Outside Visalia. No maker lists an e-bike dealer between Visalia and Clovis. The nearest shop that sells e-bikes in its own words is Motion Madness at 1426 Tollhouse Road in Clovis, 39.9 straight-line miles north, and it services "ALL brands that you may have purchased elsewhere".

Closer in, Fulton Cycle Works at 209 N Irwin St in Hanford, 17.7 miles west, is a bike shop whose Yelp reviewers describe e-bike repairs there; call (559) 917-3678 first. The Fresno page covers the Fresno and Clovis floors in full, and the Bakersfield page, 69.3 miles south, the next market the other way.

A Visalia Transit bus carries two bicycles on its front rack, and the City's rider page sets no separate e-bike rule or weight limit. The V-LINE to Fresno and the Sequoia Shuttle publish no bicycle policy, so phone before a trip that depends on bringing your bike.

Visalia Transit. The City's How to Ride page answers the bicycle question in one line: "Our buses have racks on the front that can accommodate two bicycles." At your stop, "just tell the driver you're securing your bike in the rack and the driver will wait."

The V-LINE to Fresno. The City's V-LINE page says the shuttle runs "between Visalia and Fresno six times per day, seven days per week," for a $10 general one-way fare, with "storage racks" on board. It does not say whether a bicycle may ride, so call 1-877-404-6473 first.

The Sequoia Shuttle. The City's Sequoia Shuttle runs "from Memorial Day weekend through Labor Day" for $15 a round trip, or $10 for Visalia residents who bring a valid photo ID and a current utility bill to the Visalia Transit Center. Reservations must be made "90 minutes in advance", and the page does not mention bicycles. The 2026 season ended on Labor Day; Visit Visalia says "The 2027 Season will run from Memorial Day through Labor Day."

Trail Access — the Santa Fe Trail, St. John's River and Visalia's Bike Paths

Inside Visalia's city parks, the code lets an electric bicycle ride designated trails while walkers keep the right of way, and it keeps gas-powered machines out. A posted sign still governs the spot where it stands.

The city's own trail rule

Section 12.32.145(C) reads: "Electric-powered and unpowered single or multi-wheeled bicycles and personal conveyances may be utilized on designated trails, provided noise levels are within limits." Such vehicles "are not to be operated in a negligent, unsafe, or reckless manner," and "Pedestrians shall retain the right of way on trails."

Subsection D bars "gas-powered vehicles or conveyances" from every part of a park and recreation facility except licensed vehicles on designated roadways and parking areas.

The City's parks FAQ puts it plainly for any bicycle: "Riders must stay on designated roads, paved paths, or trails where bicycles are permitted," and where bikes are restricted, "riders must dismount and walk their bicycle." Section 12.32.010 counts "pedestrian and biking trails" among park facilities, open "every day from 5 am until 10 pm" under the park rules.

The St. John's River Trail

The City's trail page calls it "Visalia's longest trail totaling over four miles," with its trailhead, known as Riverwalk, on Ben Maddox and the St. John's River. That page says nothing about e-bikes, and the volunteer Tulare County Treasures guide says "no horses (or other equines) or motorized equipment (including e-bikes, e-scooters, etc.) allowed."

Read the trailhead signs before you ride it: the city's written rule admits electric bicycles on designated trails, but a posted sign governs, and Parks and Recreation takes calls at 559-713-4365. The separate ban on "any motor vehicle of any kind" on the river's banks and levees (§ 10.20.190(B)) does not reach an e-bike, because "an electric bicycle is not a motor vehicle" (Vehicle Code § 24016(b)).

The Santa Fe Trail

The Santa Fe Trail "currently features approximately two and a half miles of trailway" on an old railroad bed, and the City says it "will ultimately connect to Ruiz Park". Its Beyond Bike Lanes page describes a grant application for a two-way cycle track on Santa Fe Street, between the "existing multi-use trails to the north of Houston Ave. and south of Tulare Ave. along the Santa Fe alignment".

Sequoia National Park

The park's 2026 superintendent's compendium says "Class 1, 2, and 3 e-bikes are allowed on all roads that are open to public vehicular traffic," and "E-bikes are prohibited where traditional bicycles are prohibited."

Three administrative routes are open to e-bikes too, with one condition: "Except where use of motor vehicles by the public is allowed, using the electric motor to move an e-bike without pedaling is prohibited." On those routes, you pedal.

The park's e-bike has "an electric motor of less than 750 watts", where California's § 312.5 says "does not exceed 750 watts", so a bike rated under 750 watts is inside both. For a rental, Visit Visalia, the Visalia Convention & Visitors Bureau, lists Visalia Cyclery for "bike rentals including electric bikes"; confirm with the shop. Trails in short. Designated city trails take e-bikes and walkers go first; at the St. John's River Trail, the trailhead sign decides. In Sequoia, ride the roads open to cars or the three listed routes, and pedal on the routes.

