1,762 trails · 2,856 miles in 87 of Indiana's 92 counties · 1,628 miles open to Class 1 · 147 local codes read · Rules verified October 24, 2026
Quick Answer: Indiana lets a Class 1 or Class 2 e-bike ride any path where bicycles are permitted unless a statute, rule or local ordinance says otherwise, and keeps a Class 3 off paths away from roads unless their manager allows it. Of 2,856 mapped miles, 1,628 are open to Class 1, 1,343 to Class 2 and 568 to Class 3.
Every e-bike in our full range ships free to your Indiana door.
The Monon Greenway in Carmel, the asphalt trail on the old Monon Railroad line, where Carmel's city code permits Class 1, 2 and 3 e-bikes wherever traditional bicycles are allowed, in a scene generated with Playcut from a photograph of the trail by Serge Melki.

Each line is a trail or path from the Indiana Department of Natural Resources' trail inventory, the USDA Forest Service, the National Park Service or OpenStreetMap, colored by the e-bike rule that governs it. The numbers mark INDOT's six districts, in the order the regions appear below.
Indiana's statute opens most of the state's paths to you and then hands the final word to whoever manages each one.
IC 9-21-11-13.1(k)(1) says "Unless otherwise specified by a statute, rule, or local ordinance, a Class 1 or Class 2 electric bicycle may be operated on any bicycle path or multipurpose path where bicycles are permitted."
Subsection (k)(2) keeps a Class 3 off those paths unless the path "is within or adjacent to a highway or roadway" or "A local authority or state agency with jurisdiction over the bicycle path or multipurpose path authorizes the use of a Class 3 electric bicycle".
Dirt trails follow a separate rule. Subsection (l) says (k) "shall not apply to a path or trail designated as nonmotorized" when its tread is natural surface on native soil with no surfacing added, and that "A local authority or state agency may regulate the use of electric bicycles or any class of electric bicycle" there.
The statute has not changed since 2020: the 2026 edition carries its section history, "As added by P.L.206-2019, SEC.11. Amended by P.L.156-2020, SEC.45."
287 managers share that authority across this map. Each trail below carries its manager's name where a record names one and, where the rule could be read, what that rule says about e-bikes, with a link to it, all of it in the trail register so you can check any ride trail by trail.

Takeaway
A Class 1 e-bike covers the most of Indiana: 1,628 mapped miles against 1,343 for a Class 2 and 568 for a Class 3. The DNR's dirt trails, from Brown County State Park's mountain bike network to Versailles, O'Bannon Woods and Interlake, take Class 1 alone, and on Brownsburg's trails away from a road only a Class 1 is clearly allowed.
37% of the mapped miles read gray, and most of that gray is on local governments' land: 44 cities, towns and counties keep "motorized" or "motor-powered" vehicles off their trails without saying whether an e-bike is one, on 486.5 mapped miles, Indianapolis's 183 among them, and 68 more local governments have codes that could not be read. The downloadable register says why each gray trail is gray.

How to read the map
Match your trail's color first, then check who manages it. Green means all three classes may ride, blue means Class 1 and Class 2, orange means Class 1 alone, and dashed red means a published rule keeps e-bikes off.
Gray holds four kinds of trail: a rule whose two readings both appear on this page, a manager whose rule could not be read or is not posted, private or nonprofit land, and a trail no record assigns to a manager. The register names the case for each gray trail.
A color is the trail's rule, and the trail's own signs still apply. A seasonal closure, a trailhead sign or a posted speed limit binds you on top of the color, and the region tables below print the limits each rule sets: Carmel's 20 mph on multi-use trails, Goshen's 15 mph and Plainfield's 20 mph among them.
Your bike's label tells you its class. Since January 1, 2020, IC 9-21-11-13.1(f) has required the maker or distributor of every e-bike to affix "a permanent and conspicuous label" showing its class level, top assisted speed and motor wattage.
Under IC 9-13-2-49.2 an e-bike has fully operable pedals and an assistive electric motor "with a power output not greater than seven hundred fifty (750) watts", and a Class 3 is one whose assist stops at 28 mph (IC 9-13-2-26.8).
Who decides on each trail
State law sets the default, and the manager writes the exception. The table below sorts every mapped mile by the kind of body that manages it. Read across to find what that body allows you to ride.
| Who manages the trail | Trails | Miles | What e-bikes may do |
|---|---|---|---|
| Indiana DNR: hard-surface trails (paved, concrete or gravel) | 24 | 36.8 | Class 1 and 2 |

