SMRT Buses — eBikes on Santa Maria Transit

Santa Maria Regional Transit carries your e-bike on every bus rack, two bikes at a time, as long as yours weighs under 55 pounds.

The racks. SMRT's bike page says "All SMRT buses are equipped with bike racks designed to transport two (2) bicycles per vehicle," and "Bikes are NOT allowed inside the vehicle." The racks go "on a first come first serve basis."

E-bikes. "All bikes, including electric bikes, must be under 55lbs." You load and unload the bike yourself, and you tell the driver before you reach for it at the end of the trip.

Where the buses go. The SMRT page lists fixed-route service in the city, Orcutt and Tanglewood, and regional routes to San Luis Obispo, Lompoc, Vandenberg, Buellton and Solvang, among other places. The basic fare is $1.50 on city routes and $2.00 on regional ones, per the fares page.

Microtransit. The City's on-demand electric shuttles "can accommodate up to two bicycles (under 55 pounds) on a first-come, first-served basis."

At the stop. Santa Maria's § 8-18.18 prohibits "bicycling, roller skating, in-line skating, skateboarding, hover-boarding, and riding scooters of any kind" in Public Transit Systems, which § 8-18.01 defines to take in "the Transit Center, SMAT business offices, and all bus and trolley stops and shelters." Walk your bike from the curb to the rack.

Weight, then route. If your e-bike weighs 55 pounds or more, it rides no SMRT bus or shuttle; a lighter one can take a regional route to Lompoc's or San Luis Obispo's shops.

Bike Paths — the Bikeway Network and Multi-Purpose Trails

Santa Maria's code opens its multi-purpose trails to bicycles, and the City has been building separated and green-painted bike paths under its bikeway plans.

The City's network

The City's bike paths page says it builds paths "that are separated, painted green, or lined with reflective beads," with "millions of dollars in State grant funding." Its Active Transportation Plan page says the 2020 plan "was adopted by the City Council in January 2021."

The levee trail

The City lists the Tom Urbanske Levee Trail, on the Santa Maria River levee, among its parks and facilities. The City calls it "this moderate 6.7-mile trail," which "is partially paved and follows a levee built by the Army Corps of Engineers in the early 1960s," and says it "is great for hiking or cycling, and leashed dogs are allowed."

It was the Santa Maria River Levee Trail until June 2016, when the City's Recreation and Parks Department designated it "the Tom Urbanske Multipurpose Trail." The dedication was held at "the trail access point located at the intersection of Seaward and Carlotti drives."

The trail rule

Section 7-10.08(a)(1) lets "Any person" ride a bicycle "upon a multi-purpose trail." The code's definitions describe such a trail as "a completely separated joint-use facility designed for shared pedestrian and bicycle use," at least eight feet wide.

A multi-purpose trail may also replace a sidewalk in a residential district when the City posts it at each entrance, which is how a sidewalk-width path can become legal to ride.

Where riders get caught out: a wide path is not always a multi-purpose trail. Unless it is posted at its entrance, a residential sidewalk stays closed to bicycles past age 12.

California eBike Laws — What Makes an eBike Legal in Santa Maria

The state sets the classes, the age floor and the helmet rule. Santa Maria's code has no section written for e-bikes, so its bicycle rules are the ones you need to read.

The state definition

Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

An e-bike is no motor vehicle in California: § 24016(b) says "an electric bicycle is not a motor vehicle," so you need no license, registration or plate. On the street you carry a driver's rights and duties under § 21200.

Section 21213 holds the faster class back: "A person under 16 years of age shall not operate a class 3 electric bicycle." For a rider under 18 caught bareheaded, § 21212 sets a fine of "not more than twenty-five dollars ($25)."

A parent pays that fine too, since § 21212(e)(2) holds the parent "jointly and severally liable" with the minor. If your child receives the citation, you keep it out of court, and avoid the § 40611 fee, by giving the issuing agency within 120 days proof of a helmet that meets the standard and, if local authorities offer one, of a completed e-bike safety course (§ 21212(f)).

Santa Maria's sidewalk rule, written for bicycles

The code on eCode360 "Includes legislation through Ord. No. 2026-01 adopted April 7, 2026," and its bicycle chapter does not mention e-bikes.

  • Sidewalks. Under § 7-10.08(a), "No person shall ride or operate a bicycle upon any sidewalk in any business district, as defined in Vehicle Code Section 235, or in any residence district, as defined by Vehicle Code Section 515," with two exceptions.
  • Children. "Any person 12 years of age or under may ride or operate a bicycle upon a sidewalk in a residence district where safe to do so," yielding to pedestrians.
  • Posted places. Riding is also barred on a posted private walkway that serves the public, such as a shopping center, and on posted public property.

If you break a rule in this chapter, § 7-10.18 makes it an infraction, and § 1-6.01 fines an infraction up to $100 for a first violation and $200 for a second within one year.

Parks and parking structures

  • Parks. Under § 8-20.02(e), "Use of bicycles, skateboards, scooters, hover boards, etc. in parks is allowed except for when specifically prohibited posted areas."
  • Parking structures. Section 8-19.04 makes it "unlawful to ride a bicycle" inside any City parking structure, "excepting that a bicycle may be ridden to and from bicycle racks."

On August 11, 2026, the Recreation and Parks Commission voted "That staff develop proposed regulations addressing the use of electric bicycles, e-motorcycles, scooters, and similar motorized devices in City parks and return with proposed ordinance language for review," per its minutes. No such language was on the commission's September 8 agenda or on the City Council's agendas through October 6, 2026, so until the Council adopts one, § 8-20.02 is the parks rule.

Whether the bicycle rule reaches your e-bike

The chapter's definitions call a bicycle "a device upon which any person may ride, propelled by human power through a belt, chain or gears." The state calls an e-bike "a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

On one reading, a pedal e-bike is a bicycle and the rule applies; on another, the motor takes it outside "propelled by human power." The code gives no answer, so plan as if the sidewalk rule covers you.

What changes on January 1, 2027

Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets "the prima facie speed limit for a sidewalk" at "10 miles per hour," which governs the residential sidewalks Santa Maria leaves open to children.

From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."

Santa Maria's short rule: any legal class on the street and in bike lanes; off the sidewalk in business and residence districts unless you are 12 or under; multi-purpose trails and parks open unless posted; walk it at bus stops and in City parking structures; Class 3 at 16 and up only.

The sources, and what each one could and could not do

Seven makers' dealer maps were read on October 3, 2026, each with a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory, to 30 miles here because the first 10 held only one store. Specialized's 25-mile query came back empty, so a 75-mile query from the same point proved the finder working and named Art's SLO Cyclery as the nearest dealer.
