The best electric bike Jacksonville riders can buy is decided by two numbers, and neither of them is a hill. The first is 750 watts, which is where Florida stops calling your bike a bicycle. The second is the wind, which on one hour in ten costs you more than the biggest bridge in the city.
We measured every neighborhood in Duval County — 38,114 street segments across all 206 of them, at one-meter resolution, then measured ten years of hourly weather at the National Weather Service's own Jacksonville station, then read every bicyclist-involved crash the City has published since 2019. Duval County's median street grade is 0.28%. Its hardest rideable climb is a bridge the elevation data cannot see.
So the buying question here is not what climbs. It is what holds a speed into moving air, in August, without asking you to arrive wet.
Quick Answer. In Jacksonville, buy an e-bike rated under 750 watts. Florida's definition says "less than 750 watts," so a 750-watt machine is a moped here and needs a driver license. The city is flat, and what you ride against is the wind rather than a hill.

What we measured, and how
Every figure here comes from a named public dataset, recomputed rather than quoted.
Street grades come from the U.S. Geological Survey's 1-meter bare-earth lidar, 3DEP project FL_Peninsular_FDEM_2018_D19_DRRA, sampled every 20 meters along 38,114 segments of the City of Jacksonville's own street centerline file — 342,485 elevation points in all. One meter matters more here than in a hilly city: Jacksonville's whole relief is about 150 feet, and a coarser model's vertical error would be the same size as the signal.
The neighborhood set is the City's own published 206 rather than a realtor list. Weather is ten complete years of hourly observations at Jacksonville International, from NOAA's Local Climatological Data. Every crash figure comes out of the City's own file. Bridge clearances are the federal U.S. Coast Pilot 4, edition of September 13, 2026.
Every bike weight, payload ceiling and rider-height range below is the manufacturer's own published wording, read from the maker's page on September 16, 2026. Where a maker publishes nothing, the cell says so and no advice rests on it.
Florida's e-bike law turns on one word, and the word is "less"
Check the motor rating before you check anything else. Florida's definition of an electric bicycle is narrower than most riders assume, and the gap is one watt wide.
"Electric bicycle" means a bicycle or tricycle equipped with fully operable pedals, a seat or saddle for the use of the rider, and an electric motor of less than 750 watts which meets the requirements of one of the following three classifications. — Fla. Stat. § 316.003(23)
Three things in that sentence decide a Jacksonville purchase.
A tricycle counts. Florida writes "bicycle or tricycle," so an electric trike is an electric bicycle here with the same rights as any two-wheeler. Several states exclude trikes; Florida does not, which makes three wheels a real option here rather than a legal problem.
The classes set the speed. Class 1 assists only while you pedal and stops at 20 mph. Class 2 may drive the bike on a throttle alone and stops at 20 mph. Class 3 assists only while you pedal and stops at 28 mph.
And "less than 750 watts" is not "750 or less." A motor rated at precisely 750 watts — the most common rating on the market — sits outside the definition. Of the 161 bikes in stock on our own shelf, 40 are excluded by that single word.
What a 750-watt bike becomes in Florida
A bike outside the e-bike definition does not become illegal. It becomes a different vehicle, with different paperwork.
Fla. Stat. § 316.003(44) defines a moped as a vehicle with pedals, a seat, no more than three wheels, "a motor rated not in excess of 2 brake horsepower" — about 1,491 watts — and not capable of more than 30 mph on level ground. A pedal-equipped 750-watt bike limited to 20 mph fits that description.
Then the licensing chapter closes the loop. § 322.01(29) defines "motor vehicle" for driver-licensing purposes as any self-propelled vehicle "excluding vehicles moved solely by human power, motorized wheelchairs, and electric bicycles as defined in s. 316.003." A moped is not on that list. An electric bicycle is.
And § 322.03(1)(a) says a person "may not drive any motor vehicle upon a highway in this state unless such person has a valid driver license issued under this chapter." A first conviction is a second-degree misdemeanor.
The 750-watt line is not pedantry. Under it, § 316.20655(2) frees you from financial responsibility, driver and vehicle licenses, registration and title. On it or over it, Florida's driver-licensing chapter reaches you. Check the sticker before you check the marketing.
What Florida does not ask of you
Ride a bike that meets the definition and the state asks for remarkably little.
No driver license, no registration, no title, no plate, no insurance — § 316.20655(2) says so in one sentence. You may ride "where bicycles are allowed, including, but not limited to, streets, highways, roadways, shoulders, bicycle lanes, and bicycle or multiuse paths" under subsection (7).
There is no statewide minimum age to ride an e-bike in Florida. There is a helmet rule: § 316.2065(3)(d) requires a rider or passenger under 16 to wear a helmet meeting the federal standard at 16 C.F.R. part 1203, and § 316.20655(1) applies the bicycle rules to e-bike riders.
Two more requirements sit on the bike rather than on you. Since January 1, 2021, § 316.20655(3) requires a permanent label showing the classification number, top assisted speed and motor wattage. And § 316.20655(4) makes it unlawful to modify an e-bike's speed capability unless that label is replaced afterward — which matters if your bike advertises an unlockable class setting.

If you are buying this month, the local rules change on Tuesday, September 22, 2026. Ordinance 2026-0570 sits at third reading on the City Council's agenda for that date. It is not law as this page is written, and the City Council has not yet voted on it.
Council Member Boylan introduced it on July 28, 2026. It went to three committees, was deferred through August, and then moved in a single week: the Rules Committee approved a substitute 5–2 on September 14, the Neighborhoods, Community Services, Public Health and Safety Committee approved its own substitute 4–1 the same day, and the Transportation, Energy & Utilities Committee approved that substitute 5–0 on September 15.
The substitute matters more than the bill, because the committees changed it in ways that affect where you can ride and who can ride at all. Both committees published the same list of changes in their own agendas.