| Indiana DNR: lines two records disagree about bicycles on | 10 | 5.2 | Gray: the DNR's inventory records no bicycles where another record does |
| Hoosier National Forest | 76 | 173.6 | Closed: e-bikes count as motor vehicles on its trails |
| Indiana Dunes National Park | 8 | 4.4 | Class 1 and 3 where bicycles may ride; a Class 2 only while pedaling |
| Lincoln Boyhood National Memorial | 1 | 0.1 | Gray: the memorial's compendium was not read |

| Local trails under state law alone (the government's rules read, no e-bike trail rule) | 459 | 609.3 | State law's default: Class 1 and 2 on a path; Class 3 only beside a road |
| Local trails whose government's code could not be read | 148 | 185.1 | Gray: state law's default, which the local code may change |
| Commissions and districts | 6 | 31.1 | Gray: no commission rule posted, or a 'motorized vehicles' rule that names no e-bike |
| Other state land | 11 | 20.5 | Gray: the agency's rule was not read |
| Private, nonprofit and institutional land | 90 | 180.8 | The owner decides |
| Manager not on record | 173 | 133.4 | Not determined |
| All Indiana | 1,762 | 2,855.7 | Map above; every trail by region below |
Each row's miles are the sum of its trails' stretches, rounded to a tenth, and together the rows make the state's 2,855.7 mapped miles. A trail whose stretches fall under two rules sits in each row with the miles that lie there, so if you find a trail twice, that is why: 22 trails appear in more than one row.
Takeaway
Local governments manage 65% of the mapped miles, 1,859 in all. Of the 215 cities, towns, counties and townships that manage a mapped trail, 147 have a code that was read for this map, covering 90.0% of their miles.
Indiana's state parks, forests and reservoirs
On Indiana DNR land, the trail's surface decides your class. The department's e-bike rules page says "On paved, concrete, or gravel trails classes 1 and 2 e-bikes are allowed" and "Only class 1 e-bikes are allowed on natural surface trails where regular bikes are allowed."
The DNR manages 303.6 mapped miles on 36 properties: 229.3 miles take Class 1 alone and 36.8 take Class 1 and 2. On 32.3 more, a Class 1 rides and a Class 2 only where the trail is paved or gravel, because the trail's own record gives no surface or names a natural surface and gravel together, and 5.2 are gray because two records disagree about bicycles.
Hard-surface trails
On DNR land you may ride a Class 1 or Class 2 on paved, concrete and gravel trails, 37 mapped miles in all. A Class 3 is not on the department's list, and the statute's path rule keeps it off unless the trail runs beside a road (IC 9-21-11-13.1(k)(2)). Potato Creek's and Patoka Lake's bicycle trails and Fort Harrison State Park's paved trails are among them.
Natural-surface trails
On a dirt trail, you may ride only a Class 1, and only where bicycles are allowed. That rule covers 200 mapped miles, Brown County State Park's mountain bike trails, Versailles, Harmonie, O'Bannon Woods, Salamonie, Brookville Lake and the Harrison-Crawford State Forest among them.
The Natural Resources Commission wrote the mountain bike part into its rules: 312 IAC 8-2-8(j) says "A person may operate a class 1 electric bicycle on a trail designated by the department as a mountain bike trail." The DNR's page extends Class 1 to every natural-surface trail where bicycles may ride, and the statute lets a state agency regulate any class on such a trail (IC 9-21-11-13.1(l)).
The page adds that "E-bikes are not permitted on trails where bikes are not permitted", and that a bike whose motor does not meet one of the three class definitions "is not an e-bike and is considered a motorized vehicle."
Interlake and Redbird
At Indiana's two off-road vehicle areas, you may ride a Class 1 alone. The DNR's page says "Class 1 e-bikes allowed at Interlake and Redbird. Class 2 and 3 not allowed." On this map that covers 29 miles of Interlake's trails.
Roads inside DNR properties
Two DNR documents answer the property roads differently, and both are printed here. The e-bike rules page says "All three classes of e-bikes are allowed on our roads inside properties", while the department's March 2025 report to the Natural Resources Commission says "Class 1 and 2 e-bikes may be operated on paved multiuse trails (unless otherwise restricted) and public roads within DNR properties."
This map covers trails, so the difference does not change a color, but if you ride a Class 3 on a park road, ask at the gate.
Hoosier National Forest
Keep your e-bike off the forest's trails. The Hoosier National Forest's biking page says "Outdoor electric assist devices (sometimes called e-bikes) are classified as motor vehicles by the Forest Service and are only allowed where motor vehicles are allowed. They are prohibited on non-motorized trails."
The Forest Service counts any "vehicle which is self-propelled" as a motor vehicle (36 CFR 212.1), and 36 CFR 261.13 bars one from National Forest System land except as the forest's designations allow. Every Hoosier trail on this map is recorded non-motorized, and the Forest Service's motor vehicle use map layer holds no Indiana trail, so all 174 mapped miles read red: German Ridge, Mogan Ridge, the Birdseye Trail, Hickory Ridge and the rest.
In the same region of this map, you can take a Class 1 onto Brown County State Park's mountain bike trails, and any class onto the forest's own roads open to motor vehicles.
Indiana Dunes National Park
In the national park, ride where bicycles ride and keep pedaling. The park's biking page says "E-bikes are allowed in Indiana Dunes Nationa Park where traditional bicycles are allowed" (the park's own spelling) and "Except where use of motor vehicles by the public is allowed, using the electric motor to move an e-bike without pedaling is prohibited."
A Class 2 may therefore use the park's bike trails only while you pedal, and the map shows 4.4 miles of park trail as Class 1 and 3. The park's page defines an e-bike by "an electric motor of less than 750 watts", while the Park Service's regulation, 36 CFR 1.4, says "not more than 750 watts"; a bike rated under 750 watts meets both.
Indiana Dunes State Park, inside the national park's boundary, is DNR land and follows the DNR's surface rule: on its paved paths, the paved Dunes Kankakee Trail stretches it manages among them, you may ride a Class 1 or Class 2.
Trail groups with their own rule
Several of Indiana's longest rail trails are managed by nonprofit trail groups, and most of their posted rules match the statute's default. Cardinal Greenways says "Only Class 1 and 2 e-bikes are allowed on all Indiana paved trails" across its 62 mapped miles from Marion through Muncie to Richmond.
The Friends of the Nickel Plate Trail write "Class 1 and 2 E-bikes are welcome; Class 3 E-bikes are not permitted per Indiana regulations" (trail rules), the Panhandle Pathway's page says the same in nearly the same words, and the Pumpkinvine Nature Trail's policy lists "Class 1 Allowed on Trail", "Class 2 Allowed on Trail" and "Class 3 NOT allowed on Trail".
Two of these trails read gray. In Cass County, the Panhandle Pathway also falls under the county's trail ordinance, whose ban on motorized traffic names no e-bike, so its 11 Cass County miles read gray. The B&O Trail Association posts "No motorized vehicles are allowed on the trail" without saying whether an e-bike counts, which leaves its 11 miles gray as well.
Other owners post no e-bike rule at all, and on their land the owner decides: Radius Indiana's Monon South Trail, the Hoosier Rails to Trails Council's Milwaukee Road Trail near Bedford, People Pathways in Greencastle and Indianapolis Cultural Trail, Inc. among them. Ask before you ride; the register names each owner.
City, town and county rules
Inside a city or town, read its code before you trust the statute's default. Of the 147 cities, towns and counties whose codes were read for this map, 60 have a rule that reaches e-bikes or motorized vehicles on a mapped trail. In the other 87, no local rule reaches a mapped trail, so state law governs their trails.

