The city itself is the bigger story. Elk Grove lends e-bikes free for three weeks, closed a voucher round worth up to $1,000 last week, and on September 25 a new chapter of its code changes where you may ride.

Take that literally: Laguna Creek Trail starts on Bond Road, so a rental is a test ride on the surface you would commute on.

"Try an E-Bike!" the shop says on its home page, making the commuter case in the same breath: "Forget about refilling your gas tank or crowding onto public transportation — once you try an electric bike, it'll be the only way you ever want to get around town."

Of the four shops the City will take a voucher at, this is the only one both open and a general bicycle shop — the default door if you want a mechanic as well as a sale. Its online store lists e-bikes as a category rather than as models, so the floor is the real inventory.

"At Elk Grove, we also sell Ducati electric bicycles," the dealership states on its Ducati e-bike page — a separate inventory category from its Ducati motorcycles.

What it will not tell you is what is on the floor: the unit list is drawn in by script and returns nothing readable, so stock is a phone call. A Ducati e-bike is a premium mountain bike rather than a commuter.

"Welcome to Bikehaus Bike Shop & Repair! Let us take the stress out of your bike repairs and builds. Visit us in Old Elk Grove or call us to schedule our mobile services," reads its visitor-directory entry, the only page it keeps beyond Facebook.

The City names Bikehaus as one of four shops where an e-bike voucher may be spent on a new electric bike — a government publication saying this retailer sells qualifying new bikes. That is not the shop's own words, and says nothing about this week's floor.

Mobile repair matters if your e-bike is too heavy to lift into a car — at a median 80 lb across the bikes we sell, most are.

The city's voucher list, and the shop on it that has closed.

Elk Grove ran an e-bike voucher program this month: $500 toward a standard e-bike or $750 toward a cargo or adaptive one, rising to $750 and $1,000 under 300% of the Federal Poverty Level — real money against a bike under $1,500. The window ran "September 3rd at 12pm – September 9th at 12pm" and has closed, with decisions due "by mid-October".

The vouchers must be spent locally, and the City names the shops: "Participating bike shops include Pedego Electric Bikes, Cadence Bike Shop, Bikehaus and Elk Grove Bike Shop."

One of those four has shut. Cadence Bike Shop at 10044 Bruceville Road publishes nothing on its own website but a closure notice: "Cadence Bike Shop Is Permanently Closed." The City's voucher page still lists it, so does the archived CARB roster, so does a cyclists' map, and a search engine asked where to buy an e-bike in Elk Grove repeated the City's four names back verbatim this month.

If you are waiting on a voucher decision, Bruceville Road is a wasted trip. It runs the other way too: REI and Elk Grove Power Sports are on no city list, so a voucher cannot be spent at either.

SacRT and e-Tran — eBikes on Buses and Light Rail

Elk Grove's buses have been run by Sacramento Regional Transit since e-tran joined the district in 2021, so SacRT's rules are the rules here. One of them decides whether your e-bike works at all.

SacRT's bike rules set a hard ceiling: "Motorized bicycles are allowed on the bike rack, provided they do not exceed the 55 lb weight limit. Failure to comply with this rule could result in criminal citation." One bicycle per passenger, same warning.

Check 55 pounds before you buy, because most e-bikes are heavier. Of the 49 two-wheel e-bikes in Redtail's range that publish a weight, 3 are at or under 55 lb and 46 are over; the lightest is 39 lb, the median 80 lb.

When the rack is full, a bike comes inside only on the last bus of the day. If a bus is part of your commute, weight becomes a buying decision. A folding e-bike under 55 lb turns a trail ride into a bus-plus-bike trip; a 75 lb fat-tire bike is a bike-only machine here.

Trail Access — Laguna Creek, Elk Grove Creek and the 15 mph Rule

Elk Grove's trails are its best argument for an e-bike, and from September 25 they are where the new speed rule bites. The City's Trails Committee names four: Laguna Creek, Elk Grove Creek, Franklin Creek, and the Foulks Ranch / Laguna Greenbelt.

Laguna Creek Trail runs "from Bond Road to Waterman Road through the center of Elk Grove," the City writes: "two miles of paved, off-street trails for biking, running, horseback riding or just a leisurely stroll," ten feet wide with decomposed granite shoulders, reaching Old Town and Camden Lake.

Elk Grove Creek Trail runs "two miles from Laguna Springs Drive to Lewis Stein Road," also ten feet wide and paved, past City Hall — which is where the lending library hands out the bikes.

