Torrance Transit and Metro — eBikes on Buses
Torrance Transit and LA Metro buses both carry bikes on front racks, and neither page read sets an e-bike weight limit. Tell the operator before you board, and again before you unload.
Torrance Transit. The City's rider's guide says: "Inform your bus operator if you have a bike on the bus bike rack so they know to wait while you take it off." Its list of what may ride inside includes "Folding bicycles," and the agency posts a video on how to use its racks.
The transit center. The Mary K. Giordano Regional Transit Center at 465 Crenshaw Blvd lists "8 outdoor bicycle lockers and bike racks" among its build-out features. Metro connects with 12 Torrance Transit routes, and Metrolink and Amtrak with Route 4X, per the agency's connections page.
LA Metro. Metro's bus page says bikes "can be loaded onto Metro bus bike racks. Tandem, 3-wheeled or fuel powered bikes are not allowed." An electric trike cannot use Metro's rack.
To the beach. The County lists Torrance Beach as "Accessible via Bus 225 and Bus 226 at stop Palos Verdes Blvd./Calle Miramar," on its Torrance Beach page.

The beach path ends at Torrance Beach, and city parks are where Ordinance 3963 draws its Class 3 line. The two meet at Torrance Beach, where the texts leave a question open.
Torrance Beach and the Marvin Braude trail
Los Angeles County's bike path page calls the trail "a 22-mile paved bicycle path" between Will Rogers State Beach and Torrance Beach. The County's Torrance Beach page describes "40 acres of beach" at "the foot of cliffs which extend to the Palos Verdes Peninsula," with a bike path and parking at 387 Paseo de la Playa.
North of the lot, most of the mapped path runs in Redondo Beach. Sampled through the Census geocoder, it places in Torrance only on its last stretch to the lot; the cycleways mapped farther south, near Malaga Cove, place in Palos Verdes Estates.
Vehicle Code § 21207.5, the state's section on paths, restricts "a motorized bicycle," the code's moped. It lets a local agency ban e-bike classes on equestrian, hiking or recreational trails, and State Parks on its own paths, and it bars no e-bike class from a bike path. Los Angeles County's beach code lets its Director post bike-only areas (§ 17.12.240) and is silent on e-bikes.
City parks
Section 49.2.7, as amended by Ordinance 3963, bars a Class 3 e-bike "in any park, playground, court, pool or structure." Its first paragraph bars riding any bicycle in a park "in a manner not intended," so a Class 1 or 2 rides only where the park is meant for it.
Here the texts do not settle one case. Read one way, Torrance Beach is on the County's beaches site, not a City park, and every class may ride its path. Read the other way, it lies inside Torrance and the City's line reaches "any park." Until the City says, ride the Torrance stretch on a Class 1 or 2, or walk a Class 3.
Where riders get caught out: Torrance bars a Class 3 from every sidewalk, not only in business districts, so hopping onto the curb to pass traffic is a violation anywhere in the city.
On the path. Ride at a safe speed, keep to the path, and treat the Torrance stretch as unsettled for Class 3.
California eBike Laws — What Makes an eBike Legal in Torrance
California sets the classes, ages and helmet rules. Torrance adds Chapter 2 of Division 6, rewritten by Ordinance No. 3963, adopted January 13, 2026 and in force 30 days later.
The state definition
Under Vehicle Code § 312.5, an e-bike has fully operable pedals and a motor that "does not exceed 750 watts of power," sorted into three classes:

