We read seven e-bike makers' dealer maps, OpenStreetMap, Yelp, Superpages, Google Maps, eight answer-engine questions and each shop's own website. The Census geocoder placed every address inside or outside the city line.
A shop counts when its own website sells e-bikes or an e-bike maker lists it as a dealer; a directory listing alone does not count. Left out: closed and moved storefronts, a maker's office, a wholesaler, chain floors and shops in other cities. Last verified October 4, 2026; due again April 2027.

Downey is a Los Angeles County city of 109,368 people in the Census Bureau's 2024 estimate. The house on the cover is Casa de Parley Johnson on Florence Avenue, which the Los Angeles Conservancy calls "a two-story Monterey-style residence designed by noted architect Roland E. Coate."

Its owners' text on Yelp says they "sell anything from mountain bikes, hybrids, road bikes and all kind of kids and BMX bikes, electric bikes." Its own web store lists parts, mostly for BMX builds, and no e-bike for sale, so call (562) 904-9907 and ask which e-bikes are on the floor that week.

Buses and Trains — eBikes on Downey Transit
Metro's trains take your e-bike if it is the size of a regular bike, its bus racks have a 55-pound limit, and the City's DowneyLINK buses carry racks too.
Metro buses. Per Metro's biking page, "All Metro buses have two or more racks located on the outside front of the bus to store your bike while you ride." It adds, "Motorized bicycles or any bicycle over 55 pounds cannot be accommodated on Metro bus bike racks."
Metro trains. On board, "Electric bicycles are allowed if they are the size of a regular bike and are subject to safety inspection by security personnel." Use the elevators, because "Bikes are not allowed on escalators."
DowneyLINK. The City's DowneyLINK page says "Downey LINK buses are equipped with bike racks and wheelchair lifts." It gives no weight or e-bike rule, so ask the driver before you load one.
Two Metro rules, one bike. The train takes an e-bike the size of a regular bike; the bus rack refuses anything over 55 pounds and names "motorized bicycles," so if your e-bike is heavy, plan around the train.

County bike paths follow the rivers, and the Army Corps expects its dam work upstream at Whittier Narrows to close trail sections once major construction begins in fall 2026.
The county's river paths
Los Angeles County Public Works says it maintains "approximately 100 miles of paved off-road Class I bike paths," along "numerous river ways, such as the Los Angeles River and San Gabriel River Bike Trails," per its bikeways page.
The county's Rio Hondo River Trail, 15.6 miles and rated easy, runs to the Whittier Narrows Recreation Area, where you can "Connect to the San Gabriel River Trail here or continue on south to the trail along the lower portion of the Los Angles River." The same page flags a closure "between Sycamore Street and Bluff Road" in Montebello and Pico Rivera "until further notice."
The dam work upstream
The Whittier Narrows Dam Safety Project of the U.S. Army Corps of Engineers says riders can expect "construction-related impacts, including trail closures and temporary lane closures or shifted lanes on nearby roadways." Its timeline puts "Fall 2026 Major construction to begin" and "2033 Construction is expected to be complete."
Where riders get caught out: a river-path ride north toward Whittier Narrows may meet a closure while construction runs, which the Corps expects to last until 2033. Check its closure information before you head upstream.

The state sets the classes, the age floor and the helmet rule. Downey's code has no section written for e-bikes, so its bicycle and motorized-bicycle rules are the ones you need to read.
The state definition
Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

