Its rental page prices an e-Cruiser at $45 for two hours, $70 for 24 hours and $295 for a week, and rents e-Cargo bikes and an Urban Arrow built for four kids and a baby. Your rental money counts toward a bike you buy afterward, capped at 10% off.

On repairs, the service page says the staff are "not able to work on the electrical systems for all e-bikes," so send the make and model first, especially if you bought online. A Basic Tune is $95.

Its rental policy, updated January 21, 2026, lists "E-Bikes" beside cruisers and road bikes and asks for a government photo ID. Its contact page prints the same address.

The three-store chain's catalog lists 22 brands and 141 e-bike listings across its stores, so call to ask what you can see on the Oceanside floor.

Omega's Electric Bikes category held four bikes on September 17: two Denago models, a Sun E350 electric trike and the Pure Cycles Flux at $2,099.99. It is the closest store to the San Luis Rey River Trail, 0.16 miles away in a straight line.

Your choice is short, so phone before you visit. The Sun trike is a three-wheeler, which matters for the train rules below.

COASTER, SPRINTER and Bike Parking — Taking an eBike on Transit in Oceanside

The COASTER, SPRINTER, Amtrak and Metrolink all stop at the Oceanside Transit Center, 235 South Tremont Street, the City says. NCTD's rules decide whether your bike boards with you.

NCTD's policy page allows "Electric bikes and scooters with sealed gel, lithium-ion, or NiCad batteries" on the trains, but only "Single seat bikes" and a "Bike not exceeding 6 feet in length." You board through the doors with a bike symbol, stay with the bike, and never ride it on the platform.

The BREEZE racks take bikes "that weigh no more than 55 lbs. each" on standard tires, but the bus list names no e-bikes, so call NCTD at (760) 966-6500 first.

Secure parking downtown. The City Hall Bike Station at 300 North Coast Highway is free for bike commuters, opens with a membership fob, and has "Electric outlets ... available to recharge electric bikes," the City says. The Transit Center Bike Station holds 26 bikes, and neither allows storage past seven days.

Trail Access — The San Luis Rey River Trail and the Coast Path

Ride the San Luis Rey River Trail in daylight, slowly past walkers, and expect no City rule that names your e-bike's class.

About 8.8 miles of the paved San Luis Rey path run inside the city line, measured on OpenStreetMap within the city boundary. The City's Biking Trails page gives the trail as "about 9 miles, one way, from the Neptune access (west end)" to North Santa Fe Avenue and Route 76.

The City calls your ride here "a Class I bicycle trail" that is "free of stop signs and traffic lights," and warns that "there are no lights on this trail and after daylight hours use is discouraged." It adds: "Motor vehicles are prohibited."

Whether e-bikes are welcome on it

The same page lists the trail's other users as "non-motorized users such as hikers, runners, inline skaters, and wheel-chairs," and never mentions e-bikes. Read strictly, that wording leans against a motor of any kind.

Read the other way, Vehicle Code § 231 says "An electric bicycle is a bicycle," and a city that wants a class off a path or trail must say so "by ordinance" under § 21206 or § 21207.5(b). As of September 17, 2026, Oceanside's code has no such ordinance and no City interpretation settles it, so ride at bicycle pace and yield to walkers.

Parking, access and the dismount rule

The City lists parking with restrooms at Foussat Road, mile 3.2, and at College Boulevard by Mance Buchanon Park, and says the Douglas Drive lot "is currently closed." From the west end at Neptune Way, you are "within a few blocks of the Oceanside Transit Center."

On any city trail under five feet wide, § 5.14(i)(4) makes you dismount when walkers or horses are within 50 feet of you.

The Coastal Rail Trail

Two paved pieces of the Coastal Rail Trail are open downtown: from near the Transit Center at Tyson Street to Oceanside Boulevard, and from Morse Street to Vista Way, the City says. Until the gaps close, it recommends "using The Strand or Pacific Street to avoid high traffic areas."

Both open segments lie inside the city, near you if you shop at SoCal Bike, Blue Dog Ride, Mostly E-Bikes or Alan's.

California eBike Laws — What Makes an eBike Legal in Oceanside

The City Council introduced the update on January 14, 2026, passed it on January 28, 2026, and the City said it would be "enforceable on February 28, 2026." The adopted ordinance is Legistar file 26-1214.

The state layer

Vehicle Code § 312.5 caps an e-bike's motor at 750 watts, in three classes. § 21213 keeps riders under 16 off a Class 3 bike and requires a helmet on every Class 3 rider.

§ 21212 requires a helmet on anyone under 18 riding a bicycle, and an e-bike is a bicycle. The California e-bike law page covers the rest of the state rules.

