We read seven e-bike makers' dealer maps, OpenStreetMap, Yelp, Superpages, Google Maps, eight answer-engine questions and each shop's own website. The Census geocoder placed every address inside or outside the city line.
A shop counts when its own words sell e-bikes or an e-bike maker lists it as a dealer. Left out: closed storefronts, shops that name no e-bikes, motorcycle and big-box floors, and shops in other cities. Last verified October 2, 2026; due again April 2027.

Among the bike shops in Richmond, none inside city limits sells e-bikes from a storefront as of October 2, 2026. The Pedaler in El Sobrante, 2.7 miles east, lists electric bikes and is on Bosch's dealer map, and three Berkeley floors sit 6.1 to 6.3 miles south.

Richmond is a Contra Costa County city of 115,353 people in the Census Bureau's 2024 estimate. The building on the cover is the Ford Assembly Plant on Harbour Way South, which the National Park Service's Historic American Engineering Record says "stands today much as it did when Ford opened the plant in 1931."
In the Second World War, as the Richmond Tank Depot, it had "two basic functions: assembling jeeps and processing combat vehicles for shipment."

You won't find an e-bike showroom inside Richmond's city line as of October 2, 2026: of six businesses tied to the city, none sells e-bikes in its own words or on a maker's dealer map.
Bike shops in town.
- All Italia Cyclery. A bicycle shop at 38 Washington Avenue, open Friday to Sunday from 11 a.m. to 4 p.m., per Google Maps. Its own site's shop page holds only placeholder items, and no surface read names an e-bike. Call (510) 260-0263 for a repair.
- Rich City Rides. Google Maps marks its bike and gift shop at 1500 Macdonald Avenue "permanently closed," and its own site read "Rich City is in maintenance mode. We will return shortly." Yelp still lists weekday hours from 1 to 5 p.m., so call (510) 900-1799 before you go.
Also tied to Richmond, named and not counted.
- A children's bike maker: Cleary Bikes at 2700 Rydin Road, whose owner writes on Yelp that it "makes lightweight, well designed bikes for kids"; its own domain answered an error page.
- Could not be confirmed: Litton Cycles at 999 W. Cutting Boulevard, an unclaimed Yelp listing with no hours, reviews or website; no other source read lists it.
- Motorcycles: Pro J's Cycles at 12432 San Pablo Avenue, whose owner writes on Yelp, "We repair all types of motorcycles."
- Big-box floor: Walmart Supercenter #3455 at 1400 Hilltop Mall Road, whose bike-shop page title lists "Electric Bikes"; a chain page does not show what this store stocks.

Closer, and not counted. El Sobrante Cyclery, 2.4 miles away at 5057 El Portal Drive, is a bicycle shop whose Google Maps listing names no e-bikes. A Google Maps search for Cycling Innovations, listed at 1034 Broadway in San Pablo, returned a different shop, and Bikes on Solano in Albany is marked permanently closed.
Further out. The Berkeley page, 6.9 miles south, lists the stores in that city.
BART, AC Transit and the Ferry — eBikes on Richmond Transit
Each carrier in Richmond sets its own e-bike limit.
BART. The Richmond station at 1700 Nevin Avenue has "32 on-demand BikeLink lockers," and a Richmond Today e-bikeshare hub "is located on the north side of east BART entry." Since January 1, 2024, BART's bike rules let you bring a bike "on all trains except in the first car or any crowded car," and "Folded bikes are allowed in all cars at all times."
AC Transit. The bus racks take two-wheeled bikes "with a wheelbase of up to 44 inches and a wheel size of at least 16 inches, weighing up to approximately 75 pounds, with a maximum tire width of 3.2 inches." A bike rides inside only from midnight to 5:30 a.m. on weekdays, or to 9 a.m. on weekends and holidays, when the rack is full and there is room.
Capitol Corridor. The train's bicycle page lists "Electric bikes" among what is allowed on board. At Richmond it shares enclosed BikeLink eLockers with BART, at 5 cents an hour.
SF Bay Ferry. The Richmond route runs daily to downtown San Francisco, "approx. 35 minutes," at a regular adult fare of $5.20 one way from July 1, 2026. The ferry's passenger guidelines say: "Electric versions of these devices are also allowed, but cannot be charged on the ferry under any circumstances. Large motorized bikes and scooters are prohibited."
At the far end, the San Francisco page lists the city's verified stores.
Weigh your bike before you ride the bus. AC Transit's racks stop at about 75 pounds and 3.2-inch tires, while a folded bike rides BART in any car.

