Read against seven e-bike makers' dealer maps, the state's archived rebate-retailer list, OpenStreetMap, Yelp, Superpages, Yellow Pages, eight answer-engine questions and each shop's own website. The Census geocoder placed every address inside or outside the city line.
A shop counts when its own words sell e-bikes or an e-bike maker lists it as a dealer. Left out: closed storefronts, mobile and repair services, rentals, scooter and motorcycle shops and chain floors. Last verified October 1, 2026; next check April 2027.

Vallejo is a Solano County city of 123,475 people. A conversion counts as an e-bike in California only when its motor "does not exceed 750 watts," so ask which kit your build uses.
Also in Benicia, named and not counted. Wheels In Motion at 735 First Street, whose own site names Giant and Specialized among its bike brands but no e-bikes.
Further out. The Oakland page, 23.4 miles south, lists that city's stores.
SolTrans and SF Bay Ferry — eBikes on Buses and Boats
The ferry is the e-bike rider's way across the bay from Vallejo, and its rule fits in one line: bring it, don't charge it.
SF Bay Ferry. The Vallejo route runs daily between Mare Island, Vallejo and downtown San Francisco, about 60 minutes to the city, at a one-way adult fare of $10.00 from July 1, 2026, per the route page. The ferry's passenger guidelines say: "Electric versions of these devices are also allowed, but cannot be charged on the ferry under any circumstances. Large motorized bikes and scooters are prohibited."
Its FAQ adds that bikes go "in the bike rack area on the aft deck" and asks riders with "an unusual or large bike or scooter" to check first.
SolTrans buses. The city's bus operator publishes no bike or e-bike rule on its How to Ride page, help center or code of conduct, so ask the driver before you load a heavy bike. The Vallejo Transit Center has "Secured bike lockers provided by Bike Link."
BART. No Vallejo station appears on BART's station list.
Before you board the ferry, charge at home: the ferry allows e-bikes but bans charging aboard, and a cargo or oversized bike needs a call first.

Vallejo sits at the southern end of a valley-long trail and on the shoreline of the bay-wide one, and neither the City nor the pages read for its park district set an e-bike rule on them.
The Vine Trail
The Napa Valley Vine Trail Coalition's trail page says the trail "will stretch 47 miles from the Vallejo Ferry Terminal to the Calistoga Depot," and that "Today, 33 miles are completed in three sections," the first of them Vallejo to American Canyon. It starts at the ferry terminal, so a bike-and-boat commute can begin there.
The Bay Trail
The Metropolitan Transportation Commission's Bay Trail maps include a "Carquinez Strait" segment and "Northern Vallejo to Napa," the shoreline paths around the city.
Who sets the e-bike rule
Under Vehicle Code § 21207.5(b), the agency over a hiking or recreational trail "may prohibit, by ordinance, the operation of an electric bicycle or any class of electric bicycle." Vallejo's code names no e-bike, and the Greater Vallejo Recreation District's pages read publish no e-bike rule, so the posted sign at each trailhead is the rule to follow.
Where riders get caught out: a path that crosses from Vallejo into American Canyon or a county park changes hands, and the sign at the new section is the one that counts. Read it before you ride on.

