Seven doors serve Santa Rosa's 177,524 residents, and the largest park within reach of them will not let you ride an electric bike on any trail. The shops are here because the riders are.

The catch is where you may take what you buy. Three authorities answer that differently in one county, and the strictest governs Annadel — the park one of these shops is built at the foot of.

Three of the seven are Specialized dealers, two a fifth of a mile apart on College Avenue. One is Trek's own store, one REI, one a sporting-goods floor on Santa Rosa Avenue, one a downtown fitting shop. Start with the bike you want to ride out on; if that is unsettled, the buying guide settles it.

"Bike & EBike Sales & Service," the store's own page says of itself, then goes further: "We're your e-bike experts." It quotes a 24-hour service turnaround on any brand and prices expectations openly — a good bike from about $600, "E-bikes: around $1,200".

That last figure is the most useful thing any Santa Rosa shop publishes: what the floor costs before you walk in. Hold the rest of this list against it — our under-$2,000 guide starts there too.

Read that as one day's shelf, and call. The bench takes any brand, which matters if you bought online.

It is the only one of the seven whose store page names e-bike diagnostics. If your problem is a controller or a battery, start your calls here.

It is here on the state's word rather than its own: California's archived roster listed it as an e-bike retailer, and Specialized publishes it as a dealer. Phone ahead if an e-bike is what you are after.

The single-track it sits at the foot of is Annadel, which does not allow the e-bike it will demo you. Demo it here, then ride somewhere the rules allow.

The chain publishes an electric-bike collection and this branch sat on California's approved roster. The collection is chain-wide, though, and does not say which bikes stand on this floor.

Nobody publishes what stands on the Santa Rosa Avenue floor, so ring before you go.

Echelon runs an e-bike shelf on its own site — "eBikes" in the navigation, "Electric Bikes" in the footer — and is the closest shop to the Railroad Square SMART platform.

Its online e-bike page was empty on September 15, 2026 — "Sorry, no items were found matching your criteria" — so the shelf is real but the website will not show you it. Bike fitting and the trade-in are your reasons to call.

Five of the seven are on a government roster, and it has expired. California's E-Bike Incentive Project published an approved-retailer list, and Bike Peddler, NorCal Bike Sport, Sports Basement, Trail House and Trek Santa Rosa were on it on December 17, 2024.

That is a state agency confirming those five could sell rebate-funded bikes. It is also history: the program closed in December 2025, so it proves what was true then, not today's stock.

SMART and Sonoma County Transit — eBikes on Trains and Buses

Santa Rosa is a rare California city where the train is the better answer. SMART, the Sonoma–Marin commuter railway, has platforms at Railroad Square and Santa Rosa North, and carries bicycles inside the carriage rather than on a rack.

Its bicycle policy is numbered and specific. Section 3.3: "SMART will only allow electric bicycles (e-bikes) with fully operable pedals as defined by California Vehicle Codes (CVC) 312.5 and 24016. Motorcycles, motor driven cycles, and motorized bicycles or mopeds … are not permitted on SMART trains." Section 3.1 gives each car room for twelve bicycles.

Two more rules decide whether your machine can board at all, and neither is about weight:

If the train is part of the plan, buy two wheels. Section 3.5 bars three-wheelers outright, which rules out every electric trike Redtail sells — all 20 of them. Length is the other trap: over 80 inches and you board only if there is room.

Section 3.7 adds the test no number captures: you "must lift and maneuver their own bicycle onboard" and secure it on a hook or two bungee straps. No weight limit is stated, but there is a staircase.

Trail Access — Annadel, Joe Rodota and the Class 1 Rule

Three authorities govern where you may ride in and around Santa Rosa, and they do not agree.

Trione-Annadel State Park: no e-bikes at all

Annadel is the reason many people in Sonoma County own a mountain bike — more than five thousand acres and over forty-five miles of trails on the city's eastern edge. California State Parks writes, on the park's own page:

E-BIKES Electric-Assist or "E-bikes" are considered motorized vehicles and are not allowed in the park.

The same page permits bicycles "on all designated multi-use trails/fire roads" and adds that "Bikes are not permitted on any pedestrian-only trails." So the multi-use network is open to a bike with no motor and closed to the e-MTB a Santa Rosa shop will sell you. No class exception appears in that sentence, and no paved-road exception either.

If you are buying an e-MTB here, that is the single fact to take in before the deposit.

