We read seven e-bike makers' dealer maps, OpenStreetMap, Yelp, Superpages, Google Maps, eight answer-engine questions and each shop's own website. The Census geocoder placed every address inside or outside the city line.
A shop counts when its own website sells e-bikes or an e-bike maker lists it as a dealer; a directory listing alone does not count. Left out: a closed storefront, tours and rentals, a lending library, shops that name no e-bike, a gas-motor shop and shops in the towns around Buffalo. Buses and Rail — eBikes on NFTA Metro and the Bike Ferry
Every NFTA Metro bus carries a two-bike rack and Metro Rail takes two bikes per car, with no separate e-bike rule, so call before you load a heavy bike.
Buses. NFTA Metro's bike page notes that "Bus drivers cannot leave the bus to help you load your bike," and that "Folding bikes with wheels that are 20 inches or smaller can be taken on board Metro buses."
Metro Rail. The same page says "NFTA-Metro allows up to 2 bikes on each Metro Rail car," boarded at the front or rear of the car "in the area designated for wheelchairs or strollers." It names no weight limit and no battery rule for either mode. Customer Care is at (716) 855-7211.
The Queen City Bike Ferry
The Buffalo Waterfront ferry page sets the fare at "$2 each way (cash collected at boarding; exact change required; fare includes bike)." A one-way crossing "takes 5-10 minutes between the Commercial Slip at Canalside and the Bike Ferry Landing on the Outer Harbor."
It runs "Daily (Memorial Day Weekend - Labor Day Weekend)," weekdays noon to 6 and weekends 10 to 8, so the 2026 season closed after Labor Day weekend. The page sets no rule about e-bikes.
Fold it or rack it. NFTA lets a folding bike with wheels of 20 inches or smaller ride inside a Metro bus; its page says nothing about batteries, so ask Customer Care first.

Off the road, an e-bike needs the landowner's permission under § 1242(4). New York's State Parks gives it on paved paths at 15 mph, and Buffalo's code withholds it on the Riverwalk.
The state's rule for public land
Under Vehicle and Traffic Law § 1242(4)(a), "No person shall operate a bicycle with electric assist on any public lands or property, other than a highway," unless the land has been "designated and posted for travel by bicycles with electric assist." The Empire State Trail FAQ says the choice is "set by the state or local government entity that owns a particular off-road trail section."
The Riverwalk
Buffalo's § 91-1 reads "No person shall operate or drive any vehicle which is propelled by any power other than muscular power on that property in the City known as the 'Riverwalk.'" The code traces it from Erie Street "through LaSalle Park," over the West Ferry Bridge "to Broderick Park," and along Squaw Island.
Buffalo Harbor State Park and State Parks land
New York State Parks' e-bike policy, OPR-POL-032, effective June 4, 2026, lets Class 1 and 2 e-bikes use "shared use or multi-use trails and paths that are paved or improved," unless a sign says otherwise. "The maximum speed limit for electric and non-electric bicycles is 15 mph" on those paths.
On dirt, only Class 1 rides: "Class 2 electric bicycles are prohibited on all unimproved and/or natural surface trails." Ignoring an officer or a posted sign "could result in a disorderly conduct violation," the policy adds. It covers Buffalo Harbor State Park on the Outer Harbor, whose new sprayground the Governor opened on May 21, 2026 with State Parks' acting commissioner.
The Outer Harbor
From the ferry landing, riders reach "the Greenway Nature Trail, Buffalo Harbor State Park," Tifft Nature Preserve "and the Outer Harbor bike trails," per the ferry page. Read each path's posted sign before you ride it: § 1242(4) relies on it.
Where riders get caught out: the Riverwalk. The code calls it "a paved pedestrian bicycle path," and § 91-1 still bars any vehicle with a motor, your Class 1 pedal-assist bike included, so plan a street route alongside it.

The state sets the classes, the age floor and the road rules. Buffalo's code, current to legislation of March 31, 2026, names no e-bike at all, so the state rules apply as written.
The state definition
Under § 102-c, a bicycle with electric assist "is no more than thirty-six inches wide and has an electric motor of less than seven hundred fifty watts, equipped with operable pedals." A bike rated at exactly 750 watts falls outside that line.

