Simi Valley Transit, VCTC and Metrolink — eBikes on Buses and Trains

Every Simi Valley Transit bus carries a bike rack, the county's VCTC buses take e-bikes with sealed batteries, and Metrolink stops in the city with its own e-bike rules.

Simi Valley Transit. The City's transit page says "All SVT buses are equipped with bike racks" and lists a single trip at "$1.50 full fare/$0.75 reduced fare." Routes 10, 20 and 30 run inside the city, and Route 10 "also connects to LA Metro buses in Chatsworth." The page sets no e-bike rule of its own.

VCTC InterCity buses. The county commission's biking page says its buses "are equipped to carry both e-bikes and regular bikes," with e-bikes "Allowed with sealed lithium-ion batteries." If yours rides in the luggage compartment, "Remove the battery before storing it, and have the operator verify." VCTC connects at the Simi Valley Town Center.

Metrolink. The Simi Valley station is at 5050 Los Angeles Ave on the Ventura County Line. Metrolink's bike guidelines allow "Electric bicycles with pedals and manufacturer-installed sealed batteries," powered off, up to "32 inches wide x 58 inches long" with tires up to 2.6 inches.

The same page turns away modified or damaged batteries and any e-bike that has "Exceeded 600 lbs. with occupant." Space is "first-come, first-served."

Before a train trip, measure the bike: 58 inches long and 2.6-inch tires are Metrolink's limits, and a fat-tire bike can fail the tire rule.

Trail Access — The Arroyo Simi Path and the Hillside Trails

Simi Valley's flat cross-town ride is the Arroyo Simi Path; the hillside trails built for walkers and horses are closed to motors under City code.

The Arroyo Simi Path

The Rancho Simi Recreation and Park District's trail page describes "multi-use paths located on both sides of the Arroyo Simi Flood Control Channel" that "may be used by walkers and joggers, and by bicycle, skateboard and horseback riders." The path "is open 24 hours a day, 7 days a week except when closed due to heavy rain or flooding."

The District's page gives its reach twice. One line runs it from "just west of Stearns Street" to "Stargaze Place"; another says "from Madera Road to Ralston Ave." Upgraded entrances sit at Sequoia Avenue, Royal Avenue, Sycamore Drive, Erringer Road and Madera Road.

The park district's own rules

The District's Ordinance No. 3, in a file dated December 2025, lets bikes use District paths "during designated park hours only" and says riders "may not exceed 15 mph in speed at any time or location." It adds: "Electric, battery operated bicycles with no pedal assist feature are prohibited."

A 2022 District notice was narrower: "RSRPD currently allows electric bikes with 750-watt motors or less, pedal assist only, with a motor assisted speed of no more than 15 miles per hour." The ordinance is the rule the District posts; the 2022 notice describes the guidance it gave riders.

Class 3 on the path, read both ways

VCTC's biking page marks Class 3 "Not allowed" on shared-use trails and names the "Arroyo Simi Greenway Route" among them. State law reads differently: § 21207.5(a), as amended in 2022, bars a "motorized bicycle" from bike paths and leaves e-bike class bans on hiking, equestrian and recreational trails to local ordinance.

Simi Valley's code holds no class ban: a full-text search finds "electric bicycle" only in § 4-3.22. On a Class 3, use the street's bike lane when you want speed, and if you take the path, ride it at the District's 15 mph with pedal assist only. That meets the City's and the District's rules; to follow VCTC's stricter line as well, keep a Class 3 in the bike lane.

The hillside trails

City code § 10-1.04 bars "any other motorized or self-propelled vehicle or device upon which a person can ride" from any public way "designated, set aside, or is used as a pedestrian walkway, trail, path, lane, or way or as an equestrian trail." An e-bike is that kind of device. Walk it on hiking and horse trails, and follow the rules posted at each trailhead.

Where riders get caught out: a trail built for hikers and horses is closed to motors under § 10-1.04 even where pedal bikes are welcome, so read the trailhead sign before you leave the pavement.

California eBike Laws — What Makes an eBike Legal in Simi Valley

California sets the classes, ages and helmet rules. Simi Valley adds a 2026 section for sidewalks and paths and keeps older sections on trails and bicycle licenses, one of which state law now overrides.

The state definition

Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power." Simi Valley's § 4-3.22 uses the same words.

Section 24016(b) says "an electric bicycle is not a motor vehicle," so no license, registration or plate applies. Under § 21200, you have "all the rights" of a driver and are "subject to all the provisions applicable to the driver of a vehicle."

Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." Under § 21212, a helmet ticket for a rider under 18 is "not more than twenty-five dollars ($25)."

Sidewalks and sidepaths: § 4-3.22

Section 4-3.22, as amended by Ordinance 1367 effective April 8, 2026, bars operating any "conveyance in an unsafe manner on any public sidewalk, pedestrian sidepath, park pathway, or any other public right-of-way that is primarily intended for pedestrian use." Its examples include "Failing to yield the right-of-way to pedestrians" and "Riding at a speed greater than fifteen (15) miles per hour."

The section's list goes on: riding against the flow of traffic, stunts such as wheelies, carrying a passenger the bike was not built for, and ignoring posted signs. Each e-bike must carry a label with its class, top assisted speed and wattage "printed in Arial font at a minimum of nine-point type."

The City's staff report says the amendment "does not create a new citywide prohibition on bicycles or e-bikes on sidewalks." It sets standards instead, with "education-based enforcement options" such as the CHP e-bike safety course for first-time violators.

The older trail section, read both ways

Section 10-1.04, quoted in the trails section, bars motorized devices from any public way "used as a pedestrian walkway." Read literally, a sidewalk is such a way. Read with § 4-3.22, which regulates e-bikes on sidewalks without banning them, the older section reaches the trails and paths designated for walking and horses.

The City's staff report treats sidewalks under the 2026 section. Where a sign closes a sidewalk or path to riding, § 4-3.22(c) makes ignoring it an unsafe act.

Bike lanes and the old license rule

Where a street has a striped bike lane, § 4-3.17 keeps you in it. Where a signed bicycle path runs parallel to the road within 75 feet, the same section keeps you on the path.

Section 4-3.01 still reads: "No person shall operate or use a bicycle which has not been licensed by the City." State law now overrides it: under § 39002(a), a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle."

What it costs to get it wrong

Section 4-3.22(f) sends violations to the City's civil-fine chapter, where § 1-8.107 says amounts are "set in a schedule of fines adopted by resolution by the City Council." For a minor, the parent or guardian is "jointly and severally liable for the administrative fine."

Charged as an infraction instead, a first violation carries a fine of up to $100 under § 1-2.03, rising to $200 and then $500 for repeats within a year.

What the code does not say

A full-text search of the code on October 1, 2026 found "electric bicycle" in § 4-3.22 only, against 42 results for "bicycle." Municode's record shows the code last updated on September 4, 2026.

A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).

Hi Power Cycles and Simi Valley Cycles entered through ChatGPT's answers and Walmart through a store-page search. Before verdicts, a Santa Susana Pass Road listing outside city limits, a mapped point with no address, two sports and skate shops, and businesses in other cities were set aside.
