A shop counts when its own words sell e-bikes or an e-bike maker lists it as a dealer. Left out: closed storefronts, rental-only and repair services, motorsport businesses, chain floors and shops in other cities. Last verified October 3, 2026; due again April 2027.

Buses and Trains — eBikes on Ventura Transit
Gold Coast Transit carries your e-bike on every bus rack, and the regional buses and both rail lines take it with rules on batteries and size.
Gold Coast Transit. The local agency's bike page promises "bike racks on every one of our fixed-route buses," and "your bike rides for free!" Each rack "holds three bikes," first come, first served. "Non-foldable e-bikes allowed in bike rack," and every e-device "MUST have sealed lithium-ion batteries (NO CAR BATTERIES, NO HOMEMADE BIKES/SCOOTERS)."
VCTC Intercity. The county's regional buses, per VCTC, "are equipped to carry both e-bikes and regular bikes," on a front rack for "bikes with 3" tires or less" or in the luggage compartment when the racks are full. Your e-bike needs "sealed lithium-ion batteries."
Metrolink. The Ventura - East station is at 6175 Ventura Blvd. Metrolink's bike rules take e-bikes that "have pedals and a straddle seat," a "manufacturer-installed sealed battery," and stay within "32 inches wide x 58 inches long"; if your tires are wider than 2.6 inches, the bike stays off.
Amtrak. Amtrak's Ventura station lists no checked baggage service. Its bicycle page accepts your e-bike if it is "certified by a nationally recognized testing laboratory," standard size and up to 50 pounds.
No app rentals. Ventura's Chapter 8.20 bars anyone from offering "any shared mobility device" for rent in the city, so the code leaves you no dockless e-bike share to rent.
Check your bike before the trip. Gold Coast racks need a sealed lithium-ion battery, VCTC's front rack takes tires up to 3 inches, Amtrak's carry-on limit is 50 pounds and Metrolink's tire limit is 2.6 inches.

Ventura counts 34 miles of bike paths, and the county's guidance lets you ride a Class 1 or 2 e-bike on every one of them, while a Class 3 keeps to lanes and separated bikeways.
The City's network
The City's Bicycling & Walking page counts "over 400 bicycle lockers and racks, 60 miles of bike lanes, 35 miles of bike routes, and 34 miles of bike paths." The City rents you a locker at six locations, where "Lockers rent for $50 per year," and its trails "stretch along the coastline" as "part of the Pacific Coast Bike Trail."
The Ojai Valley Trail
Ventura County Parks describes the Ojai Valley Trail, in its page as archived on March 6, 2026, as "a 9-mile trail that parallels Highway 33 from Foster Park on the outskirts of West Ventura to Fox Street in the City of Ojai." One side "is paved for bicyclists," and the trail "was repaved in 2025."
Which class may ride the paths
VCTC's biking page says "Class 1 & 2 e-bikes are allowed on all Ventura County bike paths, including shared-use trails." For Class 3 it lists "Shared-use trails: Not allowed - bike lanes & separated bikeways only," and names the Ventura-Ojai trail among the shared-use trails.
Ventura's own code says, in § 16.340.035, that "electrically powered bicycles may be operated on Class I bicycle lanes."
The chapter's 1999 definition in § 16.340.010 sets an older test, "a power output of not more than 1,000 watts" and a motor "incapable of propelling the device at a speed of more than 20 miles per hour on level ground." If you ride a Class 3, which assists to 28 mph, your bike falls outside it, so follow the county's line.
The pier
Section 10.230.030 makes it unlawful for you "to ride a bicycle or other pedal-propelled moving device on the pier in a dangerous or reckless manner or at a speed in excess of five miles per hour."
Where riders get caught out: a Class 3 bike that is legal on Harbor Boulevard is, by the county's guidance, off the Ojai Valley Trail and the other shared-use trails. Check the sticker before you plan the ride inland.

The state sets the classes, the age floor and the helmet rule. Ventura adds a downtown rule that keeps you, on any bicycle or e-bike, off the sidewalks and out of the Main Street Moves blocks.
The state definition
Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

