To find every one of the bike shops in El Cajon, seven e-bike makers' dealer maps were read whole, along with OpenStreetMap, Yelp, Superpages, Google Maps, each business's own website and eight questions put to answer engines. The Census geocoder settled which addresses lie inside El Cajon.

To count, a store must sell e-bikes on a page it runs or appear on an e-bike maker's dealer map. Two repair shops, a bike shop, two sporting-goods chains and a closed dealer are named below without being counted. Last verified October 8, 2026; next check April 2027.

The Trolley and MTS Buses — Taking Your eBike Through El Cajon

Three trolley lines meet at El Cajon Transit Center, and MTS sets one set of bike rules for its trains and buses.

El Cajon Transit Center. The MTS station list puts it at 352 S. Marshall Ave., 1.1 miles southwest of the city's center point, on the Orange, Green and Copper lines, with 469 parking spaces. The Copper Line also stops at Arnele Avenue and Gillespie Field, both inside the city, and ends at Santee Town Center.

On the trolley. MTS's bike rules say "Bikes ride for free with any paying transit riders!" and "One bicycle is allowed per Trolley car during peak travel times, and two are allowed at all other times." You stand with the bike for the whole ride.

On the bus. Each bus rack holds two bicycles, three on some newer racks, for bikes "under 55 pounds" with wheels from 20 to 29 inches and tires up to 2 3/8 inches wide. The rack takes "Electric bikes with sealed gel, lithium Ion, or NiCad batteries," and you may carry the battery aboard if it will not secure to the bike or puts the bike over 55 pounds.

E-bikes may not ride inside the bus, and MTS bars "Electric bikes with liquid lead acid batteries" from every vehicle. Many transit centers and trolley stations have bike lockers, the same page says.

Weigh the bike before you plan a bus ride. The front rack stops at 55 pounds, so if your e-bike is heavier, pop the battery and carry it aboard; when the rack is full, wait for the next bus.

El Cajon's Parks, the County Preserves and El Capitan

El Cajon keeps e-bikes out of its own parks, so look to the County's preserves for trails.

The city's parks

Under § 9.42.030, no one may ride an electric bicycle "within any city park, any city playground, any public facility." The parks chapter defines a city park to include "any parking lots, walkways, and sidewalks adjacent to public park grounds," per § 2.56.010.

Chapter 9.42 defines ride as "move, not move, or travel at any speed while supported by a device," so even sitting on your bike counts. Park it only "at such place or places as are provided for and designated as places for parking" e-bikes, under § 2.56.030(R).

The County's rule for its preserves

In an October 2022 presentation, County Parks said "class 1 & 2 E‐Bikes are permitted on all County paved areas and trails where traditional bikes are permitted, unless specifically restricted by DPR for Safety and Maintenance Concerns." It counted "18 parks with trails where Class 1 & 2 E‐Bikes are prohibited" and added, "Signs are posted at trailheads where these bicycles are permitted and prohibited." Of Class 3, it said "DPR did not authorize their use on DPR Trails."

El Capitan County Preserve

The County's preserve page, for 13775 Blue Sky Ranch Road in Lakeside, describes "Some 11 miles of trails" along "a granite-ribbed ridgeline," a hike "considered strenuous" that "can easily take up to 6 hours." It opens at 8 a.m. and closes at sunset, and "El Capitan is CLOSED in August due to extreme summer heat."

Read the trailhead sign before you ride a County trail. The County posts where Class 1 and 2 e-bikes may and may not go, and a Class 3 belongs on the road.

California and El Cajon eBike Laws — What Makes an eBike Legal in El Cajon

The state sets the classes and the age line. El Cajon's Ordinance 5176, adopted May 12, 2026, amended the parks chapter and Chapter 9.42 of the city code, the chapter that lists where you may not ride.

The state's definition and classes

California's Vehicle Code § 312.5(a) defines an e-bike as a bicycle with "fully operable pedals and an electric motor that does not exceed 750 watts of power." El Cajon's § 9.42.020 adopts that definition word for word.

Before you pay, read the permanent label that § 312.5(c) requires, showing "the classification number, top assisted speed, and motor wattage."

Because a legal e-bike "is not a motor vehicle" under § 24016(b), it needs no license, registration or plate. Section 21213 bars riders under 16 from Class 3, and § 21212 puts every rider under 18 in "a properly fitted and fastened bicycle helmet."

Where El Cajon bars riding

  • Parks, playgrounds and public facilities: § 9.42.030 bars riding an e-bike in any of them.
  • The Civic Center: the same section bars it "upon any public grounds in the Expanded Civic Center area" and on public property "between Main Street and Douglas Avenue, including that area commonly referred to as the Prescott Promenade."
  • Shared bikes: § 10.26.050 says "It is unlawful for any person to ride or operate a dockless vehicle upon a sidewalk."
  • Jumps: § 9.42.060 bars anyone from using or placing "a ramp, jump, platform, or similar device" on public property.

