Quick Answer: Americans have been patenting electric bicycles since 1895, when Ogden Bolton Jr. of Canton, Ohio received US Patent 552,271 for a bicycle with a battery in the frame triangle and a motor built into the rear hub. Two more US patents followed in 1897 and 1899. Then combustion took the century, with one 1946 patent keeping the idea alive in a California garage. Japan built the first commercial pedal-assist bicycle in 1993; American companies followed from 1994 on revenues smaller than a bike shop's. Updated August 23, 2026 — expanded and corrected. This page originally said Congress "finally defined the machine in 2002." That was incomplete: Congress first defined an electric bicycle in 1998, in highway law (23 U.S.C. 217(j)(2), added by TEA-21 §1202(a)(7), June 9, 1998), four years before the consumer-product definition. A caption also said federal law never wrote the three classes; since November 15, 2021 it has, in the same section. How we verified this history

Every claim on this page traces to a document we opened in this session, and the documents are of three kinds: patents read at their full text and drawings, the statute read at the Government Publishing Office, and the Federal Register, the US government's own daily journal of record, queried through its public API.

We consulted 35 distinct sources for this page. Thirty-three were retrieved and read in full on August 21–23, 2026 — patents, statutes, Federal Register documents, a Securities and Exchange Commission filing archive, a House roll-call vote, a California chaptered bill, and a certified New York City local law — and one (the federal product statute) was reused from our own two-retrieval record of August 14, 2026.

One route — the US Census Bureau's international trade API, which would give an independent import series — requires an API key this newsroom does not hold. Every market figure on this page therefore comes from one place: the CPSC's own 2026 rulemaking record (91 FR 38162), which states its Euromonitor sourcing on its face. Where that record is our only source for a number, the sentence says so.

Who invented the electric bike?

The honest answer is that no single person did, and the honest American answer starts with a document: on December 31, 1895, the Patent Office issued Letters Patent No. 552,271 to Ogden Bolton Jr. of Canton, Ohio, for an invention he titled "Electrical Bicycle." His signature is on the drawing sheet. What he described is recognizable to anyone who has shopped for an e-bike this year.

Read his own opening sentence and the modern shape appears immediately. The invention consists, he wrote, of "a revolving armature carried by the wheel, the field-magnet, and the operating parts inclosed within an outer ring, and side plates which protect the parts from moisture and dirt." That is a sealed, weather-protected hub motor — the architecture we compare against mid-drives in the motor guide, described in 1895.

Three details in the drawing are worth studying. The battery hangs in the frame triangle, exactly where a modern down-tube pack goes. The motor is laced into the rear wheel with its own spoke flanges. And there is a rheostat on the handlebar — Figures 6 and 7 of the patent detail the lever and its contacts, which is to say the machine had a bar-mounted power control before the automobile was a going concern in America.

What Bolton's machine did not have is a pedal-assist system, or gearing, or any way to offset the enormous weight of 1895 lead-acid cells. It was a direct-drive hub fed by a battery, controlled by a resistance lever that turned unwanted power into heat. The idea was right and every component available to build it was wrong.

The 1897 machine that already had assist modes

Two years later, on December 28, 1897, Hosea W. Libbey of Boston received Patent 596,272 for a machine driven by a "double electric motor." His specification is the most surprising document in this whole history, because it describes a feature buyers think of as modern: two selectable power levels.

The battery, he wrote, is "divided by a longitudinal partition," and the consequence is stated plainly in his own words:

In his words: "Thus only one half of said battery may be used on level roads and both halves employed when climbing a hill, and by employing the rear double-treaded wheel for the driving-wheel a double amount of traction is obtained."

That is an eco mode and a boost mode, chosen by the rider according to the terrain, patented in 1897. The mechanism is nothing like a modern controller: he was switching battery halves rather than modulating current electronically. But the rider-facing idea is the same one every assist-level button implements today.

The rest of Libbey's design is a reminder of how alien the period was. The batteries were "supplied with the exciting fluid, such as diluted sulfuric acid," from a reservoir he formed into the hollow saddle the rider sat on. The rear wheel had a duplex tread for traction. And he cited two of his own earlier patents from 1893 and 1895, which tells you he had been working the problem for years before this one issued.

The trap this history sets: it is tempting to read these patents as near-misses that only needed better batteries. They were not close. A patent describes an idea; it is no evidence that a working machine was built, sold, or ridden — and for these three, we found no primary evidence of commercial production at all.