An e-bike is no motor vehicle in California: § 24016(b) says "an electric bicycle is not a motor vehicle," so you need no license, registration or plate. On the street you carry a driver's rights and duties under § 21200.
The same subsection frees the rider from the code's rules on "financial responsibility," which § 16020 makes drivers prove with an insurance company's form or a listed alternative. That proof-of-insurance rule does not reach a legal e-bike, so ask your home or renter's insurer whether its policy covers the bike.
Section 21213 holds the faster class back: "A person under 16 years of age shall not operate a class 3 electric bicycle." For a rider under 18 caught bareheaded, § 21212 sets a fine of "not more than twenty-five dollars ($25)."
Under § 21212(e)(2) the minor's parent is "jointly and severally liable" for that fine. If your child is cited, you can keep the citation away from the court, with no § 40611 fee, by showing the issuing agency within 120 days a helmet that meets the standard and, where local authorities offer one, proof of an e-bike safety course (§ 21212(f)).
Downey's bicycle rule, § 3163
The Downey Municipal Code on eCode360 "Includes legislation through Ord. No. 26-1545 adopted June 23, 2026." Its § 3163 sets five rules.
- Downtown sidewalks. "No person shall ride a bicycle upon a sidewalk within the Central Business District," which § 3108 bounds by 5th Street, the Union Pacific right-of-way, Brookshire Avenue and Paramount Boulevard. Posted sidewalks are closed too.
- Other sidewalks. Where riding is allowed, the rider "shall yield the right-of-way to all pedestrians, obey the rules of the road and all traffic control devices and shall ride at a speed that is safe for the existing conditions."
- Crosswalks. "No person shall ride a bicycle to cross a roadway within a marked or unmarked crosswalk."
- Posted places. Riding is barred on a posted pedestrian bridge, and parking a bicycle where signs forbid it.
- Motorized bicycles. "No person shall ride a motorized bicycle upon any public sidewalk within the City at any time."
If you break § 3163, the code's general penalty, § 1200, makes it a misdemeanor, with exceptions that let it be handled as an infraction or by administrative citation; an infraction is fined up to $100 for a first violation and $200 for a second within one year.
Whether § 3163 reaches your e-bike
Under § 3100, any word the chapter leaves undefined takes its Vehicle Code meaning. The state's § 406 calls a motorized bicycle a pedal device with "a motor that produces less than 4 gross brake horsepower" that tops out at "not more than 30 miles per hour," and § 312.5 defines an e-bike separately, as "a bicycle."
On one reading, an e-bike is a bicycle, so the downtown and crosswalk rules apply and other sidewalks stay open. On the other, an e-bike also fits § 406's words, so it may never ride a public sidewalk. The code gives no answer, so keep your e-bike off every Downey sidewalk.
Parks and parking structures
- City parks. Under § 10111, "no person shall bring into, or operate in, any park any motor vehicle or bicycle except as permitted by the Director."
- Parking structures. Section 3199.12 says "No person shall use or ride any bicycle, skateboard, roller skates, rollerblades, scooter, or similar devices within any public parking structure."
Downey's enforcement message
In the City's July 30, 2026 Mayor's Corner, the mayor wrote that "the Downey Police Department launched a community education campaign to help residents better understand California's e-bike laws." The column adds that "many of the higher-powered e-bikes seen on our streets actually meet the legal definition of electric motorcycles and are therefore subject to specific licensing, registration, and operational requirements."
What changes on January 1, 2027
Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets "the prima facie speed limit for a sidewalk" at "10 miles per hour."
From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."
Downey's short rule: any legal class on the street and in bike lanes; walk it across crosswalks and on every sidewalk; parks only with the director's permission; no riding in public parking structures; Class 3 at 16 and up.

For that option, the district's e-bike page says "the program will cover up to $7,500," paid by check to the shop, for an on-road e-bike with "a motor rating of 750W or less."
The state. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

Before verdicts, a shoe store and a pizza place matched on a name were set aside, along with leads in other cities.
The sources, and what each one could and could not do
Seven makers' dealer maps were read on October 3, 2026, each with a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory, to 10 miles. Aventon lists 562 Ebikes in Bellflower; no maker lists a Downey store.
OpenStreetMap returned 4 objects inside relation 3529373, all of them named places, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Google Maps were read in a browser. Eight questions went to eight answer engines and 33 of 64 answers were read: ChatGPT and Google's AI Mode answered all eight, Perplexity and Duck.ai eight across a later run, and Brave one. Google's chat assistant and Bing failed their controls on two runs, and Copilot showed a sign-in wall.
Answers from Perplexity and Duck.ai named Oh Wow Cycles, Electro CT PowerBike, Mr. Bikes and LBC Cycle, which were then read and given verdicts.
