County Connection and BART — eBikes on Buses and Trains

Concord has two BART stations and a county bus system with bike racks, so you can bring an e-bike on most trips out of town.

County Connection. The county bus operator's bikes page says "Each rack holds two bikes" and that "Cyclists are responsible for loading, unloading and securing their bikes." It sets no separate rule for e-bikes, so a heavy bike is yours to lift. An adult Clipper fare is $2.00, a bus-to-bus transfer is free and a BART-to-bus transfer is $1.00.

BART. Concord and North Concord/Martinez are both BART stations. Under BART's bike rules in force since January 1, 2024, "Bikes are allowed on all trains except in the first car or any crowded car," and "Folded bikes are allowed in all cars at all times." The only vehicles the rules shut out are gas-powered ones.

BART's bikes page notes that "longer and heavier bicycles, such as e-bikes and cargo bikes, have soared in popularity" and publishes an elevator dimension guide for them.

Before you roll to a station, pick the car: anything but the first car, and never a crowded one. On the bus, you load the bike onto the front rack yourself.

Trail Access — The Iron Horse and Contra Costa Canal Trails

The paved regional trails through Concord belong to the East Bay Regional Park District, and its rule turns on the class sticker: on a Class 1 or Class 2 bike you ride, and on a Class 3 you stay on the street.

The District's rule

The District's biking page says that "In September 2023, the Park District Board of Directors voted to allow Class 1 e-bikes on all trails where regular bikes are allowed, and Class 2 e-bikes on all paved Regional Trails." It continues: "Class 3 e-bikes and e-scooters are NOT permitted in East Bay Regional Parks and Regional Trails."

Both trails through Concord are on its list of paved trails open to Class 2 bikes: the Iron Horse Regional Trail, which runs 32 miles between Concord and Pleasanton on an old Southern Pacific right-of-way, and the Contra Costa Canal Regional Trail.

What that means on a ride

The same page sets your pace: "Slow down! It's 15 mph max," and you slow to 5 mph when passing other trail users. A Class 1 bike may also ride the District's unpaved trails wherever regular bikes go; a Class 2 bike keeps to the paved trails on the list.

City parks have a rule of their own. Concord's park regulations, § 4.05.020(7), bar a bicycle or motor-driven conveyance "on other than roads or paths designated for that purpose."

Where riders get caught out: a Class 3 bike is legal on Concord's streets and bike lanes, but the District bars it from the Iron Horse and the Canal trail. Check the class label on the frame before you plan a trail commute.

California eBike Laws — What Makes an eBike Legal in Concord

California sets the classes, ages and helmet rules. Concord adds a sidewalk rule written in wheel size, a parks rule and a bicycle license that state law no longer lets the City enforce.

The state definition

Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Under § 24016(b), "an electric bicycle is not a motor vehicle," so it needs no license plate or registration. Section 21200 gives the rider "all the rights" of a driver and the same duties.

Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet ticket for a rider under 18 is "not more than twenty-five dollars ($25)" under § 21212.

Sidewalks: the 20-inch rule

City code § 10.45.240 makes it unlawful "to ride or operate any bicycle with the wheel size in excess of 20 inches on any sidewalk in front of stores, schools, or buildings used for business purposes." If your folding bike rolls on 20-inch wheels, you are outside that rule; on 26- or 27.5-inch wheels, you are inside it.

Elsewhere on a sidewalk, § 10.45.120 says riders "shall do so in single file," and § 10.45.200 bars riding "faster than is reasonable and proper." Under § 10.45.210, no one may ride "upon any playground, park, or schoolground where children are playing, without permission."

The old license rule

Section 10.45.010 still says no one shall ride a bicycle "propelled wholly or in part by muscular power" on city streets without a license from the Chief of Police. State law overrides it: under § 39002(a), a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle."

What changes on January 1, 2027

Two bills signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. AB 2346, Chapter 842, will set a prima facie speed limit "for a sidewalk" of "10 miles per hour" and let cities set 10, 15 or 20 mph limits on bike paths and multiuse trails, posted with signs.

SB 1167, Chapter 846, will rewrite § 312.5 to allow a "walk mode" on Class 1 and Class 3 bikes "up to a maximum speed of 3.7 miles per hour." It will also list machines that "shall not be advertised, sold, offered for sale, or labeled as electric bicycles," among them any vehicle "with motor power of more than 750 watts."

What it costs to get it wrong

Under § 1.05.200, a City code violation is a misdemeanor unless the City Attorney charges it as an infraction. An infraction carries "A fine not exceeding $100.00 for the first violation," $200 for a second and $500 for each further one within a year, under § 1.05.220. A misdemeanor can mean "a fine of not more than $1,000" or up to six months in jail under § 1.05.230.

What the City is looking at

The draft Comprehensive Safety Action Plan put before the City's Bicycle and Pedestrian Advisory Committee on May 6, 2026 reports a survey of 651 responses in which "illegal or unsafe e-bike operations (24 percent)" ranked fourth among the safety concerns cited, after speeding, red-light running and distracted driving.

A committee member asked at that meeting how to pursue "modified e-bikes that are more like motorcycles." No e-bike ordinance appears in the agendas of the City's commissions and council committees from January 2025 through October 1, 2026.

What the code does not say

The Concord Municipal Code, current through Ordinance 26-425.1 of March 10, 2026, uses "bicycle" 172 times and "electric bicycle" once, in a table of statutory references. A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).

The short rule in Concord: streets and bike lanes on any legal class; no wheels over 20 inches on the sidewalk in front of stores, schools and offices; Iron Horse and Canal trails on a Class 1 or Class 2 bike.

Concord had 124,016 residents in the Census Bureau's 2024 vintage estimate (California file, row "Concord city"), against a 2020 estimates base of 125,410.

Seven businesses were tied to Concord by at least one source: 1 verified, 3 closed, 2 fitting or do-it-yourself repair shops and 1 used sporting goods store.

Before verdicts, OpenStreetMap points with no address or a non-bicycle trade (an outdoor store, a sporting goods store and a motorcycle parts seller), a Trek store page for Concord, New Hampshire, and businesses in other cities were set aside.

The sources, and what each one could and could not do

Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (46), Giant (5), Bosch (30), Specialized (13), Trek (5) and Pedego's California directory. Inside the city, only Bosch listed a store: REI.

Bike Concord's local shop list was read as a second, independent roster. It names REI as the bike shop inside the city and records that Pleasant Hill Cyclery "is now permanently closed."

OpenStreetMap returned 7 objects inside relation 3705569, 6 of them named bicycle, sports, outdoor and motorcycle places, so the map is a lead and never a count here.

Clayton Bicycle Center's address matched "Concord city," but its OpenStreetMap point and Trek's map point both returned "Clayton city," so this page places it in Clayton. Mileages run from the Census 2024 Gazetteer's internal point for Concord city; road miles run longer.
