How we verified this directory — Milad Ghobadibeygvand, BScN

We started from Virginia's 133 localities, 95 counties and 38 independent cities, in the Census Bureau's 2024 estimates. Candidates came from OpenStreetMap, eight makers' dealer maps, a Google Maps search of every locality, and AI search engines' answers.

A store counts when its own website offers e-bikes for sale or a maker's dealer map lists its address, and Google Maps shows it open. Closed stores, rentals, vehicle dealers and repair-only shops are left out.

Verified October 14 and 15, 2026; due again April 2027.

Quick Answer

There are 105 verified e-bike stores in Virginia as of October 15, 2026, in 49 communities across 38 of the state's 133 counties and independent cities. Richmond addresses carry 11, the most of any community (6 inside the city line), and 24 of the 36 localities with 50,000 or more residents have at least one.

Virginia asks for no license, registration or insurance on an e-bike, and the motor may draw no more than 750 watts of input power. If the nearest counter is a long drive, Redtail ships every e-bike free within the contiguous United States. The Virginia e-bike law guide covers the three classes in full.

Virginia keeps its map in localities, and 38 of them are independent cities that sit outside any county. That changes how you search: 15 of the 102 stores below with a mailing city carry an independent city's name yet stand in a county, and the 11 stores with a Richmond address stand in the City of Richmond (6), Henrico County (4) and Chesterfield County (1). Find the county or city you ride in first, then use the street.

Each listing gives you the street, the phone where one could be confirmed, and what verified the store. They are grouped by the nine regions that the state's GO Virginia economic-development program certified in 2016, then by the town on the store's mailing address, so a Fairfax County store mailed from Vienna sits under Vienna.

The cover shows the Old Cape Henry Lighthouse in Virginia Beach, put into operation in October 1792 as the first lighthouse authorized, completed and lit by the new federal government. It is faced with hammer-dressed sandstone, has been a National Historic Landmark since January 29, 1964, and stands within what is now First Landing State Park (Virginia Department of Historic Resources, read October 14, 2026).

Virginia's eBike Map, Region by Region

The table gives every Virginia county and independent city of 50,000 or more residents in the Census Bureau's 2024 estimates. The state has 133 localities in all, 95 counties and 38 independent cities, and the Census Bureau counts the cities as county equivalents because they are independent of any county's organization (Census Bureau glossary). Twelve cities and twenty-four counties reach 50,000, and together they hold 76.7% of the state's residents.

A dash under Verified stores means no verified store stands inside that locality's line. Open leads counts bicycle businesses there that could not be confirmed as e-bike sellers: their sites name no e-bike for sale, could not be read, or they have no site. Find your own county or city first; if it shows a dash, the nearest-store table tells you how far the closest verified counter is.

{#va-coverage-table}

Twenty-four of these 36 localities carry at least one verified store inside their line, nine of the 12 independent cities and fifteen of the 24 counties. The other twelve have none: the counties of Stafford, Spotsylvania, Frederick, Augusta, York, Pittsylvania, Culpeper, Franklin and Campbell, and the independent cities of Hampton, Suffolk and Lynchburg. If you ride in one of them, the nearest-store table below names your closest counter.

The 105 stores on this page reach well beyond these 36 localities: 21 of them stand in smaller counties and cities, so the table is only a start. The regional listings below cover every verified store, large locality or small, and one of them may stand closer to you than the table suggests.

Independent cities carry the denser counters: 46 of the 105 stores, 43.8%, stand in the 38 cities that belong to no county, 1.8 for every 100,000 residents against 1.0 in the 95 counties.

Northern Virginia holds 29.5% of the state's residents and 39.0% of its listed stores, 1.6 stores for every 100,000 residents against 1.2 for the state. Hampton Roads and the Eastern Shore, home to 19.9% of Virginians, hold 17.1% of the stores. If you ride in Southside or the Fredericksburg region, check the nearest-store table first: the two together hold 4.8% of the stores for 10.5% of the residents.

One smaller region beats the state rate beside Northern Virginia: the Shenandoah Valley lists 8 stores for 6.4% of the residents, 1.4 per 100,000.

Horizontal bar chart of the 105 verified e-bike storefronts listed on this page by GO Virginia region, with stores per 100,000 residents: Northern Virginia 41 (1.6 per 100,000), Hampton Roads and the Eastern Shore 18 (1.0 per 100,000), Greater Richmond 16 (1.2 per 100,000), Roanoke, the New River Valley and Lynchburg 8 (1.0 per 100,000), The Shenandoah Valley 8 (1.4 per 100,000), Charlottesville and the Piedmont 5 (1.1 per 100,000), Southwest Virginia 4 (1.1 per 100,000), Fredericksburg, the Northern Neck and the Middle Peninsula 3 (0.5 per 100,000), Southside 2 (0.5 per 100,000).

