DCTA — eBikes on Buses and the A-train
This matters more in Lewisville than in a city with its own shop, because the train is how you reach one. Denton County Transportation Authority runs three A-train stations with Lewisville addresses: Highland Village/Lewisville Lake Station at 2998 N. Stemmons Freeway, Old Town Station at 617 E. Main Street, and Hebron Station at 952 Lakeside Circle.

DCTA's own rule reads: "DCTA only allows single-seat, two-wheeled bikes, folding bikes (in a collapsed position) and standard bikes onboard vehicles. Electric bikes with a sealed battery compartment are also permitted. Bike racks are available on the front of most DCTA buses. Bike hooks are available on the A-train, but not required."
The agency also publishes what it will not carry: "Bike attachments that block the bus operator's view", "Bikes pulling wagons", and "Electric bikes with internal-combustion engines."
Space is not guaranteed. DCTA "accommodates bikes on transit vehicles whenever possible on a space-available basis," and "if priority seating is needed for passengers, bike owners may be asked to move, wait for the next trip."
Bike hooks sit near the ADA-compliant seats, and the onboard rule is short: "Do not ride your bike on board or on train station platforms." There are two racks at each A-train station, and DCTA states it "is not responsible for lost or stolen bikes."
The A-train is the answer to the missing shop. Old Town Station is in Lewisville and the line ends at the Downtown Denton Transit Center, where three floors are within the city. Check the battery compartment is sealed before you count on it, and expect to give up your spot if priority seating is needed.
Trail Access — LLELA and Lewisville Lake
The rule that will actually stop a ride here is a city ordinance, and it is quoted almost nowhere else.
Lewisville Code § 10-128(c), adopted by Ordinance 0207-20-ORD on April 20, 2020, states: "LLELA trails are for hikers only. No bicycles, scooters, horses or motorized vehicles are permitted on the trails, except for a personal mobility device which is operated on designated trails, pathways or areas."
Note the word bicycles in that rule, sitting alongside motorized vehicles. This is not a rule about motors. It is a rule about wheels, and it catches an ordinary bicycle exactly as hard as it catches yours.
The rest of the same section is worth reading before any visit. Fishing bows and nets other than landing nets are barred, domestic animals are excluded unless the animal is an official service animal, and every visitor must check in at the entry booth.
Why state law does not open it
You might reasonably expect Texas Transportation Code § 551.106 to override this, because on most pages in this directory it does.
It does not here, and the reason is one clause. The statute stops a local authority prohibiting an electric bicycle "in an area in which the operation of a nonelectric bicycle is permitted." It protects e-bikes from being singled out; it does not create a right to ride where no bicycle may ride.
At LLELA, ordinary bicycles are barred on identical terms, so there is no discrimination for the preemption to bite on. Midland's I-20 Wildlife Preserve works the same way.

The state definition
Texas Transportation Code § 664.001 makes an electric bicycle a bicycle in Texas when it has fully operable pedals and a motor of fewer than 750 watts, in one of three labeled classes. Section 551.106 gives it a bicycle's rights and duties, and § 551.107(a) confirms no license, no registration and no insurance. The frame comes from House Bill 2188 and stops there.
Across Lewisville's Code of Ordinances the terms "electric bicycle," "e-bike," "ebike," "electric bike," "electric scooter" and "micromobility" appear zero times, and so does "helmet," against live controls of 31 uses of "sidewalk," 531 of "park" and 7 of "miles per hour" in the same corpus. There is no local e-bike rule and no helmet rule at any age.
Two things you will find if you search the code yourself
The first is a definition that looks like a problem and is not. Lewisville's traffic definitions provide that a bicycle is "every device propelled by human power upon which any person may ride having two tandem wheels either of which is over 20 inches in diameter."
That is 1960s wording, and a compliant Class 1, 2 or 3 e-bike is a bicycle statewide under § 551.106, and under House Bill 2188 behind it, regardless of how a city defines the word. The same stale phrasing sits in Pasadena and Killeen.
The second is an article about skateboards, roller skates, roller blades and scooters. It requires yielding to pedestrians on sidewalks, parking lots and streets, bars attaching yourself to a vehicle, bars riding in the business district, and requires permission on private property, and it tells those riders to operate "consistent with the rules of a road established for bicycles." It governs those devices. It does not govern your e-bike.
