Victor Valley Transit and Amtrak — eBikes on Buses and Trains

Victor Valley Transit Authority prints no bicycle rule in its 2026 Bus Book, and Amtrak's Victorville stop is an unstaffed platform with no checked baggage. Call before you plan a trip that depends on carrying the bike.

Victor Valley Transit Authority (VVTA). The "Rules" list in VVTA's 2026 Bus Book limits carry-ons to packages of 22 by 9 by 14 inches kept in your lap or under the seat, and says "larger items not permitted." It has no line on bicycles or bike racks.

VVTA's Passenger Code of Conduct bars bicycle riding on its vehicles and property, but its footnote allows "transporting a bicycle aboard a transit vehicle, if that activity is conducted with the permission of VVTA." Ask Routes and Scheduling at (760) 948-3030 before your trip.

Amtrak at Victorville. The Victorville station page lists a platform at 16858 South D Street with "No checked baggage at this location" and "Bike boxes not available."

Amtrak's bicycle page accepts e-bikes "standard size with a maximum weight up to 50 lbs, and a maximum tire width of 2”," with a motor under 750 watts of continuous power and a top speed of 20 mph on the motor alone. It marks the Southwest Chief for carry-on bikes at "Select Stations" only, so confirm Victorville at 1-800-USA-RAIL.

Bus and train with an e-bike. VVTA's printed rules do not cover bicycles, and Amtrak takes only lighter, narrower e-bikes. Phone both before the trip.

Trail Access — the Mojave Riverwalk and Mojave Narrows

The Mojave Riverwalk is the City's paved bike path along the river, and state law lets all three e-bike classes ride it unless a local ordinance says otherwise. Victorville's code has none. At Mojave Narrows, a county park, bicycles stay on the roadway.

The Mojave Riverwalk

VVNG's report of the City's announcement calls it "a Class I bike path and pedestrian trail that starts at Fish Hatchery Road at the Victor Valley College Campus," running 3.9 miles one way into Mojave Narrows Regional Park. The trailhead is at 18564 Bear Valley Road.

The City filed it with the state as the "Mojave Riverwalk Shared-Use Bicycle Facility Project", an 11.1-mile network of Class I, II and III bikeways tying together the Victor Valley Transportation Center, Mojave Narrows and the college.

The path does not stay in the city. The Census geocoder places its south stretch, near the college, inside Victorville, and the stretch toward the Narrows in unincorporated San Bernardino County; the Yucca Loma Road bridge sits in Apple Valley. The City still maintains it: its July 2025 bulletin closed the path "from Catalina Road to Yucca Loma Road" for trimming, with questions to (760) 241-6365.

On e-bikes, Vehicle Code § 21207.5 keeps its path ban for motorized bicycles, a separate category from e-bikes. It lets a local authority "prohibit, by ordinance, the operation of an electric bicycle or any class of electric bicycle" on a hiking or recreational trail. Victorville's municipal code, read in full for Titles 12 to 14, names no e-bike class at all.

Mojave Narrows Regional Park

The Narrows is a San Bernardino County Regional Park, and the county's park rules read: "All motor-driven vehicles and bicycles must observe posted speed limits, remain on roadway and park only in designated areas." Ride the Riverwalk and the park roads there, and keep off the park's dirt trails.

The county's Regional Parks Advisory Commission took up e-bikes on September 14, 2022 and concluded "that more research needs to be conducted regarding E-Bikes." The park rules page read on September 29, 2026 has no e-bike rule.

City parks

Inside Victorville's own parks, § 14.04.040(b) lists among the acts no one may do: "propel any vehicle, cycle or automobile, except in designated areas." The skateboard rules in § 14.05.100 exempt bicycles, so a posted skate sign does not reach your bike.

On the trail. Ride the Riverwalk on any class, mind the posted signs, and keep to the roadway inside Mojave Narrows. In a city park, ride where riding is designated.

Where riders get caught out: the Riverwalk crosses from city land into county land north of the college, and the Narrows at its north end runs on county rules, which keep bicycles on the roadway. Read the signs where the path enters the park.