Richmond's shoreline carries a long stretch of the Bay Trail, and its regional parks, Point Pinole and Wildcat Canyon among them, belong to the East Bay Regional Park District, which sets its own e-bike rule.
The Bay Trail in Richmond
MTC's Bay Trail has "more than 350 miles of trails that circle the bay." Two City documents put Richmond's share at 34 miles (Richmond By the Numbers, a fact sheet whose file dates from January 2023) and 36 miles (TRAC's Mid Year 2022 report), and the second counts "six miles of gaps" still open.
The park district's paved-trail list includes "2 1/2 miles of paved trail along the Hoffman Marsh," from Marina Bay in Richmond to Central Avenue near Point Isabel, in McLaughlin Eastshore State Park.
The Richmond–San Rafael Bridge path
The bridge path "is open Thursdays at 2 p.m. through Sundays at 11 p.m." While it is closed, you can take a free bike shuttle Monday to Wednesday from 6 a.m. to 8 p.m. and Thursday from 6 a.m. to 2 p.m.
The shuttle's trailer holds "standard bikes, e-bikes, cargo bikes," trikes and recumbents. Its limits: bikes "up to 120 lbs," no larger than 40 inches wide or 120 inches long, "a maximum motor power rating of 750 watts" and operable pedals. The schedule is part of a pilot that MTC says runs "through end of 2028."
Point Pinole and Wildcat Canyon
Point Pinole Regional Shoreline has twelve miles of trails, and two projects added 1.8 miles of Bay Trail to the 4.5 miles already in the park. Its page, updated October 2, 2026, says the Bay Trail east of the Atlas Bridge entrance is closed by a sinkhole, with "no timeline for reopening."
Wildcat Canyon Regional Park, which you enter from Alvarado Park at 5755 McBryde Avenue, has "25 miles of trails (mostly fire roads), including 2.5 miles of paved trail on Nimitz Way."
The park district's e-bike rule
The district's biking page says its board voted in September 2023 "to allow Class 1 e-bikes on all trails where regular bikes are allowed, and Class 2 e-bikes on all paved Regional Trails." It adds: "Class 3 e-bikes and e-scooters are NOT permitted in East Bay Regional Parks and Regional Trails," and "It's 15 mph max."
You may ride a Class 2 on the San Francisco Bay, San Pablo Bay, Point Isabel to Miller Knox and Wildcat Creek Regional Trails. Under Ordinance 38, you may ride unpaved roads, multi-use trails and fire roads "over 8 ft. in width, unless otherwise posted," but not narrow hiking trails.
The district's paved-trail page still says "motorized or electric-powered scooters, bikes or other motorized vehicles are prohibited"; Ordinance 38, amended in September 2023, is the rule in force.
The Richmond Greenway
The City's project page describes the Greenway as "a bicycle and pedestrian trail" on right of way "connecting the east and west ends of Richmond," near Ohio Avenue. The City code names no e-bike rule for it.
Where riders get caught out: a Class 3 bike is legal on Richmond's streets and barred on every park-district trail, including the paved Bay Trail sections it runs. On a Class 3, ride the street around them.

State law sets your class, age floor and helmet rules. Richmond's code adds a sidewalk ban, a park rule and an old license section, and it never names an e-bike.
The state definition
Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

An e-bike needs no license, registration or plate: § 24016(b) says "an electric bicycle is not a motor vehicle." On the road you carry a driver's rights and duties under § 21200.
Section 21213 keeps riders under 16 off Class 3: "A person under 16 years of age shall not operate a class 3 electric bicycle." A rider under 18 caught without a helmet faces the "not more than twenty-five dollars ($25)" fine in § 21212.
Sidewalks: three City sections, read both ways
City code § 7.12.110(a) says: "No person shall ride or operate a bicycle on any sidewalk in the city, except as herein specifically permitted." Subsection (b) lets riders under 18 use sidewalks "except such sidewalks as are in front of stores or other buildings used for business purposes."
The same chapter's § 7.12.010 defines "Bicycle" as "a light vehicle without a motor." Read literally, the chapter's ban and its youth exception reach pedal bikes, not e-bikes.
A second section closes that gap. Section 14.32.040 says "No person shall ride, drive, propel or cause to be propelled any vehicle across or upon any sidewalk or parkway," except over driveways. Under § 14.04.020 the City borrows the Vehicle Code's definitions, and § 670 leaves out of "vehicle" only "a device moved exclusively by human power."
Read that way, your e-bike is a vehicle and stays off every sidewalk at any age. Read with § 312.5, which calls an e-bike "a bicycle," the youth exception could reach it. Either way, ride the street.
Parks, playgrounds and the marina
Section 11.08.010 makes it unlawful "to ride a bicycle, motorcycle or motor scooter in city parks, playgrounds and playlots." At Richmond Marina Bay, § 5.16.050 bars bicycles "on any dock, float or walkway" of the marina.
The old license rule
Section 7.12.020, added by Ordinance 17-76 N.S., still makes it unlawful for a resident to ride a bicycle in the city "unless such bicycle has been licensed." State law overrides it: under § 39002(a), a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle." You need no City license for any bike.
What changes on January 1, 2027
Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets a statewide prima facie limit "for a sidewalk" of "10 miles per hour."
From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."
What it costs to get it wrong
Under § 1.04.100, a City code violation "shall be a misdemeanor, unless it is reduced to an infraction in the discretion of the prosecuting authority." A misdemeanor under Penal Code § 19 carries up to six months in county jail, a fine of up to $1,000, or both.
For riders under 18, § 7.12.370 lets the police chief impound the bike used in a violation "for a period not to exceed 30 days" in place of a fine.
What the code does not say
The Richmond Municipal Code, codified through Ordinance No. 02-26 N.S. of March 3, 2026, returns 76 sections for "bicycle" and none for "electric bicycle," "e-bike" or "motorized bicycle."
The short rule in Richmond: streets and bike lanes on any legal class; no sidewalks, City parks, playgrounds or marina docks; Class 1 or 2 on park-district trails, and never Class 3 there.