The City's own committee documents describe the substitute's definition of an electric bicycle as "consistent with the State," which would close a gap in the introduced bill — that version defined an electric bicycle as one with a motor of "750 watts or less," one watt wider than Florida's own test.
One detail differs between the two committee papers, and it is worth knowing which is current. The Rules substitute of September 14 sets "a 60-day delay in the effectiveness" of the retailer-signage requirement. The NCSPHS substitute read by the Transportation committee on September 15 instead makes that requirement "effective on December 1, 2026." The NCSPHS version is the later one and the one the third committee approved.
The veto that put this on the Council's desk
Jacksonville is legislating because Tallahassee tried and stopped.
Florida gave cities this power in 2025. Chapter 2025-149, Laws of Florida — Committee Substitute for Committee Substitute for Committee Substitute for Senate Bill 462, approved by the Governor on June 19, 2025 and effective July 1, 2025 — amended § 316.20655 and added subsections (8) and (9). Subsection (8) is the one that matters: "A local government may adopt an ordinance providing one or more minimum age requirements to operate an electric bicycle."
Then the statewide sequel failed. Senate Bill 382 would have required e-bike riders to slow to 10 mph within 50 feet of a pedestrian and to warn audibly before passing. It would also have created a safety task force and an e-bike crash-data mandate inside the Department of Highway Safety and Motor Vehicles.
The Senate passed it 37–0 on February 25, 2026. The House passed the committee substitute 112–0 on March 9. It was presented to the Governor on June 15 and vetoed on June 25, 2026.
A bill that lost no vote in either chamber did not become law, and five weeks later Jacksonville introduced its own. A city ordinance is deciding your sidewalk speed instead of a state statute for exactly that reason.
Buy for the rule that is coming. If 2026-0570 passes on September 22 in its substitute form, Jacksonville sidewalks and shared-use paths carry a 15 mph cap, there is no minimum age, and helmets stay required under 16. A Class 1 or Class 2 bike is capped at 20 mph anyway, so the cap is a riding decision rather than a buying one.
The four cities inside Duval that are not Jacksonville
Jacksonville consolidated with Duval County in 1968. Four municipalities stayed out, they write their own traffic code, and Ordinance 2026-0570 does not reach a single street in any of them. Three of the four are where you ride to the ocean.

Atlantic Beach is the strictest, and its rule is specific. Ordinance No. 75-25-29, adopted March 10, 2025, added Article VIII to Chapter 21 of the city code.
Section 21-107(a) permits riding bicycles, electric bicycles and personal mobility devices on public sidewalks, roadways and public spaces "when these devices are operated solely by human power." Section 21-107(b)(1) then caps them at "ten (10) miles per hour on a sidewalk or multi-use pathway."
Subsection (b)(2) is the one people get caught by: these devices "may not operate under motorized power or assistance within any city park, upon any city trail network, or upon any unpaved portion of a public right-of-way." Section 21-108 makes a violation a civil infraction with a $50 penalty, a further $50 if unpaid after 30 days, and an appeal to the Duval County Court.
Neptune Beach writes its beach rule as a definition rather than a speed limit. Section 7-29(b) says "No bicycle, electric bicycle, skateboard, roller skate, or personal mobility device may be operated on the beaches within the city in a reckless manner" — and the same section defines "reckless" first as "at a speed in excess of fifteen (15) miles per hour." So the sand is open to you at Neptune Beach, at 15 mph.
Jacksonville Beach closes its sand to motors. Section 6-45(p) makes it unlawful "to operate a motorized scooter, motorcycle, micromobility device, motorized bicycle, or any other motorized device on the Atlantic Ocean beach."
An honest note on that last one. Section 6-45(p) does not name an electric bicycle. An e-bike is plainly a motorized device on the ordinary reading of the catch-all, and that is how you should treat it.
But Florida draws a careful statutory line between an electric bicycle and the motorized categories the rest of the list names. Section 316.003(48) expressly excludes an electric bicycle from "motorized scooter," and the ordinance does not say which side of that line it means. We located no Florida decision applying it. Walk it on the sand at Jacksonville Beach.
State law backs all four of these. Section 316.20655(1) preserves a local government's power to govern e-bikes on streets and sidewalks, to restrict them on a bicycle path, multiuse path or trail network, and to restrict them on a beach or dune. Best electric bike Jacksonville: all 206 neighborhoods, 38,114 segments, a 0.28% median grade
Jacksonville is the largest city by land area in the contiguous United States — 747.27 square miles of land, by the Census Bureau's 2024 gazetteer. The City publishes 206 neighborhoods, and this guide measured the streets inside every one of them.
The coverage has an honest shape. The 206 polygons tile 497.37 square miles with zero overlaps, so they are a clean partition rather than a set of overlapping labels.
Those 497 square miles are two-thirds of the city's land. The third left out is western pine flats, the Timucuan preserve, marsh and river. Measured where it matters the coverage is far tighter: of the 38,114 street segments graded for this guide, only 1,348 — 3.5% — fall outside every published neighborhood. The four beach and rail towns are covered at 98–100%.
One neighborhood of the 206 has no measurable streets at all: Blount Island, 2.64 square miles of JAXPORT marine terminal, which carries no city-maintained public centerline and recorded no bicycle crash in seven years. It is in the table below with empty cells rather than quietly dropped.
How flat is flat
Every figure here is the end-to-end grade of one centerline segment — the stretch between two intersections the City itself names.

Read the fourth row again. Half of Jacksonville's streets rise or fall by less than three feet in a hundred. Fewer than one segment in forty reaches 2%, which is the grade at which most riders first notice they are climbing.
That single fact should reshape your shortlist. Torque — the specification a hill city buys first — does very little for you here. What you are buying instead is sustained power against air, a saddle you can sit on for an hour, and range in heat — the axes our electric bike buying guide walks through spec by spec.
The steepest streets in Duval County
They exist, and they are short. Every one of these is a river bluff or a creek bank.