An e-bike is no motor vehicle in California: § 24016(b) says "an electric bicycle is not a motor vehicle," so you need no license, registration or plate. On the street you carry a driver's rights and duties under § 21200.
Section 21213 holds the faster class back: "A person under 16 years of age shall not operate a class 3 electric bicycle." For a rider under 18 caught bareheaded, § 21212 sets a fine of "not more than twenty-five dollars ($25)."
Parents carry that fine with the rider: § 21212(e)(2) makes a parent "jointly and severally liable." Should your child be cited, the citation never reaches the court, and no § 40611 fee is charged, if within 120 days you give the issuing agency proof of a proper helmet and, where local authorities offer one, of a completed e-bike safety course (§ 21212(f)).
Ventura's downtown rule
The San Buenaventura Municipal Code is, per its publisher, "current through Ordinance 2026-008, passed May 12, 2026." Its Chapter 16.350, amended by Ordinance 2023-002 in June 2023, names e-bikes outright.
- Downtown sidewalks and lots. Section 16.350.040 makes it unlawful for you to ride "any bicycle, electric bicycle" or other vehicle "on or over any sidewalk or any public parking area, or portion thereof, within the downtown business district."
- The district. The code bounds it by "Ventura Avenue to the west," "Ash Street to the east," "Poli Street to the north" and "Harbor Boulevard to the south," each boundary's sidewalk included.
- Main Street Moves. Section 16.350.045 bars riding "any bicycle, electric bicycle" or "other vehicle within Main Street Moves," the car-free stretch of Main Street from Fir Street to the mission, plus California Street from Main to Santa Clara Street; the cross streets Palm, Oak and Chestnut stay open to cars.
- Posted places. Riding is also barred on posted private property downtown and on a shopping center's posted walkways.
A violation "shall be an infraction," per § 16.350.080. The chapter exempts riders with disabilities, child carriers and goods carriers, City staff, and anyone the City authorizes in writing.
Two definitions of an e-bike
For this chapter, § 16.350.030 defines an electric bicycle as "a bicycle equipped with fully operable pedals and an electric, combustible, or other type of motor," with no wattage limit. The state's § 312.5 caps the motor at 750 watts.
The two texts disagree, and both are printed here. The city's wider wording means the downtown ban reaches your pedal bike whatever its motor, legal class or not.
Main Street Moves in 2026
The City's Main Street Moves page describes "the closure of Main Street between Figueroa and Fir Streets and California Street between Main and Santa Clara Streets to vehicle traffic since 2020." On September 16, 2025, the Council "voted to maintain existing street closures" under Vehicle Code § 21101(a)(1).
The same page says the City "is installing permanent bollards and crash-rated planters on Main Street between Fir Street and Figueroa Plaza." Walk your bike through.
Outside downtown
Ventura's bike-lane chapter asks you to use a marked lane: under § 16.340.020, "bicyclists must ride their bicycles within bicycle lanes whenever such lanes are provided on roadways." It adds, "Nothing in this chapter shall be deemed to preclude the riding of a bicycle upon any sidewalk."
State law leaves the choice to the city: § 21650(g) "does not prohibit the operation of bicycles" on a sidewalk "where the operation is not otherwise prohibited by this code or local ordinance." Where you do ride a sidewalk outside downtown, § 16.340.030 requires you to "yield the right-of-way to any pedestrian." A violation of the chapter carries a fine of "not less than $5.00 and not more than $25.00," per § 16.340.040.
What changes on January 1, 2027
Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets "the prima facie speed limit for a sidewalk" at "10 miles per hour," which governs the sidewalks Ventura leaves open outside downtown.
From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."
Ventura's short rule: any legal class on the street and in bike lanes; walk it on downtown sidewalks and through Main Street Moves; sidewalks elsewhere only while yielding to people on foot; Class 3 at 16 and up, and off the shared-use trails.

Ventura had 109,831 residents in the Census Bureau's 2024 vintage estimate (California file, row "San Buenaventura (Ventura) city"), against a 2020 estimates base of 110,754.
Twenty businesses were tied to Ventura by at least one source: 7 verified, 2 bike shops naming no e-bikes, 3 repair or community shops, 3 closed or unconfirmed, 2 rental only, and 3 chains and a race promoter.
Before verdicts, surf and outdoor stores, a trailer-hitch shop, duplicate listings at counted stores' addresses, and leads tied to other cities were set aside.
The sources, and what each one could and could not do
Seven makers' dealer maps were read on October 3, 2026, each with a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory, to 10 miles. Bosch lists Ventura Bike Depot, Trek Bicycle Ventura and Open Air Bicycles; Aventon lists Coastal E-Bike Co.; Velotric lists Ventura Cycling Center, which Giant's finder also gives its E-Bikes attribute.
OpenStreetMap returned 15 objects inside relation 112589, 13 of them named places, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Google Maps were read in a browser. Eight questions went to eight answer engines and 35 of 64 answers were read: ChatGPT, Google's AI Mode and Duck.ai answered all eight, Perplexity eight on a second run and Brave three. Google's chat assistant and Bing failed their controls on two runs, and Copilot showed a sign-in wall.
