Foothill, Metro, Metrolink and El Monte Transit — Taking Your eBike Aboard

Foothill, Metro, Metrolink and the City's El Monte Transit each draw the e-bike line differently: Foothill racks a battery bike, Metro and the City cap their racks at 55 pounds, and Metrolink measures your tires.

Foothill Transit. Its bus basics say "Battery powered bicycles must also be placed on the bike rack," while "Flammable-fueled vehicles and hoverboards are not allowed on the bus or in the bike racks."

Metro buses. Metro's biking page states that "Motorized bicycles or any bicycle over 55 pounds cannot be accommodated on Metro bus bike racks." Weigh your bike before you plan a Silver Line trip.

Metro trains. Rail cars take an e-bike that is "the size of a regular bike," subject to inspection, and "Bikes are not allowed on escalators."

El Monte Transit. The City's own buses run five fixed routes for $0.50 a ride from the El Monte Transit Station at 3679 Center Avenue, per its trolley page. Its passenger code of conduct states that "Motorized bicycles or any bicycle over 55 pounds cannot be accommodated on El Monte bus bike racks." Folding bikes with "20-inch or smaller wheels" may ride inside, but "Motorized folding bikes are not allowed."

Metrolink. Its bike rules admit "Electric bicycles with pedals and manufacturer-installed sealed batteries," switched off and never charged aboard, up to "32 inches wide x 58 inches long" with a "Maximum tire width: 2.6 inches." El Monte's station, at 10925 Railroad St., lists "Bike racks/lockers," per its station page.

The Metro Bike Hub. Metro opened its first secure bike-parking hub at El Monte Station in September 2015, after its flyer promised "a new Metro Bike Hub" and "New bicycle lockers (30) and stairway bike tracks." Its board was told in January 2019 that the hub offered "24-hour controlled access, bike repairs and sales," per a staff report. Today's hours were not published on the pages read, so confirm before you count on it.

Where riders get caught out: two of the three bus lines cap their racks at 55 pounds and Foothill's page names no limit, so ask the driver before you rack a heavy e-bike.

The county lists the Rio Hondo River Trail at 15.6 miles, rated easy. Its northern end "starts along the reservoir at the Peck Road Water Conservation Park and follows along the channel to Whittier Narrows Recreation Area."

The same page notes that a stretch in Montebello and Pico Rivera, between Sycamore Street and Bluff Road, is closed "until further notice." Plan a turnaround before you reach it.

The San Gabriel River Trail

The county's quick guide gives the San Gabriel River Trail a length of 35.36 miles. County Public Works maintains "approximately 100 miles of paved off-road Class I bike paths" along river corridors like these.

The dam work at Whittier Narrows

The Whittier Narrows Dam Safety Project warns of "construction-related impacts, including trail closures," with "Fall 2026 Major construction to begin" and "2033 Construction is expected to be complete."

Check the Corps before you ride south. The dam work centers on Whittier Narrows, where the Rio Hondo trail ends at the recreation area, and the Corps expects it to run until 2033.

California eBike Laws — What Makes an eBike Legal in El Monte

State law sets the e-bike classes; El Monte adds two sidewalk rules, a bike-path rule and a duty on parents.

What the state counts as an e-bike

California's Vehicle Code § 312.5(a) defines one as "a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

A bike sold as able to be unlocked past those limits falls outside the definition: under § 312.5(d), a vehicle "intended by the manufacturer to be modifiable" past 20 mph on motor power alone, or past 750 watts, may not be sold as an e-bike.

Section 24016(b) makes your legal e-bike "not a motor vehicle," so no license, registration or plate applies; its (d) and (e) forbid altering the bike out of the definition or selling a device that does.

Section 21200 gives you a driver's rights and duties on the road. The same § 24016(b) lifts the "financial responsibility" rule of § 16020, so your renter's or homeowner's insurer is the one to ask about coverage.

