Moreno Valley is California's 21st-largest city at 213,919 residents, and until this page it carried no verified electric bike store in our own state directory.

That was a gap in the record rather than a fact about the city. OpenStreetMap's query of the city boundary returns a single object for a city of 213,919 people, and it is not a bicycle retailer. Ask a search engine and the first answer is a Walmart counter. Ask the biggest competing page and you get four shops, none of them in Moreno Valley.

There is a shop. This page covers what trades inside the city, what sits just past the line, and the four separate authorities that decide where a Moreno Valley e-bike is allowed to go — set against California's statewide e-bike law and the state directory of every verified store.

Every Electric Bike Shop Moreno Valley Has

Three bicycle businesses trade inside the city limits, each confirmed against the Census place layer. One of them publishes a stock list, so one of them reaches the directory. All three are real, all three are worth your time, and which one you want depends on what you are trying to do.

The shop lists 14 products across two electric categories, of which 13 name a motor and a battery in the product's own description — folding e-bikes, beach cruisers, a lightweight commuter and a full-suspension model, priced from $999.99 to $2,099.99. The fourteenth is a $369.99 seven-speed city bike with no motor at all, filed under Electric by the shop's own catalog software.

That spread sits across the under-$1,500 and under-$2,000 brackets, which is the useful comparison to make before you go.

Service is priced on the site rather than quoted at the counter, so you know before you go: $130 for the semi-annual tune-up, $220 for the annual, and $500 for a full strip-and-rebuild. Your estimate is free, and the shop says it test-rides every repair before it hands your bike back.

Day Street runs along the city's western edge, and the Census incorporated-place layer puts this address inside Moreno Valley rather than Riverside. Worth knowing if you are searching by city, because several directories file it under the wrong one and you will miss it.

This is an old-fashioned shop in the good sense: the site is a handful of pages listing what is physically in stock, with the sale price, the original price and a line about what it is for. A 26-inch Free Agent at $599.99 down from $1,599.99; a 20-inch BMX at $299.99, black in stock; a step-through KHS at $399.99. Assembly is included on all of them.

All seven pages of that site were read. No e-bike, ebike, electric bike, motor or pedal-assist term appears on any of them — the only battery mentioned is a battery light in a gift list under $30. That is a reading of what the shop publishes, and it is not a finding about what it stocks or will order in for you. Call before you drive if an electric bike is what you are after.

Focus: Lowrider bicycles. The last version of the shop's own site describes it as a family business carrying "Lowrider Bicycles, Stretch Bikes, Beach Cruisers, Choppers and more", established May 2018, supplying parts, accessories and complete bicycles.

A lowrider builder is a different trade from an e-bike dealer, and the shop's own last published page is where every fact above comes from. If you want a custom frame, a sprocket or a set of twisted-spoke wheels, this is your address in town. If you want a pedal-assist commuter, it is not.

Just Outside Moreno Valley — Riverside, Redlands and Corona

Twenty-four candidates were assembled from seven routes. Nine sit inside the city limits on the Census place layer and fifteen resolve to other incorporated cities. Every address placed cleanly; none was left unresolved.

The six in-city candidates that are not independent bike shops:

Neighborhood Cyclery deserves its own line, because the Better Business Bureau lists it as the only bicycle dealer with a Moreno Valley address. Its online storefront has returned 404 since January 2022, the domain carrying its name has served an unrelated cycling blog since 2024, and its listing is marked closed.

The directories still carrying it disagree with each other on both the street and the phone number. Nothing first-party could be read, so nothing was counted — and a reader planning a trip there should call first.

Past the city line, all fifteen, measured straight-line from Moreno Valley City Hall at 14177 Frederick Street:

Two of those are close enough to change your plans. Jenson USA on Eastridge Avenue is three miles from City Hall, and QBEAR eBikes & eScooters on Iowa Avenue is six and sells electric bikes and scooters as its whole trade — if you want to sit on several e-bikes in one afternoon, that is where you go.

RTA — eBikes Ride the Rack Under 55 Pounds

Riverside Transit Agency carries bikes on every fixed-route bus, including CommuterLink Express and RapidLink, free and first-come first-served. Electric bikes are explicitly allowed — and the conditions are where riders come unstuck.

