LA Metro — eBikes on Buses and Trains

Metro publishes its own bike rules, and for an electric bike they split hard: bus and train are opposite answers.

On the bus, an e-bike does not travel. The rule is flat: "Motorized bicycles or any bicycle over 55 pounds cannot be accommodated on Metro bus bike racks." The only bike allowed inside is a folder: "Non-motorized, folding bikes with 20-inch or smaller wheels can be taken on board." Every bus carries "two or more racks located on the outside front of the bus", and when they are full Metro asks riders to wait.

On the train, an e-bike travels. Metro's rail rule reads: "Electric bicycles are allowed if they are the size of a regular bike and are subject to safety inspection by security personnel." The same line bars "Fuel powered, 3-wheeled, tandem, recumbent and over 6-foot long bicycles, as well as all mopeds and trailers", and adds that "Failure to obey these rules may result in a citation; ref. PC 640 (b) (9) (A)."

Walk the bike through the station, board at the doors marked with the yellow sign, and take the lift or the stairs, because bikes are not allowed on escalators. Metro also runs bike hubs, sheds and lockers, opened with a TAP card or the BikeLink app.

The rule that shapes a Los Angeles commute: your e-bike rides the train, not the bus. A Metro rack refuses a motorized bicycle and anything over 55 pounds, and only a non-motorized folder with 20-inch wheels comes aboard.

Trail Access — The Marvin Braude Beach Path and the State Parks

The 22-mile Marvin Braude beach path is the ride most Los Angeles buyers picture, and there is no single answer for it. Assembly Bill 1909 amended Vehicle Code section 21207.5 effective January 1, 2023 and ended the statewide ban on Class 3 e-bikes using bike paths.

What replaced it is local. The section lets "the local authority or governing body of a public agency having jurisdiction" prohibit a class by ordinance, and the path crosses several cities. The sign where you join it is the rule that binds you, and it can change before the next city.

California State Parks adds a second layer. In state park units e-bikes are barred except on public roadways and where a Superintendent's Order allows them, and Class 2 and Class 3 are excluded from trails Class 1 may use. Ride to a state beach or park and that policy governs, not the Vehicle Code.

Buy the class that fits the path, because you cannot change it later. A Class 1 or Class 2 bike is welcome on far more of the coast than a Class 3, and the class is printed on a sticker on the frame. Ask to see it before you pay. The California trails guide covers other park systems.

California eBike Laws — What Makes an eBike Legal in Los Angeles

Three layers decide what you may ride: the state defines the machine, the path authority governs the trail, the city the sidewalk.

The state definition

Under Vehicle Code section 312.5, an electric bicycle is "a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power", in three classes: Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, Class 3 pedal-assist to 28 mph. No license, registration or plate applies.

Section 21213 adds the Class 3 rules: a person "under 16 years of age shall not operate a class 3 electric bicycle", and every Class 3 rider and passenger wears a helmet at any age. Section 21212 requires one for every rider under 18.

The rule that changed what a shop may sell you

Since January 1, 2026, Health and Safety Code section 26302(a) has said a person "shall not distribute, sell, lease, or offer for sale or lease an electric bicycle unless the storage battery for the electric bicycle has been tested by an accredited testing laboratory for compliance with a standard referenced in ANSI/CAN/UL 2849 or EN 15194."

Subdivision (c) extends the rule to a replacement battery sold alone, and the chapter arrived with Senate Bill 1271. Ask it on the floor: which standard was this battery tested to, and who tested it. A shop that cannot answer is offering what the section does not permit it to sell.

What is not an e-bike here

Anything over 750 watts, or built to run past 28 mph, falls outside section 312.5 and is a motor vehicle.

The California Highway Patrol's bulletin Electric Bicycles and Other Devices of May 27, 2026 tells officers that "electric bicycles of all classifications can be ridden anywhere a bicycle can be ridden", subject to the trail exceptions, and that section 24016(b) makes one "not a motor vehicle". The same bulletin records that section 22651.08 lets an officer impound a machine failing the definition, so an out-of-class import sold as an e-bike can be towed.

Sidewalks and the rebate

Los Angeles Municipal Code section 56.15 bars sidewalk and boardwalk riding in wilful or wanton disregard for people or property. Santa Monica and Manhattan Beach are stricter, so check the city you ride in.

There is no purchase rebate. The Air Resources Board's project page records that the project "began in December 2022 and concluded in December 2025" and "distributed 2,246 e-bike incentives" of up to $2,000. Any 2026 page offering a California voucher is stale.

Where to Ride Your eBike in Los Angeles

The coast is why most people here buy. The Marvin Braude path runs 22 miles of separated pavement down to the Redondo Beach pier, which is why several floors on this page sit within a mile of it. Inland, the Ballona Creek path is the workhorse, and The ReCYCLIST and Wheel World both sit beside it.

East of downtown is the gap. Silver Lake, Echo Park, Highland Park and Boyle Heights have no storefront here, so the options are DTLA Bikes, Just Ride L.A., or buying online with a South Bay shop for service. Closer to the harbor there is more: seven floors in Long Beach, and four in Anaheim under a stricter local ordinance.

Four questions to take to the floor

  1. Which class is it? On the coast, class decides where you may ride. Ask to see the sticker on the frame.
  2. Which standard was the battery tested to? Section 26302 makes this the shop's problem. A straight answer tells you plenty.
  3. What does it weigh? Anything over 55 pounds is refused by a Metro bus rack, and a heavy bike is a different bike in a walk-up.
  4. Who services it, and are they authorized? A covered failure fixed free beats a discount.

How twelve floors came out of an area sweep

The first pass, August 11, 2026, worked through 23 Los Angeles-area candidates and kept nine, each showing 2026 trading evidence: model-year stock with live pricing, a working checkout, or dated reviews.

On August 29, 2026 the list was re-checked against OpenStreetMap's mapped pool: 36 bicycle shops inside the city limits plus 23 across Santa Monica, Culver City, El Segundo and the beach cities, each read against its own site. It added Wombi, Just Ride L.A. and Trans Port Station. Five of the twelve sit inside the city line.

An AI answer engine, asked August 27, 2026, named four options that do not survive a look at their own pages.

  • Upway, Redondo Beach. The address is real, 2400 Marine Ave STE 108, but the page publishes no telephone and no hours, and says walk-ins cannot be accommodated.
  • LA Fly Rides. Its page titled "Electric Bikes Los Angeles" publishes one address: 12544 Kirkham Ct, Poway, in San Diego County.
  • The New Wheel. It lists San Francisco, Marin and Oakland, and names no Los Angeles location.

Two are ordinary staleness. The other two are a category error that costs a Saturday: a brand's city page is marketing, not a storefront.

Limitations

  1. Hours are the most perishable fact here. Every address, telephone number and set of hours was read from the shop's own site on August 11, 2026 and again on August 27 and 29.
  2. The title said nine until September 4, 2026; this page verifies five inside the city line and seven across it. The nine dated from the August 11 pass, before the Santa Monica, Culver City, El Segundo and Redondo Beach floors were separated out. The title now states what the page evidences for Los Angeles itself, and the seven are labelled rather than folded in. The five and the seven reflect what was read.
  3. Two instruments the newer California pages use are missing here. No Census geocoder check was run, so each shop is placed by the municipality printed in its own address. No candidate roster survives from August 11, 2026, so that 23-name pool cannot be re-checked; the August 29 pool is countable and named above.
  4. The Eastside gap is a finding about storefronts rather than riders. East and Northeast Los Angeles returned no qualifying storefront on either pass, and that changes the day a shop opens there.
  5. Six of the twelve addresses carry independent corroboration.