Section 1242(10) reads "The operation of a class three bicycle with electric assist outside of a city having a population of one million or more is prohibited." Buffalo has 276,617 residents, so a Class 3 stays home.
License, registration and the label
You need no license or registration. Section 125 lists "bicycles with electric assist" among the exceptions to "motor vehicles," and the DMV says "A bicycle with electric assist does not qualify for registration as a motorcycle, limited-use motorcycle, moped, or ATV."
Since June 1, 2022, § 1242(11)(b) has required a manufacturer's label giving "the class, maximum motor-assisted speed, and motor wattage," with "a civil fine of up to fifty dollars" that the court waives if you fit one before your court date.
What is not an e-bike
Section 102-c defines a Class 3 only "within a city having a population of one million or more," so a 25 mph bike is not an e-bike in Buffalo. Nor is a bicycle with a gas motor kit: the definition requires an electric motor.
The DMV names a "Mini-bike" and an "Off-road Motorcycle (Dirt Bike)" among devices barred from streets, sidewalks and parking lots: "You may be arrested if you do." An electric scooter is its own device under § 114-e.
Age, speed and where on the road
- Age. "No person less than sixteen years of age shall operate a bicycle with electric assist" (§ 1242(2)).
- Speed. "No person shall operate a class one or class two bicycle with electric assist in excess of twenty miles per hour" (§ 1242(9)).
- Roads. You may ride "highways with a posted speed limit of thirty miles per hour or less," including "designated bicycle or in-line skate lanes" (§ 1242(8)).
- Sidewalks. "No bicycle with electric assist shall be operated on a sidewalk, except as may be authorized by a local law or ordinance" (§ 1242(5)(a)). Buffalo's code grants no such permission.
- Pedestrians and groups. You "shall yield the right of way to pedestrians" and "shall ride single file" (§ 1242(6) and (7)).
- Impairment. Riding while your ability is impaired by alcohol is a traffic infraction under § 1242-a, with a fine of "not more than three hundred dollars" or up to 15 days in jail.
Breaking the age, sidewalk, yield, speed or Class 3 rules brings "a civil fine not to exceed fifty dollars" (§ 1242(12)). When a rider under 16 is stopped, § 1242(13) sends the summons to a parent present at the scene, never to the child.
Helmets
Section 1238(5)(b) requires a helmet on any bicycle for riders "less than fourteen years of age," and § 1238(5-c) requires one on a Class 3 at any age. Neither reaches you if you are 16 or older on a legal Class 1 or 2.
Bill S1542, for helmets at 16 and 17 on Class 1 and 2, sits in the Senate Rules Committee (its twin, A590, passed the Assembly in January 2026), so it is not law. Erie County's helmet law, per its local-law list, covers "non-motorized bicycles in Erie County parks." Wear one anyway.
Buffalo's short rule: Class 1 or 2 only, 16 and older, 20 mph at most, roads posted 30 mph or less and bike lanes, no sidewalks, no Riverwalk, and 15 mph on State Parks' paved paths.

Reddy Bikeshare puts "520 GPS-enabled bikes at 120 different stations throughout the cities of Buffalo, Tonawanda and Niagara Falls," including Reddy+, "a brand new pedal-assist e-bike fleet." "Eligible riders must be 18 years of age or older."
Pay-as-you-go costs a $3.00 set-up fee and "$0.25/min to ride on REDDY+"; the $40.00 annual pass drops Reddy+ to "$0.10/min," and East Side adults pay $3 for it. The season "runs April through October."
Rebates
WNY E-Bike Rebate Pilot. Shared Mobility Inc. offers "a $650 point-of-sale rebate toward a certified E-bike and accessories" to residents of the City of Buffalo or the City of Niagara Falls who are at least 18 and meet an income or assistance-program test. If you apply, you "may be selected at random," and the rebate redeems only at Beeton's, Campus Wheelworks, GObike Buffalo and Rick Cycle Shop.

The denominator
Buffalo had 276,617 residents in the Census Bureau's 2024 vintage estimate (New York file, row "Buffalo city"), against a 2020 estimates base of 278,286.
Twenty-two businesses were tied to Buffalo by at least one source: 5 verified, 1 closed, 4 tours, rentals or a lending library, 3 shops that name no e-bike or sell gas kits, 2 that are not bicycle sellers and 7 outside the city line. Duplicates, non-bicycle businesses and leads in other towns were set aside first.
The sources, and what each one could and could not do
Seven makers' dealer maps were read on October 5, 2026, each with a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego, to 10 miles. Aventon, Giant and Velotric list e-bike sellers inside the city; Pedego's dealer index lists no New York store.
OpenStreetMap returned 10 objects inside relation 175031 and 9 named places, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Google Maps were read in a browser. Eight questions went to seven answer engines and 33 of 56 answers were read: ChatGPT, Google's AI Mode, Google's chat assistant and Perplexity answered all eight, Brave one; Bing failed its control and Copilot served a sign-in wall.
The engines named Holistic Cycles, Gelly's Motorized Bicycles and Bicycle Bottle Shop, which were then read and given verdicts. Google's chat assistant said any rider aged 16 or 17 must wear a helmet; that is Bill S1542, which is not law.
The city code was read in full on eCode360, 3,101 sections, every one searched for e-bike terms. None names an electric bicycle, an electric assist or an e-scooter. Erie County's local-law list names no e-bike law.
