OCTA, Metrolink and Amtrak — eBikes on Buses and Trains

OCTA buses carry an e-bike on the front rack if it weighs 55 pounds or less, and Metrolink and Amtrak both stop at Fullerton's depot. Check the bike against each set of rules before a trip.

OC Bus. OCTA's bike rack page describes a front rack for three bikes, first come, first served, and says "bikes are not permitted inside buses, except for the last trip of the day." The limits are 20- to 29-inch wheels, a 44-inch wheelbase, 2.5-inch tires and 55 pounds: "E-bikes need to fit securely on the bike rack and cannot weigh more than 55 pounds." A folded bike may come aboard.

Metrolink. The station at 120 E. Santa Fe Ave. serves the 91/Perris Valley and Orange County lines, per Metrolink's station page. Its bike guidelines take e-bikes that "have pedals and a straddle seat" and "a manufacturer-installed sealed battery," powered off and not charged on board.

The limit is 32 by 58 inches with tires up to 2.6 inches, first come, first served, and a January 2026 update says "10 of our bike cars are temporarily out of service."

Amtrak. The Fullerton station offers checked baggage and "Bike boxes for sale." Amtrak's bicycle page takes e-bikes up to 50 pounds, under 750 watts continuous and 20 mph on the motor alone. Tires stop at 2 inches, except that "the Pacific Surfliner will accept a 4" maximum," and that train needs a bicycle reservation.

Trail Access — the Fullerton Loop and the City's Trails

Fullerton's trails are the City's own, and Chapter 8.90 sets the speeds: 10 mph on unpaved trails, 15 mph on paved ones. Where a trail enters a city park, the park rules below change the answer.

The City's trails

The City's List of Trails counts "approximately 28 miles of recreational trails" and invites "Hikers, equestrians, mountain bike riders, and outdoor enthusiasts." It features 11:

The Fullerton Loop

OCTA's Fullerton by bike page calls the Loop "a popular 11.1 mile loop trail offering a unique mix of dirt single and double track trail along with some sidewalk and asphalt riding." From the station, ride a mile north on Harbor to Berkeley Avenue: "The trail starts behind the North Justice Center on the west side of the street."

Each stretch carries its own cap: 10 mph on the dirt, 15 mph on paved trail and 10 mph on the sidewalk. Ride at the pace of the slowest walker or horse ahead, since Chapter 8.90 also makes failing to yield to pedestrians an offense.

City parks

Here the texts disagree. Chapter 8.90's list of unsafe riding includes "Operating in any public park," which reads as no e-bike riding in any city park, Laguna Lake Park's trail stretches included. The police staff report summarized the line as "Riding in public parks as restricted by local code."

The park code, § 9.12.180, lets a bicycle ride "a paved vehicular road or path designated for that purpose" and bars riding in Amerige Park "when signs are erected." Until the City settles it, walk your e-bike in a park. The 1967 rule in § 8.60.010 bars "any motor vehicle" from parks and trails, and state law says an e-bike is not one.

Cal State Fullerton

President's Directive No. 16, last published August 20, 2025, says bikes "must be parked before entering the POZ or walked inside the POZ," the Pedestrian Only Zone of the Promenade, Quad, Titan Walk and ECS Lawn. No riding in buildings, parking structures or on grass.

"Bikes or electric bikes secured to objects or structures other than approved racks or storage containers are subject to removal by the University." The walkway ban names "motorized bicycles," the directive's word for mopeds, and it defines an e-bike separately.

California eBike Laws — What Makes an eBike Legal in Fullerton

California sets the classes, the ages and the helmet rules for every city. Fullerton adds Chapter 8.90, adopted February 17, 2026 and in force since March 19, 2026, which sets speeds and lists unsafe riding.

The state definition

Working pedals and a motor that "does not exceed 750 watts of power" make a bicycle electric under Vehicle Code § 312.5, in three classes:

Under § 24016(b) you need no license, registration or plate, and "an electric bicycle is not a motor vehicle"; § 231 adds, "An electric bicycle is a bicycle." Section 21213 bars riders under 16 from Class 3, and a § 21212 helmet ticket is capped at $25.

Fullerton's Chapter 8.90

Ordinance No. 3354 borrows the § 312.5 definition and covers every "motorized wheeled conveyance," from e-bikes and scooters to go-karts. Riding one "in an unsafe manner" is unlawful on any street, sidewalk, bike path, trail, park or private property open to the public, and unsafe includes:

• more than 10 mph on a sidewalk, and failing to yield to pedestrians;
• more than 10 mph "upon any unpaved hiking, equestrian or walking trail," and more than 15 mph "on any paved trail";
• "Operating in any public park";
• swerving around stopped traffic, wheel lifts on a road or bike lane, and tricks or stunts;
• extra passengers, letting others cling on, riding hitched to a vehicle, and a phone that is not hands-free.

