VTA and Caltrain — eBikes on Buses and Trains

VTA's buses and light rail take an e-bike only if its battery is "sealed dry or gel cell," and Caltrain stops in Santa Clara with no e-bike rule on its bike page.

VTA buses. VTA's bike FAQ says every bus carries "exterior bike racks that can accommodate up to three bicycles." When the racks are full, "up to two bicycles will be allowed inside the bus subject to the driver's discretion when passenger loads are light."

VTA light rail. "Up to four bikes may be stored on racks, with an additional two allowed to stand in the articulated part of the light rail train." The same page sets one rule for both: "Only human powered and sealed dry or gel cell electric assisted bicycles are allowed."

The page does not name lithium-ion packs either way. If your bike runs on one, ask VTA before your first trip whether your battery counts as "sealed dry."

Caltrain. Santa Clara is a stop on Caltrain's timetable, and its Bikes on the Train page says "All bicycles must fit in designated space (71”) without protruding into the aisle." It adds that "Gas-powered, tandem or three-wheel bicycles are not allowed," and electric trains carry two bike cars of 36 bikes each.

Before a transit trip, check your bike's length against Caltrain's 71 inches and its battery type against VTA's "sealed dry or gel cell" rule.

Trail Access — The San Tomas Aquino Creek Trail

The City's own creek trail is the clearest place in Santa Clara to ride an e-bike off the street, even though the code bars bicycles from public parks.

The trail itself

The City's trail page says its four reaches "provide a walking, running, and bicycling trail extending south from the San Francisco Bay Trail to Cabrillo Avenue." Reaches 1 to 3 "total approximately 3.85 miles of trail," with undercrossings at Highway 237, Highway 101, Central Expressway and the Caltrain tracks.

The page adds that the City's Tasman Parking Garage at 2525 Tasman Drive "provides free parking and good trail access." That makes it a practical start if you drive the bike in.

The parks rule, read both ways

Section 12.05.070 reads: "It shall be unlawful for any person to ride or drive any bicycle, motorcycle or other motor vehicle upon any sidewalk or in any public park in the City." The City's directory files the creek trail under the category "Parks."

The City's bike and scooter share page settles the practical side for rental devices: they "shall not operate in City parks, excluding the San Tomas Aquino/Saratoga Creek Trail." Read one way, the trail is a park the code closes; read the other, the City treats it as the bicycling trail its own pages describe.

Ride the creek trail, keep to a walking pace when you pass people on foot, and walk the bike through every other city park. That holds whichever reading prevails.

Where riders get caught out: the sidewalk outside a Santa Clara shop is closed to bike riding under the same section, so walk the bike from the door to the street.

California eBike Laws — What Makes an eBike Legal in Santa Clara

California sets the classes, ages and helmet rules. Santa Clara's own code adds a citywide sidewalk and park rule that is older than any e-bike.

The state definition

Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Section 24016(b) says "an electric bicycle is not a motor vehicle," so you need no license, registration or plate. Under § 21200, a rider "has all the rights and is subject to all the provisions applicable to the driver of a vehicle."

Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet ticket for a rider under 18 under § 21212 is "not more than twenty-five dollars ($25)."

Sidewalks and parks

Because § 312.5 calls an e-bike "a bicycle," the word "bicycle" in § 12.05.070 reaches your e-bike: no riding on any sidewalk or in any public park in the city.

The section, from Ordinance 302, names no fine of its own, so the general rule in § 1.05.070 applies: "Every violation shall be deemed a misdemeanor," punishable by up to $1,000 or six months, though the City Attorney may prosecute it as an infraction at up to $100 for a first violation.

Its footnote sends readers to "Bicycles generally, Chapter 10.35." That chapter number now belongs to the City's shared mobility rules, adopted by Ordinance 2038 in January 2022, which govern rental fleets of bikes and scooters.

The traffic chapter's own words

Section 10.05.010 defines a bicycle, for the traffic chapter only, as "a light vehicle without a motor." Read literally, an e-bike falls outside that chapter's word, while state law calls it a bicycle.

Section 10.05.340 separately bars anyone from riding "any vehicle or animal across or upon any sidewalk excepting over permanently constructed driveways." Whichever word fits your e-bike, both sections point you off the sidewalk.

What the code does not say

Chapter 10.05 names no e-bike class and sets no class rule for bike lanes. The code on eCode360 "Includes legislation through 01-27-2026," and the nine adopted ordinances not yet codified concern zoning and a utility franchise, not riding.

A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).

The short rule in Santa Clara: the street, the bike lane and the creek trail are yours on any class; the sidewalk never is.

Silicon Valley Power. The city-owned utility's residential rebates page lists an e-bike rebate of "10% of pretax purchase. Up to $300," plus $200 for customers in its FRAP assistance program, on October 1, 2026.

Its program rules require you to be "a Silicon Valley Power residential customer living in the City of Santa Clara" and to apply "within 60 days from the date of purchase." Bikes "capable of exceeding 40 mph" and conversion kits do not qualify, and the offer runs "until funds are exhausted."

The state. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

Nine businesses were tied to Santa Clara by at least one source: 3 verified, 3 that could not be confirmed, 2 repair-only listings and 1 that is not a bicycle business. Before verdicts, a second Summit address, a fitness store, a motorcycle-accessory business in Sunnyvale and businesses in other cities were set aside.

The sources, and what each one could and could not do

Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (47), Giant (5), Bosch (30), Specialized (19), Trek (9) and Pedego's California directory. A dealer map is a lead until the shop's own words agree; Summit's did not.

OpenStreetMap maps 2 bicycle shops inside relation 2221647, against 49 schools and 573 shops of every kind, so the map is a lead and never a count here.
