Seven e-bike makers' dealer maps, four store locators, Superpages, OpenStreetMap, 134 Google Maps searches, 16 answer-engine questions, 13 Reddit threads and each shop's own website fed one list of 226 businesses. The Census geocoder placed every address inside or outside the city line.
A shop is listed when its own website sells e-bikes or a maker names it as an e-bike dealer. Left out: closed storefronts, rentals, repair-only and mobile services, shops that name no e-bike, and stores outside the city. Verified October 20, 2026; due again April 2027.
Quick Answer
Sixteen e-bike shops in Philadelphia sell from storefronts inside the city limits, verified October 20, 2026: five in Center City, three in South Philadelphia and three in the Northeast, the farthest 11.6 miles from City Hall. The closest is Philly E-Bike Center on South Street, 0.7 miles away.
Pennsylvania counts an e-bike as a bicycle when its motor is rated at not more than 750 watts and it makes no more than 20 mph on the motor alone, and you must be 16. The Philadelphia buying guide screens bikes against that line, and the Pennsylvania law page covers the state code.
Philadelphia is a city and county of 1,574,281 people in the Census Bureau's 2025 estimate, on 134.3 square miles of land that the City Planning Commission divides into 18 planning districts. Its e-bike stores cluster around Rittenhouse and South Street, with a second string along Main Street in Manayunk and Roosevelt Boulevard in the Northeast.
The 16 Verified eBike Shops in Philadelphia
The list runs north to south, so you can start with the stores nearest you. Each card gives the store's neighborhood as the City's own neighborhood map names it and its straight-line miles from City Hall. Seven sit north of City Hall, from Old Kensington up to the Northeast; of the nine to its south, five are in Center City, three in South Philadelphia and one, Firehouse Bicycles, in Cedar Park.

SEPTA — eBikes on the Broad Street Line, Regional Rail and Trolleys
You can take your e-bike on most of SEPTA's rail lines, switched off and walked through the station, but not on a city bus or a Subway-Surface trolley unless it folds. SEPTA's bike policy, read October 20, 2026, lists "electric personal vehicles (e-bikes, e-scooters, etc.)" as "Allowed with restrictions," and the restrictions differ by line.
| Line | A non-folding e-bike | When |
|---|---|---|
| Broad Street Line | Up to 2 per car | At all times |
| Norristown High Speed Line | Up to 2 per car, in the rear vestibule | At all times |
| Market-Frankford Line | Allowed | Weekdays except 6–9 a.m. and 3–6 p.m.; all day on weekends and major holidays |
| Regional Rail | Up to 2 per car | Weekdays except inbound to Center City 6–9:30 a.m. and outbound 4–6:30 p.m.; all day on weekends and major holidays |
| Subway-Surface Trolleys | Not allowed; a fully folded bike is | Any time, folded |
| Buses and Trackless Trolleys | Not on the front rack | The rack takes "Only single-rider non-motorized bikes" |
SEPTA asks you to turn the bike off before boarding, to use elevators or stairs and never escalators, and to "Attach owner ID info in case of emergency evacuation." Charging is out: "Charging on trains or SEPTA property is not permitted."
Bus in your plan? Buy a folding e-bike. SEPTA's front racks carry only non-motorized bikes, and a folded bike rides inside.
Riding to a train, then on again? The folding guide picks bikes by their folded size, the number that decides whether one fits a trolley, a car trunk or a closet.
Compare folding e-bikesTrail Access — Schuylkill River Trail, Wissahickon and Fairmount Park
If your e-bike is pedal-assist and tops out at 20 mph, you may ride the park paths and trails open to bicycles, at no more than 7 mph. Anything faster on the motor is a "Motorized Bicycle" under the Parks and Recreation regulations, § 308, and stays off every park sidewalk, path and trail.
- Who counts as an e-bike in the parks. § 308(A): an "E-Bicycle" is "a bicycle with working pedals that must be operated to engage the electric power and has a maximum speed of 20 miles per hour." A "Motorized Bicycle" includes "a bicycle powered wholly or in part by electric power that has a maximum speed with motor power of greater than 20 miles per hour."
