The pattern worth naming: Miami's new rules keep coming from the small beach municipalities rather than the City of Miami itself. The city where most shops' customers live has stayed close to the state defaults; the islands where they ride on weekends have not.

Not an e-bike: the dirt bikes and e-motos sold next door

Miami shoppers search for "electric dirt bike store" almost as often as for e-bike shops, and several storefronts in this metro sell both. The legal line between them is not branding — it is Fla. Stat. § 316.003(23): operable pedals, a saddle, and a motor under 750 watts, in one of three classes. What that means at the register: the paperwork-free treatment in § 316.20655(2) does not follow the bigger machine home.

Out-of-definition machines fall into motor-vehicle territory — title, registration, license — and no city path or park rule quoted above gives them anywhere legal to ride in this metro.