The 1899 patent that was not called a bicycle

The third American patent in this sequence is the one most often mis-described. On June 13, 1899, John Schnepf of New York received Patent 627,066 — and the title printed at the head of the document is not "Electric Bicycle." It is "AUTOMOBILE."

The body of the patent describes something familiar to anyone who has browsed conversion kits. Its "chief object," Schnepf wrote, "is to provide a means which may be attached to or detached from a bicycle of any ordinary type, which means may be utilized as a primary or auxiliary driving means." A bolt-on motor unit, removable, that could either drive the bike or merely help.

Two words in that sentence do a lot of work. "Auxiliary" is the exact term American law still uses — the tariff and vehicle codes speak of cycles "fitted with an auxiliary motor" — and the concept of an add-on kit rather than a purpose-built machine is the conversion-kit market we discuss in the motor guide today. The battery in his design is "detachably supported... by suitable fastening-clamps": a removable pack, in 1899.

The title matters for a second reason. In 1899 the Patent Office had no settled category for a pedal vehicle with a motor on it, so an electric bicycle got filed under "Automobile" — the same classification confusion that would put e-bikes in front of the motor vehicle regulator a century later, as the 2000 record shows. The naming problem is older than the product category.

Here is a piece of arithmetic nobody else does, and it is worth doing because it connects the oldest document on this page to the newest law. Bolton's patent describes the electrical demand of his motor in a specific example. In his words, the motor is "wound expressly to take a heavy current at a low voltage — for instance, to carry one hundred amperes at ten volts."

Electrical power is current times voltage. 100 amperes × 10 volts = 1,000 watts. That is our arithmetic on the patent's own stated example, and it is the only calculation involved.

Now set it beside the sentence Congress wrote 107 years later. A "low-speed electric bicycle," under 15 U.S.C. § 2085(b), must have "an electric motor of less than 750 watts."

So the first American electric bicycle patent describes, by its own example figures, a machine that would not qualify as a low-speed electric bicycle under the law that governs the category today. It would be sold as something else, or not sold at all.

Two honest caveats belong with that finding. The patent gives 100 A at 10 V as an illustration of the winding rather than a fixed rating, and a wound motor's actual continuous output depends on far more than the example current. And 1895 lead-acid cells would have struggled to deliver 100 amperes for long. The finding is about the specification as written — but as written, it is over the line.

The through-line The category's oldest American document and its governing law disagree about how much power an electric bicycle may have. That argument — how strong is too strong — has run for 131 years and is still running in the 2026 rulemakings.

Why the first electric era died

The 1890s American bicycle boom collapsed, and electric propulsion went with it. We can say what the record shows about the technical problem without pretending to know every commercial reason, so here is the honest version.

Every one of these three patents depended on lead-acid batteries with sulfuric acid in a frame-mounted tank; Libbey's design routed the acid through the saddle itself. Against that, the internal combustion engine offered a liquid fuel with vastly more energy per pound, refillable in a minute from a growing distribution network. There was no contest to be had in 1900.

What we could not verify: the commercial fate of any of these three inventions. We found no primary evidence that Bolton, Libbey, or Schnepf produced machines in quantity. Popular histories often name European precedents from the 1880s as well; we could not retrieve those at a primary source in this session, so this page makes no claim about who was first in the world — only about what the US patent record contains.

The category problem never went away: what counts as a bicycle, and what is simply a small motor vehicle?

The century between Schnepf and the modern e-bike is usually written off as empty. The patent record says otherwise. On May 7, 1946, Jesse D. Tucker of Huntington Park, California filed for a "Wheel Motor Unit" — granted July 11, 1950, as US Patent 2,514,460 — and the two claims in it solve the exact problems Bolton's 1895 design could not.

Tucker's stated objects, in his own words: a wheel motor "compact, simple in construction, and relatively light weight" driving the wheel through "a novel reduction gear assembly," plus "an overrunning clutch assembly operative to permit the wheel to run free of the electric drive motor and gear assembly when the same are not in operation."

Read that against the motor guide's geared-hub section and the significance is hard to miss. A small fast motor geared down inside the hub, with a freewheel so the bike pedals normally when the power is off — that is the architecture of nearly every hub-motor e-bike sold in America today, specified in 1946. Bolton's direct drive dragged; Tucker's freewheeled.

