Buses — eBikes on OC Bus

OC Bus racks take an e-bike that fits a regular bike's profile and weighs 55 pounds or less, so weigh yours before you plan a bus leg.

The rack limits. Per OCTA's bike-rack page, a bike must fit "Wheel Size: 20 - 29 inches in diameter," a "Wheelbase: 44 inches maximum axle to axle" and "Tire Width: No more than 2.5 inches maximum." The page adds, "E-bikes need to fit securely on the bike rack and cannot weigh more than 55 pounds."

Bike Paths — the Santa Ana River Trail and Fairview Park

The County's paved river bikeways take Class 1 and 2 e-bikes at up to 10 mph, and the City lets e-bikes onto Fairview Park's paved paths only, at 12 mph or slower.

The County's regional bikeways

On OC Parks' e-bike page, the rule for County regional bikeways reads "Bicycles, Class 1 and Class 2 e-bikes permitted. All bikes yield to pedestrians. Speed limit of 10 MPH." The list of permitted bikeways includes the "Santa Ana River Trail Bikeway" and the "Bayview Bikeway at Upper Newport Bay."

The same page says "all classes of e-bikes continue to be prohibited on unpaved trails within regional and wilderness parks," and a Class 3 has no permission on the paved bikeways either.

Fairview Park

The City's Fairview Park e-bike policy says "Use of E-bikes, E-scooters, and other electric motor-powered vehicles is prohibited on all Fairview Park unpaved surfaces." Riders keep to designated paved roadways, bike paths and multi-purpose paths.

It sets "A maximum of 12 mph when no pedestrians are present" and "A maximum of 8 mph when pedestrians are present," and riders "shall always yield the right of way to pedestrians, maintenance vehicles, wheelchairs, and other bicyclists." It adds, "Sur-Rons or other electric motorized vehicles capable of speeds greater than 28 mph are prohibited throughout the premises of Fairview Park."

Where riders get caught out: a Class 3 on the Santa Ana River Trail. The County's permission covers Class 1 and Class 2 only, so check the class label before you take a 28 mph bike onto the river path.

California eBike Laws — What Makes an eBike Legal in Costa Mesa

The state sets the classes, the age floor and the helmet rule. Costa Mesa's own code names e-bikes in its bike-lane rule and sets sidewalk and yielding rules for bicycles, which its definition says an e-bike is.

The state definition and the city's

Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Costa Mesa's § 4-22(b) draws its line differently: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts." A bike rated at exactly 750 watts meets the state's words and falls outside the city's. Section 312.5(c) puts the "motor wattage" on a permanent label, so read it before you buy.

No license, registration or plate applies to a legal e-bike: § 24016(b) says "an electric bicycle is not a motor vehicle." On a road you carry a driver's rights and duties under § 21200.

Age and helmets

Section 21213 reads "A person under 16 years of age shall not operate a class 3 electric bicycle." Costa Mesa Police's bike-safety page says Class 3 "is only for cyclists 17 and older"; the statute's line is 16, and the statute is the law.

Under § 21212, a rider under 18 caught without a helmet faces a fine of "not more than twenty-five dollars ($25)."

Costa Mesa's riding rules, § 4-26

The Costa Mesa Municipal Code on eCode360 "Includes legislation through Ord. No. 2025-08 adopted November 18, 2025." Its § 4-26, in the Bicycles title, sets these rules.

  • Bike lanes. "Motorized bicycles as defined by the California Vehicle Code section 406(a) and electric bicycles as defined in section 4-22(b) are permitted in a bicycle lane, at a speed no greater than is reasonable or prudent."
  • Sidewalks. "Any person riding a bicycle upon a sidewalk shall yield the right-of-way to any pedestrian," give "an audible signal" when overtaking, and pass on the left.
  • Class I trails. "For the purpose of this section, Class I Multipurpose Trails shall be considered sidewalks," so the same yield rule applies on them.
  • Speed. No riding "at an unreasonable speed upon a roadway or sidewalk which endangers the safety of pedestrians, the rider, other cyclists, motorists or property."
  • Entering a road. Riders yield "When entering a roadway or sidewalk from private property" and "When entering a roadway from a sidewalk or Class I Multipurpose Trail."

Under § 4-28, a violation not punished under the Vehicle Code "shall be deemed a misdemeanor."

Registration and school rules

The police page says "Bike registration is no longer a requirement in the City of Costa Mesa," and it asks riders to register bikes and e-bikes free through Project 529.

Newport-Mesa Unified's policy page says BP 5142.04 "will be effective starting in the 2026-27 school year." From transitional kindergarten through 8th grade, students "are strictly prohibited from possessing or operating E-bikes, E-motos, and other devices" on school property.

The same page says "Students in grades 9-12 may possess an E-bike on campus," while e-motos "are strictly prohibited on any district property." Its bike-safety page adds that students in grades 7 through 12 "must obtain an authorized permit" to park a bicycle or e-bike on campus.

What changes on January 1, 2027

The Governor signed two e-bike bills on September 30, 2026, and under the California Constitution's Article IV, § 8 both take effect on January 1, 2027. Starting January 1, 2027, AB 2346, Chapter 842, sets "the prima facie speed limit for a sidewalk" at "10 miles per hour."

Also from January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."

Costa Mesa's short rule: any legal class in the bike lanes at a prudent speed; sidewalks allowed if you yield and signal; Class 1 and 2 only on the County's river bikeways, at 10 mph; paved paths only in Fairview Park; Class 3 at 16 and up.

South Coast AQMD. Costa Mesa is on the district's jurisdiction list, so its Replace Your Ride program applies to vehicle owners "who meet the income and vehicle requirements." It adds, "In lieu of a replacement passenger vehicle an applicant can select an e-Bike."

For that choice, the district's e-bike page says "the program will cover up to $7,500," and "the up to $7,500 check is made payable to the e-Bike shop," for an e-bike with "a motor rating of 750W or less."

Orange County Power Authority. Its voucher program serves its own customers, and its FAQ says "OCPA's current member cities are Buena Park, Fullerton, and Irvine," so it does not reach a Costa Mesa address.

The state. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."
