Riverside Transit Agency — eBikes on Murrieta's Buses
You can catch three Riverside Transit Agency routes in Murrieta, per its schedules page: Route 23 to Temecula and Wildomar, Route 61 to Menifee and Perris, and Route 206 to Lake Elsinore and Corona.
RTA's bike page lets you rack "electric bicycles with sealed gel, lithium Ion, or NiCad batteries" if they "fit safely in the bike rack and have standard tires." Every bus rack takes at least two bikes, first come, first served, so you may wait for the next bus if both slots are taken.
Check two numbers before you rely on the bus. RTA says "Bicycles must not exceed 55 lbs," and its racks take "standard bike tires (maximum of 26” or 700 cm)."
For the bus, weight decides it. A bike over 55 pounds does not go on an RTA rack, and you load it yourself from the curb side of the bus.

Murrieta's own trails welcome bikes. The rule for an e-bike on them is the City's Chapter 10.55, which holds you to 20 mph on any bicycle path or trail.
The City's trail network
The City's trails page counts "over 25 miles of trails," from the 3.82-mile Cole Canyon Trail to the 8.1-mile Rancho Los Alamos Trail System. Its trails guide says, "All trails are open to horse, bike and walking," and lists each trail's surface, from native soil to asphalt.
For the Murrieta Creek Regional Trail, the City posts interim maps for its Murrieta, Temecula and Wildomar-to-Lake Elsinore stretches.
Cole Canyon and enforcement
On June 5, 2026, the Police Department ran an enforcement operation at Cole Canyon Park after a planned "Ride Out." Its news release reports 25 citations, 7 e-bikes impounded and one stolen e-bike recovered.
The same release counts about 1,300 e-bike calls and complaints over two years, and 78 traffic collisions involving e-bikes that injured 75 people, one of them fatally. Ride the canyon on a legal, labeled bike and at a trail pace.
The rule on a trail
Section 10.55.140(D) bars riding a bicycle path or trail faster than 20 mph. Subsection (B) has you yield to "any pedestrian or person on horseback" and give an audible signal before you pass someone on foot.
City parks follow subsection (C): no riding on a playground, park or school ground unless it is designated as a bike path or route or posted for riding. The trails the City lists are open to bikes; elsewhere in a park, riding needs a designated path or a sign.
Where riders get caught out: the City's trails are open to your bike, but its parks are not, unless a path or sign says so. An e-bike modified to go past 28 mph is unlawful on every trail and street in the city.

State law sets your class, age floor and helmet rules. Murrieta's Chapter 10.55 adds local rules today, and Ordinance 637-26 tightens them from October 15, 2026.
The state definition
Under Vehicle Code § 312.5(a), "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