What the patent does not show: any evidence of production. Like the 1890s trio, it is an idea on paper. The missing ingredient was still the battery, and it stayed missing for another four decades.

1993: Japan builds it first

The pedal-assist e-bike — the machine that senses your effort and adds to it — is not an American invention, and the honest history says so plainly. Yamaha announced the PAS on July 27, 1993, and released it that November, calling it the world's first electric pedal-assist bicycle. The claim is Yamaha's own, but the company's records of the machine are specific enough to check.

Development had started in April 1988, per Yamaha's own corporate history, on a system where the motor "would supply the appropriate amount of power in accordance with the amount of force being applied to the pedals" — pedal-force proportional assist, the ancestor of every torque sensor in our sensor guide.

Yamaha's engineers found 8-bit microprocessor control "awkward"; a 16-bit CPU made it smooth. The assist ratio was capped and tapered with speed so regulators would treat the machine as a bicycle.

The first production PAS (model PA26-A) ran a 235-watt brushed DC motor, weighed 31 kilograms, and went about 20 kilometers on a charge — figures from Yamaha's own museum page. Its regulatory strategy mattered as much as its engineering: Yamaha lobbied Japanese authorities to classify the machine as a bicycle needing no license and no helmet, the same category question every American legislature would face over the next thirty years.

The trap this section removes: American histories often leap from the 1890s patents straight to the 2002 law as if the product appeared by spontaneous generation. The commercial pedal-assist e-bike is a Japanese machine of 1993 vintage, and the American story of the next decade is the story of importing, imitating and regulating it.

The American 1990s: three companies and $1.6 million

The American revival can be measured in Securities and Exchange Commission filings, and the numbers are humbling. ZAP Power Systems — the era's flagship American e-bike company — was incorporated in California on September 23, 1994, in Sebastopol, selling "electric bicycle power kits, electric bicycles and tricycles."

The ZAP trademark had been issued to co-founder James McGreen in September 1993. Retail sales became the core business "late in the fourth quarter of 1995," per the company's own 10-KSB.

The same filing states the scale: net sales of $1,170,900 in 1996 and $1,640,200 in 1997 — the whole company, kits and bikes and scooters together, smaller than a single suburban car dealership. It was developing an electric police bicycle and filing patents on a 40% annual growth rate. That was what the American e-bike industry looked like the year before Google was founded.

Then a famous name arrived. EV Global Motors Company, formed in 1997, described itself in an SEC filing as "a company recently formed to develop and market light electric transportation systems such as bicycles, scooters and electric vehicles" — and its listed control persons include Lido A. Iacocca: Lee Iacocca, the man who had run Ford and rescued Chrysler, now selling electric bicycles. The filing records his company's June 1997 deal with motor-maker Unique Mobility of Golden, Colorado.

The third name is the one the federal record caught. Currie Technologies — whose January 2000 exemption petition opens our Federal Register corpus below — was founded by Dr. Malcolm Currie, a former Hughes Aircraft chief executive.

Two of the three serious American e-bike ventures of the 1990s were run by men who had spent their careers building cars and defense hardware. The bicycle industry itself largely sat the decade out.

1998: the first federal definition nobody remembers

Ask when Congress first defined an electric bicycle and nearly every source — including, until this update, this page — answers 2002. The statute book answers differently. On June 9, 1998, the Transportation Equity Act for the 21st Century added subsection (j) to 23 U.S.C. § 217, the federal highway program's bicycle section, and it contained this sentence:

The 1998 definition, quoted from the section's amendment history: "The term 'electric bicycle' means any bicycle or tricycle with a low-powered electric motor weighing under 100 pounds, with a top motor-powered speed not in excess of 20 miles per hour."

That is the first e-bike definition in the United States Code — a 100-pound, 20-mph machine, defined four years before the 750-watt product law, with no wattage number at all.

Its purpose was narrow: it let states admit e-bikes to federally funded trails and pedestrian walkways ("when State or local regulations permit, electric bicycles," the section still says). It regulated no product and bound no manufacturer, which is why an e-bike company was still petitioning the motorcycle regulator in 2000.

So by the turn of the century the machine had two federal identities: a trail vehicle in highway law, and an under-equipped motorcycle at NHTSA — with a third, the consumer product, about to be written. Keep the count; this section's number grows again in 2021.