Codes that name e-bikes
Three of the biggest trail networks around Indianapolis belong to cities that wrote e-bikes into their codes, and all three let every class ride. Carmel says "Class 1, Class 2, and Class 3 E-Bikes are permitted in locations where traditional bicycles are allowed" and bars anyone under 15 from operating a Class 3.
Fishers lets "Bicycles, e-bicycles, and electric personal assistive mobility devices" use its greenway trails, and Noblesville counts e-bikes of all three classes as micromobility devices while barring e-motos.
Fort Wayne's trail chapter sets its own requirements for "All e-bicycles operated on the sidewalk, the Fort Wayne Area Trails Network, or a recreational trail", and the city's network of 135 mapped miles is open to all three classes.
Others draw a narrower line. Brownsburg admits "Pedal-assist e-bikes" at 15 mph or less, so a throttle bike reads unsettled there. Crawfordsville's Sugar Creek Trail admits "Class I and Class II electric bicycles/tricycles (E- bikes) with a maximum power rating of 750 watts" and lets you use the throttle only to get on or off the trail.
Griffith bars Class 3 "from operating on multi-use paths including all greenway trails", and Zionsville defines a motorized vehicle so that it "does not include an electric bicycle".
Rules that keep out a "motorized vehicle" without naming e-bikes
44 local governments keep "motorized vehicles", "motorized bicycles" or devices like them off their trails and never say whether your e-bike is one. State law says an e-bike "is not a motor vehicle" and "shall be regulated as a bicycle" (IC 9-21-11-13.1(a), (c)), but a "motorized vehicle" is a broader word, so this page prints both readings and colors those 486.5 miles gray.
Indianapolis is the largest: § 631-122 of its code bars "any motor-powered vehicle" from city and county land "other than public roads and streets", except where the parks department expressly permits it. Westfield keeps motorized vehicles off its park trails, and Columbus, Muncie, Anderson, Terre Haute and Franklin write similar rules. Until one of them answers the question in writing, call the parks department before you ride a trail there.
"Motorized bicycle" deserves a note of its own. Until 2014, Indiana's definition covered a two- or three-wheeled vehicle "propelled by an internal combustion engine or a battery powered motor" (IC 9-13-2-109, 2012 text), and the state then repealed it (IC 9-13-2-109). A city rule that bans "motorized bicycles" may have been written to reach battery bikes, and it now names a category the state no longer defines.
Where a local rule closes a trail
Goshen keeps e-bikes off its natural-surface trails. § 94.33 bars "any motorized vehicle, motorized bicycle or other similar device" from the city's trails, and its exception for Class 1 and Class 2 e-bikes reaches the surfaced trails only, so 0.8 mapped miles of dirt trail read red. On Goshen's surfaced trails, the Maple City Greenway among them, you may ride a Class 1 or Class 2 at 15 mph or less.
What changed in 2025 and 2026
8 cities and towns adopted or amended the trail rule on this map in 2025 or 2026. Carmel's ordinance passed on November 17, 2025, Fort Wayne amended its chapter on February 24, 2026, Fishers on May 18, 2026 and Noblesville on June 9, 2026.
Brownsburg passed its trail ordinance on June 12, 2025, Griffith its e-bike section on May 5, 2026 and St. John its device ordinance on August 26, 2026, and Zionsville last amended its park section on March 17, 2025.
A city and a town published guidance instead of code: Bloomington's scooter and e-bikeshare guidelines, last updated August 3, 2026, say e-bikes "may be used on multiuse trails, multiuse paths, and on uncrowded sidewalks outside the city center", and Plainfield's notice of July 16, 2026 says "Class 1 and Class 2 e-bikes are permitted on Town trails. Class 3 e-bikes are not permitted."
Named trails riders ask about
The trails and parks people search for by name, each with every rule that governs its mapped miles. A row adds up all of a trail's mapped stretches; where a trail crosses several managers, each manager's rule is listed with its miles.