The steepest street in the city is 78 meters long. San Francisco's Filbert Street climbs at 31.7% for 78 meters. The scale of that difference is why a guide written for a hill city is the wrong guide here.
By neighborhood, the relief is concentrated where the river cuts. Woodmere puts 21.1% of its segments at or above 2% with 45.5 feet of relief; Beacon Hills & Harbour 20.4%; Hidden Hills 20.2%; Downtown Jacksonville 16.0%. At the other end, dozens of neighborhoods — Arrowhead, Allendale, Arlington Manor, Beach Haven, Argyle Forrest, Baldwin — record not a single segment at 2%.
Every other name Jacksonville uses for itself
Nobody says "I live in CPAC district 4." People say a neighborhood name, a council district, a ZIP code, or the beach. So every one of those vocabularies was mapped onto the published 206 from geometry, by assigning all 43,123 street segments in the county.
The result is a crosswalk of 200 other names across 991 rows — and 189 of those names span more than one published neighborhood. A few worth knowing:
- City Council District 13 is the beaches: Jacksonville Beach 43.1%, Atlantic Beach 20.0%, Neptune Beach 14.0%, North Beach 7.2%. If you live in District 13, three different city codes may apply to your ride.
- ZIP code 32218 spreads across 15 neighborhoods, led by Highlands at 14.8% and Oceanway at 12.1%. A shop locator that works in ZIPs is answering a different question from the one you asked.
- City Council District 11 is 43.6% outside every published neighborhood — the Greenland and Deerwood country in the far southeast, where the street grid runs out.
- CPAC District 5 is the historic westside core: Riverside 5.9%, Murray Hill 4.9%, Riverview 4.3%, Lackawanna 4.1%, and sixteen more.
Where a name splits, the crosswalk publishes every neighborhood it touches and the share of its streets in each, rather than picking one and calling it the answer.
The bridges are the hills, and the lidar cannot see them
The strangest measurement in this guide changes how you read every grade above it.
Sample the one-meter bare-earth elevation model at the middle of the Dames Point Bridge and it returns −0.82 meters. At the middle of the Acosta, −0.61 meters. Along the shared-use path on the Fuller Warren, ten consecutive samples all return −0.61 meters.
Those are not the decks. −0.609601 meters is the hydro-flattened surface of the St. Johns River in the elevation model — the single value the dataset carries for the water. A bare-earth model, by construction, measures the ground. It cannot see a road standing above it, and in Jacksonville that deletes every real climb in the city.
So the bridges were measured a different way: from published navigational clearances in the federal U.S. Coast Pilot 4, edition of September 13, 2026, combined with path lengths measured from the mapped road surface.

The Fuller Warren path is the climb that matters, because it is the one you can actually use. Its deck stands 75 feet above the river at the center over a bridge span of about 1,290 meters, which works out to roughly 3.5% average on the approach — sustained for something over a third of a mile.
Nothing harder is available to a Jacksonville cyclist, and it is gentler than a San Francisco side street. It is also, by a wide margin, the most exposed piece of road in the city, which brings us to the thing that actually slows you down here.
The wind is the hill you did not plan for
Jacksonville's resistance is the air, and it is measurable. Across 87,553 hourly observations at Jacksonville International between 2015 and 2024, the mean wind speed is 6.7 mph. One hour in four — 25.1% — is at or above 10 mph. 7.5% of hours are at or above 15 mph, and the 90th-percentile hour is 14 mph.
So we put wind and gradient on the same axis and asked what each costs. The model is the standard cycling power equation, with rider and bike mass from published figures, rolling resistance and frontal area held constant, and air density set to 1.165 kg/m³ for Jacksonville's warm humid summer air.

Read the middle row against the bridge. The Fuller Warren shared-use path averages about 3.5%. A 14 mph headwind — the 90th-percentile Jacksonville hour — costs you slightly more than riding up the biggest bridge in the city, and it does not stop at the crest. One hour in ten, the wind is steeper than the Fuller Warren.
And it is worse for a rider who does not want to pedal hard. On the motor alone, on flat ground, that same bike holds 20 mph in still air, 16.53 mph into 10 mph of wind, and 11.99 mph into 20 mph of wind. Jacksonville's wind is strongest in March and April, at a 7.6 mph monthly mean and a 90th-percentile hour of 15 mph, and lightest in July and August.
Buy watts you can hold. In a city where 97.8% of street segments are under 2%, a high-torque hill motor is specification you have paid for and will not spend. What earns its money in Jacksonville is a motor that will sit at its rated output into moving air for twenty minutes — and a riding position that does not turn you into a sail.

Jump to the picksThe rider: weight, height, fitness and age
Two people on the same Jacksonville street are not having the same ride, so the rider belongs in the arithmetic. This is where Jacksonville parts company with every hill-city guide you have read.
Rider power below comes from published critical-power values: trained cyclists 4.17 ± 0.60 W/kg, untrained 3.19 ± 0.35 W/kg, from Chorley, Bott, Marwood and Lamb, European Journal of Applied Physiology 2020;120(11):2349–2359, Table 1, twenty male participants with a mean age of 39.
Four things must be said with those numbers, every time.
- Critical power is a maximal sustainable effort, not a commute. A rider holding it arrives wrecked. The "easy effort" used here is 50% of critical power, and that fraction is this guide's editorial choice — not a finding of the study.
- The study's "untrained" group still played active sport weekly. A first-time e-bike buyer is very likely below it.
- All twenty participants were male, mean age 39. Applying watts per kilogram across sexes and ages is an extrapolation, and this guide names it as one.
- The model scales power with body mass at a fixed W/kg. A watts-per-kilogram figure works that way by construction. It is an assumption about the rider rather than a measurement of one.
Weight, and why the hill-city advice is wrong here
Every guide written for a hilly city tells a heavier rider to buy more torque. On Jacksonville's ground, that advice does not survive measurement.