What the federal record shows: six years of silence

This is the part of the American story you can measure, so we measured it. The Federal Register is where the US government publishes its rules, proposals and notices, and its full text is searchable from January 3, 1994. We queried its public API for every document mentioning an electric bicycle, deduplicated three phrase searches, and got a corpus of 36 documents.

The first result is an absence. Between January 1994 and December 1999 the federal government published not one document naming an electric bicycle. To be sure that was a real silence and not an artifact of the archive, we ran a control: the plain word "bicycle" returns 1,672 documents, the earliest on January 14, 1994, within the archive's first two weeks. Washington was writing about bicycles constantly.

It was not writing about electric ones at all.

The second result is where the attention landed once it arrived. Of the 36 documents in our corpus, 20 came from the Department of the Interior — the National Park Service, the Fish and Wildlife Service, the Bureau of Land Management. Five came from the Consumer Product Safety Commission and five from the Department of Transportation.

The pattern is the American argument in one column of numbers: more than half of all federal e-bike paperwork is about access rather than the product itself. The country settled what an e-bike is in a single 2002 statute, then spent two decades arguing about where you may ride one.

That is precisely the terrain our state law hub and trail atlas map today, right down to California's trail agencies and Texas's.

What to take from the patents The architecture was settled in 1895 — battery in the frame, motor in the hub, control on the bar. What changed since is the battery chemistry and the law, and only one of those is still moving.

2000: an American company asks the wrong regulator

The corpus opens on January 20, 2000, and the first document is a small notice with a large implication. Currie Technologies, Inc. — a Californian electric-bicycle company — had applied to the National Highway Traffic Safety Administration for a temporary exemption from Federal Motor Vehicle Safety Standards Nos. 108 and 123 (65 FR 3268).

Consider what that means. FMVSS 108 governs lamps and reflective devices; FMVSS 123 governs motorcycle controls and displays — both written for motorcycles. To sell an electric bicycle in America in 2000, a company was dealing with the agency that regulates cars and motorcycles, asking to be excused from motorcycle rules — because the country had no other category to put the machine in.

The road the bicycle lost. Combustion took the century; the patent waited it out.

The fix, when it came, was legislative rather than regulatory.

That is the pre-2002 world in one filing: a bicycle with a small motor was, federally speaking, an under-equipped motorcycle. The industry's problem was not that the rules were strict. It was that the rules were written for a different vehicle entirely.

2002: Congress writes the sentence everything rests on

The bill was HR 727, and its paper trail is preserved at Congress.gov. Representative Cliff Stearns, a Florida Republican, introduced it on February 27, 2001; the Energy and Commerce Committee reported it the next week (House Report 107-5), and on March 6, 2001 the House passed it under suspension of the rules, 401 to 1.

The lone No was Representative Ron Paul of TexasRoll call no. 27, read name by name at the House Clerk's site. Then the bill sat in the Senate Commerce Committee for twenty months. It finally passed the Senate by unanimous consent on November 18, 2002, in the post-election lame-duck session, without amendment and without a recorded vote, and was signed on December 4, 2002 as Public Law 107-319.

The Act's own long title says what it does: "To amend the Consumer Product Safety Act to provide that low-speed electric bicycles are consumer products subject to such Act." It runs to barely a page. Almost nobody in Washington fought about it, almost nobody noticed it, and it is the most consequential page in American e-bike history.

The definition it added, quoted verbatim from the enrolled law at GPO:

"For the purpose of this section, the term 'low-speed electric bicycle' means a two- or three-wheeled vehicle with fully operable pedals and an electric motor of less than 750 watts (1 h.p.), whose maximum speed on a paved level surface, when powered solely by such a motor while ridden by an operator who weighs 170 pounds, is less than 20 mph."

Four decisions are packed into that sentence, and every one still shapes what you can buy:

The statute also did something quieter that matters enormously. It moved e-bikes to the Consumer Product Safety Commission — the agency that regulates household products — and away from the motor-vehicle regulator Currie had been petitioning. The CPSC implemented it on February 12, 2003 (68 FR 7072), subjecting e-bikes to the same regulations as ordinary bicycles.

One more clause deserves attention because riders meet its consequences constantly. Section 38(d) says the federal rule "shall supersede any State law or requirement... to the extent that such State law or requirement is more stringent" than the federal one. That is a partial ceiling on state strictness for the product itself.

