Tracy had 100,136 residents in the Census Bureau's 2024 estimate, in San Joaquin County. The City's own About Tracy page says "Tracy's beginning is in fact the story of a railroad," and the engine on the cover belongs to that story.
It is Southern Pacific 1293, a switch engine Railtown Tracy says was "built in April 1924 by Lima Locomotive Works" and "has been on static display" in Dr. A.R. Powers Park on West Lowell Avenue for more than six decades. Google Maps lists it as a historical landmark at 900 W Lowell Ave.

Ava Community Energy's map of participating bike shops, where its Bike Electric instant rebate is redeemed on a new e-bike, lists Tracy Cyclery. That grade tells you the program takes the shop for rebate sales. It cannot tell you which e-bikes stand on the floor today, and the shop runs no website to check.
So phone first. Ava's own page gives the same advice: "we recommend contacting your preferred shop first to check availability." It fixes bikes too: Yelp files it under "Bike Repair/Maintenance," and Google Maps as a bicycle shop.

Its E-Bikes page, read October 8, 2026, listed six machines in stock at the Tracy store. One is an adult STACYC model that STACYC sells as a "Class 2 E-Bike" with a "500W brushless hub motor," for "adults up to 250 lbs."
The other five are STACYC's electric balance bikes for kids and an electric minibike whose maker lists "15kW peak motor power" and a "65+ mph top speed," twenty times the 750-watt line in state law. Ask which machine carries a Class 2 label before you buy one to ride on the street.

- A big-box floor: the Walmart Supercenter #2025 at 3010 W Grant Line Rd, whose bike-shop page says "From mountain bikes to e-bikes to fixies."

- No floor to visit: It Takes Two Tandems, whose listed address at 1852 W 11th St is a UPS Store and whose site, The Service Course Closet, takes online pre-orders.
Set aside before those verdicts: Peak Rides LLC, an electric scooter seller at a mailbox suite on North Naglee Road whose site says it has "ceased accepting further deposits"; a children's clothing store; three motorcycle repair shops; and three names a Maps search does not find.
Call either store before you drive. Tracy Cyclery publishes no website and Tracy Motorsports lists one adult e-bike, so ask on the phone what is on the floor. An Ava rebate code is spent at a participating shop, and of the two, only Tracy Cyclery is on Ava's map.

The City runs TRACER buses. Its Bikeways Map and Guide, effective April 1, 2023, says "TRACER Fixed Route buses are equipped with external bike racks that can securely hold up to two bikes. Bikes are not allowed on board the buses."
The guide tells you to "Inform the bus driver that you will be loading your bike." TRACER's August 2026 fixed-route brochure adds that "electric scooters" must be folded before boarding.
The same brochure says San Joaquin RTD's Route 90 "connects Tracy to Stockton, Route 97 connects Tracy to Manteca and Route 150 connects Tracy to the Dublin BART Station." RTD's bike page calls its racks "easy and free," says "Two bikes can be held at once," and states "The racks hold most wheel bikes."
ACE trains stop at ACE's Tracy station. Its help desk says "You may bring one bicycle per person, space permitting" (how many bikes), and "each bike car has 14 bike stalls with 2 additional stalls on the lower level" (bikes onboard).
Phone before you count on a rack with your e-bike. The City's guide and ACE's two bike answers set no weight limit, and a TRACER rack holds two bikes, so ask TRACER at (209) 831-4287 or ACE at 1-800-411-7245 whether yours will fit.
Tracy's Bikeways and the Clyde Bland Pump Track
Tracy's bike paths carry no e-bike rule of their own, its new pump track is closed to e-bikes, and its parks carry one rule you should read twice.
Bike paths and lanes
The City's Bikeways page says "there are over 44 miles of bicycle routes in the City of Tracy," with "a network of Class I, Class II and Class III bike paths." Its map and guide defines a Class I bikeway as a path that "does not share the roadway with motorized vehicles."
A search of Tracy's whole code for "electric bicycle" returns one section, the shared-mobility definitions, and "e-bike" returns none, so no section names e-bikes on the City's bike paths. Downtown, the guide points you to bike racks "on 6th Street, 7th Street, 10th Street, and Central Ave."
Clyde Bland Park pump track
The City opened its BMX pump track at Clyde Bland Park, 1803 Blandford Lane, on April 28, 2026. The page, read October 8, 2026, says "The entry-level track is still under construction and anticipated to be completed in Summer 2026."
Urgency Ordinance 1393, adopted June 16, 2026, posts the rule: "No motorized wheeled vehicles, e-bikes, or motorized devices are permitted in the facility." Riders on the track "shall wear a helmet, elbow pads, and knee pads."
Riding through a city park
Tracy's § 4.16.180(l) bars riding "any motorized vehicle, cycle, go cart or scooter elsewhere than on the roads or drives provided for such purpose" in a park without the Director's written permission. The section does not say whether "motorized" reaches "cycle."
Read one way, it covers every cycle; read the other, only motorized ones. An e-bike is a cycle with a motor, so it is covered under both readings: inside a park, keep to the roads and drives or walk it, unless the Director has given written permission.
Lock your e-bike outside the Clyde Bland track. The ordinance names e-bikes outright, and a repeat violation within 12 months can earn an exclusion order from the park.
California and Tracy eBike Laws — What Makes an eBike Legal in Tracy
California sets the classes and the age line. Tracy's code adds a sidewalk ban, a crosswalk rule on two downtown streets, a passenger rule and a juvenile penalty, and one licensing section that state law has overtaken.
The state's definition and classes
Vehicle Code § 312.5(a) defines an e-bike as a bicycle with "fully operable pedals and an electric motor that does not exceed 750 watts of power."