On flat ground in still air, every rider on that table holds the same 20 mph, because the motor reaches its limiter and nothing else is asked of anybody. Into a 14 mph headwind on the flat, the 250 lb rider is 0.82 mph faster than the 130 lb rider — because at a fixed watts-per-kilogram a bigger rider makes more absolute watts, and air resistance does not care what you weigh.
Only on the bridge does weight cost anything, and it costs 2.02 mph in still air and 0.77 mph into a headwind. Compare that with San Francisco, where the same model on a 10% block separates a 130 lb and a 250 lb rider by 3.6 mph.
So in Jacksonville, what you weigh is close to irrelevant to how fast you go. What it does decide is the payload ceiling you need, which is a published number on the bike and the next table down.
Fitness, and how little of it you need
At 190 lb on the Fuller Warren into a 14 mph headwind, a trained rider at easy effort holds 13.26 mph and an untrained rider 12.61 mph — a difference of 0.65 mph. On the flat in still air, both hit the limiter and the difference is zero.
Buy for the wind and the heat rather than for your legs. The assist erases the fitness gap almost entirely, which is what a rider who stopped cycling because of an August commute is actually buying back.
Report the motor-only figure beside it, because that is the honest floor for anyone who does not want to arrive wet: on the flat, 20 mph in still air, 16.53 mph into 10 mph of wind; up the Fuller Warren, 14.42 mph in still air and 10.33 mph into a 14 mph headwind, with no pedalling at all.
Height, and what the makers actually publish
A rider-height range is a fit constraint you can check before you buy, and it is the maker's figure or nothing.

Seven of the nine publish a height range. Two do not, and no fit claim here rests on them.
The shapes matter. The Tiger Jr's published range tops out at 5'9", so a taller rider should take one of the others. The URUS reaches 6'4", the widest here, and the SX-style step-throughs start lowest at 5'1". Addmotor writes its payload as rider plus cargo — 230 lbs of rider and 80 lbs of load — so read it as two numbers.
The Citytan's 95 lb figure is Addmotor's own answer on its product page rather than a spec-table row, and the maker words it "about." It is the maker's published figure, and it is also a soft one.
Age is its own question, and it has three answers
The law. Florida sets no minimum age to operate an e-bike. The helmet rule at § 316.2065(3)(d) applies under 16 and reaches e-bike riders through § 316.20655(1).
Jacksonville's introduced ordinance would have barred anyone under 11 from riding on any street, path or sidewalk, and the committee substitute now before the Council removed that. Atlantic Beach's Article VIII sets no age either. So in Duval County today, and in the ordinance as it stands for the September 22 vote, age changes your helmet and nothing else.
What a rider can hold up at a stop. This is the question age actually asks of a bike, and the answer is a number on the spec sheet rather than an adjective about the rider. Our nine picks run from 60 lbs to about 95 lbs. A 95 lb trike does not need holding up at all, which is the entire argument for three wheels.
What a rider can carry up a flight. Same numbers, different staircase — and that is the next section.
Nothing here converts age into a performance figure. The study behind every watt on this page is twenty men with a mean age of 39, and stretching it across decades would be an invention.
The heat, month by month, and why it decides the purchase
Jacksonville's season is not a winter. It is a five-month stretch in which the air itself is the reason people stop riding bicycles, and the reason they start riding electric ones.
These figures come from 87,568 hourly observations at Jacksonville International between 2015 and 2024, with the heat index computed by the National Weather Service's own Rothfusz regression and both of its published adjustments.

Three rows deserve to be read slowly.

July reaches a heat index of 90 °F on 30.6 days out of 31. Not "most days." Effectively every day. And on 10.7 of those days it reaches 103 °F, which is the National Weather Service's "Danger" threshold.
In August, the dew point is at or above 70 °F for 97.7% of all hours. Seventy is the threshold above which meteorologists start calling air oppressive. In August, Jacksonville is above it essentially all the time, day and night. This is why "ride early in the morning" is weak advice here: the early morning is not a cool hour, it is a slightly cooler humid one.
In July, 45.4% of commute hours are at or above a 90 °F heat index — a higher share than the month's all-hours figure, because the 5 p.m. hour is the worst of the day.
Connect that to the physics above. A rider who declines to pedal hard in August is avoiding arriving at work unpresentable.
On the motor alone, that rider still holds 20 mph on flat ground in still air and 14.42 mph up the Fuller Warren. The value of an electric bike in this city sits in those two numbers, and it is the reason the specification you should shop for is sustained rated output and range ahead of climbing torque.
Winter barely registers. Jacksonville records 41.1 hours a year at or below freezing, under two days' worth spread across twelve months.
No salt runs here. Fenders matter for rain, and brine never comes into it.
Storms, salt air and the hurricane months
Jacksonville records a thunderstorm on 77.4 days a year, and they are afternoon events — the same hours as the evening commute. Add the Atlantic hurricane season, June 1 through November 30, and two specifications stop being optional.
The first is somewhere for water to go. Qiolor publishes an IP5-rated build for the Tiger Jr, which is the one explicit wet-weather figure on this page. Where a maker publishes no ingress rating the fit table says so, and no wet-weather claim here rests on one.
The second is salt. If you ride to the ocean at any of the three beach towns, rinse the bike with fresh water afterwards. Salt air is the reason beach-town bicycles wear out in a way inland ones do not, and it costs you nothing to deal with.
Where the crashes are: 2,417 of them
Jacksonville publishes its own crash file, and it carries a bicyclist flag. Between 2019 and 2025 — seven complete years — there were 2,417 bicyclist-involved crashes in the county. This guide placed 2,349 of them inside a named neighborhood: 2,017 injuries and 53 people killed.
Say what this number is before reading anything into it. It is a count of reported crashes, and there is no published count of how many people ride in each Jacksonville neighborhood. So these figures say where crashes happen; they do not say how dangerous a mile of riding is. A neighborhood with more crashes may simply have more riders, or one bad arterial that collects all of them.