It says nothing about traffic rules, though, and states remained free to decide who may ride where and how fast. Which is precisely why our 50-state table has 51 different rows, and why California, New York and New Jersey diverge so sharply.

The three-class labels are a state invention that federal law adopted: California wrote them in 2015, Congress in 2021.

2015: California invents the three classes

The class sticker on every modern e-bike traces to one bill. On October 7, 2015, Governor Brown signed Assembly Bill 1096 — Chiu, Chapter 568 — and the chaptered text at the California Legislature does four things no American law had done before.

It defined an electric bicycle as a bicycle "with fully operable pedals and an electric motor of less than 750 watts" and created three classes: pedal-assist to 20 mph, throttle to 20 mph, pedal-assist to 28 mph.

It required manufacturers to affix a label to each e-bike "that describes its classification number, top assisted speed, and motor wattage" — the sticker on your seat tube is a California invention. It barred riders under 16 from Class 3 and put helmets on every Class 3 rider. And it made tampering a labeling offense: modify the speed capability and you must replace the label to match.

The Legislature's own digest states the design: an e-bike rider "is not subject to financial responsibility, driver's license, registration, or license plate requirements." The bicycle side of the line, in other words — the same fight Yamaha had won in Japan in 1993, settled in American statute.

What followed was an adoption wave our 50-state hub tracks live: as of August 2026 40 states run a three-class system, with North Carolina making it 41 on December 1, 2026.

The wave then flowed uphill. The Interior Department's 2020 rules wrote the three classes into federal land regulation, and on November 15, 2021 the Infrastructure Investment and Jobs Act rewrote 23 U.S.C. § 217(j)(2) around them — striking the 1998 hundred-pound definition and replacing it with class 1, class 2 and class 3, defined in federal statute in nearly California's words.

The correction that sentence forces: an earlier version of this page said the three-class labels were "a state invention. Federal law never wrote them." Half right. States invented them; since 2021, federal highway law has written them out in full. The product statute still knows nothing of classes — the two federal definitions simply disagree about how to describe the same machine, which is this history's oldest habit.

Why your bike has a sticker Class number, top assisted speed, motor wattage: AB 1096 §21213 ordered that label onto every e-bike sold in California in 2015, the market standardized on it nationally, and Congress adopted the vocabulary in 2021. One state bill formatted the whole country's handlebar conversation.

2020: the year the land managers moved

Our corpus has one obvious spike, and it has a paper trail with names and dates. On August 29, 2019, Interior Secretary David Bernhardt signed Secretarial Order 3376, "Increasing Recreational Opportunities through the use of Electric Bikes," directing his agencies to define e-bikes separately from motor vehicles and allow them where bicycles go.

The order and its date are recited in the NPS final rule itself; the National Park Service issued its implementing Policy Memorandum 19-01 the next day.

The rulemakings followed: in 2020, ten federal documents named electric bicycles — more than in the previous twenty years combined — nearly all from Interior, all on the same question: may an electric bicycle go where a bicycle may go?

The proposals landed within days of one another in April 2020 — the National Wildlife Refuge System on April 7, National Park Service general provisions on April 8, BLM recreational opportunities on April 10, and off-road vehicle use on April 13. Three final rules then published on the same day, November 2, 2020.

The final NPS rule contains this history's single most granular legal detail, stated in its own preamble. The 2002 product statute says less than 750 watts, but "many manufacturers sell e-bikes with motors having exactly 750 watts" — so "in order to avoid the unintended consequence of excluding many devices... due to a one-watt difference in power," the Park Service wrote its land definition as not more than 750 watts.

One watt, two federal definitions, and a deliberate choice to diverge: the sentence every "750W" spec label quietly lives inside.

That coordinated burst is why an American rider's practical experience of e-bike law is a patchwork of land-manager policies rather than a single national rule. Federal parks, refuges and BLM land each got their own framework in that one season, and state and county agencies then layered their own rules on top.

What the injury data actually says

By the 2020s the American conversation had shifted again, toward safety, and here the record demands care. The CPSC's September 2023 report, "Micromobility Products-Related Deaths, Injuries, and Hazard Patterns: 2017–2022," estimated 53,200 emergency-department-treated injuries associated with e-bikes across those six years, or 15 percent of all micromobility injuries in the period.

