The denominator came first: Pennsylvania's 9 cities and 8 townships of 50,000 or more in the Census Bureau's 2024 estimates. Candidates came from OpenStreetMap, seven makers' dealer maps and 22 businesses AI engines named: 320 storefronts once merged.
Each shop's own website was read for e-bikes and 290 Google Maps listings for closures; rental-only businesses, vehicle and equipment dealers and closed stores were left out.

Pennsylvania has no e-bike classes: a "pedalcycle with electric assist" weighs not more than 100 pounds, has a motor rated at not more than 750 watts and goes not more than 20 mph on the motor alone (§ 102 of Title 75). Riders must be 16, and no title, registration or insurance is needed; the Pennsylvania e-bike law guide covers local rules.
Most of Pennsylvania's e-bike counters sit outside its big places. Of the 171 stores on this page, 139 stand in boroughs, townships and smaller cities under 50,000 people, from Easton and State College to Doylestown and Emmaus, and the Southcentral region, from Lancaster to Harrisburg, has 45.
So look up the community on your own mailing address before you look up the nearest city. Each listing below gives the street, the phone and the date its shop was checked, sorted by region.
The cover shows Boathouse Row in Philadelphia, where, in the words of its National Register nomination, "The fifteen boathouses of Boat House Row stand along the east bank of the Schuylkill River north of the Fairmount Water Works" (National Park Service). Philadelphia Parks & Recreation adds that "most of the boathouses date back to the 19th century" (City of Philadelphia).

Ten of the 17 places have at least one verified store. Reading, Erie and Harrisburg have none, and neither do the townships of Upper Darby, Bensalem, Lower Paxton and Bristol, but from each of the seven you can reach a store within six miles of its Census point.
Those 17 places hold only 32 of the 171 stores listed here. The other 139 stand in smaller boroughs, townships and cities, which is why the table alone would hide most of your options.
Population is a weak guide to your odds. Reading, with 96,000 residents, has no verified store inside its line, while Lancaster, with 58,441, has five.
Bottom line Start from the borough or township on your envelope, not the nearest city. In Pennsylvania the closest e-bike counter is often one municipality over, and every listing carries a ZIP code you can type straight into a map.
Pennsylvania eBike Law — 2026 Quick Reference
Pennsylvania's Vehicle Code has one e-bike definition and no classes, so the bike you buy is either inside that definition or not a bicycle at all. Section 102 of Title 75 calls such a bike a "pedalcycle with electric assist".
The definition reads: "A vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor system rated at not more than 750 watts and equipped with operable pedals and capable of a speed not more than 20 miles per hour on a level surface when powered by the motor source only" (75 Pa.C.S. § 102, read October 10, 2026).

A bill to change the definitions, House Bill 2703, has sat in the House Transportation Committee since July 15, 2026, and had not been reported out when the General Assembly's site was read on October 10, 2026. Until a bill is enacted, the definition above is the law you ride under.
What the law asks of the shop
With no classes, the label on the box settles nothing for you. Ask the shop for the three numbers § 102 turns on, from the maker's own spec sheet: the motor's rated wattage, the top speed on the motor alone and the bike's weight. If your bike is past any one of them, it is not a "pedalcycle with electric assist" in Pennsylvania, whatever its class sticker says.
The age line binds you as the rider, not the store: "No person under 16 years of age shall operate a pedalcycle with electric assist" (§ 3514). PennDOT's fact sheet says such bikes "are considered a bicycle and do not require titling, registration or insurance", and "The operator does not require a driver's license but must be at least 16 years of age" (PennDOT).
The penalty is small but real. If you break a rule of the pedalcycle subchapter, the age line included, you commit a summary offense and, once convicted, must "pay a fine of $10" (§ 3502). If you are a parent, you may not "authorize or knowingly permit" your child to break those rules (§ 3503).
State parks and forests: where an e-bike can go
The Department of Conservation and Natural Resources says "E-bikes are allowed on trails where regular bikes are allowed", so you can ride there if your bike weighs no more than 100 pounds, goes no faster than 20 mph on the motor, has a motor no bigger than 750 watts and has working pedals (DCNR). On non-motorized trails you must pedal: "Using the throttle alone is not allowed."
Natural areas, "Hiking trails marked with yellow or orange blazes" and trails or roads signed for no biking are closed to them. The department adds that other public lands, from federal land and local parks to game lands, "may have different rules", so check before you ride there.
Are there e-bike incentive programs in Pennsylvania?
No state program will pay toward your e-bike. The Department of Environmental Protection's consumer rebate covered battery-electric and plug-in hybrid cars and trucks, natural gas and propane vehicles and "Electric motorcycle (Does not include electric scooters)", with no bicycle on its list, and the program's page now reads "The Alternative Fuel Vehicle Rebate Program is closed." (DEP).
The U.S. Department of Energy's index of Pennsylvania laws and incentives lists 12 state incentives and 23 utility or private ones, and none of them names a bicycle (read October 10, 2026).
Before you pay, check three numbers. Find the motor's rated wattage, the top speed on the motor alone and the weight on the maker's spec sheet, because a Pennsylvania e-bike must be inside all three. Are e-bikes legal in Pennsylvania?
Yes, as a "pedalcycle with electric assist": not more than 100 pounds, a motor rated at not more than 750 watts, operable pedals and not more than 20 mph on the motor alone (§ 102 of Title 75). You must be 16 or older to ride one (§ 3514), and a rider under 16 commits a summary offense with a $10 fine (§ 3502). If your machine is outside any of those limits, it is not an e-bike under Pennsylvania law.
Do e-bikes need to be registered in Pennsylvania?
No. PennDOT says a pedalcycle with electric assist does not need a title, registration or insurance, and you need no driver's license to ride one; you must be at least 16.
Are e-bikes allowed in Pennsylvania state parks?
Yes, on DCNR trails where regular bikes are allowed, if the bike weighs no more than 100 pounds, goes no faster than 20 mph on the motor and has a motor no bigger than 750 watts and working pedals (DCNR). How the count was reached
No storefront is counted twice, and with no Pennsylvania city page to share the load, the statewide count and this page's listings are one number: 171 verified storefronts, all listed on this page.
The candidates came from three kinds of source. OpenStreetMap maps 185 bicycle-shop entries in Pennsylvania; 180 are named and not duplicates, and 101 of them carry a website. Seven makers gave 235 storefront rows: the dealer locators of Bosch, Trek, Aventon, Giant, Specialized and Velotric, and SWFT's pages for the seven Best Buy stores that stock its e-bikes. Pedego's locator lists no Pennsylvania dealer, and the state keeps no list of e-bike retailers.
The AI engines' answers to the questions on this page named 22 more businesses that no list carried, and five of them sell e-bikes from a storefront: Paradise Electric Bike in Lancaster, Rothrauff Electric Bikes in Duncansville, Philly E-Bike Center in Philadelphia, Redline E-Bikes in Chalfont and Bronson EBikes & Trikes in Weissport. With them, the sources merged into 320 storefronts.
How to read the listings
The grade at the end of each listing says what we read to verify that store; there are three.
Site checked covers 95 of the 171: the shop's own website, read in October 2026, offers e-bikes in its own words.
Chain site checked covers 18: one website serves several storefronts, so it shows that the business sells e-bikes and the listing shows where the branch is. Pro Bike + Run has four such storefronts here.
A maker's dealer map covers 58: the maker itself lists the store as an e-bike dealer, and the grade links to that maker's locator, or for Bosch and SWFT to the store's own page there.
Seven of them are Best Buy stores that SWFT, an e-bike maker, says stock its bikes in store. Of the other 51, 28 have sites that load but do not offer e-bikes for sale in their own words, and 23 have sites that could not be read or have none.

