Thousand Oaks Transit and VCTC — eBikes on the Buses
The City's own buses carry bike racks but not motorized bicycles, so for an e-bike trip by bus the county's VCTC line is the one to plan around.
Thousand Oaks Transit. The City's transit page says the buses are "equipped with free WiFi service, security cameras for your safety, and bike racks for your convenience." The same page in Spanish, on the City's public transit page, adds a limit: "No se permiten bicicletas motorizadas en los portabicicletas de Thousand Oaks," which translates as "motorized bicycles are not allowed on the Thousand Oaks bike racks."
A one-way ride is "$2.00" at the regular fare on the City's fares page, and students from grade 1 through college ride free under a grant-funded program. Transfers between Thousand Oaks Transit and VCTC routes are free.
VCTC InterCity buses. The county commission's biking page says its buses "are equipped to carry both e-bikes and regular bikes," with e-bikes "Allowed with sealed lithium-ion batteries." Thousand Oaks Transit's fares page lists free transfers to VCTC routes, so a trip can start on one system and finish on the other.
Before you ride to a bus stop, decide which bus: Thousand Oaks Transit's racks are for pedal bikes, and VCTC's take an e-bike with a sealed battery.

The trails in the hills around the city belong to the Conejo Open Space Conservation Agency, and its rule is short: a Class 1 e-bike may ride, and nothing with a throttle may.
COSCA's rule
The agency's trails page counts "nearly 15,250 acres of protected open space within Thousand Oaks' city limits," of which it manages about 12,400, with "more than 150 miles of trails for hiking, biking and equestrian use." Its e-bike page says: "The only electric vehicles permitted on COSCA open space are Class 1 e-bikes (pedal assist) and certain mobility devices for those with physical constraints to trail access."
The agency's Ordinance Manual, § 238, as revised in September 2023, puts it in law: "the term bicycle includes Class 1 electric bicycle," while "Class 2 and 3 electric bicycles are considered motorized vehicles." Under § 204, motorized vehicles stay on roads and parking areas "specifically constructed for public vehicular traffic."
What that means on a ride
A Class 2 bike with a throttle, or a Class 3 bike, stays at the trailhead. A Class 1 bike rides the same singletrack and fire roads as a pedal bike, under the same § 238 rules: stay on designated trails, ride at a "reasonable and prudent speed," and yield to hikers and horses.
Where riders get caught out: a Class 3 bike has no throttle, but COSCA's § 238 treats it as a motorized vehicle all the same. Read the class label on the frame before you take a bike onto Conejo open space.

California sets the classes, ages and helmet rules. Thousand Oaks adds sidewalk rules from 1995, an older off-road vehicle article and a bicycle license that state law no longer lets the City enforce.
The state definition
Vehicle Code § 312.5(a) begins: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