Bottom line Density is not only a northern thing: Northern Virginia has the most counters, but the Shenandoah Valley beats the state rate per resident too. If your own county shows a dash above, the next locality over is worth a call before you shop for a commuter e-bike online.

Virginia eBike Law — 2026 Quick Reference

Virginia asks little of an e-bike rider. You need no license, registration or title, and the motor may draw no more than 750 watts of input power. Sidewalk bans, path closures and helmets for children are decided locally, by the county, city, town or agency that controls where you ride, so look up that locality, not the shop's mailing city.

Read the permanent label on any bike before you pay. The statute says: "The label shall contain the classification number, top assisted speed, and motor wattage of the electric power-assisted bicycle and shall be printed in Arial font in at least nine-point type" (§ 46.2-904.1(C)(1)). A maker or distributor has owed every bike that label since January 1, 2021.

Rule What Virginia says Section
Motor A bike with pedals and a seat, on three wheels or fewer, and "an electric motor with an input of no more than 750 watts"; the definition names no separate continuous or peak rating § 46.2-100
Classes Class 1 assists only while you pedal, to 20 mph. Class 2 may drive the bike on its own, to 20 mph. Class 3 assists only while you pedal, to 28 mph § 46.2-100
License, registration, insurance The bike and its rider fall outside the Code's rules on driver's licenses, registration, titles, license plates and financial responsibility, the proof that you can pay for damage you cause § 46.2-904.1(B)
Helmet Class 3: every rider and passenger, at any age. Class 1 and 2: only where your locality has passed an ordinance for riders 14 and younger § 46.2-904.1(G), § 46.2-906.1
Age Under 14 on a Class 3 only with the immediate supervision of someone at least 18 § 46.2-908.1
Sidewalks Allowed statewide. You yield to pedestrians and signal before passing, and a locality can ban bikes from designated sidewalks and crosswalks § 46.2-903, § 46.2-904
Paths A locality or state agency can close a path to Class 3 outright, and to Class 1 and 2 after a public hearing and a finding that the closure is necessary for public safety or to comply with other laws § 46.2-904.1(F)
State parks Bicycles only on designated bicycle paths, and the regulation adds: "Any authorized use of an electric power-assisted bicycle will be limited to class one or class two bicycles" 4VAC5-30-276

The exemption is one sentence long. An electric power-assisted bicycle or its operator "is not subject to the provisions of this Code relating to requirements for driver's licenses, registration, certificates of title, financial responsibility, off-highway motorcycles, and license plates" (§ 46.2-904.1(B)). That one sentence is why you need no license, registration, title or plate to ride one.

What a violation costs

The penalties written into those sections are small, and the helmet rule for adults on a Class 3 carries none of its own.

Where you break it What it costs Section
Riding on a sidewalk or crosswalk where an ordinance or sign forbids it, or without yielding and signaling A civil penalty of "not more than $50" § 46.2-904
A rider 14 or younger without a helmet, in a locality that has the ordinance A $25 fine, suspended for a first violation and for anyone who buys a conforming helmet before the fine is imposed § 46.2-906.1
A Class 3 rider or passenger without a helmet The section states the duty and names no fine, and skipping the helmet cannot be held against you as negligence in a damages claim § 46.2-904.1(G)

Virginia e-bike incentives

Virginia has no statewide e-bike rebate that we found, and two localities run point-of-sale vouchers of their own. Each one prints the shops where you can redeem it, and thirteen of the 14 shops on the two lists are verified storefronts in the listings below; Trek in Arlington is closed on Google Maps.

Program Voucher Where it redeems
Charlottesville: city residents 18 and older, by quarterly drawing $500 for any resident, $1,000 at or below 80% of area median income, $1,500 for residents on SNAP, WIC, TANF or Medicaid Blue Ridge Cyclery, Blue Wheel Bicycles and Endeavor Cycles
Arlington County: county residents 18 and older with ID $600 standard, $1,650 enhanced, plus a $100 lock voucher 11 shops in Arlington, Alexandria, Falls Church and the City of Fairfax

Charlottesville's next drawing is Wednesday, November 4, 2026, and entries close at 11:59 p.m. Eastern on October 31, 2026. A winner redeems the voucher at one shop within 90 days of the drawing. Arlington's first round has concluded and its page says no vouchers are available, so join its mailing list if you live there.