Under § 21213, "A person under 16 years of age shall not operate a class 3 electric bicycle," and § 21212 fines a rider under 18 without a helmet "not more than twenty-five dollars ($25)."

If your teenager is cited, § 21212(e)(2) holds you "jointly and severally liable" for the fine, though a compliant helmet and, where offered, a safety-course certificate shown within 120 days keep it out of court under § 21212(f).

El Monte's two sidewalk rules

The El Monte Municipal Code on Municode is "Codified through Ordinance No. 3055, passed June 11, 2025." Its § 10.28.030(A) says "No person shall ride or propel any bicycle upon or across any public sidewalk within a business district of the city," except where motor vehicles may lawfully drive. The Vehicle Code's § 235 makes a stretch a business district where buildings in business use fill half or more of the frontage.

The second rule has no such limit. Section 10.04.010 adopts the Uniform Traffic Ordinance, 1964 Edition, "as the traffic ordinance of the city of El Monte," and its § 8.3 says "No person shall ride, drive, propel or cause to be propelled any vehicle or animal across or upon any sidewalk," permanently built driveways aside.

  • Bike paths. Under § 10.28.090, "Whenever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway."
  • Parents. Section 10.28.110 adds that "No parent shall cause or permit their child or ward to violate any portion of the provisions outlined in this chapter."
  • The skate park. Section 12.50.040 bars "any bicycle, tricycle, unicycle, scooter, motorized or nonmotorized" from it.
  • The license rule. Section 10.28.040 still asks for a city bicycle license, yet the state's § 39002(a) says a city "shall not prohibit the operation of an unlicensed bicycle."

What a violation costs

Breaking § 10.28.030 is a misdemeanor, punishable under § 1.24.010 by "a fine of not more than one thousand dollars ($1,000.00), or by imprisonment in the city or county jail for a period not exceeding six (6) months."

Riding a sidewalk against § 8.3 is an infraction, as the same section lists "all provisions of the Uniform Traffic Ordinance adopted herein by reference": up to $100, then $200 for a second within a year and $500 for a third within twelve months.

A rider under 18 handed a notice to appear on a misdemeanor is charged with an infraction instead, with the fine "set by the Court," and § 1.24.020 lets the court reduce an adult's misdemeanor to an infraction.

Which rule reaches your e-bike

The traffic ordinance borrows the Vehicle Code's definitions in its § 1.1, and § 670 leaves out of "vehicle" a "device moved exclusively by human power." On that reading your e-bike's motor makes it a vehicle that § 8.3 keeps off every sidewalk, and the bicycle chapter, which § 10.28.010 limits to bikes "propelled by human power through a system of belts, chains or gears," does not reach it.

On the other reading, § 231 says "An electric bicycle is a bicycle," which puts your e-bike under the business-district rule, while the ordinance's § 3.3 still gives anyone "riding a bicycle" on a highway "all of the duties applicable to the driver of a vehicle by this ordinance."

The code does not settle it, so keep your e-bike off El Monte's sidewalks: cross at a driveway, the one place § 8.3 exempts, and ride the street or the bike path beside it.

What changes on January 1, 2027

Signed on September 30, 2026, two bills take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets "10 miles per hour" as "the prima facie speed limit for a sidewalk," where riding is allowed at all.

From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling a vehicle "with motor power of more than 750 watts" as an e-bike.

El Monte residents qualify by address alone: GoSGV's eligibility list covers anyone who will "Reside in the cities of Alhambra, El Monte, Monterey Park, South El Monte, Rosemead, and San Gabriel." You must be over 18, complete a "mandatory rider safety and training course," and wait for "application reviews in Fall 2026."

Rebates

South Coast AQMD. El Monte appears on the district's jurisdiction list, so owners "who meet the income and vehicle requirements" can use Replace Your Ride, where "an applicant can select an e-Bike" instead of a car.

The district's e-bike page says "the program will cover up to $7,500," paid to the shop, for a bike with "a motor rating of 750W or less."