Two patterns in that table are worth acting on.
The beaches lead on count, the arterials lead on severity. Jacksonville Beach has the most crashes of any neighborhood and only 2.7% of them happen on a road posted 40 mph or faster — a dense, slow grid with a lot of riders.
North Beach has fewer crashes and 52.0% of them are on roads posted 40 mph or faster. The same is true in Mid Westside at 41.5% and Englewood at 34.1%. Where a neighborhood's crashes cluster on fast roads, the useful decision is which route you take rather than which bike you buy.
Roughly a fifth of crashes happen in the dark, everywhere. The county-wide pattern runs from 17.0% to 30.8% across these neighborhoods, with Neptune Beach highest. Florida already requires a white front lamp visible at 500 feet and a red rear lamp and reflector between sunset and sunrise, and Jacksonville's pending ordinance would restate it. Treat that as the floor and buy brighter.
And the network context matters more than any single row. Across the 206 neighborhoods there are 3,706 miles of street and 54.0 miles of cycleway and shared-use path combined — 1.5% of the network. Jacksonville's separated infrastructure is thin, concentrated in a handful of neighborhoods, and mostly away from where the crashes are. The bike that cannot stay outside
Some of this guide assumes a garage. If you do not have one, the bike's weight stops being a physics input and becomes the most important row on the spec sheet.
A rider in a second-floor walk-up, or anyone who will not leave a bike outside overnight, is choosing between machines they can carry and machines they cannot. Our nine picks, by the weight each maker publishes:

Do not trust a net carry weight nobody published. None of these four makers publishes what its battery weighs on its own, so the common advice to "take the battery out and carry the frame" has no number behind it here. If that is your plan, weigh the frame yourself before you commit to it.
If the bike must come inside every night and there is a staircase involved, the 60 lb Vtuvia CMB 8-Speed and the 61.7 lb Eunorau META24 are the two to look at, and nothing else here is close.
What Jacksonville leaves you to choose from
Before the picks, the shape of the shelf, because Florida's definition narrows it hard.
We had 161 electric bikes and trikes in stock on September 19, 2026. Screening every one of them against § 316.003(23) on the maker's own rated wattage leaves 16 machines that meet Florida's definition, from five brands: Eunorau, Vtuvia, Addmotor, Qiolor and DWMEIGI.
Ninety-nine are outside the definition, and 40 of those are excluded by the single phrase "less than 750 watts" — they are rated at precisely 750. A further 34 could not be decided, because our own listing does not state the deciding spec.
We checked that exclusion rather than assuming it, in the direction that would have overturned it. Addmotor's own pages for the GraooPro, the Foldtan M-160 and the Grandtan M-340 state 750 W with no separate nominal figure, and a sweep of every excluded listing found no sub-750-watt version.
Vtuvia publishes 48V 750W on seven of its nine machines and 48V 500W on the other two. DWMEIGI publishes 750 W on four trikes and 350 W on one.
This is Florida's line. Every machine on either side of it is sold honestly at its published rating, and the ones on the far side are covered further down rather than left out.
Why nine picks. Our house rule is that a recommendation block spans at least three brands with no brand supplying more than half. Vtuvia and Qiolor share a support operation and a phone line, so they count as one brand for that test — which still leaves four, and nine picks: Eunorau 4, Qiolor and Vtuvia 3 between them, Addmotor 1, DWMEIGI 1.
Area 1 — The everyday flat commute
Who this is for: 3–8 miles each way, four or five days a week, on Jacksonville's ordinary streets — which is to say streets whose median grade is 0.28%.
What decides it: weight you can carry, a published rider-height range that fits you, and enough sustained output to hold a speed into afternoon wind. Not torque.
Vtuvia Zeal LT7
$1,29948V 500W rear motor (750W peak) with 65 Nm, 62 lbs, a 350 lb total capacity and a published rider height of 5'3" to 6'2". Vtuvia lists the whole fleet as Class 2, and this is the lighter of its two machines that clear Florida's line. The 350 lb ceiling is the highest of any two-wheeler on this page.
Eunorau META24
$1,69961.7 lbs, a 500 W hub motor rated to 55 N·m, a 286 lb total payload, and a published rider-height range of 5'3" to 6'2". Eunorau publishes a maximum speed of 20 MPH. It is the lightest complete commuter that clears Florida's definition, and the only bike on this slate one person can reliably carry upstairs.
On the measured city either bike holds 20 mph on flat ground in still air for every rider weight from 130 to 250 lbs, and 16.90 mph into a 14 mph headwind for a 190 lb rider at an easy effort. Up the Fuller Warren they hold 17.41 mph at the same effort, or 14.42 mph on the motor alone.
The weight is the specification that matters most if the bike sleeps indoors. Both are in the sixties; nothing else on this page is.

Area 2 — Distance, torque and the long flat haul
Who this is for: 8–20 miles, a weekend ride down the Baldwin Trail or a long commute across the river, where you will meet the bridge and the wind on the same day.
What decides it: a drivetrain that turns your effort into distance efficiently, a payload ceiling with room for gear, and the widest rider-height range available.
Vtuvia CMB 8-Speed
$1,899A 48V 500W VTUVIA mid-drive (peak 820W) that Vtuvia rates at 175 Nm of torque, 60 lbs, a 300 lb total capacity and a 5'1"–6'1" rider height. It is the lightest mid-drive on this page and the cheapest, at less than half the price of the other one.
Eunorau URUS 2.0
$3,999A 48V 500W BAFANG M600 mid-drive with up to 120 N·m torque, full suspension, a weight of 61.7 lbs, a 300 lb payload ceiling, and a 5'3"–6'4" / 160–193 cm rider-height range — the widest on this page. A mid-drive geared through the cassette earns its money over twenty miles rather than over a hill.
Both are mid-drives, which is the layout that pays over distance rather than over a hill — and on Jacksonville's ground, distance is the only thing on offer. The URUS adds full suspension and the widest fit range; the CMB is the one to take if the ground is paved and the budget matters.
Eunorau publishes a maximum speed of 20 MPH / 32 KPH for the URUS and describes the class setting as "Class 3 Speed limited Unlockable." Ride it as delivered. Florida § 316.20655(4) makes it unlawful to modify an e-bike's speed capability unless the classification label is replaced afterwards, and the label is what a deputy reads.