The 55-pound cap is the number to weigh your shortlist against before you buy. It is a real constraint on a bus-and-bike commute in this city, and no shop page in Moreno Valley states it — it also rules out most of the fat-tire category twice over, on weight and on tire width.

There is a worked example on the shelf locally. The Blaupunkt folding e-bike stocked at 951 Bikes is advertised at 47 lbs in the shop's own product copy — inside RTA's limit with eight pounds to spare, though as a motorized folder it rides on the rack rather than under the seat.

Trail Access — The Flight Deck Bike Park and Lake Perris

Moreno Valley opened a genuinely significant cycling facility in December 2025, and its rules exclude electric bikes.

Flight Deck Bike Park, 13460 Morrison Street, on the southern side of Morrison Park near the fire station, was ribbon-cut on December 18, 2025.

The City describes it as the largest Velosolutions pump track in Southern California, with the region's first adaptive track, the first asphalt jump lines in Southern California, an asphalt bicycle playground for young riders, and a 1,000-foot connecting path lit by sunlight-charged glow rocks. It was designed and built by American Ramp Company and themed on the aviation heritage of March Air Reserve Base.

Announcing the opening, the City of Moreno Valley posted this:

The Flight Deck Bike Park is now open! Let's keep it fun and safe for all. No motorized bikes or scooters. Regular scooters and skateboards are allowed. The Flight Deck Bike Park features the largest pump track in Southern California, the area's first adaptive track, asphalt jump lines, a bike playground, and a solar-powered, glow-in-the-dark path.

An electric bicycle is a motorized bike. The city's flagship new cycling destination is, on the city's own posting, closed to it — while the same city's Public Works page tells e-bike riders that Class 1 and Class 2 machines are welcome on paved city bike paths and designated multi-use trails. Both statements are the city's; they point different ways; and the bike park's is the specific one.

Lake Perris is the other big destination, and it answers to Sacramento rather than to City Hall. It is a State Recreation Area, and California State Parks publishes a unit-by-unit table of where each e-bike class may ride. The Lake Perris SRA row reads:

State Parks' governing rule is that nobody may operate an e-bike in a park unit except on public roadways and in areas allowed through a Superintendent's Order. Lake Perris has such an order for Class 1 and has none for Class 2 or Class 3.

A throttle bike — the cheapest and most common kind sold — is on the wrong side of that line on every trail at the lake. It may still use roads open to street-legal vehicles, like any other class.

Box Springs Mountain Reserve, 1,155 acres off Pigeon Pass Road, is a third authority again: it is Riverside County land, covered below.

California eBike Laws in Moreno Valley

California sets the classes and Moreno Valley adds almost nothing to them — which is itself the finding, and it takes some care to state correctly.

The entire Moreno Valley Municipal Code was swept on September 11, 2026: all 17 titles, 4,221,551 characters, current through April 7, 2026. The control term "bicycle" scored 63 across that corpus, so the sweep was reading real text. Against that control, the counts for "e-bike", "ebike", "electric bike", "motorized bicycle", "moped", "scooter" and "pedal assist" were all zero. The single occurrence of "electric bicycle" sits in a cross-reference table pointing readers at the Vehicle Code.

So the rules a Moreno Valley rider is told to follow live on a city web page, not in the city's law. That page is unusually good — it publishes a class matrix, a legislative tracker and a bike master plan — and it carries its own disclaimer that it does not replace state law.

The state rules the city page restates

The city adds that from January 1, 2026 a parent can be cited for knowingly letting a child commit an e-bike infraction, and that enforcement runs through the Moreno Valley Police Department, served by the Riverside County Sheriff's Office, on (951) 486-6700.

What that costs you is stated on the same page. Deputies treat e-bike riders under the same code frameworks as motorists, and a stop can end in a moving citation, a fine, a mandatory safety diversion class, or immediate impoundment.

That last one applies to a machine that is modified or out of class. If you buy a bike that was never Class 1, 2 or 3 to begin with, it is the risk you carry every time you ride it.