- Where a Motorized Bicycle may not go. § 308(H) names "the Schuylkill River recreation path (commonly called Schuylkill Banks), the Kelly Drive recreation paths, the Martin Luther King Drive (also called MLK Drive) recreation path, and Upper Wissahickon (Forbidden) Drive."
- The speed on a path. § 308(G): no Bicycle or E-Bicycle "on a recreation path or trail at a speed exceeding seven miles per hour."
- Two roadways. § 308(D): no bike or e-bike on the Lincoln Drive roadway between Wissahickon Avenue and Kelly Drive "at any time," or on the Kelly Drive roadway weekdays 7–10 a.m. and 4–6:30 p.m.
- The penalty. § 501(B): breaking any of these rules carries "a minimum fine of $300 per day for each violation," and "Each day the violation continues is a separate offense."
The 15 mph figure is not Philadelphia's. Schuylkill River Trail rule sheets that say "Speed Limit 15 MPH" are headed "APPLIES TO BERKS AND SCHUYLKILL COUNTIES" (Schuylkill River Greenways, adopted August 2022). Inside the city, you ride the recreation paths at the Parks regulation's 7 mph.
A throttle bike is the open question. § 308 writes its e-bike definition around pedals "that must be operated to engage the electric power," and its motorized definition around motor speed over 20 mph. A bike with a throttle that stops at 20 mph fits the words of neither, so ride it on the pedals on any park path, or ask Parks and Recreation before you use the throttle there.
Pennsylvania eBike Laws — What Makes an eBike Legal in Philadelphia
Your e-bike rides Philadelphia's streets as a bicycle when it fits Pennsylvania's "pedalcycle with electric assist." 75 Pa.C.S. § 102 caps it at "not more than 100 pounds," a motor "rated at not more than 750 watts," operable pedals, and "a speed not more than 20 miles per hour on a level surface when powered by the motor source only." You must be 16 or older to ride one.
- Age. § 3514: "No person under 16 years of age shall operate a pedalcycle with electric assist."
- Helmets. § 3510(a) requires a helmet for anyone under 12 on a pedalcycle, and § 102 counts a pedalcycle with electric assist as a pedalcycle.
- Sidewalks, state. § 3508(b): no riding on a sidewalk in a business district unless signs permit it, "nor when a usable pedalcycle-only lane has been provided adjacent to the sidewalk."
- Sidewalks, city. Philadelphia Code § 12-808: "No person shall ride a bicycle upon a sidewalk," except a child under 12 outside a business district, a sidewalk the Streets Department signs for shared use, or a park path opened by regulation; the penalty is a $50 fine plus costs, or $20 if you pay a notice of violation.
- Does § 12-808 reach an e-bike? Title 12 of the Code does not define "bicycle" itself; our reading is that the rule reaches your e-bike, because § 102 makes it a pedalcycle.
- The power to regulate. § 6109(a)(8) lets local authorities regulate "the operation of pedalcycles," the authority behind Chapter 12-800.
Buying a fast bike? Check its motor-only top speed before you pay. Past 20 mph it falls outside § 102's definition, and riding it on Philadelphia's park paths risks a $300 minimum fine.
Pending, as of October 20, 2026 (none in force): City Council Bill 260525 would let the Department of Licenses and Inspections create an "E-Bike Delivery License" for commercial delivery riders, and Bill 260526 would have third-party food-delivery services register their bicycle and e-bike workers. Both have sat in committee since May 14, 2026.
In Harrisburg, HB 2703 would rewrite § 102 into three assist modes up to 28 mph and add a line that no local authority may "require a license to operate a pedalcycle with electric assist." It has been in the House Transportation Committee since July 15, 2026. If both passed as written, the state line and the city's delivery license would meet head-on; neither has.
Where to Ride Your eBike in Philadelphia
The City's own bike-network map counts 280.0 miles of bike lanes and paths, plus 53.7 miles of sharrows, the painted chevrons in a lane you share with traffic (Philadelphia Bike Network 2024 layer, all 5,193 segments, read October 20, 2026). Only 30.9 of those miles are separated from traffic, so plan your first ride along the separated lanes and the river paths.
