Riverside Transit Agency — eBikes on the Bus

The City's transit page says the Riverside Transit Agency "provides bus service to the City of Menifee," and riders 18 or under ride free with an ID. RTA's bike page says every bus carries a rack for at least two bikes, first come, first served.

Its e-bike rule is plain: you may place "electric bicycles with sealed gel, lithium Ion, or NiCad batteries in the bike rack as long as they fit safely in the bike rack and have standard tires." Bikes with liquid lead-acid batteries are refused, and so are tandems and tricycles.

The number to check is the weight. RTA says "Bicycles must not exceed 55 lbs," and racks take "standard bike tires (maximum of 26” or 700 cm)." Read your bike's weight on the maker's spec sheet before you count on the bus.

Weigh the bike before the bus. RTA's racks stop at 55 pounds and standard tires, and you load and unload the bike yourself from the curb side.

Trail Access — Salt Creek, Paloma Wash and the Gale Webb Bike Park

Menifee's e-bike chapter covers every path and trail in the city, so whatever class you ride, you hold 20 mph or less and give way to people on foot and on horseback. On Salt Creek, a County trail, a Class 3 rider has one more rule to check.

Who runs which trail

The City's open-space page says the City maintains the Paloma Wash Trail and Menifee Hills, "400+ acres of open space" with "Trails for hiking and biking." It calls Salt Creek a "16-mile multi-use trail operated and maintained by the Riverside County Regional Park and Open Space District," which the City's trail study page runs from Goetz Road to State Street in Hemet.

Inside Menifee, the City's trails page lists the "Salt Creek Trail: 4-mile," Goetz Road to Antelope Road, and the "Paloma Wash Trail: 2.2-mile," a loop from Holland Road to Newport Road. The City-led Explore Menifee says Paloma Wash "has lighting for evening strolls."

The rule on a trail

Under § 12.30.150(D), you may not ride a bicycle path or trail faster than 20 mph. Subsection (B) tells you to "yield the right-of-way to any pedestrian or person on horseback" and to give "an audible signal before overtaking and passing pedestrians," so a bell earns its place on the bars.

Salt Creek and the County's rule

Riverside County's Ordinance 995, in force since June 18, 2025, lets Class 1 and Class 2 bikes ride its sidewalks and trails, with exceptions. It bars Class 3 from "all sidewalks and trails unless posted signage specifically allows for such use."

Its text reaches County property "within the unincorporated or incorporated territory of the County," while the Board report that brought it forward describes a rule for unincorporated communities. Neither settles whether it covers Salt Creek inside Menifee, so on a Class 3, read the trailhead signs before you ride it.

The Gale Webb Action Sports Park

The City's park page describes "bike trails for different skill levels and a 22,000 square foot pump track" at 26533 Craig Avenue, open dawn to dusk. A City news release calls it "the largest bike park of its kind in Southern California," with three jump lines and over 30 obstacles.

Neither City page states an e-bike rule for the park. Section 12.30.150(C) bars riding in any park "not specifically designated as a bicycle path or route, unless specifically posted," so read the signs at the gate before you take a motor onto the pump track.

Where riders get caught out: a Class 3 motor helps you to 28 mph on the road, but on Paloma Wash you hold 20, and on Salt Creek the County's rule may keep a Class 3 off the trail entirely. In a city park that is not posted for bikes, you walk it.

California eBike Laws — What Makes an eBike Legal in Menifee

The state sets your bike's class, your age floor and the helmet rules. Menifee adds a chapter of its own that names e-bikes, with a speed cap, an earbud ban and rules for sidewalks and parks.

The state definition

Vehicle Code § 312.5(a) reads: "An 'electric bicycle' is a bicycle equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power."

A bike that meets the definition needs no driver's license, registration or plate under § 24016(b), which says "an electric bicycle is not a motor vehicle." On the road, § 21200 gives you a driver's rights and duties.

Section 21213 sets the age line: "A person under 16 years of age shall not operate a class 3 electric bicycle." The state's helmet fine for a rider under 18, in § 21212, is "not more than twenty-five dollars ($25)."

Menifee's e-bike chapter

The City Council passed Chapter 12.30, "Bicycles, E-Bikes, E-Scooters, and E-Skateboards," as Ordinance 2025-408 on March 5, 2025. Its definition of e-conveyance "Includes any electric bicycle," so each rule below reaches your e-bike by name.