Sonoma County Regional Parks: Class 1 only

The county reads it differently. Its biking page states: "Class 1 Electric Bicycles (E-Bikes) are allowed in Regional Parks wherever conventional bicycles are allowed unless otherwise posted. E-Bike riders must adhere to the same trail rules as conventional bicycle riders. Class 1 E-Bikes are pedal-assist only, with no throttle and have a maximum assisted speed of 20 mph."

That opens a large network, including Spring Lake Regional Park next to Annadel and the 8.5-mile Joe Rodota Trail to Sebastopol. The county names only Class 1, so nothing there authorizes a throttle — read Class 2 and Class 3 as unaddressed, not permitted.

What that means when you shop

A Class 1 bike is the only one that keeps every trail in the table's second and third rows — an argument for buying pedal-assist here that does not apply in most of California.

California eBike Laws — What Makes an eBike Legal in Santa Rosa

Santa Rosa wrote no e-bike chapter, so the city reaches your bike sideways, through "bicycle".

The state layer

Three classes exist in Vehicle Code § 312.5, and in Santa Rosa all three are equal on the street and unequal everywhere else. Pedal-assist to 20 mph is Class 1, throttle to 20 Class 2, pedal-assist to 28 Class 3 — each under 750 watts, with pedals that turn.

No license, registration or insurance attaches to any of them. Which one you own decides nothing downtown and everything past the Spring Lake trailhead. Helmet ages sit on the California e-bike law page.

The city layer

The words "e-bike", "electric bike" and "electric bicycle" appear in no operative section of the Santa Rosa City Code — the one mention sits in a table pointing readers at the Vehicle Code. What the city has written reaches you anyway, on the reading that an electric bicycle is a bicycle under state traffic law, and in one place harder than that.

Sidewalks, in named areas only. SRCC § 9-22.020(B), amended by Ordinance 2024-006 in April 2024: "No person shall ride a bicycle upon any public sidewalk in the specified downtown area, the specified Railroad Square area or other specified public property, or on any pedestrian walkway situated within a shopping center located anywhere within the City limits."

Two qualifications matter. The "specified downtown area" is not downtown at large but named sidewalks fixed by § 9-22.040. And the shopping-center limb is conditional: § 9-22.030(A) applies only where the center has posted the prescribed signs at every entrance and given the Chief of Police 24 hours' notice. Take the signs down and it lapses.

The Transit Mall is closed to bicycles outright. SRCC § 13-36.010 defines it as "Second Street and its sidewalk areas between Santa Rosa Avenue and B Street," and subsection (B)(1) makes it "unlawful for any person to ride or operate any bicycle, unicycle, tricycle, skateboard or rollerskates in the Transit Mall or any parking lot or garage owned or leased by the City." Downtown, you walk that block.

The rack is for bicycles, and only for three days. SRCC § 13-36.020(B)(1) bars parking "a vehicle, (including but not limited to motorized bicycle, moped, motorized tricycle)" in a City bicycle parking facility, and lets the Police Department remove it "in accordance with Vehicle Code Section 22651(n)" — a subdivision that itself says a vehicle "shall not be removed unless signs are posted giving notice of the removal."

Whether that reaches your e-bike is open. The list hangs off "a vehicle", which it says is not exhaustive, and Vehicle Code § 670 defines a vehicle as a device by which a person may be propelled upon a highway, "excepting a device moved exclusively by human power" — which an electric bicycle is not.

Read that way, the rack is not for you. Read narrowly, "motorized bicycle" is a moped under § 406 — a device with an automatic transmission — and you sit outside the list. No City ruling either way was located.

What is not ambiguous is subsection (B)(2): no bicycle may sit in a City rack "for more than a period of 72 consecutive hours," after which it and its lock "may be removed" and held 90 days before disposal — past that you forfeit the bike. Do not leave an e-bike at a City rack over a long weekend.

And the parks chapter may be the strictest rule in the city. SRCC § 13-24.100 defines a "Motor vehicle" as "any motor-driven vehicle, including but not limited to automobiles, trucks, motorcycles, motor scooters, motor bikes and any other self-propelled vehicle,"

Section 13-24.110 then provides that, bar the six exemptions in § 13-24.120, "no motor vehicle shall be allowed within the confines of the Bennett Valley Golf Course, any City park or any other City recreational area or facility. Any person driving or operating a motor vehicle contrary to this section shall be guilty of a misdemeanor."

The six exemptions are golf carts, mowers, contractors, emergency vehicles, designated roadways and permits. None is an electric bicycle, and it needs no posted sign to reach you.

