Seven e-bike makers' dealer maps were read to 10 miles around San Mateo, together with OpenStreetMap, Yelp, Superpages, Google Maps, every shop's own website and eight questions put to answer engines. The Census geocoder decided which addresses fall inside the city.

A store counts when a page it runs sells e-bikes or a maker's dealer map lists it for e-bikes. Four closed shops, two repair services and a sporting-goods chain are named below and left out of the count. Last verified October 8, 2026; next check April 2027.

Caltrain and SamTrans — Taking Your eBike Through San Mateo

Three Caltrain stations sit inside the city, and SamTrans buses carry e-bikes on the front rack.

The stations. Caltrain's station pages put San Mateo at 385 First Ave. with 11 bike racks, Hayward Park at 401 Concar Drive with 18 racks, and Hillsdale at 50 E. 28th Avenue. All three are in fare Zone 2, each lists "City-run on-demand electronic lockers" through BikeLink, and the Census geocoder places every one inside the city.

On the train. Caltrain's bike rules say "Electric trains have two bike cars and are limited to 36 bikes per bike car (72 bikes total per train)" and "Passengers with bicycles board first on bike cars." Your bike must fit the 71-inch stall, and "Gas-powered, tandem or three-wheel bicycles are not allowed." The electric-train FAQ asks you not to charge your e-bike from the seat outlets.

Folding bikes. The same rules say "Folding bikes are allowed on any train car as long as they are no wider than 32 inches at the widest point." Keep a folder folded on board and under your seat, and it rides even when both bike cars are full.

On the bus. SamTrans racks hold three bikes, and its bicycle page takes "E-bikes (front rack only; not inside bus unless rack is full)." The limits are 55 pounds, a 44-inch wheelbase and tires 2.3 inches wide. An e-bike goes inside only when the racks are full, in the ADA area, and you give that space up if a rider with a disability needs it.

Measure your tires before a SamTrans trip. The rack stops at tires 2.3 inches wide, so a 4-inch fat tire will not go on it at all; take Caltrain for that bike instead, where the stall limit is length.

San Mateo's Bike Trails, City Parks and the Crystal Springs Trail

The City names three bike trails along the bay, and some of them pass through parks, where San Mateo's park code governs your e-bike.

The City's three bike trails

The City's trails page lists "Seal Slough: 1.5 mile trail from Bayside/Joinville Park to Mariners Island Park," "Ryder Park: 2 mile trail from Ryder Park to Coyote Point Park" and "Seal Point Park: 1 mile loop." It adds, "You can park at either Seal Point or Ryder Park."

The park rule, read two ways

San Mateo's § 13.20.010(i) bars anyone from operating "any vehicle, motor driven cycle/scooter or aircraft" in park properties and facilities unless the Director of Parks and Recreation authorizes it. A pedal bike falls outside that word, because Vehicle Code § 670 excepts "a device moved exclusively by human power."

An e-bike is not moved by human power alone, so on one reading the park rule reaches it. On the other, § 231 says "An electric bicycle is a bicycle," and a bicycle is outside § 670. Until a court or the City settles it, walk the e-bike through City park grounds or ask Parks and Recreation before you ride.

The Crystal Springs Regional Trail

The County's trail regulations say "Bicycles are permitted only on the paved trail and in established parking areas," tell users to "obey posted speed limits" and open the trail "from sunrise to sunset year-round." The page names no rule for e-bikes, so read the sign at the trailhead before you ride one there.

Stay on the pavement at Crystal Springs and walk through City parks. Bicycles keep to the paved trail there, and inside City parks the "any vehicle" rule can be read to cover an e-bike.

California and San Mateo eBike Laws — What Makes an eBike Legal in San Mateo

California sets the classes and the age line. San Mateo's Title 11 adds a sidewalk rule and a downtown pedestrian mall, and January 1, 2027 brings new state and county law.

The state's definition and classes

Under Vehicle Code § 312.5(a), an e-bike is a bicycle with "fully operable pedals and an electric motor that does not exceed 750 watts of power."

At the shop, find the label § 312.5(c) requires, printing "the classification number, top assisted speed, and motor wattage," before you hand over a card.

A legal e-bike "is not a motor vehicle" under § 24016(b), so you need no license, registration or plate. Section 21213 keeps riders under 16 off Class 3, and § 21212 puts anyone under 18 in "a properly fitted and fastened bicycle helmet."

San Mateo's sidewalk rule

Section 11.56.100(c) makes it unlawful "to ride or operate a bicycle, motor driven cycle or motor scooter upon any sidewalk or upon any overhead pedestrian crossing over any street, roadway, State highway or State freeway that is signed for pedestrian use only within the City." Because § 231 makes an e-bike a bicycle, the rule reaches yours.