Bottom line A voucher narrows your choice of shop: Charlottesville's and Arlington's programs each name the stores that may redeem them, so read that list before you compare counters. Everywhere else in Virginia you pick the counter, and the law asks little of you once you are riding.

Read before you buy. The statute caps the motor's input, so ask whether the wattage on a tag is input or output, and read the permanent label itself. The Virginia e-bike law guide covers sidewalk and helmet ordinances locality by locality, plus state parks and the Virginia Creeper Trail.

Choosing between Class 1, 2 and 3? The buying guide answers that in one section, then hands you a seven-spec checklist and a test-ride, warranty and support list to carry to a Virginia counter.

If your county or city has none: the nearest verified store

Twelve of the 36 counties and independent cities of 50,000 or more have no verified e-bike store inside their line. If yours is one of them, the table gives the closest store in a straight line from the locality's 2020 center of population in the Census Bureau's county population centers file; by road, expect farther.

Your locality Nearest verified store Distance
Frederick County Element Sports, Winchester 0.8 mi
Lynchburg (independent city) Blackwater Bike Shop, Lynchburg 2.7 mi
Augusta County Black Dog Bikes, Staunton 3.0 mi
York County Trek Bicycle, Newport News 3.4 mi
Spotsylvania County Olde Towne Bicycles, Fredericksburg 5.8 mi
Stafford County Bike Works, Fredericksburg 7.7 mi
Campbell County Blackwater Bike Shop, Lynchburg 9.6 mi
Hampton (independent city) Trek Bicycle, Newport News 10.1 mi
Suffolk (independent city) SCAT Bikes, Portsmouth 10.4 mi
Pittsylvania County Grind Bike & Skate, Danville 12.8 mi
Franklin County Trek Bicycle, Roanoke 16.9 mi
Culpeper County Blue Ridge Cyclery, Warrenton 18.5 mi

Lynchburg is the row to read twice. Blackwater Bike Shop has a Lynchburg address but stands in Bedford County, 2.7 miles from the city's center of population, so the city itself has no store inside its line. The same shop is the closest one to Campbell County as well, at 9.6 miles.

Four of the twelve are within five miles of a verified store, led by Frederick County at 0.8 miles from Element Sports in Winchester. The largest on the list, Stafford County with 168,919 residents, is 7.7 miles from Bike Works in Fredericksburg.

Five are more than ten miles out. Culpeper County is the farthest at 18.5 miles from Blue Ridge Cyclery in Warrenton, and Franklin County (16.9), Pittsylvania County (12.8), the city of Suffolk (10.4) and the city of Hampton (10.1) are the others. Four of the twelve also have an open lead inside their line, a bicycle business we could not confirm as an e-bike seller; each is worth a phone call before you drive.

A shop lets you sit on the frame before you pay, and Virginia asks nothing of you at the counter: no registration, no title and no plate (§ 46.2-904.1(B)).

Where are the e-bike shops in Northern Virginia?

Northern Virginia lists 41 verified stores across 16 communities. By mailing address, Alexandria leads with 7 and Arlington follows with 6, then Springfield with 4 and Fairfax, Falls Church, Herndon, Leesburg and Woodbridge with 3 each. Fairfax County alone holds 17 of them, more than any other county or independent city in the state. The listings above give each store's street and phone.

Where are the e-bike shops in Richmond, Charlottesville and Hampton Roads?

Greater Richmond lists 16 stores across 5 communities, 11 of them under a Richmond address. Four verified stores carry a Charlottesville address: Blue Ridge Cyclery on Conner Drive (in Albemarle County), Blue Ridge Cyclery on Preston Avenue, Blue Wheel Bicycles on 2nd Street Southeast and Endeavor Cycles on Maury Avenue. Hampton Roads and the Eastern Shore list 18 across 8 communities, with Virginia Beach (6) in front.

Yes. The Code defines an electric power-assisted bicycle as a vehicle on no more than three wheels with pedals, a seat and "an electric motor with an input of no more than 750 watts," sorted into three classes by assist type and top speed (§ 46.2-100). It "may be ridden in places where bicycles are allowed," except on a path that a locality or state agency has closed to it (§ 46.2-904.1(F)).

Do you need a license to ride an e-bike in Virginia?

