The electric side is real and shoppable. The site's Electric > Bikes catalog runs to 79 models across IZIP, Unified Bike Co, Velotric, Yuba, Momentum, Giant and Liv, with the In Stock at Store filter showing 2 on the floor on the day we looked.

Call before you drive. The store page says Mon–Fri 10–7, while the site's own masthead and Trek's roster both say Mon–Fri 11–6. Three surfaces, two sets of hours, and we are not going to pretend we know which one the door follows.

There is one more sign the shop is real, and it comes from the search demand rather than from us. Probed live the same day, Google's suggest endpoint offers bike shop on richey pasadena tx — residents search for this store by its street. The other address, and why a refinery city has one

Bowling Bicycle Inc. at 1411 South Houston Road is the same company wearing its work clothes. Its own history page tells the whole line: founded in 1948 by Ella and William Bowling, first store on Wafer Street, moved to 2036 Richey in 1960, then next door to 2049 South Richey in 1965 — where it still is.

The same page records the split: industrial customers were served out of the retail store until 1980, when they got their own building on South Houston Road. The founders' daughter and son-in-law bought the business that same year, and a fourth generation works there now.

That is seventy-eight years of continuous bicycle retail in one Texas city, and it explains the shape of the market better than any ranking could. Pasadena is a plant town. Its ordinance book carries a whole chapter on pipeline transportation, another on oil and gas wells, and a designated hazardous-materials route article inside the traffic chapter.

No wheeled vehicles allowed on sidewalks except those manually or electrically propelled.

Read it twice. Across all 409,863 characters of those four chapters, the phrase "electrically propelled" appears exactly once, and this is it — not in a ban, but in the exception that lets you ride. The duty that comes with it is § 8-6: pedestrians have the right-of-way on a sidewalk, and every bicycle and motor-assisted scooter must yield to them. There is no speed limit attached, because there is no sidewalk speed limit anywhere in the code.

We checked the text for one directly, and across those four chapters found 81 occurrences of "sidewalk", 8 of "miles per hour" and not one instance of the two appearing within 640 characters of each other. That measurement is why the next section can call a widely circulated 10 mph figure wrong rather than merely doubtful.

The parks are quieter still. Chapter 24, Parks and Recreation, runs to 92,870 characters and contains zero occurrences of the word "bicycle" or the word "bike", against controls of 9 for "vehicle" and 3 for "motor vehicle". Pasadena's parks chapter simply does not legislate on bicycles, which leaves the state frame as the operative rule on the trails.

The definition wrinkle, stated honestly

One thing does not line up, and pretending otherwise would be the easy move. The traffic chapter's own definition, § 36-1, says a bicycle is "every device propelled by human power which any person may ride, having two (2) tandem wheels, either of which is over twenty (20) inches in diameter" — human power only, with no assist contemplated. And § 8-2 applies every city traffic ordinance to bicycles.

Read alone, that definition would leave a Class 1–3 e-bike outside chapter 36's bicycle provisions. It does not survive contact with state law. Tex. Transp. Code § 551.106 makes a compliant electric bicycle a bicycle for all purposes, with the same rights and the same duties, statewide.

The city's 1964-vintage wording is stale rather than restrictive. And § 8-5 never needed the definition anyway — it grants the sidewalk to anything electrically propelled without asking what category the thing belongs to.

What the search results get wrong

We ran four prompts through an answer engine on August 25, 2026 and archived every response verbatim. The results were the worst of any city in this sweep, and the failure has a specific shape.

1. A California ordinance served as Texas law. Asked whether you can ride an e-bike on a Pasadena, Texas sidewalk, the answer said sidewalk speeds are capped at 10 mph, dropping to 5 mph when pedestrians are present, and cited cityofpasadena.net. That is the City of Pasadena, California. Its own page says the amendments were adopted November 3, 2025 to Pasadena Municipal Code Title 10, chapter 10.60, defining e-bikes "consistent with California Vehicle Code Section 321.5" and removing registration "in accordance with California Assembly Bill 1909." Every element is Californian. None of it is Texas law, and Pasadena, Texas has no sidewalk speed cap at all.

2. Three of five named shops were 1,500 miles away. Asked where to buy, the answer offered Pasadena Cyclery (listed by California's visitor bureau), Trek Bicycle Pasadena ("in the Lower Arroyo neighborhood" — that is the Arroyo Seco, in Los Angeles County) and Redondo E Bikes of Redondo Beach.

3. The city's actual Trek dealer never appeared. Bay Area Cycling was named in 0 of 4 prompts. The answer found a Trek store called Pasadena and skipped the Trek store on South Richey.

4. A phone number that no source publishes. One answer gave Bowling Bicycle Inc. at 2049 Richey with the number (832) 968-8437, then told the reader to call it. That address belongs to the retail side; Bowling's own contact page gives 1411 South Houston Road. Across five first-party pages, the business publishes 713-472-6651, 713-472-0894, 713-472-8643, 281-732-1370 and 866-258-7453. The served number is on none of them.

5. A retired name revived. The same answer offered "Bay Area Schwinn" as a current Pasadena shop. That domain — still linked from the footer of the company's own industrial site — resolved to a lapsed-domain broker when we requested it.

The one prompt that worked was the one pinned by ZIP code, which returned both real addresses correctly. The data is retrievable. It is the city's name that breaks.

The Pennsylvania collapse

The autocomplete layer fails differently and just as usefully. Three roots, 111 suggest queries, 14 unique completions. The root ebike shops pasadena tx returned nothing at all.

The brand at the top of the list

The maker's own product page lists the IN 10 at 2,600 W with a 40 MPH top speed, and its own explainer says its electric dirt bikes "are designed primarily for off-road use and may not meet the requirements for public roadways without modifications or proper certification."

Texas caps an electric bicycle at 750 W with operable pedals. 2,600 W is three and a half times that ceiling, so the machine at the top of Pasadena's e-bike autocomplete is not an electric bicycle in Texas at all.

That closes all three doors at once: § 8-5's sidewalk grant, § 551.106's street rights and every bike lane in the city. The maker says the off-road part first; we are only doing the arithmetic.

The rules that follow the bike home

Buy the bike anywhere — the rules are the same when you get home, and Pasadena's are more permissive than most of Texas.

Statewide, Tex. Transp. Code § 664.001 defines an electric bicycle as a bicycle with fully operable pedals and a motor of 750 watts or less, sorted into three classes. What Pasadena does regulate by name is the motor-assisted scooter. Section 8-8 defines it as a deck vehicle with a gas or electric motor not over 40 cubic centimeters.

On top of that definition § 8-8(c) imposes a helmet requirement, a 30-mph-street ceiling, sunrise-to-sunset operation, a school-zone bar and a one-rider rule, with a class C misdemeanor fine of $50 to $500 under § 8-9. A pedal e-bike is not that vehicle, and none of those conditions attach to it.

What the city has legislated instead

The city's own drafting history is the fairest guide to where this is heading. Pasadena repealed its bicycle registration and licensing ordinance outright — § 8-1, struck in its entirety by Ordinance No. 04-195 on September 7, 2004. Nobody has registered a bicycle here in twenty-one years.

Chapter 36, article II½ covers golf carts: adopted in 2012 and amended in 2019, it permits them east of Toddville Road to Galveston Bay and inside Kirby Lakes, requires a valid Texas driver's license and proof of financial responsibility, and lists eleven items of required equipment down to the rear-view mirror's 200-foot sightline.

Golf carts got eleven equipment rules. Electric bicycles got one sentence written in 1964 that happens to let them through.