Choosing a bike for these streets? Keep it inside § 102: a motor rated at 750 watts or less, 20 mph or less on the motor alone and 100 pounds or less keeps it a bicycle under the state code, and with pedal assist only, an E-Bicycle on the park paths above.
Indego, the City's bike share
Indego rents classic bikes and e-bikes; its electric bikes are "powered by a pedal-assist motor" that reaches "speeds up to 17 mph," with "no throttle to engage the motor" (Indego, Meet the Bikes, read October 20, 2026).
On a $4.50 Single Ride, you pay an "Extra 30¢/min" for an electric bike; the Guest Pass, Indego30 and Indego365 charge an "Extra 20¢/min," and Indego365 Plus includes "Two 30-minute electric bike rides" a day (Indego, Buy a Pass, read October 20, 2026).
Why buy from Redtail
Can't find your bike on a Philadelphia floor? Every e-bike we sell ships free within the contiguous United States (shipping policy): your order is "prepared and dispatched within 1–3 business days of confirmation," and most e-bikes "arrive within 5–10 business days after dispatch."
Before you cut the tape, photograph the carton. Report transit damage "within 48 hours of delivery" and we file the carrier claim for you (How Buying Works); if your bike won't power on or charge, it is "covered under manufacturer warranty," and we coordinate the repair or replacement (refund policy).
Your questions go to support or sales through the contact page, answered typically within one business day, and every voicemail gets a call back. You can pay with Shop Pay, Apple Pay or Google Pay; the terms of service name the company that runs the store.
Frequently Asked Questions — Philadelphia, PA eBikes
Where can you buy an e-bike in Philadelphia?
At 16 stores inside the city limits, verified October 20, 2026: five in Center City, three in South Philadelphia, three in the Northeast, two on Main Street in Manayunk, and one each in Old Kensington, Juniata Park and Cedar Park. Two are Best Buy stores showing SWFT e-bikes and Whizz sells delivery e-bikes; the rest are bike shops and powersports dealers. Compare local and online buying in where to buy an e-bike.
Are e-bikes legal in Philadelphia?
Yes, when the bike fits Pennsylvania's "pedalcycle with electric assist": no more than 100 pounds, a motor rated at not more than 750 watts, working pedals, and no more than 20 mph on the motor alone (75 Pa.C.S. § 102). Riders must be 16 or older (§ 3514). Inside that line it rides as a bicycle, and Philadelphia's code keeps you off the sidewalk unless it is signed for shared use.
Do you need a license, registration or insurance for an e-bike in Pennsylvania?
No. PennDOT's fact sheet on mopeds and motor-driven cycles (February 2025) says pedalcycles with electric assist "are considered a bicycle and do not require titling, registration or insurance," and that the rider "does not require a driver's license but must be at least 16 years of age."
That holds only while the bike stays inside the state definition; past it, a pedal bike with a top speed of 25 mph or less is a moped on the same sheet, which calls for a "Moped registration plate" and a "Class C, Non-Commercial Driver's License."
Do you have to wear a helmet on an e-bike in Pennsylvania?
Only riders and passengers under 12 must, under § 3510(a). Because nobody under 16 may operate an e-bike, the rule reaches a child riding along, in a child seat or on a cargo bike's rear deck. Above that age the law leaves the choice to you.
Can you ride an e-bike on Philadelphia's trails?
Yes, on a pedal-assist e-bike that tops out at 20 mph, at no more than 7 mph on the park recreation paths and trails (Parks and Recreation regulations, § 308(G)). A bike faster than 20 mph on its motor is a "Motorized Bicycle" and may not use Schuylkill Banks, the Kelly Drive or MLK Drive paths, or Forbidden Drive (§ 308(H)). Breaking a park rule carries a minimum fine of $300 (§ 501(B)).
Does Philadelphia have e-bike share?
