Clovis Transit — eBikes on the Bus
Clovis Transit's fixed-route buses are fare-free, and every bus carries an outside bike rack; the City sets no separate e-bike rule.
Fares and hours. The City's Fixed Route page says the service "operates on eight brand new routes" and that "Fixed Routes run every 30 minutes, and the service is free!" Buses run 6 a.m. to 7 p.m. on weekdays and 7:30 a.m. to 3:30 p.m. on Saturdays, with no Sunday service.
The rack. The same page reads: "All Clovis Transit buses have racks that hold bikes. Use of them is at the risk of the cyclist." The City's 2026 Passenger Behavior Policy adds the working rules: "Each bus is equipped with a rack that accommodates two bikes. Bike racks are on a first-come, first-served basis."
If both slots are taken, "the passenger will not be allowed to take the bike inside the transit bus and must wait for the next scheduled bus." You load and unload the bike yourself and tell the driver before your stop. Neither document sets an e-bike, battery or weight rule, so call (559) 324-2770 if your bike is heavy.
Where it goes. Clovis Transit "offers bus service to several of the Clovis high schools, Fresno State, and Clovis Community College," per the same page.
Two rack slots per bus, no bikes inside. At a busy stop, leave time for the next bus, which comes every 30 minutes, and plan around the Sunday gap in service.

The trails themselves
The City's Parks and Trails Map, dated October 2025, shows the Clovis Old Town Trail, the Dry Creek Trail, the Enterprise Canal Trail, the Dog Creek, Gould Canal, Jefferson Canal and Sierra Gateway trails as existing or planned routes.
Its Dry Creek Trailhead page calls the site at Sunnyside and Shepherd Avenues "a multi-use bicycle/pedestrian trailhead and rest area" with "concrete trail paths that lead to the adjacent Class I Dry Creek and Enterprise Canal Trail Systems." It lists bike racks, restrooms and drinking fountains.
The City's Active Transportation page publishes counts for "two of our most popular trail locations, the Dry Creek Trail and the Old Town Trail," and its counter map can show bikes and pedestrians separately.
What the code says a trail is
The Development Code's definitions in § 9.120.020 describe trails as "Multiple purpose public paths, either gravel or paved, suitable for a broad range of users, including bicycling, hiking, horseback riding, running, walking." Some surfaces may be gravel, so check the stretch you plan to ride.
The parks rule, read both ways
Section 5.8.12, from Ordinance 363 of 1964, reads: "No person having in his possession or control any horse, automobile, bicycle, tricycle, or other vehicle shall ride or permit the same to be run on any sidewalk in the City or in any public park or square within the City."
The parks chapter defines a "City park," for that chapter only, to include "walking paths; gardens; hiking and nature trails; bike paths" (§ 10.3.04). Inside one, § 10.3.01 bars anyone from propelling "any vehicle, cycle, or automobile elsewhere than on the roads or drives provided and marked for such purpose."
Read one way, a trail is park land and § 5.8.12 closes it to every bicycle. Read the other, the parks chapter lets a cycle use a way "provided and marked for such purpose," and the City builds and counts its trails for bicycling. The 2024 Fresno-Clovis Bikeways Map from the Fresno Council of Governments summarizes § 5.8.12 as one that "restricts bicyclists from riding on sidewalks or in public parks or squares."
Every City trail page we read invites bicycling. Ride the trail surface, slow to a walk around people on foot, and walk the bike across park lawns and paths with no bike marking. A posted sign settles the question at the spot where it stands.
Where riders get caught out: the sidewalk outside both Clovis shops is closed to bike riding under § 5.8.12, so walk the bike to the curb before you get on.
The trails are the reason to ride in Clovis. Stay on the marked path, give way to walkers, and ease off the assist where the path narrows.
California eBike Laws — What Makes an eBike Legal in Clovis
California sets the classes, ages and helmet rules. Clovis adds a sidewalk-and-park section older than any e-bike, and its code holds no e-bike section of its own.
The state definition
Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Under § 24016(b), "an electric bicycle is not a motor vehicle," so no license, registration or plate applies. Section 21200 gives a rider "all the rights" of a driver and makes you "subject to all the provisions applicable to the driver of a vehicle."
Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet violation by a rider under 18 under § 21212 carries a fine of "not more than twenty-five dollars ($25)."
Sidewalks and parks
Section 312.5 calls an e-bike "a bicycle," so the word "bicycle" in § 5.8.12 reaches your e-bike: no riding on any sidewalk in Clovis, and none in a public park or square.
Section 5.8.12 names no penalty of its own, so the general rule in § 1.2.01 applies: a violation is a misdemeanor punishable by a fine of up to $1,000 or up to six months in jail. The section also lets the City Attorney charge it as an infraction, with a fine of up to $100 for a first violation.
The traffic chapter's own words
Clovis's § 4.5.330, from 1965, says "Every person riding a bicycle" on a highway "shall have all the rights, and shall be subject to all the duties, applicable to the driver of a vehicle." That mirrors the state rule, so ride with traffic and stop at every sign.
Class 3 on the trails
State law does not keep a Class 3 off a bike path by itself. Section 21207.5(a), as amended in 2022, bars a "motorized bicycle" from bike paths and trails; its next two subsections use the separate term "electric bicycle."
Subsection (b) lets a local authority "prohibit, by ordinance, the operation of an electric bicycle or any class of electric bicycle" on an equestrian, hiking or recreational trail. Clovis's code holds no such ordinance, so the trail question for every class comes back to § 5.8.12.
What the code does not say
A search of the code on eCode360 on October 1, 2026 found no "electric bicycle" wording and no "15 miles per hour" limit. The old bicycle chapter, Chapter 4.1, was "repealed by Ordinance No. 13-03, effective March 13, 2013."
The six ordinances adopted in 2026 and not yet codified concern administration, zoning, sewer and water, infectious materials and a rezoning, per the code's New Laws list; none concerns riding.
A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).
The short rule in Clovis: streets, bike lanes and the City's marked trails are yours on any legal class; the sidewalk is not, even for half a block.

Valley Air District. Its Replace program pays $7,500 toward "Mobility Options," which it defines as "Alternatives to vehicle replacements, such as e-bikes," for income-qualified residents who give up a 2006 or older car.
On October 1, 2026 the page said the District "has stopped accepting applications until additional funding is received." Funding remained only for AB 617 residents of "Arvin-Lamont/Shafter/Stockton/South Central Fresno," and Clovis is not on that list.

The denominator
Clovis had 127,993 residents in the Census Bureau's 2024 vintage estimate (California file, row "Clovis city"), up from a 2020 estimates base of 120,165.
Twelve businesses were tied to Clovis by at least one source: 2 verified, 4 that could not be confirmed, 4 big-box and chain floors, 1 bike shop with no e-bikes named and 1 that is not a bicycle business. The two Walmarts entered through Brave's answer naming the Herndon store. Before verdicts, two older addresses for Clovis Bicycle Company, sporting-goods, firearms, archery, tactical, dive and motorcycle-repair shops, and businesses in other cities were set aside.
The sources, and what each one could and could not do
Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (11), Giant (5), Bosch (30), Specialized (1), Trek (1) and Pedego's California directory. Only Giant's map named a Clovis store, and Steven's own site agreed.
OpenStreetMap maps 3 bicycle shops inside relation 112393, against 55 schools and 173 shops of every kind, so the map is a lead and never a count here.