Then the same agency published a different number. Its March 2024 rulemaking notice (89 FR 18861), citing that very report, states 53,100 for the same measure over the same years. The gap is small and immaterial to any decision, but we report it because a page that quietly picks one figure is hiding something a reader could find. Two CPSC documents, one dataset, two totals.

The ANPR also gives endpoints: injuries "increased from 3,538 to 24,335 injuries from 2017 to 2022." Dividing one by the other gives +587.8% — our arithmetic, on their figures.

That last point is the one every other page skips. The underlying CPSC report states plainly that "annual estimated ED visits for e-bikes did not meet the reporting criteria for each individual year from 2018 to 2021." The endpoints are published. The path between them never was. So the growth is real and steep, and anyone drawing a smooth rising curve through those six years is drawing something the data does not support.

Two more cautions belong with those figures. They are injury counts rather than injury rates: the number of e-bikes on American roads grew enormously over the same period, and without a denominator you cannot say whether riding got more dangerous or simply more common. And NEISS is a probability sample of roughly 100 hospitals, so every figure is an estimate with sampling error, not a census.

Reading safety numbers honestly Injury counts rose steeply on the CPSC's own endpoints. They are counts rather than rates, from a hospital sample, with four unreportable years in between — real, and not a curve anyone should draw.

The fire years: New York writes UL into the sales law

The battery finally made the machine work; it also burns. By the early 2020s New York City — the densest e-bike market in the country — was recording battery fires in numbers its Fire Department publicized, and on March 20, 2023 the city enacted Local Law 39 of 2023, the certified text of which we read at the City Clerk's record.

Its operative sentence: "No person shall distribute, sell, lease, rent or offer for sale, lease or rental a powered bicycle unless... the electrical system for such bicycle has been certified by an accredited testing laboratory for compliance with Underwriters Laboratories (UL) standard 2849." Batteries sold separately must meet UL 2271; e-scooters, UL 2272.

The law took effect 180 days after enactment — mid-September 2023 — and it regulates sellers rather than riders: nothing in it takes a bike you already own off the road.

Two details in the enacted text reward close reading. The first violation carries a civil penalty of zero dollars — the Council built in one free warning per seller, then up to $1,000 per subsequent violation, counted per stock-keeping unit.

And the definition section sorts machines by the same century-old method this page keeps meeting: a "powered bicycle" is whatever New York State vehicle law says has electric assist, and everything else motorized falls into a different bucket with a different UL number.

The federal government then reached for the same tool. The CPSC's June 2026 proposed battery standard cites "a recent regulation in New York City" as evidence that mandates accelerate compliance, and its docket counts 227 fire-and-thermal incidents from 2019 through 2023, with 39 deaths and 181 injuries across micromobility products.

The city wrote the rule first; the country is deciding whether to follow. Our law hub tracks where certification language has already reached state statute — Minnesota put third-party testing inside its e-bike definition in 2024.

2026: the rules being written right now

E-bike history is not a closed subject, and two federal actions from this summer prove it.

On June 24, 2026, the CPSC proposed a safety standard for lithium-ion batteries in micromobility products (91 FR 38162), aimed at "thermal runaway of lithium cells, which can lead to fires, explosions, gas releases, burns, overheating, and smoke inhalation." That is a proposed rule, not yet final — the descendant of the 2024 inquiry, and the first serious federal attempt to regulate the part of an e-bike that actually burns.

On August 12, 2026, the National Park Service published a final rule on powered micromobility devices (91 FR 52024), which "defines powered micromobility devices separately from motor vehicles, traditional bicycles, electric bicycles, and human powered coasting devices." It takes effect September 11, 2026. Note what it does: it draws a new boundary line next to e-bikes, sorting scooters and hoverboards into their own category — the 1899 naming problem, still being solved.

The pattern across 131 years is stable. A machine arrives that does not fit an existing category; the government sorts it into the nearest wrong box; someone objects; a definition gets written; the definition ages as the machines change. We are on the fourth cycle of that loop.

The market arrives: from $1.6 million to 1.4 million bikes

Set two verified numbers side by side and the whole commercial history compresses into one sentence. In 1997, ZAP — the leading American e-bike company — reported net sales of $1,640,200. In 2024, by the CPSC's own market analysis, Americans bought about 1.4 million e-bikes in a single year, from a market of 179 identified firms, growing at a 31 percent compound annual rate in units since 2018 (91 FR 38162).

