This shop used to trade as Roseville Cyclery. The old shop's own website, archived through January 28, 2022, gave its address as 404 Vernon Street and its phone as (916) 783-1100, and already carried an "EBIKE EXPERTS" section. Mike's Bikes of Roseville answers that same phone number today, from 201 Vernon Street.

Those are two street numbers. The Census geocoder puts 404 and 201 Vernon Street 293 meters apart, so the phone number carried over and the street address did not. Go by the address on the shop's own page today.

A local newspaper headline reads "Goodbye Roseville Cyclery, hello Mike's Bikes of Roseville," and an unaffiliated bike service's own FAQ says Mike's Bikes acquired the shop in early 2022. The old web address www.rosevillecyclery.com now redirects to mikesbikes.com (checked September 20, 2026), and the archived CARB approved-retailer roster (December 2024) lists Mike's Bikes of Roseville at 201 Vernon Street.

This door is a service floor and not a sales floor. Its own bike-shop page offers a paid "E-Bike Tune" package that "Adds firmware update & diagnostic service (applicable systems only)," and promises tune, repair and performance work on "mountain, road, hybrid or e-bike." The page does not claim e-bike sales at this location.

Not an e-bike: what one Roseville storefront actually sells

A & S Powersports, at 1125 Orlando Avenue, is a real Roseville business, "a certified OSET Electric Bike dealer in Roseville, CA," in its own words. The same site files the machines under "Oset Electric Motorcycles" and describes them as "our cutting-edge electric children's motorbike." Its page states no top speed or wattage and never mentions pedals.

California Vehicle Code § 312.5(a) defines an electric bicycle as a bicycle "equipped with fully operable pedals and an electric motor that does not exceed 750 watts of power." A machine without pedals fails that definition, whatever wattage or top speed it carries, so it is not counted among this city's e-bike doors.

Three "Roseville" results that are not in Roseville

Search results for an e-bike in this city surface three businesses whose own pages put them elsewhere. Roseville Motorsports, a Yamaha and Polaris dealer whose page is titled "E-Bikes For Sale in Roseville, CA," gives its own dealer address as 6005 Pacific Street, Rocklin. ATV Wholesale Outlet, whose page is titled "Roseville Electric Bike Dealer," gives 4551 Auburn Boulevard, Sacramento, an address the Census places in no incorporated city.

Bikes & Riders says on a page built for Roseville search traffic: "Conveniently located in Rocklin, our shop is an easy destination for Roseville riders." None of the three is a bad shop, and none is in Roseville.

• The address on the page you're reading. A page built for "Roseville" search traffic can print a Rocklin or Sacramento address in its fine print.
• The rebate paperwork, in the rebate section below. Keep every receipt from day one.

Roseville Transit — eBikes on the Bus

Roseville Transit's own Bike & Ride page says all buses are "equipped with two front-mounted bike racks, available on a first-come, first-served basis." The copy read here is archived from December 6, 2025, because the live address now returns HTTP 404.

Read the rest of that page as an e-bike buyer. It names no e-bike rule, no weight limit and no wheel-size limit: the words electric, motor, weight and wheel do not appear on it. It says riders use the racks "at your own risk" and that Roseville Transit "is not liable or responsible for loss or damage to bicycles."

When both racks are full, a folding bicycle may come aboard if it is "already folded and stored in a carrier bag," and "folding bicycles must be stored under an aisle-facing seat (maximum 12" in height when folded)."

Set that line against real folders. Our folding e-bike guide recorded a folded size for 19 of the 25 folding models it examined. As of August 30, 2026 the smallest single dimension among them is 19 inches, and none is at or under 12 on any side, so measure before you count on the fallback. The six models with no published folded size are unknown.

Neighboring Placer County Transit carries bikes on front racks and in commuter-coach compartments, two or three per bus, and names no e-bike rule either. If a commute depends on a heavy bike fitting a rack, ask the operator before you buy. A published silence is not a permission.

