BART and Tri Delta Transit — eBikes on Trains and Buses

Antioch sits at the end of a BART line and is served by a county bus system with racks on every bus, so you can take an e-bike by train for part of the way to the shops out west.

BART. Antioch station at 1600 Slatten Ranch Road is a terminal of the yellow line, run with diesel trains to a transfer platform between Pittsburg/Bay Point and Pittsburg Center where "riders walk from one train to another." Under BART's bike rules, "Bikes are allowed on all trains except in the first car or any crowded car," and "Folded bikes are allowed in all cars at all times."

Use the lifts at Antioch. BART's rules say bikes "will remain banned from BART's ten narrow escalators" at three stations, Antioch among them, and the station page warns that "Two different elevators are needed to travel between the street and the trains." It also lists 12 on-demand BikeLink lockers if you would rather leave the bike at the station.

Tri Delta Transit. The East County bus operator's bikes page says all its buses carry racks and "Each rack can hold up to two bikes." When the rack is full, a bike may come aboard "At the driver's discretion." The page writes no separate rule for e-bikes, so a heavy bike is yours to lift onto the rack.

At Antioch station, take the elevators, two of them, between the street and the platform. On the train, board behind the first car and skip any car that is crowded.

Trail Access — The Delta de Anza Trail, Contra Loma and Black Diamond Mines

Antioch's long paved trail and its two big hill parks belong to the East Bay Regional Park District, and its rule turns on your bike's class label: on a Class 1 or Class 2 you ride the paved trail, only a Class 1 takes you onto the dirt, and on a Class 3 you stay on the street.

The District's rule

The District's biking page records that its board voted in September 2023 "to allow Class 1 e-bikes on all trails where regular bikes are allowed, and Class 2 e-bikes on all paved Regional Trails." The next line closes the door on the fastest class: "Class 3 e-bikes and e-scooters are NOT permitted in East Bay Regional Parks and Regional Trails."

The same page asks you to hold 15 mph at most and to drop to 5 mph when you pass other trail users.

The Delta de Anza Regional Trail

The Delta de Anza Regional Trail lists "eBikes: Allowed" and connects Concord, Bay Point, Pittsburg, Antioch and Oakley on a paved, multi-use path. Two District pages give its length two ways: the trail's own page says it "spans over 15 miles of the planned 25-mile length," and the District's paved-trail list calls it a "19-mile, relatively flat, paved trail."

That list names Antioch Community Park as "A good starting point," with access to Contra Loma Regional Park. In Oakley the trail ends at the Marsh Creek Regional Trail, which runs on toward the Big Break shoreline.

Contra Loma and Black Diamond Mines

Contra Loma Regional Park has an Antioch address on Frederickson Lane, and the District places Black Diamond Mines Regional Preserve "south of Pittsburg and Antioch," reached by Somersville Road. Neither is on the District's list of paved Regional Trails, so under its rule a Class 1 bike may ride wherever a regular bike is allowed there and a Class 2 may not.

City parks follow Antioch's own code. Under § 10-2.08(B), "Bicycles must be walked within all park sites when other park users are present," and pathways designated for bicycles "shall be used as designated."

Where riders get caught out: a Class 2 throttle bike is welcome on the Delta de Anza but not on the dirt at Black Diamond Mines, and a Class 3 is welcome on neither. Check the class label on the frame before you load the bike for a trail day.

California eBike Laws — What Makes an eBike Legal in Antioch

The state sets your bike's class, your age floor and the helmet rules. Antioch's code adds a sidewalk ban, a parks rule and a 1955 bicycle license that state law has since overridden.

The state definition

Vehicle Code § 312.5(a) reads: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

A bike that meets that definition is, in the words of § 24016(b), "not a motor vehicle," which is why it carries no plate. Section 21200 puts you on the road with "all the rights" of a driver and the same duties.

The age line is in § 21213: "A person under 16 years of age shall not operate a class 3 electric bicycle." For a rider under 18 stopped without a helmet, § 21212 caps the fine at "not more than twenty-five dollars ($25)."

Sidewalks: no riding

Antioch keeps you off its sidewalks. City code § 4-1.303 says "No person shall ride or operate a bicycle on any sidewalk in the city." Its one exception is for children "10 years of age or under," exercising due care, and it does not reach the sidewalks "in front of schools, stores, or buildings used for business purposes."

The chapter dates from 1955 and does not define "bicycle," while § 312.5 calls a legal e-bike "a bicycle." Read that way, the sidewalk ban reaches your e-bike; the City has published no other reading, so ride as if it does.

Parks and school grounds

Section 4-1.304 bars riding "upon any playground, park, or school ground without the permission of the person having supervision thereof." The parks chapter's walk-it rule, quoted in the trails section, applies on top of it.