The Monon Trail shows why the manager matters more than the trail's name: on the same corridor, Carmel's 5 miles take all three classes, Indianapolis's 11 miles sit under its "motor-powered vehicle" rule and Westfield's under its own ban on motorized vehicles.
Takeaway
The two Nickel Plate Trails differ. On the Indianapolis, Fishers and Noblesville corridor, the Fishers and Noblesville stretches take all three classes while Indianapolis's reads gray under its "motor-powered vehicle" rule; the Friends' trail from Rochester to Kokomo takes Class 1 and 2. Check which one you are riding before you bring a Class 3.
Indiana bike trails, region by region
The six regions below are INDOT's six districts, drawn on the map above, with each trail stretch placed in the district that holds its midpoint; the names are ours, after the two largest places in each.

South Bend and Hammond

Northwest Indiana's trails are mostly city and county paths under the statute's default. Its 387 mapped miles lie in LaPorte, Lake, Marshall, Porter, Pulaski, Starke, Cass, St. Joseph, Jasper, Carroll and Newton counties, and parts of Fulton and White counties; 272 are open, 0 are closed and 115 read gray.
Valparaiso, South Bend, Hammond, Portage, St. Joseph County, Lake County and La Porte carry most of the open miles, with Munster's code counting an electric bicycle as a bicycle and the Panhandle Pathway's Pulaski County stretch open to Class 1 and 2.
The gray miles sit on the Little Calumet River levee trail, whose commission posts no rule, on the Panhandle's Cass County stretch, on Merrillville's public-property rule and on the trails of cities whose codes could not be read, Gary and Crown Point among them.

Fort Wayne and Elkhart

Fort Wayne alone opens more trail to a Class 3 than any other city on this map. Northeast Indiana's 433 mapped miles lie in Adams, Allen, DeKalb, Huntington, LaGrange, Noble, Steuben, Wabash, Wells, Whitley, Elkhart, Kosciusko and Miami counties, and parts of Grant, Blackford, Jay and Fulton counties; 337 are open, 1 is closed and 95 read gray.
Fort Wayne's network, the Nickel Plate Trail north of Peru, Goshen's surfaced trails, the Pumpkinvine, Elkhart and Elkhart County, Winona Lake and Salamonie Reservoir carry the open miles. The gray ones lie under Columbia City's and Decatur's park rules and Huntington's trail rule, on the trails of Auburn, Bluffton and Nappanee, whose codes could not be read, and on stretches no record assigns a manager.