Elk Grove's first bicycle bridge over Highway 99 joins the two sides: "1,300-foot long, 14-foot wide," running into "a new 2,640-foot long, 10-foot wide asphalt trail along the creek."

What changes on these trails on September 25

The City already tells you the limit: its lending-library page says devices "can be ridden on bikeways and trails, except where a sign expressly prohibits them," and that the "Speed limit on trails is 15mph."

The new chapter attaches the same number to a legal category. A bicycle or PTD "shall not be operated at a speed of more than 15 miles per hour on any Class I bikeway," and any electric device you ride "with a motor capable of more than 750W shall not be operated on any Class I bikeway."

Which trails are formally Class I is not published on any City page reachable here; the Master Plan PDF refused five routes. Treat 15 mph as your number either way.

One older rule is in force already: EGMC § 9.36.067 says that inside "any park facility" no person shall "Operate any motorized vehicle, including, without limitation, motorcycles, trail bikes, or motorized bicycles upon any bicycle trail" without the Director's permit.

In the Vehicle Code a "motorized bicycle" is a moped rather than an electric bicycle, so on the narrow reading your e-bike is untouched; on the wider reading of "any motorized vehicle" it is not. The City publishes no answer.

Read the second carefully: it turns on what the motor can do, not on how fast you ride. A legal Class 1, 2 or 3 e-bike is under 750 W by definition and stays inside the rule. A 1,000 W machine — legal to own, but no bicycle under state law — is off the Laguna Creek Trail from September 25 at any speed.

Fifteen miles an hour is the other half, below what a Class 2 does on the throttle. Here the ceiling is the law's rather than the bike's.

California eBike Laws — What Makes an eBike Legal in Elk Grove

State law decides what your bike is; from September 25 an Elk Grove ordinance decides where you may take it. The two you will meet most are the sidewalk ban and the 15 mph trail cap.

The state layer: three classes and a 750-watt ceiling

California defines an electric bicycle at Vehicle Code § 312.5 as a bicycle with operable pedals and a motor under 750 watts, in three classes: Class 1, pedal-assist to 20 mph; Class 2, throttle to 20 mph; Class 3, pedal-assist to 28 mph. Inside those limits it is a bicycle, and you need no license, registration or insurance. Helmet ages and class-by-class access sit on the California e-bike law page.

The city layer: Chapter 10.71, effective September 25, 2026

Elk Grove had no e-bike chapter until this year. Ordinance 07-2026 was introduced August 12, adopted 5–0 on August 26, and its own face states EFFECTIVE: September 25, 2026. It repeals two bicycle sections and adds Chapter 10.71, "Bicycles and Personal Transportation Devices."

The chapter invents a category and keeps the old one. A personal transportation device, or PTD, means "an electric bicycle as defined by California Vehicle Code section 312.5, including Class 1, Class 2, and Class 3 electric bicycles," a motorized scooter or an electrically motorized board.

It also states that "An electric bicycle is a bicycle," so yours is both at once. Only the sidewalk rule is written against PTDs alone; every other section reads "a bicycle or PTD" and reaches pedal bikes.

Sidewalks. From September 25, stay off the sidewalk on any e-bike unless you can see a City sign saying otherwise.

No person shall ride or operate a PTD upon a sidewalk unless a sign is posted by the City stating that riding a PTD on the sidewalk is allowed. The Public Works Director shall designate sidewalks where such signs are posted.

A second subsection admits no sign: "Any electric-powered transportation device with a motor capable of more than 750W shall not be operated on a sidewalk." Where a sign does allow it, yield to people on foot "by slowing down, stopping, or dismounting," and warn audibly before passing from behind.

The repeal left something behind. The ordinance repealed §§ 10.12.010 and 10.16.180, the two sections that governed ordinary bicycles on sidewalks, and the new rule reaches only PTDs. On the text as adopted, Chapter 10.71 does not restrict a pedal bicycle on a sidewalk while an e-bike is barred unless signed.

It reads the other way too: § 10.71.030(C) opens "Where operating on a sidewalk is allowed" and binds "Bicyclists and PTD users" alike, as though bicycles needed a sign too. No City interpretation was located, so ask Public Works first.

Bikeways. Any Class I, II, III or IV bikeway is open unless a sign says otherwise; the 15 mph cap and the 750 W bar reach Class I only, and gasoline-powered devices are barred from Classes I, II and IV.