The sidewalk answer, and why it is not the one the city page gives

The city's page states that Class 3 e-bikes and unpedalled eMotos are "strictly prohibited on any city sidewalk". Under Veh. Code § 21206, a local sidewalk-riding rule for bicycles has to come from a local ordinance — and the sweep found no such ordinance anywhere in the Moreno Valley code.

Title 14, the title named Streets and Sidewalks, contains three chapters: newsracks, clinic access and tree care. Title 12's only bicycle provision, § 12.12.060, simply gives a rider the rights and duties of a driver.

Two honest readings follow. Either the city page states a policy the code has not yet enacted, or there is authority for it that is not in the published code. Ride as though the city page is right — it is the city's own published instruction, an eMoto over 750 watts is a motor vehicle and barred from sidewalks by state law regardless, and being correct about a local ordinance is a poor defense at the roadside.

Parks, which the code does cover

Where the code is silent on e-bikes, it is emphatic about parks — and its definition reaches further than most riders expect. Under § 11.40.020, "park" includes "any park, parkway, playground, recreation center, golf course, trail, bikeway, including parking lots" operated by or for the city.

A city bikeway is therefore a park. Section 11.40.040(T)(1) then provides that "no person shall ride any bicycle within a park except at or on a place specifically authorized and provided for such purpose", adding that "while elsewhere within a park, bicycles shall be dismounted and pushed when moving from place to place."

The default is closed rather than open — the opposite polarity to Fontana nine miles north, whose parks are open to bicycles bar the tennis courts. A paved bikeway plainly is a place provided for riding a bicycle; a lawn plainly is not.

The subsection immediately after it is the one nobody mentions. Where riding is authorized, § 11.40.040(T)(2) requires users "to wear safety gear such as helmet, knee-pads, wrist guards, elbow pads or other required equipment for the authorized use of such activity as required by law." It states no age limit.

On a strict reading an adult must wear a helmet and pads on any city trail or bikeway. On a narrower one the closing phrase defers the whole requirement to state law, which would mean under-18s only. The city's own trails page splits the difference and asks bicyclists to "wear a helmet for your protection".

If you are stopped for it, a breach of subsection (T) is an infraction under § 11.40.100 — a citation rather than a misdemeanor, which the section reserves for eight other subsections. City parks are open 7:00 am to 10:00 pm, seven days.

Riverside County, on county land

Moreno Valley is an incorporated city, so the City's rules govern its own streets and parks. Ride into the county and a second rulebook starts: Riverside County Ordinance No. 995, adopted unanimously on May 20, 2025 and effective 30 days later.

Under it, Class 1 and Class 2 e-bikes may use sidewalks and trails except in business districts, on bridge sidewalks, in pedestrian underpasses, on pedestrian overpasses, beside school buildings, where signage prohibits it, or where a bikeway is available on the same roadway.

Class 3 machines, mopeds, motorized bicycles and motor-driven cycles are barred from all sidewalks and trails unless signage expressly allows them, and every one of them is barred from equestrian trails. A first citation carries a fine of up to $100, a second up to $200, and a third inside the same year up to $500, enforced by the Sheriff's Department.

How far it reaches is genuinely unsettled on the face of the document. The Board's agenda item is titled "Establishing an E-Bike Safety Ordinance in Unincorporated Communities", and the staff summary says the same.

The ordinance's own title says only "Regulating the Use of Bicycles on Sidewalks and Trails". Its purpose clause reaches "sidewalks and trails within the County", its equestrian-trail section reaches "any trail within the County of Riverside", and its definitions define County Property to include land "whether such property is within the unincorporated or incorporated territory of the County" — a defined term that then appears in none of the operative sections.

The practical answer for a Moreno Valley rider is the safe one. Inside the city, follow the city. On county land — and Box Springs Mountain Reserve, which the City's own parks page describes as providing trails for hiking and horseback riding, is county land — treat Ordinance 995 as live, and treat the equestrian-trail ban as absolute.

Where to Ride Your eBike in Moreno Valley

Four authorities decide this question inside about twelve miles, and they do not agree with each other. The whole picture fits on one table.

