That is 1 service bench verified on four of its own pages, 1 electric-bike storefront held as a call-first lead because no owned surface exists for it, 1 named shop traced to Nevada, 1 Walmart shelf tracked and never counted, and 4 out-of-city floors carried over from the Dallas ring.

The rules came from the whole codified corpus rather than a search box: 43,913 characters across the article texts where a bicycle rule could live — chapter 10.5 article V (park vehicles), chapter 9 articles I and IV (traffic) and chapter 10 (offences).

Each was pulled as a single node and read in full, codified through Ordinance No. 5220 of December 15, 2025, with every word count run against that text. Mesquite Bicycle & Small Engine Repair, 718 Pecan Drive, (972) 787-1121. Its own contact page publishes the address and takes drop-offs there; its about page says it is a small home-based shop run by Jeremy and his wife, and that Jeremy grew up in the BMX scene and has been wrenching for years.

The services page lists what a bicycle owner needs: tune-ups and adjustment for brakes, gears and chains, fast flat repair, replacement parts. The other half of the business is lawn mowers, trimmers, chainsaws and general small-engine work — the electric side is where it goes quiet. That is a genuinely useful combination in a working suburb, and it is the only place in Mesquite where a bicycle gets fixed.

The thing we have to tell you before you drive there

Across 32,037 characters of four of that shop's own pages, the words "electric", "e-bike", "ebike", "battery" and "motor" appear zero times — against 31 occurrences of "bicycle", 39 of "engine", 8 of "tune-up" and 4 of "brake". The controls work; the silence is real.

An answer engine told us on the same day that customer reviews mention Jeremy fixing electric bikes. That is a promising lead and we hope it is right, but a relayed review is not the shop's own statement, and this guide will not turn one into the other. Call first, say the make of your motor and the make of your battery, and ask plainly whether he takes that work.

There is a second name, and it needs the same honesty. "Surron Electric Bike Shop" appears on listing surfaces at 2532 Westwood Ave with a (281) phone number, and it is the only Mesquite business the city's own search demand names by itself — it turns up in both of our probe sets.

We could not find an owned website for it from two independent routes, so we hold it as a call-first lead rather than a verified floor, and we make no claim about the business.

Can I ride an e-bike in a Mesquite park?

This is where the city gets interesting, and where every answer we ran came up empty.

Mesquite has no bicycle ordinance at all. Across 43,913 characters of the articles that could contain one, the word "bicycle" appears twice times and the word "bike" twice — every one of them inside a definition of a motorized vehicle — against 85 occurrences of "park" and 13 of "motor vehicle". Neither "bicycle" mention is a bicycle rule. Both sit inside definitions of motorized vehicles, and that is the whole problem.

Here is the first one. Section 10.5-41, adopted by Ordinance No. 3617 on November 3, 2003 and still current in the December 2025 supplement, defines the term for the parks article:

"Motor vehicle" means, but is not limited to, automobiles, trucks, motorcycles, motor scooters, motorized bicycles, go-carts and all other vehicles powered and propelled by any type of self-contained motor or engine and designed to be ridden or driven by a person.

And § 10.5-42 makes it unlawful to operate one "in and upon all public parks, including designated city school district park sites, situated within the city limits, except on paved roadways and parking areas specifically designed for motor vehicle traffic."

Read literally, that is a parks ban on anything with a motor, "motorized bicycles" named in the list, with the only permitted ground being the roads and parking lots — not the trails. Nobody drafting that sentence in 2003 was thinking about a Class 1 pedal-assist commuter, because in 2003 there barely were any.

Why the literal reading does not survive

State law answers it, and the answer is favorable. Tex. Transp. Code § 551.106(a) says a local authority may not prohibit the operation of an electric bicycle "in an area in which the operation of a nonelectric bicycle is permitted, unless the area is a path that: (A) is not open to motor vehicles; and (B) has a natural surface tread made by clearing and grading the native soil without adding surfacing materials."

Mesquite prohibits nothing for ordinary bicycles — it has no bicycle ordinance to prohibit with. So wherever a regular bike may go in a Mesquite park, a compliant e-bike may go too, and the city has no lawful room to say otherwise unless the path is unpaved graded dirt closed to motor vehicles.

We want to be exact about that carve-out, because we got it wrong ourselves. Earlier pages in this sweep described it as "a narrow safety exception." Texas has no safety-finding mechanism and no notice-and-hearing procedure; the single carve-out is the natural-surface tread test above. We corrected eleven evidence ledgers and three published pages on August 25, 2026 before this page went out.

Can a parent be charged for a minor riding in a park?

This one nobody writes about, so here it is. Section 10.5-46 makes it an offense for "a person having the care, custody and control of a minor under the age of seventeen (17) years" to let that minor operate a motorized vehicle in a prohibited area, with a defense if reasonable care was exercised and the violation happened anyway.

And the definition it uses is broader still: "Motorized vehicle means all wheeled or tracked vehicles powered by other than human or animal effort", expressly non-exclusive, with a carve-out only for motorized wheelchairs.

The same preemption analysis applies — § 551.106 reaches the underlying prohibition, and if the city cannot bar the e-bike it cannot bar the sixteen-year-old on it. But this is a real ordinance with a real penalty attached to a household, written before the vehicle existed, and a parent buying a teenager an e-bike in Mesquite deserves to know it is on the books.

What the search results get wrong

Four prompts, August 25, 2026, every answer archived verbatim.