The old license rule

Section 4-1.101 still makes it unlawful to ride a bicycle in the city that has not been "registered and licensed." State law overrides it: under § 39002(a), a city that keeps a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle." You need no Antioch license to ride.

What changes on January 1, 2027

Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, as the California Constitution's Article IV, § 8 provides for bills passed in a regular session. From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit "for a sidewalk" of "10 miles per hour," and lets a city post 10, 15 or 20 mph limits on bike paths and multiuse trails.

From January 1, 2027, SB 1167, Chapter 846, adds a "walk mode" of up to "3.7 miles per hour" to § 312.5 and lists machines that "shall not be advertised, sold, offered for sale, or labeled as electric bicycles," among them any vehicle "with motor power of more than 750 watts." In Antioch the sidewalk question stays answered by § 4-1.303, which bars riding there at any speed.

What it costs to get it wrong

If you break a City rule, § 1-2.01 makes it a misdemeanor unless the City Attorney reduces it to an infraction. If you are under 18, § 4-1.501 lets the Chief of Police impound your bike instead, for up to 60 days.

What the code does not say

The Antioch Municipal Code, current to Supplement 41 of 2025, uses "bicycle" or "bicycles" 280 times in the five titles read for this page and "electric bicycle" or "e-bike" not once. A machine "intended by the manufacturer to be modifiable" past 20 mph on motor power, or past 750 watts, is not an e-bike under § 312.5(d).

The short rule in Antioch: streets and bike lanes on any legal class; no sidewalk riding unless you are 10 or younger; walk the bike in city parks when others are there; the Delta de Anza on a Class 1 or Class 2.

Rebates

Contra Costa County. The 511 Contra Costa e-bike rebate pays $150 toward a new e-bike, or $300 if your household income qualifies, to residents 18 and older. You apply within six months of buying.

The program's rules, revised April 8, 2026, say a bike bought online "must be shipped/delivered to an address located within Contra Costa County," that the receipt must show California sales tax was applied, and that rebates are paid "first-come first-served" until the money runs out.

The state and the Air District. The statewide California E-Bike Incentive Project "began in December 2022 and concluded in December 2025." The Bay Area Air District, whose nine counties include Contra Costa, runs Clean Cars for All, which gives income-qualified residents who retire an older car the option of "a pre-paid card for public transit or e-bikes," listed at $7,500 under Mobility Options.

The denominator

Antioch had 118,453 residents in the Census Bureau's 2024 vintage estimate (California file, row "Antioch city"), against a 2020 estimates base of 115,304.

Five businesses were tied to Antioch by at least one source: 1 verified, 1 repair counter that names no e-bike sales and 3 big-box or chain floors.

Before verdicts, a shop in Antioch, Illinois, a shoe store, an RV dealer and Yelp's results from other cities were set aside, along with The Bike Shop in Brentwood, which Giant lists without its e-bike attribute, and a mobile repair service in Oakley.

The sources, and what each one could and could not do

Seven makers' dealer maps were read on October 2, 2026, each with a control, first to 10 miles and then to 16: Velotric (966 locations), Aventon (48), Giant (5), Bosch (30), Specialized (6), Trek (1) and Pedego's California directory. Inside the city, only Bosch named an e-bike dealer: Bikes 4 Life.

OpenStreetMap returned 1 named place inside relation 3705567, so the map is a lead here and never a count.

Directories and AI search. Yelp, Superpages and Google Maps were read in a browser, and Yelp's "Electric Bikes" searches for Pittsburg and Brentwood found no e-bike floor in either.

Eight questions went to six answer engines and 25 of 48 answers were read: ChatGPT, Google's AI Mode and Bing answered all eight and Brave one; Perplexity and Google's chat assistant failed their controls. Bing's answers to two of the questions described a shop in Antioch, Illinois.

The city code was read on American Legal, every section of Titles 1, 4, 5, 7 and 10: 746 sections.

The City's agenda center was searched for "e-bike" and "electric bicycle" from January 2025 through October 2, 2026; it returned 13 City Council records, all from 2025. The papers of two of those meetings were read: the April 1, 2025 budget session's agenda and minutes mention a "Bike Garden" park project and bike lanes, and the July 22, 2025 packet's extractable text names no bicycles.

City limits

Bikes 4 Life, both of Johns Bicycles' listed addresses, the Walmart and the Big 5 all returned "Antioch city" from the Census geocoder. The Best Buy address did not match. Mileages run from the Census 2024 Gazetteer's internal point for Antioch city; road miles run longer.

  1. Bikes 4 Life's e-bike stock is not listed online; Bosch's dealer map is the evidence that it sells e-bikes.
  2. Johns Bicycles and Lawn Mowers appears at two addresses, A Street on Yelp and East 18th Street on Google Maps; this page prints both.