The city maintains 36 parks, trails and facilities and a multi-use trail network shared by walkers, riders and horses, with staging areas including the Rancho Verde area and the Moreno Valley Equestrian Center. Its posted trail etiquette asks cyclists to yield to pedestrians and equestrians, ride single file when passing, and take responsibility for yielding to slower traffic.

The short version, if you are choosing right now: a Class 1 takes you everywhere a bicycle goes around here, bar the bike park. A Class 2 throttle bike is fine on your city streets and bike lanes and is shut out of every trail at Lake Perris. A Class 3 is the most restricted of the three, and if you ride trails it is the one that will cost you the most rides.

The City is also running a free e-bike safety workshop on September 16, 5:00–7:00 pm at the Moreno Valley Conference & Recreation Center, 14075 Frederick Street, with safety education, community resources and participating vendors.

The pool, and what happened to it

Seven independent routes fed the pool: an OpenStreetMap Overpass query of the city boundary with a wide tag set; the banked California sweep files from August 2026; six differently-worded search retrievals including Spanish-language queries; and an AI-engine prompt set.

Three more closed it: cross-reads of six aggregator directories treated as leads rather than citations, including Upway's Moreno Valley page; first-party catalog reads product page by product page at every shop with a live site; and archived captures for every domain whose live surface could not be read.

Nine addresses resolved inside the city limits on the Census incorporated-place layer and fifteen to other incorporated cities. Every address placed; none was left unresolved.

Numbered limitations

1. OpenStreetMap returns no bicycle shop at all inside this city. The one object it does return is an outdoor big-box. An earlier run of the same query returned a second — an Islamic Development Center — because the name pattern searched for "velo" as a substring, which "Development" contains; the pattern was narrowed and the query re-run before this page was published. Either way the mapped pool was useless here, and every shop on this page came from other routes.
2. White's Bikes is recorded as publishing no e-bike, never as not selling one. All seven pages of its site were read on September 11, 2026. A correction with a link will be published.
3. Templars Bike Shop publishes two different phone numbers across its own archived site and current listings, and neither could be confirmed. Its hours are not published anywhere.
4. Neighborhood Cyclery could not be reached on any first-party surface. Its storefront pages 404, its former domain now hosts unrelated content, and the live host returned a server error on the day of checking. It is recorded as unreadable rather than as closed or open.
5. The sidewalk position is published unresolved. The city states a rule its code does not appear to contain, and the page follows the city's guidance while saying so.
6. The park safety-gear requirement is published both ways. Whether § 11.40.040(T)(2) imposes an all-ages helmet and pad rule on city trails, or defers entirely to state law, turns on a closing phrase, and the City's own position was not obtained.
7. The reach of Riverside County Ordinance 995 into incorporated territory is stated rather than adjudicated. The Board item and the ordinance text describe different scopes, and both are quoted.
8. No occurrence of "e-bike", "ebike", "electric bike", "motorized bicycle", "moped" or "pedal assist" appears anywhere in the Moreno Valley Municipal Code. That silence is readable only because the same sweep returned 63 hits for the control term "bicycle" across the same 4,221,551-character corpus.
9. The "Class 1/2/3" hits in the code are not e-bike classes. They are bicycle parking facility classes in the zoning title — lockers, racks and monitored enclosures — and reading them as e-bike classes would have produced a false finding in the opposite direction.

What changed, and what would date this page

September 11, 2026 — first publication. Moreno Valley had been carried in our own California hub as a city with no verified store and no leads at all. Seven routes turned that into twenty-four examined candidates and one verified store, so the hub's count and its nearest-store row have both been corrected.

Four named events would date it: an eCode360 supplement past April 7, 2026 adding a bicycle or e-bike provision; a legislative session amending Veh. Code § 312.5, § 21206 or § 21207.5; State Parks revising the Lake Perris row of its e-bike table, or RTA revising its 55-pound limit; or any further Moreno Valley business beginning to publish that it sells electric bikes.

That last one changes the number in the title. Any of the four ages this page; it is re-checked every six months, next due March 2027.