You may ride any legal class on the streets and in the bike lanes. Keep off the sidewalks and City parks, and match your class to each trail's owner.
Your Richmond riding checklist
- Ride the street, not the sidewalk, whatever your age.
- Walk your bike through City parks, playgrounds and the marina's docks.
- On park-district trails, leave a Class 3 at home, keep a Class 2 on pavement and hold 15 mph.
- Charge before the ferry; charging aboard is banned.
- Check the day before you plan a bridge crossing: the path opens Thursday afternoon through Sunday night.
Rebates
Contra Costa County. The 511 CCTA e-bike rebate pays adults in the county $150, or $300 if household income is at or below 400% of the federal poverty guidelines ($132,000 for a household of four in 2026), within six months of purchase.
Its rules say a motor "must not exceed 750 watts of power" while the program page says "less than 750 watts," so ask about a 750 W bike first. A bike bought online must be "shipped/delivered to an address located within Contra Costa County," and the receipt must show California sales tax.
The Air District and the state. The Bay Area Air District, whose nine counties include Contra Costa, runs Clean Cars for All, which gives income-qualified residents who retire an older car "a pre-paid card for public transit or e-bikes," listed at $7,500. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

What are Richmond's bike laws?
You follow California's three classes, and City code keeps you off sidewalks, City parks and playgrounds. If you ride a Class 3, you must be 16 and wear a helmet under § 21213, and the City's old bike-license rule is overridden by state law.
Can you ride an e-bike on the Richmond Bay Trail?
On the park district's sections, you may ride a Class 1 or Class 2 bike on the paved Bay Trail at 15 mph or less, but not a Class 3, per its biking page. Elsewhere, follow the posted sign; at Point Pinole, the trail east of the Atlas Bridge entrance is closed.

The denominator
Richmond had 115,353 residents in the Census Bureau's 2024 vintage estimate (California file, row "Richmond city"), against a 2020 estimates base of 116,303.
Six businesses were tied to Richmond by at least one source, and none is verified: 1 bike shop naming no e-bikes, 1 closed on Google Maps, 1 children's bike maker, 1 that could not be confirmed, 1 motorcycle repair shop and 1 big-box floor.
Before verdicts, a San Pablo listing, an El Sobrante bicycle shop naming no e-bikes, a closed Albany shop, a motorcycle dealer, a Virginia shop, a mobile repair service and shops farther than the four floors were set aside.
The sources, and what each one could and could not do
Seven makers' dealer maps were read to 10 miles on October 2, 2026, each with a control: Velotric (966 locations), Aventon (45), Giant (5), Bosch (30), Specialized (28), Trek and Pedego's California directory. None placed a store inside Richmond. Every out-of-city lead with an address was measured.
OpenStreetMap returned 3 objects inside relation 114481 and one named place, Rich City Rides, so the map is a lead and never a count here.
Directories and AI search. Yelp, Superpages and Google Maps were read in a browser. Eight questions went to eight answer engines and 24 of 64 answers were read: Google's AI Mode and Duck.ai answered all eight, ChatGPT seven and Brave one. Perplexity, Bing (twice) and Google's chat assistant failed their controls, and Copilot showed a sign-in wall.
The city code was searched on Municode for 13 terms, with "bicycle" as the control, and the 1,137 sections returned were saved; every section quoted here was read in full. The code is current through Ordinance No. 02-26 N.S. of March 3, 2026.
City limits
Every Richmond street address named here returned "Richmond city" from the Census geocoder, Walmart's by its store page's coordinates. The Pedaler returned no incorporated place, and the Berkeley stores "Berkeley city." Mileages run from the Census 2024 Gazetteer's internal point for Richmond city; road miles run longer.
For the cover, the Ford Assembly Building's address returned "Richmond city."
Limitations
- Sections 7.12.110 and 14.32.040 read together as keeping e-bikes off sidewalks; the City has published no reading of either for e-bikes.
- The park district's paved-trail page still bars electric bikes while its biking page and Ordinance 38 allow Class 1 and 2; the ordinance is followed here.
- Richmond's Bay Trail mileage differs between two City documents, 34 and 36 miles, from 2023 and 2022; both are printed.
- Re-verification is due April 2027, or sooner if a shop opens or closes inside Richmond.