Under § 24016(b), "an electric bicycle is not a motor vehicle," so it needs no license plate or registration. Section 21200 gives the rider "all the rights" of a driver and the same duties.
Section 21213 reads: "A person under 16 years of age shall not operate a class 3 electric bicycle." A helmet ticket for a rider under 18 is "not more than twenty-five dollars ($25)" under § 21212.
Sidewalks and bike paths: § 4-3.1004
City code § 4-3.1004 says a bicyclist "may ride on any sidewalk or off-street bicycle path, but shall yield the right-of-way to any pedestrians or equestrians," and must not ride where a sidewalk or path "has been posted with signs prohibiting such riding." The section takes its definition of a bicycle from the Vehicle Code, and § 312.5 defines an e-bike as "a bicycle equipped with" pedals and a motor.
The City Council can also close the walkways of a shopping center, at its owner's request, under § 4-1.03, and the sidewalks of a shopping district under § 4-1.04, by resolution. Riding past the posted signs is an infraction under § 4-1.05.
The off-road vehicle article, read both ways
Section 4-3.801, from 1979, makes it unlawful "to operate a vehicle upon any land in the City," except on highways, designated parking areas, driveways, or private land with permission. The article borrows the Vehicle Code's meaning of "vehicle," which in § 670 leaves out only "a device moved exclusively by human power."
Read that way, an e-bike off the pavement on open City land is covered. Read with § 4-3.1004 and the COSCA ordinance, which both treat a legal e-bike as a kind of bicycle, the article reaches motorcycles and other powered machines. The City's code names no e-bike in either place. On a Class 1 bike, the designated trails are the place to ride.
The old license rule
Section 4-3.1201 still says no resident shall ride a bicycle on a public road "unless such bicycle is licensed." State law overrides it: under § 39002(a), a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle."
What changes on January 1, 2027
Two bills signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. AB 2346, Chapter 842, will set a prima facie speed limit "for a sidewalk" of "10 miles per hour" and let cities set 10, 15 or 20 mph limits on bike paths and multiuse trails, posted with signs.
SB 1167, Chapter 846, will rewrite § 312.5 to allow a "walk mode" on Class 1 and Class 3 bikes "up to a maximum speed of 3.7 miles per hour." It will also list machines that "shall not be advertised, sold, offered for sale, or labeled as electric bicycles," among them any vehicle "with motor power of more than 750 watts."
What it costs to get it wrong, and who enforces it
Under § 1-2.01, a City code violation is a misdemeanor unless the citation or the City Attorney makes it an infraction. The Ventura County Sheriff's Office reports that on August 21, 2026 the Thousand Oaks Police Department ran an e-bike enforcement operation in Newbury Park aimed at "illegal electric bicycles (E-Bikes) and electric motorcycles (E-Motorcycles)."
What the code does not say
A read of every section in Titles 1, 4, 5 and 7 of the City code on October 1, 2026 found no use of "electric bicycle" or "e-bike," against 152 uses of "bicycle." A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).
The short rule in Thousand Oaks: streets and bike lanes on any legal class; sidewalks and off-street paths at a walking-friendly pace unless a sign says no; Conejo open-space trails on a Class 1 bike only.

Thousand Oaks had 124,229 residents in the Census Bureau's 2024 vintage estimate (California file, row "Thousand Oaks city"), against a 2020 estimates base of 126,954.
Fourteen businesses were tied to Thousand Oaks by at least one source: 4 verified, 3 that could not be confirmed, 2 bike shops with no e-bikes named for sale, 3 with no showroom open for e-bike sales here and 2 chain or used-gear floors.
Before verdicts, OpenStreetMap points with no address or a non-bicycle trade (sporting goods, golf, tennis, martial arts), a Superpages listing that shares Worldwide Cyclery's address and suite, a guided e-bike tour company with no storefront, and businesses in other cities were set aside.
The sources, and what each one could and could not do
Seven makers' dealer maps were read to 10 miles on October 1, 2026, each with a control: Velotric (966 locations), Aventon (62), Giant (5), Bosch (30), Specialized (15), Trek (3) and Pedego's California directory. Bosch named Newbury Park Bike Shop, Michael's Bicycles and Trek Westlake Village inside the city.
Velotric's map placed The Hub Bike Shop at 973 S Westlake Blvd, inside Thousand Oaks; the shop's own site gives 31416 Agoura Rd in Westlake Village, and this page uses the shop's address.
OpenStreetMap returned 11 bicycle, sports and outdoor places inside relation 112603, so the map is a lead and never a count here.
Directories and AI search. Yelp and Superpages were read in a browser. Eight questions went to six answer engines and 18 of 48 answers were read: ChatGPT and Google's AI Mode answered all eight and Brave two; Perplexity, Bing and Google's chat assistant failed their controls.

Every Thousand Oaks street address named here returned "Thousand Oaks city" from the Census geocoder, including those with Newbury Park and Westlake Village mailing names. It could not match two, 996 Lawrence Dr and 766A Hampshire Rd; each was placed by its mapped point instead, and the Census coordinates lookup puts both inside the city. Mileages run from the Census 2024 Gazetteer's internal point for Thousand Oaks city; road miles run longer.
For the cover, the Census coordinates lookup places the Stagecoach Inn's mapped building in Thousand Oaks, while its street address matched about 260 meters away in no incorporated place. The City lists the inn as its Historical Landmark No. 1.