A legal e-bike needs no driver's license, registration or plate: § 24016(b) says "an electric bicycle is not a motor vehicle." On the road you carry a driver's rights and duties under § 21200.
Section 21213 keeps riders under 16 off Class 3: "A person under 16 years of age shall not operate a class 3 electric bicycle." A rider under 18 caught without a helmet faces the "not more than twenty-five dollars ($25)" fine in § 21212.
Murrieta's chapter today
Chapter 10.55, "Bicycles, E-Bikes, and E-Scooters," came from Ordinance 605-24 in 2024. It covers e-conveyances, which § 10.08.010 defines as "any electric bicycle" and other electric devices that carry riders.
- Sidewalks. Section 10.55.140(A) permits riding "on any sidewalk, bicycle path, bicycle trail, or roadway" unless signs prohibit it. On a sidewalk under eight feet wide you ride with traffic.
- Speed. Section 10.55.100 caps an e-conveyance at 28 mph on a public highway, trail, path, park or other public property, and § 10.55.140(D) at 20 mph on bicycle paths and trails.
- Helmets. Section 10.55.060 requires one for every rider under 18 "regardless of e-bike class."
- Earbuds. Section 10.55.050 bars riding with "headphones, earbuds or any other device which obstructs, or covers the ear canal." State law, § 27400, bars only coverings in "both ears."
- Lights. Section 10.55.070 asks for "a front facing white light" after sunset and reflectors on both wheels and the rear.
- Modified bikes and parents. Section 10.55.020 makes it unlawful to ride an e-bike "modified to exceed 28 miles per hour" anywhere public in the city, and bars a parent from knowingly letting a minor break the chapter.
What changes on October 15, 2026
The City Council adopted Ordinance 637-26 on September 15, 2026, amending Chapter 10.55. Under Government Code § 36937, an ordinance like this takes effect 30 days after final passage, which falls on October 15, 2026.
The full text is held by the City Clerk. The City's e-bike page, which summarized the ordinance before its final vote, lists these changes, each of which takes effect on October 15, 2026:
- Sidewalk speed. From October 15, 2026, a maximum of 10 mph on sidewalks and 5 mph "when pedestrians are present."
- Class 3 on sidewalks. From October 15, 2026, Class 3 e-bikes are barred from sidewalks; you may walk one while dismounted.
- Phones. From October 15, 2026, no riding while you hold and use a phone, unless it is mounted, hands-free or used for an emergency.
- Parents and minors. A parent advisement form, enhanced penalties for a second violation within 12 months, and a first-offense diversion program with a safety course, all adopted for October 15, 2026.
- Impoundment and zones. Police may impound where state law allows, with a 48-hour minimum, and the City Manager may set Pedestrian Priority Zones where you dismount, all from October 15, 2026.
What changes on January 1, 2027
Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets a statewide prima facie limit "for a sidewalk" of "10 miles per hour," matching what Murrieta adopts for October 15, 2026.
From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."
What it costs to get it wrong
A violation of the code can be prosecuted as an infraction. Section 1.32.010 uses the county's infraction bail schedule, or, where that sets no fine, up to $100 for a first violation, $200 for a second within a year and $500 for each one after that.

Rebates
The South Coast Air District. Murrieta appears on the South Coast AQMD's list of the Riverside County cities it covers. Its Replace Your Ride program, for applicants who meet "the income and vehicle requirements," offers "an e-Bike" in place of a replacement car.
The e-bike option covers up to $7,500, paid as a check to the shop, for one bike per adult in the tax household rated "750W or less." Its participating list names 21 shops, none in Riverside County, and any brick-and-mortar e-bike shop may apply to join it.
The state. The California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

The denominator
Murrieta had 112,539 residents in the Census Bureau's 2024 vintage estimate (California file, row "Murrieta city"), against a 2020 estimates base of 110,955.
Seventeen businesses were tied to Murrieta by at least one source: 2 verified, 2 e-bike sellers whose storefront is closed or unconfirmed, 7 repair, parts or maker businesses, 3 closed, moved or gone, and 3 chain floors.
Before verdicts, GlareWheel and The Secret BMX Shop were set aside as inside no city despite Murrieta mailing addresses, along with two closed Temecula shops, a Temecula address with no business on it, and a Pedego listing at an address Pedego's own directory does not name.
The sources, and what each one could and could not do
Seven makers' dealer maps were read on October 2, 2026, each with a control, to 10 miles: Velotric (966 locations), Aventon (67), Giant (5), Bosch (30), Specialized (2), Trek (2) and Pedego's California directory. Inside the city only Bosch named an e-bike dealer, Wrench and Roll, whose own site says it has moved to Vista. Every out-of-city lead with an address was measured.
OpenStreetMap returned 7 objects inside relation 3105450 and 6 named places, all of them read.
Directories and AI search. Yelp, Superpages and Google Maps were read in a browser.
Eight questions went to eight answer engines and 34 of 64 answers were read: ChatGPT, Google's AI Mode, Google's chat assistant and Duck.ai answered all eight. Brave's AI box answered two; Perplexity and Bing failed their controls, Bing twice, and Microsoft Copilot showed only a sign-in wall.
The city code was read on American Legal, every section of Titles 1, 8, 9, 10 and 12: 494 sections, current through Ordinance 634-26 of July 7, 2026, so it does not yet carry Ordinance 637-26.
City limits
Alan's, Jax and every not-counted address with a street returned "Murrieta city" from the Census geocoder, except Havoc's, which did not match. GlareWheel's Google Maps point and The Secret BMX Shop's address returned no incorporated place. Mileages run from the Census 2024 Gazetteer's internal point for Murrieta city; road miles run longer.