Check for the permanent label § 312.5(c) requires, with "the classification number, top assisted speed, and motor wattage." Under § 24016(b), your e-bike needs no plate or registration from the state.
Section 21213 keeps riders under 16 off Class 3, and § 21212 requires "a properly fitted and fastened bicycle helmet" on anyone under 18. Under § 231, "An electric bicycle is a bicycle," so Tracy's bicycle rules below apply to yours.
Sidewalks: two sections, one answer for you
Tracy's § 3.08.240 reads "No person shall ride a bicycle upon the sidewalk or within any sidewalk area, except at a permanent or temporary driveway." Section 3.20.100 bans sidewalk riding too, but lets "juveniles under the age of eight (8) years" ride there, except in front of "schools, stores, or buildings used for business purposes."
The two sections disagree only about young children, and state law lets the City regulate sidewalk riding under § 21206. For an adult on an e-bike they say the same thing: ride in the street.
Crosswalks, passengers and riding side by side
- Walk across two downtown streets. Section 3.20.160 says to "dismount and push his bicycle across the street" at "all marked and unmarked crosswalks on Eleventh Street and Central Avenue."
- A passenger rides behind you. Section 3.20.130 allows another person only "upon a firmly attached seat to the rear of the operator."
- Two abreast at most. Section 3.20.120 bars riding "more than two (2) abreast, except on paths or parts of roadways set aside for the exclusive use of bicycles."
The license section that no longer binds you
Section 3.20.010 still reads that riding a bicycle on city streets "without first obtaining a license therefor from the City" is unlawful. Vehicle Code § 39002(a), as amended in 2022, says a city with a licensing ordinance "shall not prohibit the operation of an unlicensed bicycle," so you need no City license to ride.
What a violation can cost
Under § 1.04.030, a code violation is an infraction fined up to $100 the first time, $200 for a second within 12 months and $500 for each one after. Two convictions of the same provision within 12 months make the next one a misdemeanor, punishable by up to $1,000, six months in jail, or both.
For riders under 18, § 3.20.200 lets the Chief of Police bar the bicycle from city streets "for a period not to exceed thirty (30) days," and the bike "shall be impounded" for that time.
What changes on January 1, 2027
From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit of 10 miles per hour on a sidewalk, though Tracy's sidewalks stay closed to adult riders. From January 1, 2027, SB 1167, Chapter 846, bars selling "A vehicle with motor power of more than 750 watts" as an e-bike; both take effect under the state Constitution's art. IV, § 8(c)(1).

The street is open to every class: under § 21200, a rider "has all the rights" of a driver. Tracy's more than 44 miles of bicycle routes are open to you, and the sidewalk and the pump track are not.

Rebates
Ava Bike Electric. Ava Community Energy says "All Ava Community Energy residential customers in San Joaquin County are eligible to apply, including customers in Tracy." Its instant rebate runs from $400 off a standard e-bike to $1,500 off a cargo or adaptive one for income-qualified households, which also get $250 toward safety gear.
Drawings "take place on the fourth Tuesday of every month," and the page lists the next for October 27, 2026. If you are picked, you have 60 days to buy, and you redeem the code "at any participating bike shop," Tracy Cyclery among them.
The state. California's E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

Yes, one kind. Its E-Bikes page, read October 8, 2026, listed an adult STACYC model in stock that STACYC sells as a "Class 2 E-Bike" with a 500-watt motor. The rest of that page is youth electric balance bikes and an electric minibike rated at 15 kilowatts, far past the 750-watt line in § 312.5(a).
Can you ride an e-bike at the Tracy pump track?
No. Ordinance 1393 says "No motorized wheeled vehicles, e-bikes, or motorized devices are permitted in the facility," at the Clyde Bland Park pump track and the skate park. Pedal bikes, skateboards, in-line skates and scooters may use the track, and every rider wears a helmet, elbow pads and knee pads.

The denominator
Tracy had 100,136 residents in the Census Bureau's 2024 vintage estimate (California file, row "Tracy city"), against a 2020 estimates base of 93,118.
Five bike listings inside the city were tied to it by at least one source: 2 verified, 1 big-box floor, 1 sporting-goods store and 1 business with no storefront. A scooter seller, a children's clothing store, three motorcycle repair shops and three names Google Maps does not find were set aside first.
Every lead a map could place was measured from the Census point; the 31 inside 20 miles and the 10 unplaced were each given a verdict. Five distinct e-bike floors stand within 20 miles, two of them inside the city.
The sources, and what each one could and could not do
Seven makers' dealer maps were read to 25 miles on October 7, 2026, each beside a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory. Bosch's map lists Trek Bicycle Livermore and My Buddy's Bike Shop, Pedego's lists its Livermore store, and none lists a Tracy store.
Ava's rebate map lists 28 participating shops; it proves a shop takes the rebate on a new e-bike, not its hours or stock. Directories: OpenStreetMap was read as a lead pool, never a count, with Yelp, Superpages and Google Maps in a browser.
AI search: Of seven answer engines asked eight questions, Perplexity and Bing's Copilot search answered all eight on October 8, Brave two, and Google's AI Mode all eight on October 9; three could not be read. Google named a velofix van for the East Bay; velofix's own location list has none there, and its Bay Area van serves San Francisco and Marin County.
The city code was searched whole on Municode, Supplement 69, codified through Ordinance 1390, for 13 terms, and every hit was read: "bicycle" returned 31 sections, "electric bicycle" one and "e-bike" none. Ordinance 1393, adopted after Supplement 69, was read from the City's ordinance file.
City limits
Every address placed inside Tracy here returned "Tracy city" from the Census geocoder; Tracy Motorsports, whose street address the geocoder did not match, was placed from its Yelp map pin, and E-Bike Garage's old Janice Way address returned no incorporated place.
