The rules came from the named chapters of Midland's municipal code, codified through Ordinance No. 10709 of February 10, 2026. A method note, up front: this page publishes no whole-code character count. Earlier pages in this sweep did, and on August 26 that statistic proved not reproducible across differently structured codes, so we retired it project-wide and cite the chapters we actually read instead. The two floors Midland actually has

For once our sweep had the count right, and the interesting part is not how many there are but what one of them is called.

Energy City Bikes

2810 W. Loop 250 N, Suite 125, Midland, TX 79705, (432) 203-4394. Its own site runs an electric category alongside bicycles, apparel, accessories and components, leans heavily on Specialized, and offers service with an estimate up front — "whether your bike is in need of a minor adjustment or a major overhaul."

The name is the most Midland thing about it. This is the Permian Basin; the bike shop is called Energy City.

Trek Bicycle Midland

4712 N Midkiff Road, (432) 699-1718. Trek's own page is titled "Bike & EBike Sales & Service" and advertises 24-hour service and repair on bikes of any brand.

Check the day before you drive. Published hours on the day we looked were closed Sunday, closed Monday, and Tuesday through Saturday 10–6 — the second corporate Trek store in this sweep running a five-day week in a mid-size Texas city — Waco's is shut Mondays and Tuesdays — and it is the kind of thing that turns a planned errand into a wasted drive.

Is Peyton's Bikes still open?

The shop is open. The name is not.

Probe Midland's search demand and peyton's bike shop midland tx comes back as a live completion. Directories still carry it: BikeTexas's member list, a Midland shop directory, a BBB profile. Every one of them, including the singletracks shop listing and the BBB profile, gives the address as 4712 N Midkiff Rd and the phone as (432) 699-1718.

Same address, same telephone number Trek publishes for Trek Bicycle Midland. Same door, same line, different sign. And Trek's own page never mentions the old name: the word "Peyton" appears on it zero times.

So if you have been looking for Peyton's, stop looking: go to 4712 N Midkiff and you are there. We are not saying anything about ownership or how the change happened, because we do not know and it is not our business. We are saying the address and the number match, which is the part a rider needs.

It was bigger than one shop

The completion set suggests this was a West Texas chain rather than a single storefront. The root peyton's bikes returns Midland, Odessa, Lubbock and San Angelo.

We verified the Midland address and nothing else. The status of those other stores is an open lead, and we would rather say that than imply we checked.

Takeaway

The demand is still searching a name the sign no longer carries. If a directory sends you to Peyton's Bikes at 4712 N Midkiff Rd, that address is real and the shop is trading — it is Trek Bicycle Midland now.

Can I ride an e-bike on Midland's trails?

On the street network and the city's paved paths, yes. On the trail system riders most often ask about, no — and this is the first city in seventy-five where that is the honest answer.

Midland's municipal code incorporates the I-20 Wildlife Preserve rules from Exhibit "E" to Ordinance 9098, adopted January 8, 2013, in a section whose history runs back to 1985. The rules are short and the sixth is the one that matters:

Motorized vehicles and bicycles are not allowed on trail system.

Note what it bans. Not just motorized vehicles — bicycles, full stop. Dogs are out too, at any time, along with alcohol, firearms, hunting and fishing.

The preserve's hours are seasonal and worth knowing if you were planning to ride to it: 8:00 a.m. to 6:00 p.m. from October to February, and 8:00 a.m. to 8:00 p.m. from March to September.

Why the state preemption doesn't rescue you here

It would be easy to assume Texas law overrides this, because on other pages in this sweep it does. It does not, and the reason is one clause.

Section 551.106(a)(2) stops a local authority prohibiting an electric bicycle "in an area in which the operation of a nonelectric bicycle is permitted." The statute protects e-bikes from being singled out. It does not create a right to ride where no bicycle may ride.

At the I-20 Wildlife Preserve, ordinary bicycles are barred on identical terms. There is no discrimination for the preemption to reach. A bicycle ban applied equally is simply a bicycle ban, and it holds.

Elsewhere in the city, note the 10:30 p.m. curfew the code applies to a long list of named neighborhood parks, running until 6:00 a.m., with a permit route for organized groups of ten or more in the larger illuminated parks. Plan evening rides around it.