The words "signed for pedestrian use only" can be read to qualify only the overhead crossings, which bans riding on every sidewalk, or the sidewalks as well, which bans it only where a sign says so. Walk your e-bike on San Mateo sidewalks under either reading.

Downtown, passengers and shared bikes

  • The B Street pedestrian mall: § 11.29.030 sets malls on "B Street between 1st and 2nd Avenues" and between 2nd and 3rd, and § 11.29.040 says "All motorized vehicular traffic is prohibited on a pedestrian mall." Its list names "motor or e-scooters" but not e-bikes, so walk an e-bike through those two blocks.
  • Passengers: § 11.56.110 says a bike built "to carry only one (1) person shall not be used to carry additional person or persons."
  • Shared e-bikes: under § 11.30.030, a rental "must be parked upright on hard surfaces in the furniture zone of the sidewalk, at bicycle racks, or in areas specifically designated" for them.
  • Penalties: § 11.56.170 makes a breach of the bicycle chapter's riding rules "the offense prescribed by the California Motor Vehicle Code and punishable as provided therein," so a citation carries the Vehicle Code's fine.

The under-12 pilot and the County's ordinance

AB 2595, Chapter 843 of 2026, takes effect January 1, 2027 under the state Constitution's art. IV, § 8(c)(1). From January 1, 2027, its Vehicle Code § 21214.9 lets a city in San Mateo County, or the County for unincorporated areas, "prohibit a person under 12 years of age from operating a class 1 or 2 electric bicycle."

Under that law, a city's ban starts with 60 days of warnings and then "a fine of twenty-five dollars ($25)."

San Mateo's own 2026 ordinances, Nos. 2026-01 through 2026-09, include none on e-bikes, so the City has adopted no such ban.

The County's Ordinance No. 4923, "Ayden's Ordinance," takes effect January 1, 2027 in unincorporated San Mateo County, not inside the city. From that date it caps speed at 5 mph wherever County sidewalk riding is otherwise allowed, bars unsafe riding, and sets fines of up to $50, then $200, then $500.

What else changes on January 1, 2027

From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit of 10 miles per hour on a sidewalk anywhere in California. From January 1, 2027, SB 1167, Chapter 846, bars selling "A vehicle with motor power of more than 750 watts" as an e-bike.

Before a first San Mateo ride: walk on sidewalks and through the B Street mall, keep Class 3 for riders 16 and up, put a helmet on every rider under 18, and treat City park paths as walk-only until Parks and Recreation says otherwise.

Where to Ride Your eBike in San Mateo

The street is open to every class: under § 21200, a rider "has all the rights" of a driver, and San Mateo's § 11.56.100(a) keeps a slower rider near the right-hand curb, with exceptions for passing, turning left and hazards.

Rebates

WestLight Energy. Peninsula Clean Energy is now WestLight Energy, a change the City recorded in its Ordinance 2026-05. Its rebate page offers "up to $1,000 to purchase a new e-bike" to customers in San Mateo County and Los Banos who are enrolled in the CARE or FERA program.

On October 8, 2026 the page said the program "is temporarily paused while we transition to a new system" and "We expect to relaunch later this year." You take the rebate as an instant discount at a participating shop, and Bay Cycles and Summit's Burlingame store are both on the list.

Clean Cars for All. The Bay Area Air District's program pays you to scrap an older car; its Mobility Options award is $7,500 on "a pre-paid card for public transit or e-bikes," plus $2,000 more in a disadvantaged-community census tract. Call GRID Alternatives at 855.256.3656 to check eligibility.

The state. California's E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

A personal-training studio, a skate shop, a dance-wear shop, a shoe store, a motorcycle repair shop, a shared-bike operator, two listings Google Maps does not find and a shop that has moved to Half Moon Bay were set aside first.

Each of the 98 leads from the directories, map searches, answer engines and dealer maps was given a verdict, and the 95 a map could place were measured from the Census point. Four distinct e-bike floors stand within 5 miles, three of them inside the city.

The sources, and what each one could and could not do

Seven answer engines were asked eight questions: Perplexity and Bing's Copilot search answered all eight and Brave four on October 8, Google's AI Mode all eight on October 10, and the other three could not be read. Every business the engines named or cited was read and given a verdict.

The city code was read on the City's law library, Titles 11 and 13, with the City's 2026 ordinances through No. 2026-09. WestLight's participating-shop list loads only in a browser and was read that way on October 8, 2026.