Indianapolis and Carmel

Central Indiana holds the most trail miles on this map, and neighboring cities answer the e-bike question in opposite ways. Its 868 mapped miles lie in Delaware, Fayette, Hamilton, Hancock, Henry, Madison, Marion, Randolph, Rush, Tipton, Union, Wayne and Howard counties, and parts of Shelby, Jay, Blackford, Grant and Franklin counties; 445 are open, 0 are closed and 423 read gray.
Carmel, Fishers and Noblesville open their trails to all three classes, and the Cardinal Greenway, Hamilton County, Kokomo, Greenfield and Fort Harrison State Park carry most of the other open miles. Indianapolis and Westfield hold most of the gray: 183 miles in Indianapolis and 100 in Westfield sit under "motor-powered" and "motorized" vehicle rules, and Muncie's, Anderson's and Westwood Park's trails sit under similar rules; on the Indianapolis Cultural Trail, Inc.'s stretches the owner decides.

Bloomington and Greenwood

Southeast Indiana holds most of the state's Class 1-only trail, on its state parks and forests. Its 492 mapped miles lie in Bartholomew, Brown, Clark, Dearborn, Decatur, Floyd, Harrison, Jackson, Jefferson, Jennings, Johnson, Ohio, Ripley, Scott, Switzerland and Monroe counties, and parts of Franklin, Washington, Morgan, Owen, Lawrence, Crawford and Shelby counties; 273 are open, 60 are closed and 159 read gray.
Bloomington's multiuse trails, Greenwood's paths and the DNR's Brown County, Versailles, Harrison-Crawford, Yellowwood, Brookville Lake and O'Bannon Woods trails carry the open miles. The closed miles are the Hoosier National Forest's. The gray ones lie under Columbus's and Franklin's rules, on Radius Indiana's Monon South Trail, on state historic sites and on the Ohio River Greenway, whose commission posts no rule.

Evansville and Jasper

In southwest Indiana, the Hoosier National Forest closes more miles than any other manager opens. The region's 300 mapped miles lie in Daviess, Dubois, Gibson, Knox, Martin, Orange, Perry, Pike, Posey, Spencer, Sullivan, Vanderburgh and Warrick counties, and parts of Greene, Crawford, Lawrence, Owen and Washington counties; 108 are open, 113 are closed and 79 read gray.
Interlake's trails, Evansville's paths, Harmonie State Park, the Ferdinand and Martin state forests, Patoka Lake, Warrick County and Vincennes carry the open miles. The gray ones sit on the Hoosier Rails to Trails Council's Milwaukee Road Trail and French Lick Resort's trails, whose owners decide, under Jasper's permit rule and New Harmony's greenway rule, and on state historic sites.