Trail Access — Miner's Ravine and Roseville's Parks

Start with what the city tells riders. Its own Bike & Scooter Safety Tips page says Type 1 and Type 2 e-bikes are "Allowed wherever regular bicycles are allowed on paved areas and multi-use trails," and that a Type 3 carries a "Minimum age 16" and is "Prohibited from multi-use trails unless otherwise specified." The city says Type where state law says Class, and the numbers match.

Miner's Ravine Trail is the case in point. The National Recreation Trails database describes it as paved asphalt and ten feet wide, and lists "Bicycling, electric" among its allowed uses. That entry is "a public record of the 2025 NRT application," names a City of Roseville planner as its contact, and "may be out of date if it has not been updated by a trail manager."

The city's other texts are harder to square with either. Its "Share the Trail" page says "No motorized vehicles permitted on trails."

Municipal Code § 8.02.220 makes it unlawful to "drive or park any motor vehicle or other motorized conveyance" in "any city park, golf course, greenbelt, trails or other open space owned by the city." It opens "Except as permitted by the director," exempts "electric scooters and wheelchairs in proper use by mobility-impaired persons," and never mentions an e-bike.

This is a real, unresolved conflict, published both ways here. The city's guidance and the trail record welcome Class 1 and 2 bikes on paved multi-use trails, while the ordinance's text bars motorized conveyances and names no e-bike exception. The director's clause could bridge the two, but no document read here says a permit for e-bikes exists. Read the posted signs at the trail you plan to ride.

A word-boundary sweep of seven Roseville Municipal Code chapters (139,629 characters) found zero matches for "electric bicycle," "e-bike," "ebike," "electric bike," "motorized bicycle" or "motor-assisted scooter," and one for "electric scooter," the mobility-impaired carve-out in § 8.02.220. It found 38 matches for "bicycle" and 431 for "park," which confirms it read real content.

California eBike Laws — What Makes an eBike Legal in Roseville

The state layer, read fresh

Vehicle Code § 312.5(a) requires fully operable pedals and a motor of 750 watts or less. Class 1 assists only while pedaling and cuts out at 20 mph; Class 2 adds a throttle and also cuts out at 20; Class 3 assists only while pedaling, cuts out at 28, and carries a speedometer. The California e-bike law page is the full statewide reference.

What Roseville's own police page says about e-motorcycles

The Roseville Police Department's e-device guidance draws a hard line at speed. E-motorcycles, defined as "Any self-propelled device, whether gasoline or electric powered, that goes faster than 30 miles per hour," must be DMV-registered, stay off trails, bike lanes and sidewalks, and carry a DOT-approved helmet for every rider and passenger of any age. A genuine electric bicycle tops out at 28 mph under § 312.5 and needs none of that.

The department adds that "adding pedals does not change its classification from 'e-motorcycle' to 'e-bike'." A pedal-less machine is outside the e-bike definition either way, and which category it lands in turns on a speed the dealer's page does not state.

The sidewalk rule, block by block

Municipal Code Chapter 11.14 permits riding a bicycle on any sidewalk, "provided that pedestrians shall at all times have the right-of-way." Riding is unlawful on six named segments: Vernon Street between Judah and Atlantic; Lincoln Street between Atlantic and Oak, and again between Pacific and Main; Grant Street between Atlantic and Oak; Main Street between Lincoln and Placer; and Church Street between Lincoln and Washington Boulevard.

On the Washington Boulevard underpass sidewalk riding is unlawful outright, so walk the bike through. Section 11.14.040 makes it unlawful for a parent or guardian to authorize or knowingly permit a child to break the chapter.

Roseville Electric Utility lists its own e-bike rebate

The rebate comes from the city's electric utility. Its rebate page, read September 20, 2026, still lists two e-bike rebates, with the amounts on the utility's application and income-qualified application, both dated August 2024:

The price band sets the amount, so price first: our under-$1,000, under-$1,500 and under-$2,000 guides sort bikes by what they cost. The bike must be a DMV Class 1, 2 or 3 e-bike, meaning a motor of 750 watts or less, fully operable pedals and a top speed of 28 mph or less, the same test § 312.5 sets statewide. Scooters, mopeds, segways and conversion kits are explicitly ineligible.