  • Helmets. Under § 12.30.070, every rider under 18 wears one on a public roadway, bikeway, path, trail or route, "regardless of e-bike class," and no one under 16 operates a Class 3.
  • Earbuds. Section 12.30.060 bars riding "while wearing headphones, earbuds or any other device which obstructs and/or covers any portion of the ear canal." State law, § 27400, bars only coverings in "both ears"; in Menifee, one earbud is one too many.
  • Lights. Section 12.30.080 requires "a front facing white light" after sunset and reflectors "on both wheels and on the rear."
  • Speed. Section 12.30.110 caps you at 20 mph "on a trail, path, park or other public property within the city."
  • Modified bikes. Under § 12.30.030(D), it is unlawful to ride an e-bike "modified to exceed 28 miles per hour" on any roadway, sidewalk, trail or path in the city.
  • Parents. The same section says a parent "shall not authorize or knowingly permit" a minor child to break the chapter.

The chapter's own definition prints the motor limit as "less than 7.50 watts." The state's § 312.5 sets 750 watts, and the chapter's opening section says it "is not intended to conflict in any way" with state law.

Sidewalks: allowed unless a sign says no

Menifee lets you ride the sidewalk. Section 12.30.150(A) permits riding "on any sidewalk, bicycle path, bicycle trail, or roadway" unless "prohibited by appropriate signs." On the sidewalk you yield to walkers, and on one under eight feet wide you ride in the direction of traffic.

Parks, playgrounds and school grounds are the exception: subsection (C) bars riding there unless the place is designated as a bike path or route or posted for riding.

What changes on January 1, 2027

Two bills the Governor signed on September 30, 2026 take effect on January 1, 2027, under the California Constitution's Article IV, § 8. From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit "for a sidewalk" of "10 miles per hour," which matters here because Menifee's sidewalks are open to you.

AB 2346 also lets cities post 10, 15 or 20 mph on bike paths and multiuse trails, and it keeps in effect "Any speed limit on a bicycle path or multiuse trail established prior to January 1, 2027," Menifee's 20 mph among them. From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling as an e-bike any vehicle "with motor power of more than 750 watts."

What it costs to get it wrong

Breaking Chapter 12.30 is an infraction. Under § 1.01.200(B)(2), the fine runs to $100 for a first violation, $200 for a second within a year and $500 for each one after that. A fourth violation of the same rule within a year may be prosecuted as a misdemeanor.

The South Coast Air District. Menifee is on the South Coast AQMD's list of Riverside County cities it serves. Its Replace Your Ride program, for owners who meet its income and vehicle rules, lets you take "an e-Bike" in place of a replacement car when you retire an older one.

The program's e-bike option pays up to $7,500, with "the up to $7,500 check" made out to the shop. It covers one e-bike per adult in the tax household, rated "750W or less." None of the 21 shops on its participating list is in Riverside County, though any brick-and-mortar e-bike shop may apply to join.

The state. The California E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

Five businesses were tied to Menifee by at least one source: 2 verified, 1 repair service with no street address and 2 that do not sell bicycles.

Before verdicts, repair-only listings in Perris, Winchester and Canyon Lake, a Lake Elsinore repair shop, a closed Lake Elsinore cruiser shop, a Perris listing for a bike brand whose own site names no Perris store, and a Murrieta shop whose own site says it has moved to Vista were set aside as outside the city or not e-bike floors.

The sources, and what each one could and could not do

Seven makers' dealer maps were read on October 2, 2026, each with a control, first to 10 miles and then to 12: Velotric (967 locations), Aventon (67), Giant (5), Bosch (30), Specialized (4), Trek (2) and Pedego's California directory. Inside the city, only Giant named an e-bike dealer: Menifee Bicycles. Every out-of-city lead with an address was measured; the nearest with e-bike evidence are the six above.

OpenStreetMap returned no bicycle or e-bike shop inside relation 16809147, while the same query found 30 schools there, so the zero is measured.

Directories and AI search. Yelp, Superpages and Google Maps were read in a browser.

Eight questions went to eight answer engines and 25 of 64 answers were read: Google's AI Mode and Duck.ai answered all eight, ChatGPT seven and Brave two. Perplexity, Google's chat assistant and Bing (twice) failed their controls, and Microsoft Copilot showed only a sign-in wall.