No. The bike and its rider fall outside the Code's rules on driver's licenses, registration, certificates of title, financial responsibility and license plates (§ 46.2-904.1(B)). The City of Virginia Beach says it in plain words: "There's no licensing, registration, title or insurance required" (city e-bike guide).

Do you have to wear a helmet on an e-bike in Virginia?

On a Class 3, yes: "Each operator and passenger of a class three electric power-assisted bicycle shall wear a properly fitted and fastened bicycle helmet" (§ 46.2-904.1(G)). A county, city or town also "may, by ordinance, provide that every person 14 years of age or younger shall wear a protective helmet," with a $25 fine suspended for a first violation (§ 46.2-906.1). Our law guide's helmet section names localities that have adopted it.

Are e-bikes allowed on the boardwalk in Virginia Beach?

No. The city's guide says "E-bikes are always prohibited on the Boardwalk, the Boardwalk Bike Path, grassy area adjacent to the Boardwalk and on Oceanfront parks and plazas," and "e-bikes are never permitted on sidewalks in the Resort Area" (city e-bike guide). Since City Council amended the code on October 21, 2025, e-bikes "are now legally allowed to operate along the roadway all year just like traditional bicycles" on Atlantic Avenue.

Are e-bikes allowed on the Virginia Creeper Trail?

Yes. Abingdon's code, amended November 4, 2024, says "Electric-power-assisted bicycles are permitted on the trail," and the Towns of Abingdon and Damascus hold the trail jointly (Abingdon Code §§ 54-51, 54-53). Breaking a rule of that article is a Class 1 misdemeanor (§ 54-54). The Creeper Trail section of our Virginia law guide covers the closure of the trail's upper half, which you should check before you go.

The Bottom Line

Virginia's e-bike counters cluster in the north and thin out toward the south and the east, with exceptions that a list of the biggest places would miss: Northern Virginia holds 39.0% of the stores for 29.5% of the residents, 12 of the 36 counties and independent cities of 50,000 or more have none inside their line, and 21 of the 105 stores stand outside those 36 localities altogether.

Bottom line Pick the county you ride in, then the counter within a drive. Virginia asks for no license, registration or insurance, so the first decision is the shop or the checkout, and Redtail's commuter and city e-bikes ship free to any Virginia address (shipping policy).

A shop is the better route if you want to sit on the frame before you pay, have the saddle and brakes set at the counter, and know where the mechanic is when something rattles.

Ordering is the better route if the bike you want is not on a floor within reach. Read the class and the motor wattage off the maker's spec sheet first: a motor with an input above 750 watts falls outside the Code's definition of an electric power-assisted bicycle (§ 46.2-100).

Why buy from Redtail when the counter is far. Shipping is free on every e-bike we sell within the contiguous United States, which includes your Virginia address (shipping policy), and at checkout on October 14, 2026 you can pay by card or with Google Pay.

Warranty runs through the maker. If your bike will not power on, will not charge or throws an error code, our U.S. team arranges the repair or replacement remotely (refund policy); write to support@redtailebikes.com for orders, shipping and warranty.

Want a second opinion first? Email sales@redtailebikes.com with the county you ride in and what the ride looks like. The contact page says the team typically replies within one business day (contact page), and a question commits you to nothing.

Shortlist before you drive. The buying guide sorts its picks by how you ride and lists what to spend and what to look for, so a Virginia counter or a checkout page finds you already knowing what to ask.

Compare e-bikes in the buying guide

Wherever you buy, read the class and the motor wattage off the permanent label (§ 46.2-904.1(C)) before you pay, and check the rules of the county, city or town where you will ride.

If you know a Virginia shop that sells e-bikes and is missing here, or you find an error, write to sales@redtailebikes.com; verified corrections are published. Last verified October 15, 2026.

Sources, limitations and how this page was verified

How the count was reached

Each storefront is counted once: 105 verified storefronts, all listed on this page.

The candidate pool. OpenStreetMap returned 115 entries tagged as bicycle shops in Virginia; dropping unnamed entries and merging duplicates left 107, and 74 of those list a website. Eight makers gave 133 storefront rows: the dealer maps of Bosch, Aventon, Giant, Trek, Specialized, Velotric, Pedego and SWFT.

A Google Maps search covered bike shops in all 133 Virginia localities and in 26 incorporated towns and 131 census-designated places of 5,000 or more, plus "electric bike shop" searches in the 96 places of 25,000 or more: 386 searches that surfaced 60 businesses no source above had carried. Answers from three AI search engines to the 16 questions people type most added 8 more names, and each was checked like the rest.

