HART — eBikes on Buses and HARTFlex Vans

The Hillsborough Transit Authority publishes its own rules for carrying a bicycle on its How to Ride HART page, read on September 4, 2026, under the heading "Bikes, Scooters, and Carts on Buses". The page never uses the words "electric bicycle", and it draws its line between battery power and gasoline instead.

On the rack, the numbers are specific. HART writes that "Bicycle racks are on all HART buses and HARTFlex vans", that "Each bus and van bicycle rack accommodates two bicycles", that "Only single-seat, two-wheel bicycles are permitted", and that "Bikes must not exceed 55lbs". Two more rack rules catch people: "Locking your bike to the bus rack is not allowed", and "Bike accessories, baskets, etc. must be secure and not obstruct view of Operator".

Inside the vehicle, only folders are allowed. HART states that "Folded bikes are permitted on all HART buses and HARTFlex vans" and that "Battery-powered or standard bicycles that fold and can be kept out of the aisles may be brought onboard", secured by the owner. "Gas-powered bicycles are not permitted on board" at all, and riding a bike anywhere on HART property is barred.

Two more lines are worth ten seconds. If the rack is full, HART says "customers should be prepared to wait for the next bus or choose a safe location to lock up their bicycle", so a rack-dependent commute needs a fallback. A bike also rides a PSTA bus across the bay "without a special permit", which makes a two-system trip work.

Trail Access — The Riverwalk, Bayshore and the Pinellas Trail

The buying case here is the path network. On the Hillsborough side the Riverwalk and Bayshore Boulevard carry the daily riding, with the Upper Tampa Bay Trail and the Flatwoods loops holding the weekend miles. On the Pinellas side the Pinellas Trail is the spine, and the Courtney Campbell Causeway's separated path crosses the bay.

The City of Tampa has written the clearest sentence any government in this metro has published about where an electric bike may ride. Section 16-53(i) of the city code says designated multi-purpose trails "shall be used only by pedestrians, bicycles, skaters, and other non-motorized vehicles propelled by human power".

Then it writes the exception in by name: "Electric bicycles, segways, and wheelchairs that do not exceed fifteen (15) m.p.h. are permitted on designated multi-purpose trails unless otherwise posted" (§ 16-53(i)).

Two conditions travel with it. Fifteen miles an hour is the trail ceiling whatever the bike can do, and "unless otherwise posted" means a trailhead sign still wins. Subsection (g) covers the rest of department-managed land: any bicycle or scooter, motor-propelled or not, stays on roads designated for vehicular traffic or in areas designated for that class.

The Pinellas Trail runs under county management with its own posted terms, and those govern a ride there rather than the city rule above. Read the trailhead sign once, then enjoy the next hundred rides.

Florida eBike Laws — What Makes an eBike Legal in Tampa

State law defines the bike and takes the paperwork away. Cities and counties decide where it may go, and Tampa has used that power for money rather than for restrictions.

The state definition

Under Fla. Stat. § 316.003(23), an electric bicycle has operable pedals, a saddle and "an electric motor of less than 750 watts", in one of three classes. Under § 316.20655(2), an e-bike and its operator are "not subject to the provisions of law relating to financial responsibility, driver or motor vehicle licenses, vehicle registration, title certificates, off-highway motorcycles, or off-highway vehicles."

Class, top assisted speed and motor wattage belong on a label on the frame under § 316.20655(3). There is no statewide age minimum, because § 316.20655(8) hands that to local governments, and § 316.20655(1) preserves the local power to regulate where a bike may ride.

The city voucher program

Tampa is one of the few US cities putting public money behind e-bike purchases. The city's 2026 announcement describes a lottery funded at $500,000 offering up to 248 vouchers: 81 standard at $1,000, 82 low-income at $2,000 and 85 very-low-income at $3,000, each redeemable on a new e-bike at a participating shop, helmet required.

Applications ran February 13 to 27, 2026, and the program page states in its own capitals that the window "HAS CLOSED". No new round was announced at the check. Four conditions came with the 2026 round and will probably travel with the next: city residency, 18 or older, a signed purchase quote from a participating shop, and a new helmet.

What is not an e-bike here

Over 750 watts, or without operable pedals, and the machine sits outside § 316.003(23) entirely, with the registration and licensing exemptions gone with it. Several floors here sell both categories openly: American Iron's Gowow line and Rogan's Sur-Ron and Talaria service bench are the adjacent category, sold as what it is.

How the count was built

The Florida statewide sweep built its candidate list from search discovery across 63 cities, and the Tampa Bay candidates were then read one at a time on their own websites or their own brand's dealer pages on August 25, 2026.

Thirteen storefronts cleared. Twelve sell electric bikes and are counted: four inside the Tampa city line, the figure this page publishes, and eight across the bay in four Pinellas municipalities, counted separately under Just Outside Tampa. The thirteenth is a service-only bench, listed without being counted, because the count is of places that sell. Two further businesses that market to Tampa did not clear, and both are named below.

Limitations

1. Shop details reflect August 25, 2026 only, read on each business's own site or its brand's dealer page. HART's bike rules were read on September 4, 2026. Hours, stock and ownership change faster than this page does.
2. The count was corrected twice, on September 6 and 7, 2026. The title read 13, the bay-wide figure, and now states the in-city one. That figure itself moved 5 to 4: the Chelsea Street address is a repair bench with no showroom, and this directory does not count repair-only benches. It stays listed, uncounted. The eight across the water remain under Just Outside Tampa, spanning five municipalities in all.
3. A chain-ownership count was corrected on September 6, 2026. Three sentences here put nine floors under four operations and nine in Pinellas County. Counting the cards gives eight both times: High Voltage's second store is in Fort Myers and American Iron's others are elsewhere in Florida.