The same rulemaking record puts 898,100 e-bikes sold in the United States in 2021 — the figure this page's methodology note explains, sourced to the agency's commissioned Euromonitor study and carried in a federal document. At a conservative $1,000 a bike, 2024's units imply an American e-bike market above a billion dollars a year; that multiplication is ours, and the price assumption is stated so you can reject it.

Trade law, meanwhile, restaged the naming argument one more time. When the 2024 Section 301 tariff review raised duties on Chinese "electric vehicles" to 100 percent, commenters asked the US Trade Representative to include electric bicycles under tariff heading 8711.60.00.

USTR declined, determining in the Federal Register that "electric bicycles and motorcycles are distinct from what is traditionally understood as 'electric vehicles.'" Schnepf's 1899 patent was titled "Automobile" because no better box existed; in 2024 the government was still ruling on which box the machine belongs in — this time, in the machine's favor.

Fact-check: seven claims you will meet elsewhere

Frequently asked questions

When were electric bikes invented?

The earliest US patent we retrieved and read is Ogden Bolton Jr.'s, granted December 31, 1895. Two more American patents followed in 1897 and 1899. Whether an electric cycle existed anywhere in the world before 1895 is a separate question we did not settle at a primary source, so we make no claim about it.

Who invented the electric bike?

No one person. In the American record, three inventors filed the founding patents: Ogden Bolton Jr. of Canton, Ohio (1895), Hosea W. Libbey of Boston (1897), and John Schnepf of New York (1899). Each solved a different piece — hub motor, dual power levels, bolt-on kit.

What did the first electric bike look like?

Bolton's drawing shows a diamond-frame bicycle with a battery hanging in the frame triangle, a motor built into the rear hub with its own spoke flanges, wiring run through a hollow axle, and a rheostat lever mounted on the handlebar. The layout would not look strange in a modern bike shop.

As described, probably not. Bolton's patent gives an example motor drawing 100 amperes at 10 volts, or 1,000 watts by our calculation, while 15 U.S.C. § 2085(b) requires a motor of less than 750 watts. The patent gives that figure as an illustration of the winding rather than a rating, so treat it as a finding about the document, not about a machine anyone measured.

Not until the 2010s, and both the paper trail and the market data show why the takeoff felt sudden. The whole flagship American e-bike company booked $1.64 million in 1997; by 2021 Americans bought 898,100 e-bikes in a year, and about 1.4 million in 2024, per the CPSC's rulemaking record. The federal paperwork followed the same curve: zero documents in the 1990s, ten in 2020 alone.

Why did electric bikes disappear for most of the 20th century?

Because the batteries could not compete — gasoline offered far more energy per pound and a refueling network, while the founding patents all relied on liquid-acid cells. The idea never quite died, though: Jesse Tucker's 1946 patent specified a geared, freewheeling hub motor decades early. The Department of Energy's own comparison still lists low specific energy as lead-acid's defining limit; the chemistry worth building around arrived with lithium-ion.

When did the US government first regulate electric bikes?

Twice, for different purposes. Congress first defined an electric bicycle in highway law on June 9, 1998 (TEA-21, adding 23 U.S.C. 217(j)(2) — a 100-pound, 20-mph trail definition), then regulated the product on December 4, 2002 with Public Law 107-319, which the CPSC implemented on February 12, 2003. In between, an e-bike company was still petitioning the motorcycle regulator for exemptions in 2000.

Is there a federal e-bike class system?

Since 2021, yes — in one of federal law's two definitions. The classes began as a state framework (California, 2015), reached federal lands through the 2020 Interior rules, and entered federal statute when the Infrastructure Investment and Jobs Act wrote class 1, 2 and 3 into 23 U.S.C. 217(j)(2) on November 15, 2021. The consumer-product statute still knows nothing of classes; our state law hub tracks the versions riders actually live under.

How many e-bike injuries are there in the US?

CPSC estimated 53,200 emergency-department-treated e-bike injuries across 2017–2022 in its 2023 report, and cited 53,100 for the same period in its 2024 rulemaking notice. Both are estimates from a hospital sample, and the agency did not publish reportable annual figures for 2018 through 2021.

What e-bike rules are changing in 2026?

