Metro and Pasadena Transit — eBikes on Buses and Trains

Metro's trains take your e-bike if it is the size of a regular bike, subject to inspection. Its buses are the harder case: their racks refuse "motorized bicycles" and anything over 55 pounds.

Metro Rail. Metro's biking page says "Electric bicycles are allowed if they are the size of a regular bike and are subject to safety inspection by security personnel." Walk the bike through stations, board at the doors with the yellow sign, and stand with it in the open area. Fuel-powered, three-wheeled, tandem and recumbent bikes, bikes over 6 feet long, mopeds and trailers are all refused.

Metro Bus. The same page reads: "Motorized bicycles or any bicycle over 55 pounds cannot be accommodated on Metro bus bike racks." Inside the bus, only "Non-motorized, folding bikes with 20-inch or smaller wheels" may ride along.

Metro does not say whether a Vehicle Code e-bike counts as a "motorized bicycle." Over 55 pounds, the answer is no either way; under it, plan on the train and ask before you rely on a bus rack.

Pasadena Transit. The City's Route 31/32 schedule, effective December 15, 2024, states "All Buses Equipped With Bike Racks" and sets no weight or e-bike rule. Call the information line it prints, (626) 744-4055, before you count on a rack.

Before a bus trip, weigh your bike: over 55 pounds rules out Metro's racks, while Metro's trains take an e-bike of regular size.

Trail Access — The Arroyo Seco and the Rose Bowl Loop

The Arroyo Seco spans "eight miles through the western portion of the City of Pasadena," per the City's trail guide, and the City's own sources do not agree on where a bike may go there.

The Arroyo Seco trails

The City's Arroyo Seco trail guide, revised in March 2010, says "Cyclists are welcome on paved paths and roads throughout the Arroyo Seco as indicated. City ordinance prohibits bicyclists on unpaved trails in the Arroyo Seco."

The current municipal code uses the word "bicycle" across its traffic, zoning and street titles but nowhere in Chapter 3.32, the Arroyo Seco chapter. Its natural preservation rule, § 3.32.120(H), bars "motor vehicles" outside paved streets, driveways and parking, and § 3.32.030 lists "cars, trucks, motorcycles, motorbikes" without defining "motorbikes."

Read one way, the guide describes a rule still enforced by posted signs or a park regulation outside the code. Read the other way, the 2010 sheet is out of date. Ride the pavement either way: the guide welcomes bikes on paved paths and roads, and the code holds no rule against an e-bike there.

Hahamongna Watershed Park

The same guide says "Bicycle riding is permitted only on paved park roads" at Hahamongna, behind Devil's Gate Dam, and that the Flint Wash Bridge gives "pedestrians, equestrians and bicyclists" access "to a full trail loop around the Hahamongna basin." Until a sign settles it, keep your e-bike on the paved roads.

The Rose Bowl Loop

The City's Community Mobility page calls it "the 3.3 mile Rose Bowl recreation loop," with colored pavement, striping and delineators that separate walkers from riders and drivers. "Cyclists, on the other hand, should always ride on the outside of the delineators and with the flow of vehicular traffic."

The 2010 guide adds that the loop "is also a public road open to vehicular traffic," so an e-bike rides it as it would any street. Keep the bike out of the painted pedestrian lane, where the guide asks walkers to go counter-clockwise.

Where riders get caught out: the Arroyo Seco's dirt trails sit beside its paved paths, and the City's guide bars bicyclists from the dirt. Stay on the asphalt, and on the outside of the Rose Bowl Loop's delineators.

In the Arroyo, pavement is the one surface every City source agrees you may ride.

California eBike Laws — What Makes an eBike Legal in Pasadena

California sets the classes, ages and helmet rules. On November 3, 2025, Pasadena's Ordinance 7460 rewrote Chapter 10.60, the bicycle chapter, to add e-bikes, repeal registration and set sidewalk rules.

The state definition

Vehicle Code § 312.5 defines an e-bike as a bicycle with "fully operable pedals and an electric motor that does not exceed 750 watts of power," in three classes:

Section 24016(b) says "an electric bicycle is not a motor vehicle," so you need no license, registration or plate. Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet ticket for a rider under 18 under § 21212 is "not more than twenty-five dollars ($25)."

A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).

Pasadena's own definition

Section 10.60.020 calls an electric bicycle "a type of bicycle equipped with fully operable pedals and an electric motor of less than 750 watts and as defined by California Vehicle Code section 321.5," while the state's text says "does not exceed 750 watts." A motor rated at exactly 750 watts therefore meets the state's words and falls outside the City's.

The section cites "section 321.5," and the City's notice of the change repeats it; the state's e-bike definition sits in § 312.5. Read the two side by side and follow § 312.5 for the classes.

Registration is gone

Ordinance 7460 repealed former §§ 10.60.030 to 10.60.100; the City's notice says registration, licensing, transfer and "dealer reporting requirements have been eliminated in accordance with California Assembly Bill 1909."

Sidewalks

Section 10.60.140 lets you ride a sidewalk, but you "shall yield the right-of-way to pedestrians" and may not exceed "ten (10) miles per hour, and no more than five (5) miles per hour where pedestrians are present." The Council may, by resolution, "regulate or prohibit the use of bicycles on specific sidewalks within high congestion retail shopping districts," with posted signs.

Breaking the section is an infraction under § 1.24.025: "a fine not exceeding $100.00 for a first violation," up to $200 for a second and up to $500 for each further one within a year.

Bike lanes and the Class 3 question

Chapter 10.60 says nothing about which class may use a bike lane, and the phrase "electric bicycle" appears in one section of the whole code, the definition.

The September 8, 2025 staff report that led to the ordinance says that before AB 1909, "Class 3 e-bikes were prohibited on bike lanes, multi-use paths, recreational trails, and facilities such as the bi-directional cycle-track on Union Street," and that the law "eliminates the statewide ban on any e-bike classification on bikeway facilities by default."

Section 21207.5 lets a local agency ban an e-bike class from "an equestrian trail, or hiking or recreational trail" by ordinance; Pasadena's code holds no such ban.

You may ride any class on Pasadena's streets and bike lanes, its sidewalks at up to 10 mph where no sign says otherwise, and the Arroyo Seco's paved paths and roads.

The Community Mobility page says "over 12 miles of collector and arterial roadways in Pasadena have bikeways." The Union Street project page describes "the City's first two-way protected bike lane," between Hill Avenue and Arroyo Parkway, with new signals at the cross streets.

Rebates

Pasadena Water and Power. The utility's e-bike rebate page says "standard program funds for Fiscal Year 2027 are now fully committed" and general applications are closed. As of September 1, 2026, the rebate is open only to customers enrolled in a PWP income-qualified bill-payment assistance program, at up to $1,000 per bike and two per account.

The bike must be a new Class 1, 2 or 3, and "New electric bicycle(s) must be purchased at a bike shop located in the City of Pasadena to qualify for the rebate." All seven floors above sit inside the city line on the Census geocoder.

The state and the region. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025." The South Coast air district's Replace Your Ride lets a qualifying driver retire an old car and "purchase an e-bike," though that option still reads "More information about this option will be available soon."

The sources, and what each one could and could not do

Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (68), Giant (5), Bosch (30), Specialized (20), Trek (5) and Pedego's California directory. Trek's list carries no e-bike flag, so a Trek row alone is a lead.

OpenStreetMap maps 7 bicycle shops inside relation 3529725, against 54 schools and 459 shops of every kind; each was checked against the shop's own words.

Directories and AI search. Yelp and Superpages were read in a browser.