Riding conduct. No "unauthorized race, speed, or endurance contest" on a public street; racing and trick-riding events need a City permit; riding "with disregard for the safety of others or property" is itself a violation. Your passenger needs a separate seat with footrests, and an obstructed view means you stop before entering.

Tampering. Altering your serial number is unlawful, and so is modifying your bike "so as to change the speed capability of the device, or otherwise alter, modify, or adjust the motor settings to increase the speed … unless they first appropriately replace the label indicating the appropriate classification." A de-restricted Class 2 still wearing its original sticker is a violation here from September 25.

Impoundment, and its clock. The City "may impound and retain possession of any bicycle or PTD which was operated in violation of this Chapter," for up to 30 days. You have 5 days to ask the Police Department's Traffic Division, "in writing or electronically," for a meeting, which must be held within 10 days, with a decision 5 days after. A bike unclaimed 60 days after notice may be disposed of.

Penalties. Your first violation is an infraction; any you pick up within five years of it is a misdemeanor.

Why the City wrote it. The ordinance publishes its reasoning: e-bike calls for service grew "from approximately seven incidents in 2023 to 62 in 2025," and City CRASH data records "238 bicycle-related collisions between 2023 and 2025 … including 27 collisions resulting in major injuries."

Where to Ride Your eBike in Elk Grove

Two creek trails do most of the work. Laguna Creek Trail reaches Old Town, Elk Grove Creek Trail passes City Hall and four parks, and the Highway 99 bridge joins them — a car-free spine through the city.

The City's trail pages put "Bond Plaza and the Save Mart Shopping Center" on the first and "the Laguna Gateway or Laguna Point Shopping Centers" on the second, so either grocery run goes on a cargo e-bike without a stroad.

From September 25 the sidewalk is out, unless a posted sign says otherwise.

Borrow one first, free, for three weeks

Before you spend anything, Elk Grove will lend you an electric bike. The E-Ride Lending Library is, in the City's words, "a pilot program for Elk Grove residents (age 18+) to borrow an e-bike or e-trike for free for up to 3 weeks." Each device comes with "a removable battery and wall charger, a lock and keys, integrated front and rear lights, GPS, and a helmet if you do not already have one."

The fleet is eight: four commuters, two folding bikes, a cargo bike and a trike.

Pick-up is at Elk Grove City Hall, 8401 Laguna Palms Way: Mondays 10am–12pm, Wednesday afternoons, Fridays 1pm–4pm, plus one Saturday a month, by confirmed reservation. Bring proof of Elk Grove residence, a signed waiver and a screenshot of the finished safety course. Helmets are required.

One caution: the City's page gives the Wednesday closing time as 5:30pm in one section and 6pm in another, so confirm yours in the email.

Three weeks on a borrowed cargo bike answers what a showroom cannot: whether the trail commute survives July heat, whether it fits your garage, whether you still ride it once the novelty goes.

Eleven businesses were examined from six routes: an OpenStreetMap query of the city boundary, returning four named objects; California's archived CARB roster; Pedego's dealer directory; the City's voucher list; the Velomesto map; and web search.

Nine addresses resolved inside Elk Grove on the Census incorporated-place layer. A tenth, Sportsman's Warehouse, publishes no address and sits inside the boundary on the map layer alone; the eleventh is in Illinois.

What could not be read

These four read could-not-look, because a blocked request and an empty shelf look identical:

None is recorded as selling or not selling e-bikes: each is a real retailer whose surface would not answer. Five of the eleven are listed; one closed, one out of state.

Numbered limitations

1. Bikehaus is listed on a government roster rather than on its own words. The City names it as a shop where a voucher may be spent; it publishes no website. The roster proves a city authorized the retailer, nothing about stock or hours — and it names Cadence, which has closed.
2. Elk Grove Power Sports publishes a sentence rather than an inventory. Its Ducati page says the dealership sells Ducati electric bicycles; the unit list is drawn in by script and returned nothing readable.
3. REI's in-stock count is one day's snapshot.
4. Chapter 10.71 was read from the ordinance rather than the code. The Municipal Code on eCode360 "Includes legislation through 05-13-2026," so the chapter is not codified there yet; it was read from Ordinance 07-2026 as the City's own code publisher serves it. That PDF's text layer runs through a broken font map, so every quotation here comes from the rendered pages.
5. Two questions of Elk Grove law are unsettled and published both ways: the sidewalk gap, and whether § 9.36.067 reaches an e-bike on a park trail.
6. The lending-library page contradicts itself: Wednesday pick-up closes at 5:30pm in one section, 6pm in another.
