governs replacement batteries by name, so a shop selling you a pack here has to sell you a certified one. Ask what standard it carries before you agree to the work, and expect UL 2849 or EN 15194.

How 22 came out of 41 mapped leads

The California sweep built its statewide candidate pool from 598 named bicycle shops in OpenStreetMap plus 354 rows from the state's archived approved-retailer roster, measured against all 76 California cities above 100,000 residents in the Census Bureau's 2024 estimates.

San Francisco contributed 41 mapped leads. Twenty-four cleared the check and de-duplicating by address collapsed them to nineteen, because a storefront mapped once as "Trek" and again as "Trek SOMA" is one shop.

Three further sources closed the gap: the city's participating-retailer roster named three shops with no readable evidence in the pool, resolving websites by hand reached two more, and a search-engine pass surfaced a repair-only shop absent from every structured source held here.

Checked and not counted

One listing was withdrawn and it is worth naming. The Bike Hut appeared in the August 28 statewide listing as a San Francisco e-bike seller. Its own site says the opposite, "We don't have any electric bikes or scooters," and the automated check had matched the words "electric bikes" without reading the sentence they sit in. The listing is gone and the statewide count was re-cut.

The rest of the mapped pool either publishes a working site that never uses an electric term or returned nothing readable at all. None of it is listed as absent.

Limitations

1. Author interest disclosed. Redtail sells e-bikes online and ships into San Francisco, which puts this publisher inside the Fire Code § 326 delivery rule above. Listings are free, no shop paid for placement, and corrections go to sales@redtailebikes.com.
2. Data vintage. Shop checks ran on August 30, 2026; transit rules on September 4, 2026.
3. One shop is roster-graded, not site-verified. Avenue Cyclery appears on the city's coupon roster; its own site never names e-bikes through two retrieval routes, and its card says so.