It may not be meant that way — the chapter dates from a prior code, written about cars — and no City interpretation was located. But if you plan to ride a City park path, the text says what it says: ask the City first.

One chapter that may or may not be on your side. Chapter 10-42, Vulnerable User Protection, records that "People walking and riding bicycles are vulnerable users of the City roads, sidewalks, and/or pathways" and legislates against harassment of them.

Read § 10-42.020 first: for that chapter's purposes a "Bicycle" means "a device upon which any person may ride, propelled exclusively by human power through a belt, chain or gears," and a "vulnerable user" is a pedestrian or a person riding one. On that definition it may not reach you on an e-bike at all.

Where to Ride Your eBike in Santa Rosa

The Joe Rodota Trail does the heavy lifting: 8.5 paved miles from downtown to Sebastopol, Class 1 welcome, beginning at the bicycle bridge where it meets the Prince Memorial Greenway, between West 3rd and Railroad Streets. The Santa Rosa Creek Trail adds 2.14 paved miles the other way, between Willowside and Fulton Roads.

The ride the map will tempt you into. Spring Lake Regional Park adjoins Annadel and shares a trailhead with it via the Canyon Trail. One side is county land where a Class 1 is welcome; the other a State Park barring every e-bike. The trailhead does not change; the rule does.

The commute the train makes possible. Ride to Railroad Square, lift the bike onto a hook, and SMART takes you south through Rohnert Park, Cotati, Petaluma and into Marin — car-free, on any class. A folding e-bike skips the hooks.

If Annadel is your reason for riding, an e-bike is the wrong purchase.

Can I ride an e-bike on the sidewalk in Santa Rosa?

Not downtown, at Railroad Square, or on a shopping-center walkway anywhere in the city. Santa Rosa City Code § 9-22.020(B) bars riding a bicycle on public sidewalks in those named areas, and an electric bicycle is a bicycle under state law. Outside them the chapter does not prohibit it; peace officers on duty are exempt.

Is there an e-bike rebate in Santa Rosa or Sonoma County?

Is The Bike Shop actually in Santa Rosa?

It says so, and it publishes no Santa Rosa address. Its own copy reads that the family "now operate as The Bike Shop in Santa Rosa, Windsor and Cloverdale!" — but its store locator carries one address, Windsor Town Green at 9078 Windsor Road, which the Census geocoder places in Windsor town. With no address inside the city line, it is not counted among the seven.

Sources, limitations and how this page was verified

The candidate pool

Eighteen businesses were examined from six routes: an OpenStreetMap query of the city boundary, which returned sixteen named objects; California's archived CARB approved-retailer roster; Specialized's and Trek's own dealer pages; a statewide verification pass; the Velomesto cyclists' map; and web search. Sixteen publish an address. On the Census incorporated-place layer, fourteen resolved inside Santa Rosa, one to unincorporated Sonoma County and one to Windsor town.

Seven are listed, one rents rather than sells and one is in Windsor. The nine below either could not be read at first party or publish no e-bike term.

What could not be read

None of the could-not-look rows is recorded as selling or not selling e-bikes. Two further OpenStreetMap objects — "Bicycle Czar" and "Bicycle Obelisk" — carry no address, website or phone, and the second is the name of a public artwork rather than a business.

Numbered limitations

1. Three of the seven publish no independent website. NorCal Bike Sport's, Bike Peddler's and Trail House's own web addresses each redirect to Specialized's store-finder page, so what reads as store copy is published on the maker's platform. Bike Peddler's and Trail House's copy never mentions e-bikes; both are here on the archived roster and Specialized's dealer listing, which evidence authorization, never this week's floor.
2. Sports Basement is graded at chain level. The chain publishes an electric-bike collection; no per-branch inventory was readable for the Santa Rosa store.
3. Echelon's e-bike category was empty on September 15, 2026 — "Sorry, no items were found matching your criteria" — while its navigation and footer both carry the shelf.
4. REI's in-stock count is one day's snapshot of a catalog filter rather than a policy.
5. The CARB roster is historical. It records approval as of December 17, 2024; the program concluded in December 2025.
6. The trike and length figures describe our own range, not the market. Twenty electric trikes are barred by SMART's rule 3.5 as a census; the 80-inch figure rests on the 14 of 107 two-wheel products publishing an overall length, a 13%-populated field.
7. One question of Santa Rosa law is unsettled and published both ways: whether the bicycle-parking prohibition on a "motorized bicycle" reaches an electric bicycle. No City reading was located.