California sets the classes, ages and helmet rules. Vallejo adds a sidewalk rule written for vehicles, limits on parking lots and the skate park, and a bicycle license that state law no longer lets the City enforce.
The state definition
Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Under § 24016(b), "an electric bicycle is not a motor vehicle," so it needs no license plate or registration. Section 21200 gives the rider "all the rights" of a driver and the same duties.
Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet ticket for a rider under 18 is "not more than twenty-five dollars ($25)" under § 21212.
Sidewalks: § 8.40.010, read both ways
City code § 8.40.010 says a person shall not drive a vehicle "In any parkway or sidewalk." Under § 8.04.010, the City borrows the Vehicle Code's definitions, and § 670 leaves out of "vehicle" only "a device moved exclusively by human power."
Read that way, a pedal bike falls outside the rule and an e-bike, which a motor helps move, falls inside it. Read with § 312.5, which calls a legal e-bike "a bicycle," the section reaches cars and motorcycles. The City's bicycle chapter points the same way: a license lets you ride "upon all streets, alleys and public highways, exclusive of the sidewalks thereof" under § 8.48.020. Either way, the street is the safe place to ride.
Parking lots and the skate park
Section 8.20.210 makes it unlawful to "ride upon any bicycle, scooter, roller skate or skates, skateboard or other similar contrivance" in or on any parking lot. At the designated skating area in Wardlaw Park, § 7.101.010 says "No wheeled motorized vehicles of any kind are permitted."
The old license rule
Section 8.48.010, from 1974, still makes it unlawful to ride a bicycle on the streets "without first obtaining from the city a license therefor." State law overrides it: under § 39002(a), a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle," and the City's own § 8.48.080 says that in a conflict "the Vehicle Code shall prevail."
What changes on January 1, 2027
Two bills signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. AB 2346, Chapter 842, will set a prima facie speed limit "for a sidewalk" of "10 miles per hour" and let cities set 10, 15 or 20 mph limits on bike paths and multiuse trails, posted with signs.
SB 1167, Chapter 846, will rewrite § 312.5 to allow a "walk mode" on Class 1 and Class 3 bikes "up to a maximum speed of 3.7 miles per hour." It will also list machines that "shall not be advertised, sold, offered for sale, or labeled as electric bicycles," among them any vehicle "with motor power of more than 750 watts."
What it costs to get it wrong
Under § 1.12.010, a City code violation is a misdemeanor or an infraction at the discretion of the code enforcement officer or the city attorney. An infraction carries "a fine of not less than one hundred dollars nor more than five hundred dollars." A misdemeanor carries $500 to $1,000, up to six months in jail, or both.
What the code does not say
The Vallejo Municipal Code, codified through Ordinance 1885 N.C.(2d) of December 16, 2025, returns 32 sections for "bicycle" in its own search and none for "electric bicycle," "e-bike" or "motorized bicycle." A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).
The short rule in Vallejo: streets and bike lanes on any legal class; stay off the sidewalks, City parking lots and the Wardlaw Park skate area; on the trails, follow the posted sign.

Rebates
The state. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."
The Bay Area. The Bay Area Air District covers "southwestern Solano," and a 2018 District filing names "much of Vallejo" among its Solano County communities. Its Clean Cars for All program gives income-qualified residents who retire an older car a choice that includes "a pre-paid card for public transit or e-bikes," listed at $7,500 under its Mobility Options. The eligibility page has a map that checks whether your address is inside the District's boundary.

The denominator
Vallejo had 123,475 residents in the Census Bureau's 2024 vintage estimate (California file, row "Vallejo city"), against a 2020 estimates base of 126,082.
Eight businesses were tied to Vallejo by at least one source, and none sells e-bikes from a storefront: 1 closed storefront now mobile, 1 that could not be confirmed, 2 e-bike repair or service businesses, 1 rental listing, 2 scooter, motorcycle and auto shops and 1 sporting-goods chain.
Before verdicts, OpenStreetMap points for motorcycle dealers, an army-navy store and amusement-park rides, a shoe store, two mobile services based in other cities and businesses in other cities were set aside.
The sources, and what each one could and could not do
Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (45), Giant (5), Bosch (30), Specialized (25), Trek and Pedego's California directory. None placed a store inside Vallejo. Trek's first read came back empty; a re-read on October 2 found no Trek store within 10 miles and 24 within 25 miles, the nearest 10.3 miles away.
OpenStreetMap returned 9 objects inside relation 112533, none of them a bicycle shop, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Yellow Pages were read in a browser. Eight questions went to six answer engines and 19 of 48 answers were read: ChatGPT and Google's AI Mode answered all eight and Brave three; Perplexity, Bing and Google's chat assistant failed their controls.
The city code was searched on Municode for each term with "bicycle" as the control, and the definitions, traffic and bicycle chapters were read whole.
City limits
Every Vallejo street address named here returned "Vallejo city" from the Census geocoder. American Canyon Bike Shop returned "American Canyon city" and California Ebike "Benicia city." Mileages run from the Census 2024 Gazetteer's internal point for Vallejo city; road miles run longer.