Most of the 171 were read on the shops' own sites; the rest stand on a maker's word.
Each printed phone number was checked against the shop's own site or store page and its Google Maps listing; where the two disagreed and nothing settled it, the number is left off. Ring before you drive any distance, whatever the grade.
Why the map is thin where it is thin
Only 89 of the 171 storefronts listed here appear on OpenStreetMap; a map-only directory would have left out 82. The makers' dealer maps and five stores the AI engines named fill in the rest.
Google Maps settled which ones are gone. It marked 17 storefronts as permanently closed, among them two Trek stores in the Pittsburgh area, at Shadyside and Wexford, and Philadelphia Bikesmith, and 4 as temporarily closed. None of them is counted, and neither are three roster addresses a store has since left.
Each shop's own site settled the rest.
Fifteen businesses on the lists are not bicycle storefronts: eight are boat, RV, ATV, tractor or equipment dealers that list e-bikes beside their vehicles, and seven have no shop to visit (three mobile services, an onsite service on pause, two businesses that sell online or deliver, and a maker that builds to order). Four more rent e-bikes without selling them, and two shops' sites say they do not work on e-bikes.
Bottom line A dealer locator alone would have counted boat and tractor dealers and rental outfitters, and the open map alone would miss 82 of the 171 stores listed here. The count needed the map, seven makers' dealer maps, Google Maps and a reading of every shop's own site.
Limitations
- 104 candidates remain unresolved. Fifty-one sites load and never mention e-bikes for sale, 39 storefronts publish no working website, and 14 could not be read. None of them is treated as a store that does not exist; each is a lead worth a phone call.
- Named and not counted: 17 permanently closed storefronts, 4 temporarily closed, 3 that moved, 15 businesses that are not bicycle storefronts, 4 rental-only businesses and 2 shops that do not service e-bikes.
- Eleven conflicts are held out or downgraded. Four businesses that makers' maps list as dealers offer e-bikes only as rentals or tours on their own sites and are not counted until they say they sell. Seven more count only on a maker's map, because their own sites mention e-bikes only for service or rental, in a customer's review or in a brand's catalog, or not at all.
- Every distance is a straight line from the Census Bureau's 2024 Gazetteer point of the city or township; the road distance is longer.
- Townships are counted by their own lines. A store in Millcreek Township with an Erie mailing address is listed under Millcreek Township, so Erie's row reads none while four stores stand within five miles of its Census point.
- One shop gives two addresses. Leed's Cyclery's own site gives 2703 Horseshoe Pike in Campbelltown, while its Google Maps listing gives 33 E Main St in Palmyra; both are printed, and its phone settles which to visit.
- Demand evidence. The questions this page answers come from Google and Bing autocomplete and related searches, the headings of pages that compete for Pennsylvania shop and law searches, and 41 answers from four AI engines (two of Google's, plus Brave and Perplexity), read logged out and saved raw. ChatGPT and Bing's Copilot search returned no answer and Microsoft Copilot asked for a sign-in, so those three could not be read.
- This page states no search volumes. No paid keyword data was pulled for it.