1. A bike shop in Nevada, served as a bike shop in Texas. Asked for Mesquite, TX addresses, the answer offered All In Cycles at 1085 Pioneer Boulevard. The source is the Mesa Valleys Progress, the Moapa Valley and Virgin Valley newspaper, and its article says the owner graduated from Virgin Valley High School, that the shop displays an aerial photograph of the trail up Flat Top Mesa, and that the ribbon was cut by the Mesquite Chamber of Commerce of that town. Three independent geographic markers, all Nevada, 1,100 miles away.

2. A shelf offered as the city. Asked where to buy, the answer concluded that "in Mesquite itself, the Walmart location appears to be your primary option." Neither Mesquite business was named — not the bench with its own website, not the electric-bike storefront the city's own autocomplete leads with. One of the pages the answer drew on was literally titled "Best 1 Electric Bicycle Shop in Mesquite, TX."

3. The law, backwards. Asked about parks, the answer said "Texas law gives local authorities … the authority to set additional rules or even ban e-bike use on property they oversee." Section 551.106(a) says the opposite: a local authority may not prohibit an e-bike anywhere an ordinary bicycle is permitted. The error runs in the direction that costs a rider access.

4. Zero primary sources, across four answers. On the law prompt, seven of the eight citations served were e-bike retailers' own blogs or a law firm's marketing page. No statute. No municipal code. No agency. It did give one piece of good advice — go read the city's code — which is exactly what we did, and what is in there is stranger than the answer or the reader would guess.

Mesquite loses its own name three separate ways

The completion sets are their own story, and this is measured rather than remembered. Three autocomplete roots produced 111 suggest queries and 9 unique completions; six trailing-space probes produced 14 more.

To barbecue wood. The same root returns is mesquite good for smoking chicken, is mesquite good for smoking pork and is mesquite toxic. As far as the completion set is concerned, mesquite is a smoking wood before it is a city of 150,000 people.

To a safety question. Five of the six completions on the root surron mesquite tx are is mesquite tx safe, is mesquite texas dangerous, is mesquite tx a safe place to live and is mesquite safe to live. Ask about a bike shop, get asked whether the town is dangerous.

Pasadena, one city earlier in this sweep, lost its name to Pasadena, California and to Pennsylvania. Mesquite loses its to Nevada and to a bag of wood chips. Two consecutive Texas cities, same failure mode.

Is a Sur-Ron an electric bike in Texas?

The leading e-bike-shop term in this city names a Sur-Ron dealer, so the question is worth answering plainly, using the maker's own words rather than ours.

Sur-Ron's own United States site calls the Light Bee "the best lightweight electric motorcycle ever made" and says it is "built to be ridden off road in rugged conditions." That is the manufacturer's own category, and it settles the legal question before anyone has to argue about it.

Texas defines an electric bicycle as a bicycle with fully operable pedals and a motor of 750 watts or less. A machine the maker calls an electric motorcycle is not that, so it takes none of the bicycle frame's rights: the streets as a bicycle, the bike lanes and the parks question above are all closed to it.

Off-road on private land or at a facility that welcomes it, absolutely. As your commute, no. If that is the machine you want, buy it knowing which category it lives in.

The rules that follow the bike home

Buy the bike anywhere — the rules are the same when you get home, and in Mesquite almost all of them are the state's.

Section 664.001 defines an electric bicycle as a bicycle with fully operable pedals and a motor of 750 watts or less, in one of three labeled classes. Section 551.106 gives a compliant e-bike every right and duty of a bicycle, and § 551.107(a) confirms no license, no registration and no insurance.

Locally there is nothing to add, because the city has never written a bicycle rule. No sidewalk ban, no registration, no helmet requirement — the word "helmet" does not appear in the corpus at all.

The two sections that contradict each other

What Mesquite did write about, in 2003, is the motor-assisted scooter — the standing-deck vehicle Tex. Transp. Code § 551.301 defines by a motor of 40 cubic centimeters or less, with a braking system and the ability to be pushed along by human power alone. It is not your e-bike. It is worth reading anyway, because the city said two different things about it on the same day.

Section 9-121(b): "A person may not operate a motor-assisted scooter on any alley, street or highway within the city."

Section 9-122: "It shall be unlawful to operate a motor-assisted scooter … on any alley, street or highway within the city limits except on sidewalks and on paths set aside for the exclusive operation of bicycles."

One is a flat ban; the next section is the same ban with an exception carved into it. Both were adopted on December 1, 2003, and the codification even prints the second one's ordinance number as "36325" where the first reads "3625."

Twenty-three years later both are still on the books, unreconciled. We are not going to tell you which one a court would follow — we are telling you it is there, because nobody else will, and because a pedal e-bike is outside the whole argument.

The nearest floors that actually sell

The Walmart bike shop on US-80 is tracked in our sweep as shelf, never as floor. If you are buying without a floor nearby, the practical shapes for this city are a commuter or, for the school-run and grocery trips these wide arterials are built around, a cargo e-bike.

The city's own completion set keeps asking whether Mesquite is safe, which is a question about a reputation rather than about riding. What a rider needs is flatter and more practical.

Mesquite sits on blackland prairie at the eastern edge of the Dallas grid, which means gentle grades, wide arterials built for cars and a creek-corridor trail system that is the real place to ride. Because the city wrote no bicycle ordinance, there is no local speed limit on a path and no local sidewalk rule to trip over — the state frame is the whole frame, and it is a permissive one.

The practical constraints are heat and traffic rather than law. Ride early, use the creek corridors rather than the arterials where you can, and treat the parks question as settled in your favor by § 551.106 while carrying the good manners the ordinance would have asked for if anyone had written one.