The checks. Each candidate's own website was read for e-bikes offered for sale in the shop's own words: a price, a shop category or a sentence saying the shop sells them. An e-bike named only in a repair line, a rental price, a ride announcement, a law article or a parts list does not count, nor does a motor-vehicle dealer's e-bike page.

A site that could not be read was tried again through a real browser, a text-rendering reader service and an archive copy.

A maker's dealer map is the other way in: a store counts when the Bosch, Aventon, SWFT, Velotric and Pedego map lists its address as an e-bike dealer. Google Maps was then read for each store: 101 of the 105 resolved to one business at the listed address that Google shows as open. A store Google shows closed, even for the season, is not counted.

How to read the listings

Each listing ends with a grade that tells you what confirmed the store sells e-bikes; there are three.

Site checked covers 52 of the 105: the shop's own website offered e-bikes for sale in its own words.

Chain site checked covers 17: one website serves several storefronts (for example E-Bike Alley, Agee's Bicycles and Blue Ridge Cyclery), so it shows the business sells e-bikes while the listing shows which store you are visiting.

A maker's dealer map covers 36: a maker names the store as one of its authorized e-bike dealers, and the grade links you to that maker's locator or the store's own page there. Of those 36, 21 have a website that did not show e-bikes for sale in its own words (or could not be read) and 15 have no website of their own, so the maker's map is the evidence.

Bar chart of how the 105 listings were verified: site checked 52, chain site checked 17, a maker's dealer map 36.

A phone number is printed where the sources agree or only one gives it; where a maker's roster and Google Maps disagree, the shop's own site settles which, and a listing goes without a number when the site settles neither. Whatever the grade, ring the shop before you set out on a long drive.

Why the map is thin where it is thin

OpenStreetMap carries roughly 60% of the 105 storefronts listed here; built from the map alone, this page would miss the rest. The makers' dealer rosters and the statewide Google Maps search each surfaced stores the others did not.

Closures were settled on Google Maps and on the shops' own sites: 10 storefronts that a maker's roster or another source still listed are closed (10 permanently, 0 for the season). Rental-only businesses, motor-vehicle dealers, repair-only shops and mobile services are left out.

Limitations

  1. 102 candidates remain open leads, named in the research files and not counted: 51 with sites that name no e-bike for sale, 21 that could not be confirmed (a site that could not be read or forwards to another business, or no store named at that address) and 30 with no website of their own. Each is a lead worth a phone call, not a finding that the business does not sell e-bikes.
  2. Named and not counted: 10 closed storefronts (permanently), 2 rental-only businesses, 4 businesses that are not bicycle stores (two vehicle dealers, a maker that sells direct and a ride event), 1 shop that declines to work on e-bikes and 1 duplicate listing.
  3. Locality lines are the Census Bureau's. A store counts toward a row of the coverage table only if it stands inside that county's or independent city's own line, and the county of each store was read from its coordinates.
  4. Two incentive programs are time-limited. Charlottesville's drawing is on November 4, 2026 and its entries close October 31, 2026; Arlington County's page says no vouchers are available now. Check each program's own page, linked in the incentives table, before you plan a purchase around it.
  5. This is a floor, not a census. A shop that is on none of OpenStreetMap, a maker's dealer map or Google Maps would not be found here. A Google Maps search by name can also return a same-named shop in another state, such as West Virginia, so every address was checked for Virginia before a store was counted.
  6. Demand evidence. The questions this page answers come from 1,483 Google and Bing completions and related searches, 58 Virginia forum posts and 24 People Also Ask questions read on October 14 and 15, 2026, and from AI search engines' answers to 16 questions on October 14, 2026: Gemini and Google AI Mode answered all 16 and Perplexity answered 11. Brave Search, ChatGPT and Copilot Search returned no usable answer. No search-volume figure is used. The forum posts come from two reads of Reddit: its own search feed answered all 21 searches of seven Virginia subreddits on October 15, 2026, and an archive of it answered 10 of 24 on October 14 and refused the rest (HTTP 429). Every post was read whole, title and body.
  7. What would age this page. It is re-checked in April 2027, and sooner if a listed shop closes or moves, if the General Assembly amends the sections cited above, if either voucher program changes, or when the Census Bureau publishes new local estimates.
  8. Distances are straight lines. The nearest-store table measures from each locality's 2020 center of population to each store's coordinates, and a large county can have its population in one corner.