Where riders get caught out
Seven situations trip up riders on Indiana trails, each one a detail the color alone does not show. Read them before you plan a ride.
- A Class 3 on a path away from the road. IC 9-21-11-13.1(k)(2) keeps you off unless the path runs beside a road or its manager authorizes Class 3, and on this map Carmel, Fishers, Noblesville and Fort Wayne are the large cities that do.
- A Class 2 where Class 1 rides alone. Every natural-surface trail on DNR land that is open to bicycles takes Class 1 alone, and so does Interlake; Indiana Dunes National Park lets a Class 2 ride its trails only while you pedal, and Brownsburg admits "Pedal-assist e-bikes" and leaves a throttle bike unsettled.
- A rule against motorized vehicles. 44 local governments on this map keep "motorized vehicles" or "motorized bicycles" off their trails without saying whether an e-bike is one, Indianapolis and Westfield among them; ask the parks department before you ride.
- The national forest. Every Hoosier National Forest trail on this map is closed to e-bikes of every class, and the forest's biking page says so in plain words.
- A Class 3 operator under 15. IC 9-21-11-13.1(k)(3) says "A person less than fifteen (15) years of age may not operate a Class 3 electric bicycle", and anyone under 18 on a Class 3, rider or passenger, wears a helmet under (k)(5).
- A bike that is not an e-bike. A motor over 750 watts, assist past 28 mph or no working pedals puts your bike outside IC 9-13-2-49.2, and the DNR says such a bike "is not an e-bike and is considered a motorized vehicle"; Carmel, Fishers and Noblesville bar e-motos by name.
- A sidewalk. State law leaves sidewalks to each city and town, and their rules differ, so read the local code before you ride one.
What a wrong turn can cost you
Breaking Indiana's e-bike section is a Class C infraction. IC 9-21-11-14 says "A person who violates this chapter commits a Class C infraction", and IC 34-28-5-4(c) says "Except as provided in subsection (f), a judgment of up to five hundred dollars ($500) may be entered for a violation constituting a Class C infraction."
On a city or town trail, the penalty is the one the local code sets for breaking its ordinance. In the national forest, 36 CFR 261.1b says "the punishment for violation of any prohibition in or order issued under this part shall be imprisonment of not more than six months or a fine in accordance with the applicable provisions of 18 U.S.C. 3571 or both."
Your Indiana trail checklist, in five steps
- Find the trail and its manager. Look it up on its region's map or in the downloadable register; the manager's rule is the one you follow.
- Read your label. A Class 3 loses every path away from a road whose manager has not authorized it, and a throttle Class 2 loses the DNR's dirt trails and every trail that takes Class 1 alone.
- Check the surface. On DNR land a gravel or paved trail takes Class 1 and 2, and a dirt trail takes Class 1 only.
- Check the rider's age. Under 15, no one operates a Class 3; under 18, a Class 3 rider or passenger wears a helmet.
- Read the trailhead sign. A posted closure, season or speed limit governs the trail you are on, so follow it, and yield to people on foot.
Sidewalks, roads and bike lanes
On the road, Indiana treats you as a bicycle rider. IC 9-21-11-13.1(b) says an e-bike's operator is "subject to all of the duties" and "entitled to all of the rights and privileges" of a bicycle operator, and (d) exempts you from the driver's license and financial responsibility chapters.
On a sidewalk, your city's rule decides. The statute does not address sidewalks. Bloomington's guidelines allow e-bikes "on uncrowded sidewalks outside the city center", St. John's ordinance permits electric bicycles "on sidewalks, pathways, and multi-use trails unless otherwise prohibited by posted signage", and Noblesville bars e-motos "from operating on multi-use trails and sidewalks".
For lights, passengers and the rest of the road rules, read Indiana e-bike laws.
Choosing an e-bike for Indiana trails
The class on your label decides how much of this map you can ride: 1,628 mapped miles on a Class 1, 1,343 on a Class 2 and 568 on a Class 3. Each color names the classes that may ride, so check a bike's class before you buy it.
| Your bike's class | Mapped miles it may ride | Against a Class 1 |
|---|---|---|
| Class 1: assist while you pedal, to 20 mph | 1,628 | The most of any class |
| Class 2: throttle, to 20 mph | 1,343 | 285 fewer: the DNR's dirt trails, Interlake and every Class 1-only trail |
| Class 3: assist while you pedal, to 28 mph | 568 | 1,060 fewer: most paths away from a road |
A Class 1 rides every open mile on this map. If you plan Brown County's mountain bike trails, Versailles or Interlake, buy a bike whose label says Class 1. A Class 3 suits a commute on Indiana's roads, where the statute treats it as a bicycle, and in Carmel, Fishers, Noblesville and Fort Wayne it may ride the trails too.
Indiana's trails are mostly paved. 1,819 of this map's miles are paved, 122 are crushed stone or gravel and 527 are dirt, while the records of 56 mix a natural surface with gravel or paving and those of 332 give none. A commuter or hybrid suits the rail trails and city greenways, and a Class 1 e-mountain bike suits the DNR's singletrack.

