Owning it in your state
Federal law defines a “low-speed electric bicycle” as a vehicle with a motor under 750 watts and a maximum motor-powered speed under 20 mph (15 U.S.C. § 2085(b)). The DK400's motor is published at 750W sustained and 1000W peak, not under that 750-watt line, with a 28 mph top speed, so state law — not the federal low-speed-bicycle carve-out — governs where and how you can ride it.