The line that catches people: a Visalia police graphic on the City's E-Bike Safety page lists Class 3 e-bikes as "NOT ALLOWED ON BIKE PATHS". State law leaves a class limit on a path or trail to local ordinance (§ 21206, § 21207.5(b)), and Visalia's code names no e-bike class. On a Class 3, keep to the street where you can, and treat the graphic as the police department's reading.

California eBike Laws — What Makes an eBike Legal in Visalia

State law decides what counts as an e-bike and who may ride one. Visalia's code adds where you may ride, and its older bicycle chapter still asks for a license that state law bars a city from enforcing against an unlicensed rider.

The state definition

Vehicle Code § 312.5 defines an electric bicycle as "a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power." Class 1 assists only while you pedal and stops at 20 mph. Class 2 can move the bike on its motor alone and stops assisting at 20 mph. Class 3 assists only while you pedal, stops at 28 mph and carries a speedometer.

"A person under 16 years of age shall not operate a class 3 electric bicycle," says § 21213, and every Class 3 rider wears a helmet. On any bicycle, riders under 18 wear one under § 21212; a violation is an infraction with a fine of not more than $25.

Visalia's older bicycle chapter

Chapter 10.40, drawn from a 1995 ordinance and the older code before it, defines a bicycle as a device "propelled by human power" with wheels "at least twenty (20) inches in diameter" (§ 10.40.010). State law says "An electric bicycle is a bicycle" (§ 231), so whether the chapter reaches an e-bike is left open. Ride as if it does:

Bike lanes. Where lanes are striped, § 10.40.060 keeps you in them "except as otherwise permitted by the provisions of this chapter".
Licensing. § 10.40.120 still makes riding an unlicensed bicycle unlawful, but a city "shall not prohibit the operation of an unlicensed bicycle" (§ 39002(a)), and a local bicycle rule must be one that "is not in conflict with the provisions of this code" (§ 21206).
Buying. § 10.40.160 has every business selling bicycles "make a daily report to the police department" with "the serial number, the make, type and model of the bicycle sold".

Sidewalks

Visalia closes a sidewalk to bicycles where it is posted: § 10.44.020 bars riding on property signed with the police chief's approval, and the sign in § 10.44.030 reads "NO SKATEBOARDING, BICYCLE RIDING, ROLLERBLADING, OR ROLLER SKATING ON SIDEWALK". That chapter takes its bicycle definition from § 231, which includes e-bikes, and § 10.44.050 sets the fine at up to $100.

Elsewhere, § 21650(g) leaves sidewalks open to bicycles "where the operation is not otherwise prohibited by this code or local ordinance". The police say e-bikes "are not permitted on sidewalks in many areas", so look for the sign.

What the police enforce

The Visalia Police Department reported on May 28, 2026 that officers "towed two electric motorcycles and issued 33 citations" in a bicycle and pedestrian safety operation on May 26, funded by a California Office of Traffic Safety grant.

The City's E-Bike Safety page lists the common violations: an underage Class 3 rider, a missing helmet, running stop signs or red lights, riding against traffic, riding a trail where a class is prohibited, no lights at night, and an e-bike modified past the legal speed or power. What is not an e-bike here

A vehicle built to be modified, or modified, to go faster than 20 mph on motor power alone or past 750 watts is not an electric bicycle under § 312.5(d), and § 24016(e) bars selling "a product, device, or application" that takes one outside the definition. A pedal bike with an automatic transmission and a motor under 4 gross brake horsepower that tops out at 30 mph is a "motorized bicycle" or "moped" under § 406.

A gas-powered one is barred from city parks outside licensed use of park roads and parking (§ 12.32.145(D)), and the police add that "modified electric motorcycles that exceed e-bike classifications may require registration, licensing, and insurance."

Visalia's 1998 off-road rule, § 10.20.190(A), keeps a "motor bike" off private and vacant public land within half a mile of homes, schools, hospitals and parks, except on a road, driveway or parking lot.

Section 10.20.192 defines that term to include "every bicycle with motor attached as defined by Section 405", and § 405 now defines a small motorcycle, not a bicycle. Whether it reaches an e-bike is open, so on that land, stay on the pavement.

The sources, and what each one could and could not do

OpenStreetMap maps two bicycle shops inside Visalia's boundary (relation 112574), the two above, on two independent servers, in a boundary that returned 320 shops of all kinds and 49 schools. Within 30 miles it maps no other bicycle shop.

Seven makers' dealer rosters were read on September 28, 2026, each with a control and each to at least 40 miles: Velotric (970 locations), Aventon (11), Giant (5), Bosch (30), Specialized (1), Trek (2 within 50 miles) and Pedego's California directory, which lists no dealer city in Tulare, Kings or Fresno County. A Trek listing proves a bicycle dealer; the other six count as e-bike evidence.

California's archived CARB retailer roster lists both Visalia shops. Its next-nearest row, a Trek store in Fresno 34.3 miles away, is off Trek's own store list, and its old address forwards to Trek's north Fresno store. Every row is a lead.