Takeaway

Midland is the first city in this sweep where the answer is a clean no. The I-20 Wildlife Preserve bars bicycles from its trail system outright, and because it bars ordinary bicycles too, § 551.106 has nothing to bite on. Ride the streets and the paved paths instead.

Yes, and almost everything that governs you is the state's.

Section 664.001 — added by HB 2188 in 2019 — makes an electric bicycle a bicycle in Texas when it has fully operable pedals and a motor of 750 watts or less, in one of three labeled classes. Section 551.106 gives it a bicycle's rights and duties, and § 551.107(a) confirms no license, no registration and no insurance.

Locally there is no e-bike rule, and there is a whole bicycle chapter. That distinction matters, because a bicycle rule reaches you through § 551.106 whether or not it ever says "electric".

Across the whole code — 3,176,953 characters — the terms "electric bicycle", "e-bike", "ebike", "electric bike", "electric scooter" and "micromobility" appear zero times, and so does "helmet" — against live controls of 267 uses of "sidewalk" and 1,297 of "park".

So there is no e-bike ordinance here. There is, however, a bicycle chapter.

Chapter 10-11, and the sidewalk line at age twelve

Chapter 10-11 of the municipal code is a bicycle chapter adopted by ordinance on June 23, 1953 and still in force. Two of its sections change where you may ride.

Section 10-11-21 is one sentence and two clauses: "No person shall ride a bicycle on a sidewalk within a business district. No person 12 or more years of age shall ride a bicycle upon any sidewalk in any district."

That is a citywide sidewalk ban for anyone twelve or older, and because it restricts every bicycle on identical terms, § 551.106(a)(2) gives an e-bike no exemption from it.

Section 10-11-22, added by ordinance on October 28, 1954, is narrower and stranger: it is "absolutely prohibited" to ride or drive a bicycle "upon, under or in any portion of the Big Spring Street underpass, including the roadway and the walkway." One piece of infrastructure, named in the code for seventy-two years.

The rest of the 1953 chapter, which still binds

Violating the chapter is a misdemeanor, and a parent or guardian "shall not authorize or knowingly permit" a child to violate it (§ 10-11-1). A rider on a roadway has all the rights and duties of a driver (§ 10-11-12) and must obey traffic-control devices, with a neat exception: where a no-turn sign applies, you may dismount and cross as a pedestrian instead (§ 10-11-13).

Then the period detail, all of it still enforceable. Ride astride a permanent seat and carry no more people than the bike is designed for (§ 10-11-14). Ride as near the right as practical, no more than two abreast (§ 10-11-15). Speed no greater than reasonable and prudent (§ 10-11-16).

Yield to pedestrians when emerging from an alley or driveway (§ 10-11-17). No clinging to vehicles (§ 10-11-18), one hand on the bars at all times (§ 10-11-19), and park at the curb or in a rack with the least obstruction to people on foot (§ 10-11-20).

At night: a white front lamp visible at 500 feet and a red rear reflector visible from 50 to 300 feet (§ 10-11-23). And the one nobody expects — § 10-11-24 requires a bell or other device audible at 100 feet, and forbids a siren or a whistle. A bell is not optional equipment in Midland; it is in the code.

Is an electric dirt bike an e-bike here?

Two of Midland's live search terms are electric dirt bike midland tx and dirt bike shop midland tx, so it is worth answering plainly against the statute.

No. Texas caps an electric bicycle at 750 watts with fully operable pedals. A machine above that ceiling, or one without pedals, is not an electric bicycle whatever the listing calls it — which means it takes none of a bicycle's street rights, none of its bike-lane access, and no help at all from the preemption discussed above. Private land with permission, or a facility built for it, is the honest answer.

What the search results get wrong

Midland has the widest name collapse we have measured anywhere in this project, and it is not close.

Pasadena lost its name to one other city and one other state. Mesquite lost it to a city in Nevada and to barbecue wood. Midland loses it to a hemisphere.

Two other things the results miss:

  1. The rebrand. Nothing we ran explained that Peyton's Bikes and Trek Bicycle Midland are the same address and phone.
  2. The one rule that would change your afternoon. No answer mentioned Ordinance 9098's rule (f), which is the only provision in this city that will actually stop you riding somewhere.

Takeaway

Add two letters to your search. Typing "TX" or a Midland ZIP — 79701, 79703, 79705, 79707 — is the difference between finding a shop on Loop 250 and reading about e-bike rentals in Ontario.
