BART, SamTrans, Muni and Bay Wheels — Taking Your eBike Through Daly City

BART's bike FAQ answers the first question: "Yes, Class 1, 2, and 3 e-bikes are allowed on BART, subject to the BART Bike rules." Its rules allow bikes "on all trains except in the first car or any crowded car," say "Folded bikes are allowed in all cars at all times," and bar riding a bike inside a station.

The Daly City station has "24 on-demand BikeLink lockers" and a Bay Wheels dock "on the St. Charles surface parking lot at 379 St Charles Ave," and SamTrans and Muni buses serve it.

SamTrans lets you carry an e-bike on its front racks: "Electric bikes (e-bikes) are only allowed on racks unless the racks are full," up to a "Weight: 55 pounds," a "Wheelbase: 44 inches" and a "Tire width: 2.3 inches." Muni's racks "cannot accommodate handlebars that exceed 42 inches, tires wider than 3 inches, tricycles, or motorized bikes," and only folding bikes ride inside.

Muni's rule names "motorized bikes" without saying whether a pedal-assist e-bike is one, so read it both ways: a Class 1 or 2 bike under 3-inch tires may be welcome on the rack, or a driver may refuse it. A folding e-bike carried inside avoids the question.

Bay Wheels, the bike share Lyft runs, has 8 of the 642 stations in its station feed inside Daly City by the Census geocoder, among them the BART station, Westlake Shopping Center and Mission Street at John Daly Boulevard.

Weigh your e-bike before you plan a SamTrans trip. The rack limit is 55 pounds and the tire limit 2.3 inches; BART takes all three classes as long as you skip the first car and crowded cars.

The John Daly Boulevard Path and Daly City's Parks

If you want a path away from traffic, the City's 2020 Walk Bike Daly City plan, adopted by the City Council on February 24, 2020, says the multi-use path along the south side of John Daly Boulevard "may be considered the only existing Class I facility in Daly City," in "two 0.4 mile segments separated by a gap in front of Westlake Shopping Center."

The park rules

City parks "shall be closed to the public between sunset and sunrise the following morning" under § 12.36.020. Section 12.36.050(K) bars anyone in a park from operating "any vehicle, whether licensed or unlicensed under the provisions of the Vehicle Code of the state, except upon areas designated."

The parks chapter does not define "vehicle." Vehicle Code § 670 excepts "a device moved exclusively by human power," so a pedal bicycle is not one, while an e-bike also moves under its motor, so read § 12.36.050(K) both ways and walk the bike on a park path unless it is posted open to bikes. A parks violation is an infraction under § 12.36.090, "A fine not exceeding fifty dollars for a first violation."

Walk your e-bike through city parks, and leave by sunset. The park rule's "any vehicle" may reach an e-bike, and the parks close between sunset and sunrise.

California and Daly City eBike Laws — What Makes an eBike Legal in Daly City

California sets the classes and the age line. Daly City's code adds rules for every bicycle and one sidewalk rule that may reach an e-bike, and names no electric bicycle at all.

The state's definition and classes

Vehicle Code § 312.5(a) defines an e-bike as a bicycle with "fully operable pedals and an electric motor that does not exceed 750 watts of power."

Check for the permanent label § 312.5(c) requires, with "the classification number, top assisted speed, and motor wattage." Under § 24016(b), "an electric bicycle is not a motor vehicle," so it needs no plate or registration from the state.

Section 21213 keeps riders under 16 off Class 3, and § 21212 requires "a properly fitted and fastened bicycle helmet" on anyone under 18. The Daly City Police Department's Bicycle Safety page prints the same helmet rule and says "Bicyclists are subject to the same laws that apply to vehicles."

What Daly City's code says

Chapter 10.52 sets three rules you follow on any bicycle. Under § 10.52.020, a bike built for one carries no "additional persons"; § 10.52.030 requires "an adequate white headlight on the front thereof and a red light or red reflector on the rear" at night; and § 10.52.040 bars clinging to a moving vehicle.

Section 10.44.060 says "The driver of a vehicle shall not drive within any sidewalk area," and § 10.04.170 defines a vehicle "except a device moved by human power." A pedal bike is outside that definition. An e-bike is not moved by human power alone, so the rule may reach it or may not, and the City's code and its police guidance do not say which; ride in the street rather than on the sidewalk.

A search of the whole code, Supplement 38, for "electric bicycle," "e-bike" and "motorized bicycle" returns no section.

What a violation can cost

Under § 1.12.010, a code violation is an infraction, punishable by "A fine not exceeding one hundred dollars for a first violation," rising to $200 and then $500 for repeats within a year. Under § 1.12.020, a violation that continues after you have been told it is unlawful is a misdemeanor, with "a fine not exceeding $1000 or imprisonment for a term not exceeding 6 months."

What changes on January 1, 2027

From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit of 10 miles per hour on a sidewalk. From January 1, 2027, SB 1167, Chapter 846, bars selling "A vehicle with motor power of more than 750 watts" as an e-bike; both take effect under the state Constitution's art. IV, § 8(c)(1).

Before your first Daly City ride: check the class label, keep Class 3 for riders 16 and up, put a helmet on every rider under 18, light the bike at night, and ride in the street rather than on the sidewalk.

WestLight Energy. WestLight, whose old Peninsula Clean Energy address now forwards to westlightenergy.org, offers "up to $1,000 to purchase a new e-bike" to eligible customers "in San Mateo County and the City of Los Banos," and its rebate page said on October 8, 2026 that the program "is temporarily paused" and expects "to relaunch later this year." Sports Basement Stonestown is on its list of participating shops.

Every lead from the directories, map searches, answer engines and dealer maps that a map could place was measured from the Census point; the 42 outside the city and inside 5 miles were each given a verdict, as were 5 names no source could place. Seven distinct e-bike floors stand within 5 miles, none of them inside the city.

The sources, and what each one could and could not do

Seven makers' dealer maps were read to 10 miles on October 7, 2026, each beside a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory. Bosch's map still lists two closed San Francisco shops, so every listing was checked against Google Maps.

Directories and AI search. OpenStreetMap was read as a lead pool, never a count, with Yelp, Superpages and Google Maps in a browser. Seven answer engines were asked eight questions: Perplexity and Bing's Copilot search answered all eight and Brave three on October 8, Google's AI Mode all eight on October 10, and the other three could not be read. Every business the engines named or cited was read and given a verdict.

The city code was searched whole on Municode, Supplement 38, for 17 terms, and every hit was read: "bicycle" returned 10 sections and "electric bicycle," "e-bike" and "motorized bicycle" returned none.

City limits

Every address placed inside Daly City here returned "Daly City city" from the Census geocoder, Serramonte Center included. Mileages are straight lines from the Census Gazetteer point; San Francisco's own point lies offshore, so its distance is measured to City Hall.