Read the caveat before you count on the money. The city's page says these rebates are "made possible by the State of California under the Low Carbon Fuel Standard Program" and that "the funding has decreased significantly in recent years." The application says claims are processed first-come, first-served "until funds are depleted or the program is closed," so call (916) 797-6937 before you buy.

Applications go in within 90 days of a new purchase. The income-qualified tier requires enrollment in the utility's Electric Rate Assistance Program or Medical Rate Assistance Program. Keep your sales receipt, a photo of the bike, a photo of the serial number and the manufacturer's specification sheet, all required.

Where to Ride Your eBike in Roseville

Ride city streets under the usual rules, use the sidewalk network except on the six segments in Chapter 11.14 and the Washington Boulevard underpass, and read the posted rules before you take a trail: Class 1 and 2 riders have the city's welcome on paved multi-use trails, while § 8.02.220 still bars any "motor vehicle or other motorized conveyance."

Two kinds of place are closed to bikes. At Diamond Oaks Municipal Golf Course and Woodcreek Golf Club, the code bars entering with the intent of "riding a bicycle," and on any city tennis court § 8.02.320 bars "riding upon a skateboard, unicycle or bicycle" without a permit from the director. Neither rule mentions an e-bike. Because § 312.5 defines an electric bicycle as "a bicycle," we read both as reaching one.

The candidate pool

Nine routes, fifteen businesses: OpenStreetMap's Overpass API; the archived CARB approved-retailer roster (2024-12-17 snapshot); each shop's own website; the City of Roseville's own pages; the Municipal Code on eCode360; web search; Wayback Machine snapshots; the Census geocoder; and a four-prompt AI panel. OpenStreetMap mapped 14 named candidate objects inside the city boundary, and the CARB roster confirmed four of the five counted shops at matching addresses.

The Census geocoder placed Mike's, Bob's and Trek inside the city limits by street address, and BlueZone and REI by their mapped coordinates, because it matched BlueZone's address to a differently named street and returned no match for REI's.

What could not be counted

A not-counted row is neither a seller nor a non-seller. Roseville Cyclery's old address forwards to Mike's Bikes, so that shop is listed once. For the Walmart rows, our Walmart e-bike page reads who sells the e-bikes on Walmart's website.

Numbered limitations

1. Roseville Transit publishes no e-bike, weight or wheel-size rule on the page this search found. The page is an archive capture from December 6, 2025 (the live address returns HTTP 404), so a newer version could differ, and whether the operator applies an unpublished limit to heavy e-bikes was not determined.
2. Whether § 8.02.220 reaches an electric bicycle is unsettled. The city's safety page and the trail record point to allowed, while the ordinance's text bars motorized conveyances with a director's-permission exception. No city reading reconciling them was located.
3. The 139,629-character code sweep covers seven chapters (8.02 park regulations, 10.42 motorcycle racing, 11.14 bicycles, 11.16 miscellaneous, 11.33 transportation systems management, 19.26 off-street parking and Article VI definitions), not the whole Municipal Code, so a provision in an unswept chapter could exist. eCode360 refuses direct requests, so the chapters were read through a text-extraction proxy.
4. Only one search-backed AI engine was asked these questions. Its buying-intent answer named two out-of-city dealers and one non-e-bike dealer among six recommendations, and BlueZone Sports appeared in neither of its two buying answers.
5. Two inputs are thin. The 5% Minnesota and Michigan share counts autocomplete suggestions, not searches, and the 39 that named no state were left unassigned. A & S Powersports is described from its own OSET dealer page alone, and the maker's specifications were not retrieved.
6. Seven documents were read from Internet Archive captures because the live page refuses scripted requests, no longer exists at that address or failed certificate validation: REI's bike-shop page (January 18, 2026), A & S Powersports' OSET page (December 10, 2025), Roseville Transit's Bike & Ride page (December 6, 2025), Placer County Transit's bike page (December 17, 2025), Roseville Cyclery's old home page (January 28, 2022), the CARB approved-retailer roster (December 19, 2024) and the Vehicle Code § 312.5 page (September 6, 2026).