Seizure: § 5.18

Under the new § 5.18(a), "the Chief of Police or designee may seize any Class 1, 2, or 3 electric bicycle when the operator has been cited for" reckless operation, failure to exercise due regard for safety, or "two or more criminal violations of this Chapter within a twelve (12) month period."

You get written notice of where the bike is stored, it can be held "until final adjudication," and it then goes back to the owner with proof of ownership. "No fines or storage fees will be assessed," the City's announcement says.

Section 5.18(d) lists excessive speed, weaving that endangers others, endangering walkers where sidewalk riding is posted as banned, and hazardous stop-sign or signal running as reckless.

Double riding: § 5.19

No one may carry a passenger on a bicycle or e-bike "unless the bicycle or electric bicycle is designed and equipped for passengers, including a separate seat securely attached," and no one may ride as that passenger. The City says this "mirrors" Vehicle Code § 21204, and a violation can lead to seizure under § 5.18.

Police data on e-bike calls "show calls rose from 69 in 2021 to 918 in 2025," the announcement says, and names "carrying unauthorized passengers" among the common problems.

Where you may not ride

• The pier. § 5.14(a): "No person shall operate a bicycle or mobility device upon the Municipal Pier or Municipal Pier ramps, the Oceanside Pier Amphitheater, and the Junior Seau Beach Community Center."
• The Pier Plaza. Subsections (c) to (f) define the plaza, from the Pacific to the west side of Pacific Street, and bar riding a mobility device, which includes an e-bike, anywhere in it. That takes in the stretch of The Strand beside the pier.
• South of the pier. § 5.14(b) bars every walkway and sidewalk from the Junior Seau Beach Community Center plaza south to Betty's Lot (Lot 30).
• Store sidewalks. Under § 5.14(g), no sidewalk "fronting any business establishment unless signs are posted authorizing such use."
• Drainage channels and courts. § 5.14(h) bars any "public drainage facility, culvert, ditch, channel," sports court or gymnasium.
• Anywhere signed. § 5.14(f) bars riding wherever a posted sign says so.

On a sidewalk where riding is allowed, keep to 10 mph or less, ride with the direction of traffic, yield to every pedestrian, and dismount within 50 feet of a walker on any sidewalk under 5 feet wide.

The 2026 ordinance names "Seagaze Dr." as the plaza's southern edge, so walk your bike anywhere near the pier.

What a citation costs, and the class that clears it

A violation of the City Code is a misdemeanor, with a fine of up to $1,000, up to six months in jail, or both, under § 1.7, unless the city attorney prosecutes it as an infraction. As an infraction the fines are up to $100, then $200, then $500 for repeats within a year.

For an eligible citation, the safety course is the way out. § 5.17(b) lets the police chief allow you to complete a "bicycle/e-bike safety educational program" instead. The City says the Oceanside Police Department runs those classes free "every other month on Saturdays," open to you even without a citation or a bike.

Where to Ride Your eBike in Oceanside

The Strand, away from the pier. Wheel Fun Rentals calls its pier location "the perfect launching point for a bike ride on the beach boardwalk," and the City suggests The Strand as an alternative to busy streets. Walk the bike through the Pier Plaza, then ride on.

The river trail inland. The San Luis Rey River Trail shares its name with Mission San Luis Rey de Francia, the landmark on this page's cover at 4050 Mission Avenue. From Omega, you are a few hundred yards from the trail.

Ride defensively on city streets. In its 2024 staff report, the Police Department counted 188 bicycle and e-bike collisions from January 2020 to July 2023; 67 involved e-bikes, and in 60% the riders wore no helmets. The report found the bike or e-bike rider at fault 61% of the time.

The first three were an OpenStreetMap query of the city boundary, which returned six named places; the statewide August 2026 OpenStreetMap pool; and California's archived CARB approved-retailer roster, which lists Blue Dog Ride, Oside E-Rides and SoCal Bike.

The rest were Superpages and Velomesto, twelve Oceanside names each; Pedego's dealer list; three chain store pages; three catalog counts; a four-prompt AI panel; and web search.

Seven are listed and one, Wheel Fun Rentals, is a rental counter. Two sit outside the city by their own pages: a Florida business, Oceanside E-Bike of Ormond Beach, and All E-Bikes & More's Carlsbad branch. The rest are below.

1. The seizure and double-riding sections are not yet on the code publisher. 2. The 2026 ordinance points administrative citations to a "Chapter 1.17" that the published code does not contain; its administrative-citation rules are §§ 1.14 to 1.14.8. This page does not rely on that cross-reference.