Two. The CPSC has proposed a lithium-ion battery safety standard (91 FR 38162, June 24, 2026), still at the proposal stage. And the National Park Service finalized a powered micromobility framework (91 FR 52024, August 12, 2026) that takes effect September 11, 2026, sorting scooters and similar devices into a category separate from e-bikes.

What was the first commercially successful electric bike?

Yamaha's PAS, announced July 27, 1993 and released in Japan that November — by Yamaha's own account the world's first production pedal-assist e-bike, with a 235-watt motor and assist proportional to pedal force. American companies like ZAP (incorporated 1994) sold kits and complete bikes in the same decade at a much smaller scale.

Are e-bikes required to have UL-certified batteries?

Federally the answer is not yet: the CPSC's proposed battery standard (June 2026) remains a proposal. But New York City has required UL 2849 certification for any e-bike sold, leased or rented since Local Law 39 of 2023 took effect in September 2023, and Minnesota wrote third-party testing into its statutory e-bike definition. Certification is arriving jurisdiction by jurisdiction, seller-side first.

Limitations and expiry

What this page cannot tell you, numbered and grouped. A history that states its own boundaries is worth more than one that implies it has none.

Author and interest. 1. Redtail eBikes sells electric bicycles, so we have a commercial interest in the category's reputation. Nothing on this page is a recommendation, and the injury and regulatory sections are reported at their sources' full strength, including where that is unflattering.

Data. 2. The Federal Register corpus counts documents that mention an electric bicycle rather than documents about one; some hits are single passing references. 3. Its coverage begins January 3, 1994, so any federal activity before that date is invisible to this method and we make no claim about it. 4. CPSC injury figures are NEISS estimates from a sample of about 100 hospitals, are counts rather than rates, and lack reportable annual values for 2018–2021. 5. Every market figure has a single source: the CPSC's 2026 rulemaking record (91 FR 38162), which relies on the agency's commissioned Euromonitor study. The independent government route (the Census Bureau's trade API) requires a key we do not hold, so no second series corroborates those numbers here.

Method. 6. Patent OCR is imperfect on 1890s type; where a name or figure mattered we read it from the drawing sheets and specification headers, and the inventors' own signatures appear on the sheets we reproduce. 7. The 1,000-watt calculation is arithmetic on an example the patent gives to describe a winding, not a rated output anyone measured. 8. We could not verify the commercial production of any of the three patented machines, or any pre-1895 non-US precedent, at a primary source — both are named as gaps rather than smoothed over. 9. The 1990s commercial history rests on the companies' own SEC filings — sworn, but self-descriptions; no independent audit of ZAP's volumes exists here. 10. Yamaha's "world's first" 1993 claim is the company's own, flagged in the ledger; this page asserts no global firsts of its own. 11. The California bill, the Tucker patent, and the certified NYC local law each have one official publisher; their ledger rows say SOLE-PUBLISHER rather than implying corroboration that does not exist. 12. What would age this page, with dates. The NPS powered-micromobility rule takes effect September 11, 2026. The CPSC's lithium-ion battery proposal (91 FR 38162) is open rulemaking and could be finalized, amended, or withdrawn at any time. State legislatures convene in January 2027 and routinely rewrite e-bike definitions. Our own re-verification is due within six months — by February 21, 2027. The bottom line

The American electric bicycle is not a 2010s invention with a 19th-century curiosity attached. It is a 131-year-old idea, described correctly in 1895 (battery in the frame, motor in the hub, control on the handlebar) and then left waiting a century for batteries worth building around and a government willing to name it.

What the documents show, more than anything, is a country repeatedly struggling to categorize the machine rather than to accept it. In 1899 it was an automobile; by 2002 it was a consumer product. In 1899 an electric bicycle was patented as an "automobile." In 2000 one was in front of the highway-safety agency asking not to be judged as a motorcycle. In 2002 Congress finally wrote a definition.

In 2020 the land managers spent a year deciding where the thing could go. In 2026 the Park Service is drawing another line, this one between e-bikes and scooters, effective September 11.

Schnepf filed this idea in 1899 and called it an automobile. It only had to wait for a battery.

Bolton filed for this in 1895. It took the rest of us a while.

Schnepf's bolt-on motor was meant to turn an ordinary bicycle into a working vehicle; the cargo e-bikes that replace car trips today are the same argument, finally winning.