Area 3 — Heat, and arriving without a shirt change
Who this is for: 2–6 miles, daily, May through October — the months when 30.6 days in July reach a 90 °F heat index and the August dew point sits at or above 70 °F for 97.7% of hours.
What decides it: a throttle you can lean on so you do not have to work, a build that shrugs off an afternoon thunderstorm, and a low enough standover to put a foot down at every light.
Eunorau META275 1.0

Qiolor Tiger Jr

The throttle is the point. In a July commute hour, 45.4% of which sit at or above a 90 °F heat index, the ability to stop pedalling and still hold 20 mph on flat ground is not a luxury feature — it is the difference between riding and driving.
The fit constraint is real and it is published: Qiolor's recommended height range is 5'1" – 5'9", and the META275 1.0's starts at 5'6". Between them they cover most riders, but check yours before you choose.

Area 4 — Three wheels, cargo and the school run
Who this is for: 1–5 miles, several times a week, carrying something or someone — and anyone who would rather not balance a loaded bike at a red light.
What decides it: Florida's definition, which covers a tricycle exactly as it covers a bicycle. Several states exclude trikes; Florida does not, which makes three wheels a full option here.

Read the version on the Citytan before you add to cart, because that one listing sells two different vehicles in the eyes of Florida law. It is offered in a 500 W version and a 750 W version, at the same $1,199. Under § 316.003(23) the 500 W version is an electric bicycle in Florida and the 750 W version is not.

Most of our shelf sits on the other side of that 750-watt line, and pretending otherwise would not help you. Forty-six machines on this page's shortlist, in stock today, fall outside Florida's electric-bicycle definition and inside its moped definition instead. They run from $599 to $4,099.
Check the rating on the machine rather than the list below. At 750 watts or more, on something with working pedals that tops out at 30 mph or under, Florida calls it a moped.
Be clear about what that does and does not mean.
It does not mean they are illegal, or bad, or that anything is wrong with them. Every one is sold at the wattage its maker publishes, and in most of the country a 750-watt bike is an ordinary Class 2 e-bike. Florida simply drew its line one watt lower than the rating the industry standardized on.
It does mean a different set of paperwork in this state. A machine outside § 316.003(23) with pedals, a seat, no more than three wheels, a motor not over 2 brake horsepower and a top speed at or under 30 mph meets the moped definition at § 316.003(44).
Chapter 322 does not exclude mopeds from "motor vehicle." So under § 322.03(1)(a) you need a valid driver license to ride one on a highway, and a first conviction is a second-degree misdemeanor under § 322.03(1)(b)1. No motorcycle endorsement, and § 316.211(3)(a) does not require a helmet at 16 or over.
So here is the practical test. If you hold a Florida driver license and you ride on roads, a 750-watt machine from this list is a straightforward purchase and gives you more motor for the money. What it costs if you get stopped
Fines here are small, and the enforcement risk that matters is not the ticket.
In Atlantic Beach, § 21-108 makes a violation a civil infraction with a $50 penalty, a further $50 if it is unpaid after 30 days, and an appeal to the Duval County Court. In Neptune Beach, § 7-29 makes beach violations non-criminal infractions with penalties set by F.S. § 318.18(3). Jacksonville's pending ordinance would make a violation a Class C offense, which its own committee agendas gloss as less than $100 or 60 days.
The one that is not a fine is the license. Riding a machine Florida classifies as a moped without a driver license is a criminal charge under § 322.03(1)(b)1 — a second-degree misdemeanor on a first conviction — and no ticket schedule applies to it.
If an officer stops you, the conversation is short and it is about the label. Since January 1, 2021, § 316.20655(3) has required a permanent label showing the classification number, top assisted speed and motor wattage. That label is the document. If it reads under 750 watts and names a class, you are riding a bicycle and § 316.20655(2) frees you from licensing and registration. If it reads 750 watts or more, expect to be asked for a driver license.
The six-point Jacksonville checklist
Run this checklist before you buy, and again before you ride somewhere new.
- Read the wattage on the label, not the listing. Under 750 and you are a bicycle; at 750 or above you are a moped and you need a driver license.
- If the listing has a motor drop-down, read it twice. One listing on this page sells a 500 W and a 750 W version at the same price.
- Check the maker's published rider-height range against your own height before anything else about fit.
- Check the payload ceiling against your weight plus what you carry. It is the maker's number or there isn't one.
- If the bike sleeps indoors, weigh the stairs. Our picks run from 60 lbs to about 95 lbs.
- Know which city you are riding in. Atlantic Beach caps paths at 10 mph and bans motor assist on its trails; Jacksonville Beach closes the sand to motorized devices; Neptune Beach makes 15 mph the line on the sand.
What is not an e-bike in Florida
Some machines sold alongside e-bikes are not e-bikes here, and the difference is not cosmetic.
A motorized scooter is not an e-bike: § 316.003(48) defines it separately and expressly excludes an electric bicycle from the term. A machine with no working pedals is not an e-bike either — § 316.003(23) requires "fully operable pedals," so a pedal-less motorbike-style machine falls outside the definition whatever it is marketed as. And anything that will exceed 30 mph is outside the moped definition too, which puts it into heavier vehicle categories again.
Three wheels, by contrast, is fine. Florida's definition says "bicycle or tricycle."

What is genuinely good about buying an e-bike in Jacksonville
- The ground asks almost nothing of the machine. With a median grade of 0.28% and 97.8% of segments under 2%, a 500 W motor is not a compromise here — it is ample.
- Florida asks nothing of you either, provided the bike qualifies: no license, no registration, no title, no plate, no insurance, and no minimum age.
- Tricycles are full electric bicycles under Florida law, which opens a stable, no-balance option that several states close off.
- Winter is 41.1 freezing hours a year, spread across twelve months. There is no salt season, no storage season and no month you cannot ride.
- The Fuller Warren shared-use path made a genuine city-to-city crossing possible by bike where there was none.
Who Jacksonville's conditions are wrong for, and what to read instead
- If you want a 750-watt bike, you need a Florida driver license to ride it, because the state's definition stops one watt short and the moped rules take over. The 46 machines listed in that class are listed above with their ratings.
- If you are over 6'4", no machine on the Florida-qualifying list publishes a range that reaches you — the URUS 2.0 stops there and it is the widest. Read our electric bikes for tall riders guide before committing.
- If your riding is May through September and mostly midday, be honest about the heat before you spend. Thirty of thirty-one July days reach a 90 °F heat index, and no bike changes that.
- If you plan to ride the sand at Jacksonville Beach, § 6-45(p) closes the beach to motorized devices. Neptune Beach is the one that lets you, at 15 mph.
- If you live in Atlantic Beach and ride city trails, § 21-107(b)(2) requires the motor off there. A bike you will ride unassisted half the time is a different purchase.