Under § 24016(b) you need no license, registration or plate, and "an electric bicycle is not a motor vehicle." A helmet ticket under § 21212 is "not more than twenty-five dollars ($25)," and § 21213 bars riders under 16 from Class 3.
Torrance's Ordinance 3963
The ordinance keeps the state's words: "An electric bicycle is a bicycle." It rewrote the city's bicycle chapter and its park rule, and the code now:
- bars Class 3 e-bikes from "any sidewalk" and from city parks;
- keeps every bicycle off sidewalks in business districts and beside schools, churches, recreation centers and playgrounds;
- bans riding "at a speed greater than is reasonable or prudent";
- bans stunts, from wheelies to riding on the pegs;
- allows a phone only when mounted and worked with "a single swipe or tap."
It also repealed the old license-and-registration sections of Article 2. The City Clerk certified its adoption on January 13, 2026 by seven ayes and no noes; at its December 16, 2025 introduction, BikinginLA reported a 6–1 vote. Its Section 28 and Government Code § 36937 put it in force 30 days after adoption, on February 12, 2026.
Sidewalks
On a sidewalk where riding is allowed, a Class 1 or 2 rider must yield to pedestrians and pass on their left "after giving an audible signal," per § 62.1.4. A "business district" is the state's term: under § 235, a stretch where businesses fill half of 600 feet of frontage on one side, or of 300 feet across both. Crossing an intersection in a crosswalk, § 62.1.7 says a rider "shall dismount to cross."
Streets and bike lanes
Section 21200 gives you "all the rights" of a driver on the road, and a driver's duties with them. Where a lane is striped and you ride below traffic speed, § 21208 keeps you in it, with exits to pass and turn. Torrance adds two abreast at most, and a side path beside a road must be used (§§ 62.1.3, 62.1.5).
What a violation costs
The chapter sets no fine of its own, so the city's general penalty applies. Section 11.2.1 allows "a fine not exceeding $1,000 or imprisonment for a term not exceeding six months," and lets the City "reduce any misdemeanor charge to an infraction." Parking outside the Civic Center's racks is an infraction under § 62.1.8.
Buying from a Torrance shop
Section 62.2.7 survived the repeal: "Each bicycle retailer shall supply to each purchaser a record of the name and address of the retailer, and the year, make and serial number of the bicycle." Keep that record: it carries the serial number that identifies your bike.
What is not an e-bike here
A machine without working pedals never qualifies, nor does one "intended by the manufacturer to be modifiable" past 20 mph on motor power or past 750 watts (§ 312.5(d)). Selling a speed-unlocking product is illegal under § 24016(e).

Ride the street and its bike lanes on any class. A Class 1 or 2 may use a sidewalk outside business districts and away from schools, churches, recreation centers and playgrounds; a Class 3 may not use any sidewalk or city park.

The denominator
Torrance had 139,576 residents in the Census Bureau's 2024 vintage estimate (California file, row "Torrance city"), down from a 2020 estimates base of 146,946.
Of 24 businesses tied to Torrance, 21 place inside the city: 3 verified, 2 bike shops that do not sell e-bikes, 3 closed, 1 maker's warehouse, 1 accessories supplier, 1 unreadable, 1 used-goods store, 1 with no Torrance storefront and 8 big-box floors. Three Torrance mailing addresses place outside it. Eight more names were excluded as duplicates or not bicycle businesses.
The sources, and what each one could and could not do
Seven makers' rosters were read to 10 miles on September 29, 2026, each with a control: Velotric (970 locations), Aventon (69), Giant (5), Bosch (30), Specialized (17), Trek (4) and Pedego's California directory. Trek's list carries no e-bike flag.
OpenStreetMap returns 17 objects across the bicycle, sports and outdoor tags inside relation 2314273; its 7 bicycle objects are five open businesses. Directories and AI search. Yelp and Superpages were read in a browser. Eight questions went to six answer engines, and 37 of 48 answers were read; Google's chat app rendered no answer to the first two, and the rest were not run.
The city code was read at Code Publishing, whose bicycle chapter is marked "Revised 2/26," and in the ordinance itself.
City limits
Every Torrance address counted here returned "Torrance city" from the Census geocoder, and each outside shop its own city. Mileages run as the crow flies from the Census 2024 Gazetteer's internal point for Torrance city; road miles run longer.