Yes. Indego, the City's bike share, rents pedal-assist e-bikes that assist up to 17 mph, with no throttle. An e-bike costs an extra 30 cents a minute on a Single Ride and 20 cents on most passes, and the Indego365 Plus pass includes two 30-minute e-bike rides a day.
Is there an e-bike rebate in Philadelphia?
Not from Pennsylvania: the state's Alternative Fuel Vehicle Rebate "is closed," and its vehicle list names no bicycle. The two e-bike bills before City Council would license and register delivery riders, and neither pays a buyer. PECO's $50 Smart Driver Rebate is for customers who buy "a battery electric vehicle (BEV) or plug-in EV (PHEV)," so ask PECO before you count on it for an e-bike.
Do bike shops in Philadelphia fix electric bikes?
Some say so on their own pages. Scooterland USA repairs batteries, controllers and brakes "for electric bicycles and electric dirt bikes," and Mexibike at 1139 S 9th St lists "bike, e-bike, and scooter repair services." Others limit the work: Fairmount Bicycles fixes only flats on e-bikes, and Keystone Bicycle Co. offers "LIMITED service to select e-bikes." Between visits, the maintenance guide lists what to check yourself.

Sources, limitations and how this page was verified
The denominator
Every business tied to Philadelphia by at least one source became a lead: 226 in all, read on October 20, 2026. Sixteen sell e-bikes from a storefront inside the city.
The rest are outside the city line (94), not bicycle stores (24), closed (23), name no e-bike on their own pages (17), left no trace (12), list no website (12), have no storefront (8), duplicate another lead (7), list an address the shop has left (5), could not be checked (3), rent without selling (2), are temporarily closed (2) or repair without selling (1).
No trace means neither Google Maps nor a web search shows the business trading in Philadelphia. Of the ten that list a street address, Google Maps now shows another business at five and nothing at three. A maker's office or factory counts as not a bicycle store.
The sources, and what each one could and could not do
Makers' maps. Seven dealer rosters (Aventon, Bosch, Giant, Pedego, Specialized, Trek, Velotric) and four store locators (Lectric, Magnum, QuietKat, SWFT) were read to 15 miles out. A roster names a dealer, not what the floor holds today.
Google Maps. Two searches per planning district and ZIP area, each scrolled to the end, found 458 business cards; 245 place and address panels were then read for status, hours and what stands at an address now.
Answer engines and forums. Sixteen questions went to Google's Gemini and Claude's web search; five other engines gave no answer to an automated reader. Thirteen Philadelphia Reddit threads were read through an archive. Every shop they named became a lead, never a verdict.
Each shop's own website was read with a plain request or a headless browser; a site neither could read counts as could not be checked, never as a shop without e-bikes. A chain store counts when the chain's own page shows e-bikes at that store.
City limits
The Census Geocoder placed 15 of the 16 street addresses in Philadelphia city; for Best Buy South, whose address it could not match, it placed the point Best Buy's own store page publishes. The City's boundary map agrees for all 16. Planning districts and neighborhoods come from the City's own layers, and distances run in a straight line from City Hall's Census match at 1400 John F. Kennedy Boulevard.
Limitations
- Stock changes: a counted store sold e-bikes on October 20, 2026, and may not have your model the day you visit.
- Hours are each store's own where printed; otherwise Google Maps'.
- Three leads could not be checked: Queen Village Bicycles, whose site refused every reader, and two Google Maps cards with no address or website. None is counted, and none is called a store without e-bikes.
- Four Walmart stores and a Target appear on Google Maps in the city. No maker, directory, answer engine or forum named them as e-bike sellers, and neither floor was read: walmart.com refused automated readers on October 20, 2026, and target.com's search page carried no store stock that day.
- The Philadelphia Code was read through a reader service because its publisher refused direct requests; the operative sentence of § 12-808 was present in that copy.
What would age this page, and when to re-check
It is re-checked if City Council passes Bill 260525 or 260526, if HB 2703 leaves committee, if SEPTA or the Parks and Recreation regulations change their bike rules, if a listed store closes, moves or stops selling e-bikes, and by April 2027 at the latest.