The bottom line
Ride a Class 1 e-bike and every open mile of this map is yours: the Cardinal Greenway, the Nickel Plate and Pumpkinvine trails, Carmel's and Fishers' networks, Fort Wayne's trails and the DNR's mountain bike trails from Brown County to Versailles.
On a trail under a "motorized vehicle" rule, Indianapolis's and Westfield's among them, ask the manager before you ride, and in the Hoosier National Forest keep your e-bike off the trails.
Shopping for one? Choose the class first: a Class 2 gives up 285 mapped miles here and a Class 3 gives up 1,060. Then compare commuter e-bikes for the paved trails or e-mountain bikes for the state parks, and the whole range ships to Indiana free.
Before each new trail, find its color here, and read the sign at the trailhead before you ride. If you find a trail missing or a rule that has changed, email the trail's name and a link to the new rule to support@redtailebikes.com, and we will read its register row again.
Frequently asked questions
Are e-bikes allowed on Indiana bike trails?
Yes on most of them: 1,628 of this map's 2,856 miles are open to a Class 1 and 1,343 to a Class 2. State law lets a Class 1 or Class 2 ride any bicycle path where bicycles are permitted unless a statute, rule or local ordinance says otherwise, and the manager's rule decides each trail.
Are e-bikes legal in Indiana?
Yes. Indiana defines an e-bike as a bicycle with fully operable pedals and an assistive motor "with a power output not greater than seven hundred fifty (750) watts" that meets one of three classes (IC 9-13-2-49.2), and the statute says it "is not a motor vehicle" and "shall be regulated as a bicycle".
Are e-bikes allowed in Indiana state parks?
Yes, by the trail's surface. The DNR allows Class 1 and Class 2 on paved, concrete and gravel trails, Class 1 alone on natural-surface trails where bicycles are allowed, and Class 1 alone at Interlake and Redbird. E-bikes may not ride where bicycles are not permitted.
Are e-bikes allowed in Brown County State Park?
A Class 1 may ride its mountain bike trails. They are natural-surface trails, where the DNR allows Class 1 alone, so a Class 2 or Class 3 stays off them; they make up most of the park's 45.2 mapped miles.
Can you ride an e-bike in the Hoosier National Forest?
No, not on its trails. The forest says e-bikes "are classified as motor vehicles by the Forest Service and are only allowed where motor vehicles are allowed" and "are prohibited on non-motorized trails", and every Hoosier trail on this map is non-motorized.
Can you ride an e-bike at Indiana Dunes?
Yes, where bicycles may ride. Indiana Dunes National Park allows e-bikes where traditional bicycles are allowed and bars riding on the motor alone off its public roads, so a Class 2 must pedal there. Indiana Dunes State Park follows the DNR's surface rule: Class 1 and 2 on its paved paths.
Are e-bikes allowed on the Monon Trail?
It depends on the city. Carmel's stretch takes all three classes. Indianapolis's and Westfield's stretches sit under rules against "motor-powered" or "motorized" vehicles that never say whether an e-bike is one, so they read gray; ask before you ride there.
Are e-bikes allowed on the Nickel Plate Trail?
Yes, and the class depends on which Nickel Plate. In Fishers and Noblesville all three classes may ride, and Indianapolis's stretch reads gray under its "motor-powered vehicle" rule. On the Friends' trail from Rochester to Kokomo, Class 1 and 2 are "welcome" and Class 3 is not.
Do you need a license to ride an e-bike in Indiana?
No. IC 9-21-11-13.1(d) says an e-bike's operator "is not subject to" the driver's license chapter (IC 9-24) or the financial responsibility chapter (IC 9-25).
How old do you have to be to ride an e-bike in Indiana?
There is no state minimum for a Class 1 or Class 2, and you must be 15 to operate a Class 3. A rider under 15 may ride as a passenger on a Class 3 built for one, and some cities set their own limits: Griffith bars Class 3 riders under 16.
Do you need a helmet to ride an e-bike in Indiana?
Only on a Class 3, and only under 18, by state law. IC 9-21-11-13.1(k)(5) requires a properly fitted helmet for every operator or passenger under 18 on a Class 3; Fishers and Noblesville require one for every rider under 18 on any class, and St. John for every e-bike rider under 16.
Can you ride an e-bike on the sidewalk in Indiana?
It depends on the city. The state statute does not address sidewalks; Bloomington's guidelines allow e-bikes on uncrowded sidewalks outside the city center, St. John's ordinance allows them unless signs say otherwise, and Carmel and Noblesville keep e-motos off.
Where can you ride a Class 3 e-bike in Indiana?
On roads, on paths beside a road, and on trails whose manager allows it. On this map 568 miles are open to a Class 3, most of them in Carmel, Fishers, Noblesville and Fort Wayne, whose codes let all three classes ride, and on city paths that run beside a road.
Do e-bikes need to be registered in Indiana?
No. IC 9-21-11-13.1(e) says an e-bike "is not subject to" the certificate of title chapter, motor vehicle registration or the off-road vehicle chapter (IC 14-16-1).
What is the longest bike trail in Indiana?
On this map, the Cardinal Greenway, with 61.8 mapped miles across Grant, Delaware, Henry, Randolph and Wayne counties. Its owner, Cardinal Greenways, allows Class 1 and 2 e-bikes, and the Nickel Plate Trail from Rochester to Kokomo comes next among the trails people ask about by name.
What is the longest bike trail in Indianapolis?
On this map, the Fall Creek Trail, with 16.3 mapped miles in the city, ahead of the Monon Trail's Indianapolis stretch. Both sit under the city's "motor-powered vehicle" rule, so they read gray for e-bikes.