California eBike Laws — What Makes an eBike Legal in Victorville

State law decides what an e-bike is and who may ride one. Victorville's code, current through April 2026, adds a sidewalk rule and a freeway rule that reach an e-bike rider as they reach every cyclist.

The state definition

Working pedals and a motor that "does not exceed 750 watts of power" make a bicycle electric under Vehicle Code § 312.5, which sorts it into three classes:

Under § 24016(b) you need no driver's license, registration or plate, and "an electric bicycle is not a motor vehicle." Section 231 settles the rest: "An electric bicycle is a bicycle."

Age and helmets

The Class 3 age line sits in § 21213: "A person under 16 years of age shall not operate a class 3 electric bicycle." A Class 3 rider and any passenger wear a helmet at every age. On the other two classes, and on any bicycle, § 21212 covers riders under 18; the ticket is an infraction capped at $25, and a first charge can be dismissed.

Sidewalks in Victorville

The city code, § 12.52.090, reads: "No person shall ride, drive, propel, or cause to be propelled any vehicle or animal across or upon any sidewalk excepting over permanently constructed driveways." Its own definition, § 12.08.040, makes a bicycle "a light vehicle without a motor."

An e-bike has a motor, so it falls to the Vehicle Code definitions the city borrows under § 12.08.020. There, § 670 makes a vehicle any device moving a person on a highway, "excepting a device moved exclusively by human power."

A plain bicycle is a vehicle by the city's own definition and an e-bike is one by the state's, so walk either bike on a Victorville sidewalk. State law leaves sidewalks to local ordinance (§ 21650(g)).

Streets, lanes and freeways

On the street and in the bike lane, § 21200 gives you "all the rights" and duties of a driver, and § 312.5(b) applies it to e-bike riders. Where a lane is striped and you ride below traffic speed, § 21208 keeps you in it, with exits to pass, to turn and to avoid hazards.

Victorville's § 12.52.100 bars any bicycle from a street "established as a freeway" where official signs say so, and § 12.52.010 bars a passenger on any part of a bicycle "not specifically designed for the carrying of passengers."

What a violation costs

Title 12, which holds the sidewalk and freeway rules, makes a violation an infraction (§ 12.04.030). The fine is up to $100 for a first offense and up to $200 for a second of the same section within a year (§ 1.04.010(b)).

An older section of the same title, § 12.12.010, still calls any forbidden act a misdemeanor. A park rule carries no penalty of its own, so it falls to the code's default: a misdemeanor, which the citing officer may write as an infraction instead.

Who enforces it

Victorville buys its policing from the county. The City's police page says Victorville "was the first city to contract with the San Bernardino County Sheriff's Department for police services," and that its Victorville Police Department has served since 1962, with a traffic detail among its units.

What is not an e-bike here

An electric moto with no working pedals never meets the definition. Nor does a bike its maker intends to be modifiable past 20 mph on motor power or past 750 watts (§ 312.5(d)). An unlocking app or speed dongle is itself illegal to sell under § 24016(e), and a bike changed that way loses the exemptions § 24016(b) gives an e-bike rider.

Outside the city, 8 bicycle and powersports businesses in the High Desert towns were read: 1 sells e-bikes in its own words (Apple Valley Bicycles), 1 is reported closed, 4 show no e-bike evidence, and 2 have no website that could be read.

The sources, and what each one could and could not do

OpenStreetMap maps no bicycle shop inside Victorville's boundary (relation 111840) on two independent servers, in a boundary that returned 252 shops of all kinds and 49 schools. Within 35 miles, the nearest mapped bicycle shop is in Rialto, 29.1 miles away, so the map's High Desert gap is a gap in the map.

Seven makers' dealer rosters were read on September 29, 2026, each with a control, to 35 miles: Velotric (970 locations), Aventon (61), Giant (5), Bosch (30), Specialized (11), Trek (7) and Pedego's California directory, whose nearest dealer city is Upland.