What it costs to get this wrong
Buy the 750 W version of a bike instead of the 500 W one and Florida stops treating you as a cyclist. Under § 322.03(1)(b)1, a first conviction for driving a motor vehicle without a valid license is a second-degree misdemeanor. A drop-down menu is a poor place to acquire a misdemeanor.
Buy for torque you will never spend and you have paid for a specification the ground does not ask for. Buy an 87 lb bike for a second-floor walk-up and you will stop riding it by the second month. Buy without checking the published rider-height range and you may own a bike you cannot comfortably reach the ground on.
None of those mistakes is expensive to avoid. All of them are expensive to undo.
The bottom line
For most people in Jacksonville, the Eunorau META24 at $1,699 is the answer: 61.7 lbs, a 500 W motor, a 286 lb payload, a 5'3"–6'2" fit range, and light enough to live indoors. It is the best match to a city whose median street grade is 0.28% and whose real adversary is moving air.
On a tighter budget, the Vtuvia Zeal LT7 at $1,299 does the same job for four hundred dollars less, at 62 lbs with a 350 lb ceiling.
If you want to stop pedalling in August, buy the Qiolor Tiger Jr at $1,399 — throttle, IP5-rated, 400 lb load ceiling — and check that you are under 5'9" first.
If you want three wheels, buy the Addmotor Citytan M-315 at $1,199 in its 500 W version, and read the drop-down twice. For a calmer, lower-geared trike, the DWMEIGI MG708 Hera at $1,499 runs 350 W at 15 mph — inside every path cap in the county.

Frequently asked questions
Are electric bikes legal in Florida?
Yes. An electric bicycle under Fla. Stat. § 316.003(23) has fully operable pedals, a seat, and an electric motor of less than 750 watts in one of three classes. Section 316.20655(1) then gives it and its rider all the rights and duties of a bicycle.
Are e-bikes street legal in Florida?
Yes, and more than street legal. Section 316.20655(7) says an operator "may ride an electric bicycle where bicycles are allowed, including, but not limited to, streets, highways, roadways, shoulders, bicycle lanes, and bicycle or multiuse paths."
Do you need a license for a 750-watt electric bike in Florida?
Very likely yes, and this is the most commonly misreported fact about Florida e-bike law. The definition requires a motor of less than 750 watts, so a bike rated at exactly 750 falls outside it and matches the moped definition at § 316.003(44). Chapter 322 does not exclude mopeds from "motor vehicle," and § 322.03(1)(a) requires a valid driver license to drive one.

Both columns assume working pedals, a seat and no more than three wheels. A machine capable of more than 30 mph is neither, and the moped definition at § 316.003(44) does not reach it. Where the right-hand column says we did not resolve something, that is a gap in what we read, not a finding that nothing is required — check with the Florida Department of Highway Safety and Motor Vehicles before you ride.
Are e-bikes allowed on sidewalks in Jacksonville?
Today there is no Jacksonville speed cap on sidewalks, and state law permits sidewalk riding unless a local ordinance says otherwise. Ordinance 2026-0570, at third reading for September 22, 2026, would cap e-bikes at 15 mph on sidewalks and shared-use paths. In Atlantic Beach the cap is already 10 mph, under § 21-107(b)(1).
How old do you have to be to ride an e-bike in Jacksonville?
There is no minimum age in Florida, and the committee substitute now before the City Council removed the minimum age the bill originally proposed. A rider or passenger under 16 must wear a helmet under § 316.2065(3)(d).
Can you ride an electric bike on the beach in Jacksonville?
It depends which beach. Jacksonville Beach bars "any other motorized device" from the Atlantic Ocean beach under § 6-45(p). Neptune Beach allows it but makes any speed over 15 mph reckless by definition under § 7-29. Section 316.20655(1) gives each beach town that power separately.
What is the best electric bike for hills in Jacksonville?
The question does not really apply here, which is itself the answer. Half of Jacksonville's street segments are under 0.28%, only 2.18% reach 2%, and the steepest street in the county runs 78 meters at 8.00%. The sustained climb worth planning for is the Fuller Warren shared-use path at roughly 3.5%, and any 500 W bike on this page takes it at 14.42 mph without pedalling.

