The City's own list of outside transit agencies names Foothill Transit and Metrolink, and inside its limits the City runs Go West services of its own. Foothill spells out its bike rule; the City's services do not.

Foothill Transit. Its bus basics say "Full-sized, non-folding bicycles must be stowed in the bicycle rack at the front of the bus" and "Battery powered bicycles must also be placed on the bike rack." Lock the wheel to the frame if you like, since riders are told "Please don't lock your bike to the bus bike rack."

Metrolink. The City's microtransit page says Go West Covina connects riders "to Metrolink Train stations in Baldwin Park and Covina." Metrolink's bike rules take "Electric bicycles with pedals and manufacturer-installed sealed batteries," up to "32 inches wide x 58 inches long" and a "Maximum tire width: 2.6 inches."

Go West Covina. The City and Via launched the on-demand service "on Monday, November 18, 2024," and the page adds that "Currently, there is no fare" and "Riders must be at least 13 years old to ride alone." It also notes "The City's Red and Blue Lines have been discontinued," while the Green Line and Dial-A-Ride run on.

The Green Line shuttle. It runs Monday through Friday, its schedule page says, and "The fare is only $1 each way." None of the City's four transit pages or its Dial-A-Ride brochure says whether a bicycle may ride, so call the shuttle's information line, 800-425-5777, before you count on it.

Where riders get caught out: Foothill puts every battery bike on the front rack, and the City's shuttles and microtransit publish no bike rule at all, so ask before you board with an e-bike.

The Baldwin Park Greenway and the San Gabriel River Trail

West of the city, past Baldwin Park, two car-free paths follow the San Gabriel River, and Walnut Creek is the waterway that links West Covina to them.

The Baldwin Park Greenway

Baldwin Park's greenway page describes a "2.3-mile protected bike and pedestrian path" on "the east side of the San Gabriel River," from Ramona Boulevard to Walnut Creek Nature Park. Its route serves "cyclists, walkers, runners, wheelchair users, and motorized scooters," the page says, and the nature park gate at 701 Frazier St. opens "8am to Dusk."

A future phase, Baldwin Park says, will build "the Big Dalton Wash Trail Greenway," an "approximately 2.6-mile non-motorized trail," so read its posted rules before you take a motor-assisted bike onto it.

The San Gabriel River Trail

The county's quick guide gives the San Gabriel River Trail a "Length: 35.36 miles," and County Public Works maintains "approximately 100 miles of paved off-road Class I bike paths." Downstream, the Army Corps' Whittier Narrows Dam Safety Project warns of "construction-related impacts, including trail closures," with "Fall 2026 Major construction to begin."

The Schabarum-Skyline Trail

The county's trail page describes "a long connector trail through open spaces and flood control channels connecting communities from Covina to Whittier," 29.7 miles long, with mountain biking among its allowed uses. It names no e-bike rule, so call County Parks at 626-588-5364 before you ride one there.

Walnut Creek through West Covina

Walnut Creek is the city's waterway to the river: ActiveSGV reported in 2017 that it runs east to west through West Covina toward Baldwin Park and the San Gabriel River, as the City Council voted 3-2 to join planning for the San Gabriel Valley Greenway Network.

Keep out of the creek itself when water runs: West Covina's § 19-2 bars entering its bed or channel when water in the paved channel is deeper than "two (2) inches," or "twelve (12) inches" in the natural bed. Section 1-37.1 does not list it as an infraction, so a violation is a misdemeanor.

The greenway closes at dusk. Its entrances open at dawn and the Walnut Creek Nature Park gate at 8 a.m., so plan an evening ride on the street grid instead.

California eBike Laws — What Makes an eBike Legal in West Covina

State law sets the classes; West Covina adds a sidewalk rule for vehicles, a bicycle article that takes the state's definition, and park rules that turn on posted signs.

What the state counts as an e-bike

California's Vehicle Code § 312.5(a) defines one as "a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Under § 312.5(d), a vehicle "intended by the manufacturer to be modifiable" past 20 mph on motor power alone, or past 750 watts, is not an e-bike, however it is sold.

Section 24016(b) makes your legal e-bike "not a motor vehicle," so it needs no license, registration or plate, and § 21200 gives you a driver's rights and duties on the road.

Section 21213 says "A person under 16 years of age shall not operate a class 3 electric bicycle," and § 21212 fines a helmetless rider under 18 "not more than twenty-five dollars ($25)," with parents held "jointly and severally liable."

West Covina's sidewalk rule, § 19-9

West Covina's code on Municode is "Codified through Ordinance No. 2531, adopted July 15, 2025." Its § 19-9 says "The driver or operator of a vehicle shall not drive or operate the same" within "any sidewalk area of any parkway except at a permanent or temporary driveway."

Section 1-8 gives words the code leaves undefined "the meanings determined by the laws of this state," and the state's § 670 keeps only a "device moved exclusively by human power" out of "vehicle."

What the bicycle article says

The bicycle article's § 22-77 defines a bicycle as "that defined by Vehicle Code, section 231," and § 231 says "An electric bicycle is a bicycle." The article carries no sidewalk rule of its own.

Its § 22-79 keeps "Motor vehicles, pedestrians, and animals" out of marked class I and class II bike lanes, which leaves those lanes open to your e-bike, since the state says it is not a motor vehicle.

Which rule reaches your e-bike

Read through § 1-8 and § 670, your e-bike's motor makes it a vehicle that § 19-9 keeps off every sidewalk outside a driveway. Read through § 22-77 and § 231, it is a bicycle, and the bicycle article sets no sidewalk limit; the code never says which reading wins.

Until the City says otherwise, ride the street or a marked bike lane, and cross a sidewalk only at a driveway, the crossing § 19-9 itself allows.

Parks and the skate park

Inside parks and public places, § 16-18(e) bars riding a "skateboard, roller skates, coaster, scooter or bicycle" wherever the traffic authority has posted signs, so read the entrance signs at each park.

At the skate park, § 16-46 strictly prohibits "bicycles, unicycles, scooters, go-carts, and wagons" on the skating surface, and § 16-53 lets a "bicycle or similar device" be impounded.

What a violation costs

Section 1-37.1 makes § 19-9, § 22-79 and § 16-18(e) infractions, but "a fourth violation of the same section regardless of time of occurrence shall constitute a misdemeanor." Infraction fines stop at the limits of the state's Government Code § 36900: "one hundred dollars ($100)" for a first violation, "two hundred dollars ($200)" for a second within a year and "five hundred dollars ($500)" for each further one within a year.

A misdemeanor under § 1-37 carries "a fine not exceeding one thousand dollars ($1,000.00) or by imprisonment not to exceed six (6) months." Skate park infractions follow § 16-52, starting at "fifty dollars ($50.00)."

What changes on January 1, 2027

Signed on September 30, 2026, two bills take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets "10 miles per hour" as "the prima facie speed limit for a sidewalk," where riding is allowed at all.

From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling a vehicle "with motor power of more than 750 watts" as an e-bike.