The sidewalk question, both ways

El Cajon's § 10.08.070 says "No person shall ride, drive, propel or cause to be propelled any vehicle or animal across or upon any sidewalk." Title 10 does not define vehicle, so § 10.04.140 borrows the Vehicle Code's word.

Read one way, an e-bike is a vehicle: § 670 excepts only "a device moved exclusively by human power." Read the other way, it is a bicycle: § 231 says "An electric bicycle is a bicycle," and a pedal bicycle falls under § 670's exception. Until a court or the Council settles it, walk your e-bike on El Cajon sidewalks.

What a violation costs

Under § 1.24.010, breaking the city code is a misdemeanor, up to $1,000 and six months in jail, unless charged as an infraction. Violations "relating to ... operation of bicycles" are infractions: a fine "not exceeding one hundred dollars" for a first, then up to $200 for a second and $500 for each one after within a year.

Chapter 9.42 sets its own, smaller fines. § 9.42.065 applies Chapter 1.24 "unless specified otherwise" and § 9.42.070 sets them: riding an e-bike in a city park, playground, public facility, the Civic Center or the Prescott Promenade is an infraction with a "fine not exceeding twenty-five dollars, for a first offense" and up to $50 for a second violation and $100 for each one after within one year.

The under-12 rule El Cajon has not adopted

AB 2234 added Vehicle Code § 21214.7, which lets any city in San Diego County "prohibit a person under 12 years of age from operating a class 1 or 2 electric bicycle" until January 1, 2029. A violation draws a warning for the first 60 days, then "a fine of twenty-five dollars ($25)."

El Cajon's code, as published through Ordinance 5177 of June 9, 2026, contains no such ordinance. If a child under 12 will ride in another San Diego County city, check that city's code first.

What changes on January 1, 2027

Both bills were chaptered on September 30, 2026 as non-urgency statutes, so under the California Constitution's Article IV, § 8 they take effect on January 1, 2027. From January 1, 2027, AB 2346, Chapter 842, sets a prima facie limit of 10 miles per hour on a sidewalk.

From January 1, 2027, SB 1167, Chapter 846, bars selling or labeling "A vehicle with motor power of more than 750 watts" as an e-bike.

Before your first El Cajon ride: keep off park grounds, the Civic Center and the Prescott Promenade, walk the bike on sidewalks, keep Class 3 for riders 16 and up, and put a helmet on every rider under 18.

Clean Cars 4 All. The San Diego County Air Pollution Control District's flyer offers income-eligible residents "up to $7,500 for a pre-paid public transit card and/or e-bike!" You trade in a vehicle of model year 2009 or older that has run in California for the last two years.

You must live in San Diego County and hold a California driver's license, and the household income limit runs from $46,950 for one person to $129,450 for six. The District's program page says "The San Diego region program is open"; apply at sdcc4a.org or call (855) 651-2242.

The state. California's E-Bike Incentive Project "began in December 2022 and concluded in December 2025."

Nine bike businesses inside the city were tied to it by at least one source: 3 verified, 2 sporting-goods chain floors, 2 repair shops, 1 bike shop and 1 closed dealer. Seven listings were set aside first: three motorcycle dealers, a drum-rack maker, a clothing store, a Superpages listing Maps finds only as a wellness foundation and an engine's Bicycle Warehouse address.

All 108 leads from the directories, map searches, answer engines and dealer maps were measured from the Census point except one, an online store at a post-office box. Six distinct e-bike floors stand within 6 miles, three of them inside the city; the rest are farther out, closed, repair-only, or stores that name no e-bike.

The sources, and what each one could and could not do

Seven makers' dealer maps were read to 10 miles on October 7, 2026, each beside a control: Velotric, Aventon, Giant, Bosch, Specialized, Trek and Pedego's California directory. A Trek row alone was treated as a lead, since Trek's locator marks no e-bike dealers.

Directories and AI search. OpenStreetMap was read as a lead pool, never a count, and Yelp, Superpages and Google Maps in a browser. Of seven answer engines asked eight questions, Bing's Copilot search answered eight and Perplexity seven on October 8, Google's AI Mode eight on October 9 and 10, and Brave none; three could not be read. Every business the engines named or cited was read and given a verdict.

The city code was read whole on eCode360, all 22 titles, current through Ordinance 5177 of June 9, 2026, with no newer laws pending on its list.

City limits

Every address placed inside El Cajon here returned "El Cajon city" from the Census geocoder, the three stations included. Mileages are straight lines from the Census Gazetteer point; road miles run longer. The Knox House's address, on the cover, returned "El Cajon city."