Is Jacksonville good for biking?
The ground is excellent and the network is thin. Across 206 neighborhoods there are 3,706 miles of street and 53.9 miles of cycleway and shared-use path — 1.5% of the network — and 2,417 bicyclist-involved crashes were recorded between 2019 and 2025. Choose routes as carefully as you choose the bike.
How hot is it to ride a bike in Jacksonville in summer?
Measured at Jacksonville International over ten years: July reaches a heat index of 90 °F on 30.6 days out of 31, and 103 °F on 10.7 of them. In August the dew point is at or above 70 °F for 97.7% of all hours. In July, 45.4% of commute hours are at a 90 °F heat index or above.
Does wind matter more than hills in Jacksonville?
Yes, and by a measurable margin. A 14 mph headwind — the 90th-percentile Jacksonville hour — costs the same as a 3.78% grade, which is more than the Fuller Warren Bridge asks of you. Twenty-five percent of all hours are at or above 10 mph.
How far can an electric bike go in Jacksonville?
Further than in a hilly city, because the ground takes almost nothing out of the battery — but plan for heat and wind rather than climbing. Quoted ranges on the qualifying list run from about 40 to 85 miles; treat the low end of any maker's range as the summer figure. Is an electric trike a good idea in Jacksonville?
It is a better idea here than in most places. Florida's definition covers "a bicycle or tricycle," so an electric trike has the same legal standing as a two-wheeler. Can I ride a 750-watt e-bike in Jacksonville?
Yes, with a driver license. A 750-watt machine is outside Florida's electric-bicycle definition and meets the moped definition at § 316.003(44) instead, so § 322.03(1)(a) requires a valid driver license to ride it on a highway. What happens to e-bike rules in Jacksonville after September 22?
If Ordinance 2026-0570 passes in its substitute form, Jacksonville gains a 15 mph cap on sidewalks and shared-use paths, a definition of "shared-use path," a careless-operation offense provable without proof of speed, and City authority to post operational restrictions. A standardized educational sign for e-bike retailers takes effect December 1, 2026.
Limitations
What the city's own data cannot tell you
1. A crash count is not a risk. There is no published count of how many people cycle in each Jacksonville neighborhood, so the crash figures describe where crashes happen without saying how dangerous a mile of riding is. The per-street-mile column normalizes for how much road is there. It cannot normalize for how much riding happens on it.
2. Reported crashes only. The City's file holds crashes recorded by an investigating agency. Cycling injuries that never reach a police report are not in it. 2026 is excluded because it is a partial year: 518 records against 37,441 for 2025.
3. One weather station. All climate figures come from Jacksonville International Airport, nine miles north of downtown. Duval County's urban core, its beaches and its western pine flats do not share one microclimate, and the beaches run several degrees cooler on a sea breeze.
4. The bare-earth model cannot see bridges, and 1,049 of 38,114 segments carry no published grade because of it.
The reasons overlap, because a viaduct is both a bridge and a road a bicycle may not use. These four counts therefore sum to more than 1,049 and are not a breakdown of it.
789 segments lie along a mapped bridge, 511 are on limited-access roadway barred to bicycles, and 32 show the tell of a road surface crossing water. A further 46 survived every automated test with a sustained pitch at or above 8% and are held for a person to inspect. None of those 46 is published as a grade here.
5. The neighborhood set does not tile the whole city. The 206 published polygons cover 497.37 of the city's 747.27 square miles of land. They do cover 96.5% of the street segments measured for this guide; the 3.5% outside them are mostly in the far west and southeast where the grid runs out.
6. Bridge grades are computed rather than surveyed. The Fuller Warren figure combines the federal Coast Pilot's published 75-foot navigational clearance at the center of the span with the mapped length of the shared-use path. It is an average over the approach rather than a surveyed maximum, and the clearance is measured to the underside of the span rather than to the deck a rider is on.
What our listings and the makers do not state
7. Our listing and Eunorau's page state the URUS 2.0's maximum speed differently. Eunorau's own specification table publishes "Maximum Speed 20 MPH / 32 KPH" and the string "28 MPH" does not appear on that page; our product listing records 28 mph and Class 3. This guide follows the manufacturer. The discrepancy has been logged for correction on our own listing.
8. Two machines could not be resolved and are therefore absent from every recommendation. The Samebike CY20 Pro's manufacturer page serves a European specification (250 W, 25 km/h) from every route we tried, so its US rating could not be confirmed. And one Eunorau machine we list is not present in Eunorau's own live catalog, so we have no maker page to read its specification against.
8a. Four machines in stock could not be screened at all. Our own listing publishes no assisted top speed for four Eunorau machines, so the second limb of the definition cannot be read for them. They appear in neither the qualifying 16 nor the moped 46, and their absence from both is a gap in what we have read rather than a fact about the bikes.
8b. Four listed top speeds are not believable and were excluded from every count. A 16-inch balance bike and three Tesway machines carry listed assisted speeds between 86 and 96 mph on our own records. Those are transcription faults on our side rather than properties of the machines, and no figure on this page rests on them.
8c. Vtuvia and Qiolor are counted as one brand. Our supplier records show the two share a support operation and a phone line, so treating them as two independent makers when spreading recommendations would overstate the range of manufacturers behind this page.
8d. Two picks carry no published rider-height range and two no published bike weight. The fit table prints each maker's own wording, and where a figure is not published the cell says so rather than carrying an estimate. No fit claim on this page rests on a number we invented.
What the rider model assumes
9. No figure here reduces rider power for heat. We located no citable value for everyday commuting effort in Jacksonville's conditions that we were prepared to stand behind, so the motor-only row is reported instead of a modelled penalty.
10. Rider-fitness figures come from twenty men. The critical-power study behind every watt in the rider section had a sample of twenty male participants with a mean age of 39. Applying it across sexes and ages is an extrapolation.
11. We did not resolve whether Florida requires a moped to be registered. Section 320.02 as retrieved contains no reference to mopeds, and the registration chain was not closed. Nothing on this page claims anything about moped registration. The driver-license chain, which is closed, is stated above.

Our evidence for every bike on this page is data and math. Every motor rating, top speed, weight, payload ceiling and rider-height range was read from the manufacturer's own published page on September 16, 2026, recorded with the sentence it appears in, and recomputed rather than quoted. Where a maker publishes no figure, the cell says so and no advice rests on it.
The city itself was measured rather than described. 342,485 elevation samples along 38,114 street segments; 87,568 hourly weather observations across ten complete years; 2,417 crash records across seven complete years; 43,123 street segments assigned to neighborhoods to build the alias crosswalk. Every statute and ordinance quoted here was opened at the issuing body's own site and read back rather than summarized from a secondary source.
Neutrality. We sell electric bikes, and we sell every machine recommended here. The screen that produced the qualifying list was run against all 161 bikes in stock before any pick was chosen, and it ruled out 99 of our own products outright and set another 42 aside.
The exclusion of 40 machines at precisely 750 watts was independently re-checked at the manufacturers, in the direction that would have overturned it. Every machine it excludes is published further up this page with its rating.