The council introduced it on February 3, 2026 by a 4–1 vote, Councilmember Nicholas Dunlap voting no, per the second-reading report. The City's public notice says it passed February 17 "by unanimous vote," and Government Code § 36937 put it in force 30 days later. Its recitals cite the 2023–2024 Orange County Grand Jury report E-Bikes Friend or Foe.

Chapter 8.90 and the online code

The American Legal code read on September 29, 2026 is "current through Ord. 3352," and "electric bicycle" returns nothing. The May 5, 2026 recodification, Ordinance No. 3356, lists Title 8 through Chapter 8.80, while its Section 4 "includes and reordains" prior ordinances.

No repeal of Ordinance 3354 appears in the council's records. Ride by Chapter 8.90, and ask the City Clerk at (714) 738-6350 for a definite answer.

Sidewalks

Fullerton caps sidewalk riding rather than banning it: 10 mph, yielding to pedestrians. Voice of OC reported that Councilmember Dunlap "wanted e-bikes to be entirely barred from sidewalks," and it put the limit at 5 mph; the ordinance says 10. State law leaves sidewalks to local ordinance (§ 21650(g)), and § 21206 lets a city regulate bicycles "on pedestrian or bicycle facilities."

Streets and bike lanes

On the street, § 21200 gives you "all the rights" and duties of a driver. Riding below traffic speed where a lane is striped, § 21208 keeps you in it, with exits to pass and turn. Section 21 bars local rules on the code's matters unless the code allows them.

What a violation costs

A Chapter 8.90 violation is "an infraction pursuant to Chapter 1.08," which prints two scales. Section 1.08.020 runs Title 8 rules adopted under the Vehicle Code through § 42001: up to $100, then $200, then $250 within a year. Section 1.08.010 sets $100, $200 and $500. A third offense costs $250 or $500, depending on which a court applies.

Who enforces it

The Fullerton Police Department brought the ordinance to the council: its staff report, submitted by Chief Jon Radus and prepared by Traffic Bureau Commander Timothy Petropulos, says the rules "empower officers to issue civil or criminal citations as appropriate based on the situation."

What is not an e-bike here

An e-moto without working pedals never qualifies, nor does a bike its maker intends to be modifiable past 20 mph on motor power or past 750 watts (§ 312.5(d)). Selling an unlocking app or speed dongle is illegal under § 24016(e).

Where to Ride Your eBike in Fullerton

Ride the street and the bike lanes on any class, the sidewalk at 10 mph while yielding, and the trails at 10 or 15 mph. In a city park and in the campus Pedestrian Only Zone, walk.

Fullerton is in the Orange County Power Authority, whose voucher program paid "$600 for a standard Level 1 or 2 e-bike and $1,500 for income-qualified customers (CARE or FERA)"; on September 29, 2026 it read "The application is now closed."

The South Coast air district's Replace Your Ride lets an income-qualified driver scrap an old car and "purchase an e-bike" instead. The District Attorney's buyback of September 13, 2026 paid gift cards for bikes handed in, "$300 in gift cards" for a Class 1, which is no help buying one.

Fullerton had 140,054 residents in the Census Bureau's 2024 vintage estimate (California file, row "Fullerton city"), down from a 2020 estimates base of 143,645.

In the city, 21 businesses were checked: 3 verified, 2 bike shops whose sites name no e-bikes, 3 closed, 1 unreadable, 3 with no Fullerton storefront (a mobile wheel builder, a trail listing and a patrol-bike outfitter at a Long Beach address), 8 big-box and chain floors and 1 motorcycle gear store. Six more names were excluded as duplicates or not bicycle businesses.

The sources, and what each one could and could not do

Seven makers' rosters were read to 10 miles on September 29, 2026, each with a control: Velotric (970 locations), Aventon (71), Giant (5), Bosch (30), Specialized (32), Trek (5) and Pedego's California directory. Trek's list carries no e-bike flag.

OpenStreetMap returns five shops across the bicycle and sports tags inside relation 2312655; of its two bicycle shops, one is the closed Jax store. The archived CARB retailer roster lists both Commonwealth stores, but the program closed in December 2025.

Directories and AI search. Yelp and Superpages were read in a browser; Yellow Pages refused every route.