How many miles of bike trails are in Indiana?
This map draws 2,856 miles of trails and paths, across 1,762 trails in 87 of Indiana's 92 counties. The count covers the DNR's trail inventory, the Forest Service's and the Park Service's trail layers and OpenStreetMap's trails and bicycle ways, with a stretch that two sources both map counted once, and leaves out on-road bike lanes, shoulders and sidewalks.
How we verified this map
- Trails. 1,762 trails over 2,856 miles from the Indiana Department of Natural Resources' Indiana Trails Inventory (open trails only), the USDA Forest Service's Hoosier National Forest trail records, the National Park Service's trail layer and OpenStreetMap's trails and bicycle ways in a Geofabrik extract of October 23, 2026; a stretch that two sources both map is counted once.
- Managers. Each trail's manager comes from the inventory's own record first, then IndianaMap's managed lands, federal boundaries and the land manager the PAD-US database names; the register says which record named it.
- Rules. Every rule the map applies is quoted from its own text, whether the statute, the DNR's rules and pages, a federal regulation, a trail group's page or a local code, retrieved and read October 24, 2026, and every quote was checked against the copy we saved. 147 of 215 local governments' codes were read, on American Legal, Municode, eCode360, Code Publishing and the governments' own sites, covering 90.0% of local trail miles.
- The data. Every trail is a row in the register (CSV) with its manager, what its rule says about each class and the rule's source where one was read, and the same rows are published as JSON.
- Demand. The trails and questions on this page were chosen from 3,107 Google and Bing search suggestions, 396 headings from the pages that rank, 28 forum posts read one by one and an 8-prompt AI panel. 809 of those 3,539 map to a section of this page, and the demand ledger lists every row with its source.
By Milad Ghobadibeygvand, BScN (Western University, 2014), Redtail eBikes. Every rule this map quotes was read October 24, 2026, and every quote checked against the copy we saved. Found a rule that has changed since? Email the trail's name and a link to the new rule to support@redtailebikes.com, and we will read that trail's row in the register again.
Limitations
- Some rules could not be read or are not posted. On 227.3 mapped miles the deciding rule was not read: local codes we could not open, state land whose agency rule was not read, three commissions that post no trail rule, and 0.1 miles at Lincoln Boyhood National Memorial, whose compendium was not read. They read gray.
- Manager not on record. 133.4 mapped miles carry no record naming a manager, among them the Fishing Line Trail, the Wabash River Trail and the MapleHeart Trail; they are gray.
- Codes not read. The codes of 68 cities, towns, counties and townships could not be read in full, on 185.1 mapped miles, all of which read gray. Municode answered with a bot check we did not work around, and the register's last column lists what was tried for each government and what each route returned.
- The inventory's manager field. The DNR's inventory names "City of Indianapolis" as the manager of 270 trail records outside Marion County, among them trails its own records call Zionsville's and Whitestown's. This map set that entry aside for every piece outside Marion County and took the manager from the place each trail lies in or from the land records.
- The inventory's own terms. The DNR says its information "came directly from trail providers", calls it "a somewhat incomplete snapshot of Indiana's public trails as they are reported to us" and says "IT IS NOT INTENDED TO BE USED FOR ON-THE-GROUND NAVIGATION" (terms).
- Two texts, both printed. The DNR's page allows all three classes on property roads while its 2025 report to the Natural Resources Commission says Class 1 and 2, and Indiana Dunes' page defines an e-bike's motor as "less than 750 watts" while the Park Service's regulation says "not more than 750 watts".
- Our readings, labelled. Where a rule bars a "motorized vehicle", a "motor-powered vehicle" or a "motorized bicycle" without naming e-bikes, both readings are printed and the trail is gray. On a natural-surface local trail, Class 3 is printed unsettled, because subsection (l) lifts (k) and the statute does not say what applies in its place. Where a trail's own record names a natural surface and gravel or paving together, as the DNR's inventory does on 56 mapped miles, the trail is printed as one whose record does not settle the surface, because the DNR's class line runs between the two. A path counts as "adjacent to a highway or roadway" when at least 80% of it lies within 25 meters of a parallel public road, our measure of a word the statute does not define.
- Regions. INDOT's districts follow county lines in most places, but a district line splits 12 of the 92 counties, so a trail stretch is placed in the district that holds its midpoint.
- Rules still moving. The map reads 8 local governments' rules adopted or revised in 2025 or 2026. The 2026 edition of the Indiana Code ends the e-bike sections' history at P.L.156-2020, and the legislative sweep found no 2025 or 2026 change to them.
- When this map expires. A rule here changes when the General Assembly amends IC 9-21-11-13.1, when the DNR or the Natural Resources Commission changes its rules, when the Forest Service or the Park Service changes its own, and when a city, town, county or trail group adopts one. Check the verification date at the top of this page before you ride.
- This is not legal advice. Rules change, and a posted sign at the trail governs. The map reflects the rules as read October 24, 2026.
